INTRODUCTION:
Anna Cottrell of Anna Cottrell and Associates, agent for Mobil Oil Corporation, owner of the
property located at the northwest corner of Congress Avenue and Woolbright Road (see
Exhibit "A" - location map), is requesting conditional use approval to raze the existing service
station facility and construct a new 3,084 square foot service station.
The property is currently used as a service station with a convenience store, a three bay
minor automotive repair facility and four gasoline dispensing units covered by a canopy (see

survey - Exhibit "B"). There are also four underground fuel tanks on the site of a combined
capacity of 40,000 gallons.
The proposed new service station will consist of :
. 2,436 square foot convenience store
. 648 square foot car wash
. canopy over six new gasoline dispenser units
. four new underground fuel tanks of a total capacity of 40,000 gallons
(see Exhibit "C" - proposed site plan).
The proposed use is allowed, by code, in C-3 (Community Commercial District), if granted a
site specific conditional use approval.
SURROUNDING LAND USES AND ZONING: (see Exhibit "A" -location map)
North -
LWDD Lateral Canal No. 26 right-of-way and farther north is the
Brighton Gardens Assisted Living Facility, zoned C-1

Woolbright Road right-of-way and farther south is a vacant
property, zoned C-3

Congress Avenue right-of-way and farther east is a vacant

Quail Ridge Professional Center, zoned C-3.
STANDARDS FOR EVALUATING CONDITIONAL USES: Section 11.2.D of the Zoning
Code contains the following standards applicable to conditional uses. Following each of
these standards is Planning and Zoning staffs evaluation of the application as it is measured
against the standards:
"The Planning and Development Board and City Commission shall consider only such
conditional uses as are authorized under the terms of these zoning regulations and, in
connection therewith, may grant conditional uses absolutely or conditioned upon
restrictions and conditions including, but not limited to, the dedication of property for
streets, alleys, recreation space and sidewalks, as shall be determined necessary for
the protection of the surrounding area and the citizens' general welfare, or deny
conditional uses when not in harmony with the intent and purpose of this section. In
evaluating an application for conditional use, the Board and Commission shall
consider the effect of the proposed use on the general health, safety and welfare of
the community and make written findings certifying that satisfactory provision has
been made concerning the following standards, where applicable:

1. Ingress and egress to the subject property and proposed structures thereon,
with particular reference to automobile and pedestrian safety and convenience,
traffic flow and control, and access in case of fire or catastrophe. "
As shown in Exhibit "8" - survey, the site has currently three, existing two-way access
driveways: two from Woolbright Road, and one from Congress Avenue. The eastern
Woolbright Road access driveway and the Congress Avenue driveway are both non-
conforming, as their distance from the intersecting right-of-way lines of Woolbright
Road and Congress Avenue is less than the minimum requirement of 110 feet.
The proposed site plan (see Exhibit "C") for the new service station indicates:
. relocation of the nonconforming Congress Avenue driveway to a distance
of 125 feet north of the intersecting right-of-way lines of Congress
Avenue and Woolbright Road, thus making the new driveway
conforming, and closure of the existing curb cut;
. elimination of the conforming western Woolbright Road driveway and
closure of the existing curb cut; and
. continuation of the use of the existing nonconforming eastern Woolbright
Road driveway.
Note: A variance application to allow a 46 foot reduction of the Woolbright Road
driveway distance from the intersecting right-of-way lines of Woolbright Road
and Congress Avenue from the required minimum of 110 feet is concurrently
being processed with this conditional use application.
"2. Off-street parking and loading areas where required, with particular attention to
the items in Subsection 1 above, and the economic, glare, noise, and odor
effects the conditional use will have on adjacent and nearby properties, and the
city as a whole."
The proposed use requires ten, on-site parking spaces in connection with the service
station operation, which is provided on the site plan. The outdoor storage area is
limited to underground fuel tanks. No noise or odors in excess of that generated by
surrounding uses will be generated by this use.
"3. Refuse and service areas, with particular reference to the items in Subsection 1
and 2 above. "

One on-site dumpster is proposed to collect refuse. It will be picked-up by the City's
sanitation vehicles according to the assigned weekly schedule.
One loading zone is proposed south of the convenience store. It will be dedicated for
the use of delivery vehicles only.
"4. Utilities, with reference to locations, availability, and compatibility. "
No comments were generated by the Technical Review Committee members in this
regard as utilities are in place (serving the existing use to be razed).
"5. Screening, buffering and landscaping with reference to type, dimensions, and
character. "
All required screening and landscape buffering, as required by the code, is proposed
to be provided. Due to the nature of the adjacent commercial uses and extensive
landscaping that already exists on the ACLF property to the north, no additional
buffering or screening is proposed.
"6. Signs, and proposed exterior lighting, with reference to glare, traffic safety,
economic effect, and compatibility and harmony with adjacent and nearby
properties. "
The proposed signage consists of a freestanding sign and a wall-mounted sign on the
convenience store building. Since the city has experienced excessive illumination
levels with other service stations in the city, staff comment #31 includes a specific
recommendation to minimize glare seen by passing motorists.
"7. Required setbacks and other open spaces. "
Required setbacks are met. There are no open space requirements for this use and
none are recommended.
"8. General compatibility with adjacent properties, and other property in the zoning
district. "
The site is currently used as a service station. There is a commercial building west of
the proposed service station and a canal right-of-way north of the site. Further north
an assisted living facility was constructed. The southwest and northeast corners of
the Congress Avenue and Woolbright Road intersection contain vacant properties.
The diagonal street intersection corner from the subject site contains another service
station. Therefore, the proposed use is reasonably compatible with the adjacent uses

and is no more intensive than the existing use to be razed, for which the city has no
record of complaints from adjacent uses.
"9. Height of buildings and structures, with reference to compatibility and harmony
to adjacent and nearby properties, and the city as a whole. "
The height of the proposed building is limited to approximately 21 feet. This proposed
height will meet the city's height regulations of a maximum of 45 feet in commercial
districts and is no greater than surrounding buildings.
"10. Economic effects on adjacent and nearby properties, and the city as a whole. "
The proposed service station with a convenience store and a car wash will replace an
existing service station containing a three-bay, minor, automotive repair
establishment. The net economic change caused by this replacement is expected to
be minimal.
"11. Conformance to the standards and requirements which apply to site plans, as
set forth in Part 11/ - Land Development Regulations, Chapter 4 of the City of
Boynton Beach Code of Ordinances. "
The site plan drawings submitted comply with the above standards, subject to the
attached staff comments.
"12. Compliance with, and abatement of nuisances and hazards in accordance with
the Performance Standards Section 4 of the zoning regulations; also,
conformance to the City of Boynton Beach Noise Control Ordinance. "
The proposed use complies with the above standards, subject to comment
#31 ,regarding a recommendation to reduce glare.
RECOMMENDATION:
Planning and Zoning staff recommends approval of this conditional use request, subject to
the comments included in Exhibit "0" - Conditions of Approval. The Technical Review
Committee recommends that the deficiencies identified in this exhibit be corrected on the set
of plans submitted for building permit.

9. Radiation. Any operation involving radiation, i.e., the use of gamma rays, X-rays, alpha and beta
panicles, high speed electrons, neutrons, protons, and other atomic or nuclear panicles, shall be
pennitted only in accordance with the codes, rules, and regulations of the State Department of Health
and Rehabilitative Services, Office of Radiation Control and FDER.
10. Electromagnetic radiation and interference.
a. Radiation. No person shall operate or cause to be operated for any purpose any planned or
unplanned source of electromagnetic radiation which does not comply with the current regulations
of the Federal Communications Commission regarding such sources of electromagnetic radiation.
Any operation in compliance with the Federal Communications Commission regulation shall be
deemed unlawful if such radiation causes an abnormal degradation of perfonnance of any
electromagnetic receptor of quality and proper design. The detennination of "abnormal degradation
of perfonnance" and "of quality and proper design" shall be made in accordance with good
engineering principles and the standards of the American Institute of Electrical Engineers, the
Institute of Radio Engineers, and the Electronic Industries Association.
b. Interference. No use, activity. or process shall be conducted which produces electromagnetic
interference with nonnal radio or television reception in any district.

B. Outdoor lighting standards.
1. Purpose and intent. The purpose and intent of this section is to reduce the hazard and nuisance
caused by the spillover of light and glare on to drivers, pedestrians and land uses near artificial lights.
By allowing safe and efficient lighting of outdoor areas and by reducing the negative effects of exterior
lighting, the regulations contained in this section are intended to promote land use compatibility, traffic
and pedestrian safety, energy efficiency and community appearance. Outdoor lighting shall also be
consistent with the Palm Beach County Security Code and Sec. 9.1, (Coastal Protection).
2. Applicability. This section shall apply to all exterior lighting in unincorporated Palm Beach County,
except street lights that meet the requirements of the appropriate public utility.
3. Outdoor lighting standards. Outdoor lighting shall meet the following standards.
a. Light confinement. All outdoor lights shall, to the greatest extent possible, confine emitted light to
the property on which the light is located, and shall not be directed upwards, to avoid urban sky
glow.
b. Spillover light. Spillover light on to residential property shall not exceed three-tenths (0.3) of one
footcandle when measured six (6) feet above grade at the residential property line.
4. Prohibited lights. The following types of lights are prohibited in unincorporated Palm Beach County:
a. Any unshielded light source in a luminaire with no light cutoff that if visible within the nonnal
range of vision from any residential property;
b. Any light that creates g'.are observable within the normal range of vision of any public right of way
or glare that creates a safety hazard; .

c. Any light that resembles an authorized traffic sign, signal or device, or that interferes with,
misleads or confuses vehicular traffic as determined by the Zoning Director; and
d. Beacon or search lights except for temporary grand openings or special events, as required by state
or federal law.
s. Certification. For all developments that include free-standing luminaires exceeding sixty (60) feet in
height, written certification of compliance with this section, bearing the seal of an engineer registered
to practice in Florida, shall be required prior to the issuance of a building permit.
6. Measurement. l11umination levels shall be measured in footcandles with a direct-reading, portable
light meter. The light meter shall be placed not more than six (6) inches above ground level at the
property line of the subject parcel. Measurements shall be made after dark with the lights in question
on, then with the same lights off. The difference between the two (2) readings shall be compared to
the maximum permitted illumination in order to determine compliance with this section.
7. Effect on previous approvals. Exterior lights installed prior to February I, 1990, shall not be
considered nonconforming.
C. Maior intersection criteria. As specified in this Code, certain specific uses shall be located at major
intersections or internal to a planned development dIstrict that is located at a major intersection. For
the purpose of this section, to be considered a major intersection each roadway at the intersection shall
meet at least one (1) of the following standards:
1. Four lanes. The roadway currently exists at four (4) lanes or more, link to link, and is shown on the
Thoroughfare Right-of-Way Protection Map. Dedication of right-of-way or construction of additional
lanes solely in front of a property shall not satisfy this standard;
2. Five year road plan. The roadway appears in the Five Year Road Plan to be constructed as a major
arterial of at least four (4) lanes;
3. Traffic volume. The average traffic volume on the roadway is greater than ten thousand (10,000) trips
per day as shown on the Metropolitan Planning Organization (MPO) Traffic Volume Map;
4. Right-of-way. The roadway is shown on the Thoroughfare Plan as one hundred twenty (120) foot
right-or-way or greater; ,
5. Upgrade agreement. The applicant agrees to improve the roadway system to meet the standards in
this section, as a condition of approval.
D. Drainal!e. For all development in all districts, drainage shall be designed, constructed and maintained
in accordance with the drainage and stormwater management standards of Article 8, Subdivisions,
Platting, and Required Improvements.

1 ST REVIEW
We have reviewed the above referenced plans and offer the following comments:
Building Division
I. The area of the proposed pole sign exceeds the 64 square feet maximum area allowed by the
sign code. Amend the plans to show the area of the sign in compliance with the regulations
ofthe sign code. [Chapter 21 - Sign Code, Article IV, Section 2.B.]
2. To ensure the total area of the proposed building signage shown on the plans complies with
the code identify the dimensions of all proposed signs. The maximum total sign area allowed
by the code for both buildings and the canopy including the pump islands is 114 square feet.
Amend the plans to show the building/structure signage in compliance with the regulations of
the sign code. [Chapter 21 - Sign Code, Article IV, Section 2.C.]
3. The site plan and other plan view drawings of the site do not indicate the location of the
handicapped accessible path that is required between the handicapped accessible entrance of

I have reviewed the above plans and have the following comments/recommendations:
-the driveway that proceeds around the west side of the building should be one way travel;
clockwise direction. Signs (DO NOT ENTER) should be placed by the car wash exit and the
curb on the north side of the trash bin to prohibit vehicular travel-westbound. There is 16 feet of
available travel space. I recommend a portion of this area be striped and marked as a
"LOADING ZONE", for access to the rear door of the business. This will allow for loading in
the rear of the business and not the front door of the business.
-the rear of the business needs additional lighting. I recommend one more light be positioned
adjacent to the rear door of the building, in line with the proposed lights, to allow additional
lighting and security.

allows for traffic flow to exit from the rear of the building eastbound and travel directly into the path of
westbound vehicles entering the building. This creates a head-on situation with a very short line of sight.

above-referenced project. The applicant shall understand that all documents and plans

12. On the Landscape Plan, provide a tabular summary of the planting material to include

Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land Development Regulations, Chapter
3, Master Plan Review and the applicable code sections of the Code of Ordinances to
review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete,
however, if the data provided to meet the submittal requirements is insufficient to
properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be
requested by the reviewer by contacting Jerzy Lewicki.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans
depict or when the location and installation of their departmental required improvements
may conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their review
comments with the name of the appropriate TRC Member that is responsible for the
review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within
the time frame stated above, to the Planning and Zoning Director. The memorandum shall
state that the plans are approved and that they do not have any comments on the plans
submitted for review and that they recommend the project be forwarded through the
approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning Division for distribution to the applicant. Please include the name and phone number of
the reviewer on this memorandum. Jerzy Lewicki will be the Planning and Zoning staff member
coordinating the review of the project.
Planning and Zoning staff will send the applicant a cover letter which includes the comment(s)
and directions to amend the plans to comply with the comments and the procedures for
resubmission. When Planning and Zoning staff receives the amended plans, we will distribute
the plans with a cover memorandum to all TRC Members for review and approval.

1ST REVIEW
We have reviewed the above referenced plans and offer the fo1lowing comments:
Building Division
1. The area of the proposed pole sign exceeds the 64 square feet maximum area allowed by the
sign code. Amend the plans to show the area of the sign in compliance with the regulations
of the sign code. [Chapter 21 - Sign Code, Article IV, Section 2.8.]
2. To ensure the total area of the proposed building signage shown on the plans complies with
the codc identify thc dimensions of all proposed signs. The maximum total sign area allowed
by the code for both buildings and the canopy including the pump islands is 114 square feet.
Amend the plans to show the building/structure signage in compliance with the regulations of
the sign code. [Chapter 21 - Sign Code, Article IV, Section 2.C.]
3. The site plan and other plan view drawings of the site do not indicate the location of the
handicapped accessible path that is required between the handicapped accessible entrance of
the store and the existing sidewalk located within the abutting public right-of-way. Amend
the plans to idcntify the location of the accessible path including specifying the width and
grade elevations of the path consistent with the regulations of the accessibility code. {Florida
Accessibility Code for Building Construction, Section 4.1.2. UI (I) thru (4)]
Engineering Division
1. Provide a 27 foot backup space for both parking areas. City Standard Drawing B-900 13
2. Add a supplemental plate beneath the handicap signs indicating the fine amount ($250.00) per
the Florida Accessibility Code.
3. Align the five foot handicap accessible path with the ramp on the right for a direct path.

10. Runoff from parking lots shall be routed over areas where percolation into the soil can be
accomplished prior to introduction into any storm sewer or other receiving facility. [Chapter
6, Article IV, Section 5.B} Additionally, the maximum flow distance over impervious
surfaces before being diverted to percolation areas is 50 feet.

INTRODUCTION
Mobil Site 02-AL5 IS located m the northwest quadrant of Woolbnght Road and
Congress Avenue. The site has eXisting development which consists of a gas
statIOn with four gas pumps and a convemence store of 2,415 square feet. The site
IS proposed to be developed with a new gas statIOn / convemence store / car wash
combmation compnsmg 2,436 square feet of convemence store. Mobil 011 desires
to construct the gas statIOn/convemence store/car wash.
Klmley-Hom and Associates, Inc. was retamed to prepare a traffic Impact analysIs
to assess the traffic impact of mcreased trips due to the proposed development. The
traffic study was conducted based on cntena and gUIdelines mcluded m the 1990
Traffic Performance Code (TPC) of Palm Beach County
The traffic Impact analYSIS exammed the thoroughfare network and mtersectlons
through which the maJonty of the development traffic will travel The analYSIS
used current data available from Palm Beach County The buildout year for this
development IS assumed to be 1998

The daIly tnp generatIOn potentIal for Mobil Site 02-AL5 was based on the traffic
generatIon rates specified by Palm Beach County Peak hour characterIstics were
based on mformatlOn published m the InstItute of TransportatIOn Engmeers' Trip
Generation Report (5th Edition) The dally A.M. and P.M. peak hour generatIOn
rates used m the analYSIS and the SIte traffic generatIon are detailed m Table 1
Based on the SIte's mcreased net new tnp generatIOn, the Test 1 radIUs of mfluence
was determmed to be the dIrectly accessed links. The Test 2 radIUS of influence
was determined to be the directly accessed lInks.
Traffic Distribution
The external traffic dIstributIOn was developed based on a reVIew of the eXIstmg
and approved development m Palm Beach County ConSIderatIOn has been gIven
to the arterIal network WIth ItS travel tIme characterIstics as well as eXIstmg and
approved shoppmg centers. The distributIOn for the proJect, by general dIrectIOn,

STATEMENT OF SUBSURFACE CONDITIONS
MOBIL SITE 02-ALS
BOYNTON BEACH, FLORIDA
Ardaman & Associates, lnc has completed subsurface explorations
and studies of the above captioned project site requested and
authorized by you We explored the general subsurface conditions
in order to evaluate their suitability for the proposed gasoline
service station and carwash facility, to obtain a measure of
pertinent engineering properties of subsurface materials, and to
provide recommendations for site preparation and foundation
design Our work included Standard Penetration Test (SPT)
borings, auger borings and probes, a field permeability test and
engineering analyses This report describes our explorations and
tests, reports their findings, and summarizes our conclusions and
recommendations
In summary, based on our explorations and studies, we conclude
that the soils on this site are adequate to support the proposed
construction on conventional spread foundations, provided that
the site is prepared as recommended in this report Footings may
be proportioned for a maximum bearing stress of 2500 pounds per
square foot They may bear either on the existing ground or on
fill or backfill, properly compacted, as described herein For
foundations designed and constructed as recommended, we expect
maximum settlements less than ~ an inch The settlements due to
the dead load of the structure should occur rapidly as it is
erected and should have virtually ceased by the time construction
is completed
Our report has been prepared specifically for this project It is
intended for the exclusive use of Bovis Construction Corp , Mobil
Oil Corp and their representatives Our work has used methods
and procedures consistent with local foundation engineering
practices No other warranty, expressed or implied, is made We

PROJECT DESCRIPTION
We have examined a site plan provided by you This plan shows
the proposed facility arranged on the site approximately as shown
on our Boring Location Plan, Figure 1 We understand that these
structures will have a combination of weight-bearing masonry
walls and isolated columns For construction of this type, we
expect maximum wall loads on the order of 2 to 3 kips per lineal
foot and maximum column loads of about 75 kips
We expect that finish grades on the ground floor will be within
1 to 2 feet of the existing ground surface
SITE SURFACE CONDITIONS
The subject site is currently occupied by a Mobil gasoline
service station We understand that the existing structures will
be razed and replaced with the proposed facility
FIELD EXPLORATION
To explore subsurface conditions at the site, two Standard
Penetration Test (SPT) borings were performed at the locations
shown on the Boring Location Plan, Figure 1 The SPT borings
were completed at depths of 15 feet below the existing ground
surface This work was performed on June 4, 1997 The work was
performed in accordance with the procedures recommended in ASTM
0-1586 The boring logs and a description of our drilling and
testing procedures are included in the Appendix
In addition to the SPT borings, three auger borings were
performed at the locations shown on Figure 1 Descriptions of
the soils encountered in the auger borings are given in the
Appendix
The boring locations were laid out by our field crew by tape
measurements from existing site features We estimate that the
actual boring locations are within about 5 feet of the locations
shown in Figure 1 If you need to know the boring locations more
accurately, we recommend that you retain a surveyor
Our drillers examined the soil recovered from the SPT sampler and
maintained a log for each boring The soil samples were taken to
our laboratory where they were inspected and classified using
nomenclature consistent with the Unified Soil Classification
System (ASTM 0-2487) The soil classifications and other
pertinent data obtained from our explorations and laboratory
examinations and tests are reported on the boring logs in the
Appendix

The soil samples recovered from our explorations will be kept in
our laboratory for 60 days, then discarded unless you request
otherwise
EXFILTRATION TESTS
In order to estimate the hydraulic conductivity of the upper
soils, a constant head exfiltration test was performed at the
location shown on Figure 1 The test was performed in accordance
with methods described in the South Florida Water Management
District (SFWMD) Permit Information Manual, Volume IV
Descriptions of the soils observed in the exfiltration test
boreholes and the test results are presented in the Appendix
SUBSURFACE CONDITIONS
The boring logs in the Appendix present a detailed description of
the soils encountered at the locations and the depths explored
The soil stratification shown on the boring logs is based on
examination of recovered soil samples and interpretation of the
driller's field logs It indicates only the approximate
boundaries between soil types The actual transitions between
adjacent soil strata may be gradual and indistinct
As shown by the boring logs in the Appendix, the soils on the
site at the locations and the depths explored consist generally
of loose to medium dense fine silica sands to the termination
depths of our deepest borings at depth 15 0 feet
GROUNDWATER CONDITIONS
Our drillers observed groundwater in the boreholes at depths that
ranged from 4 0 to 6 0 feet below the ground surface, as noted on
the boring logs in the Appendix Fluctuations in groundwater
level on this site should be anticipated throughout the year due
to seasonal variations in rainfall, and other factors We expect
that groundwater conditions are controlled by rainfall events
Groundwater levels somewhat above the present levels should be
expected after periods of heavy rains
DISCUSSIONS AND RECOMMENDATIONS
GENERAL
Based on the findings of our site exploration, our evaluation of
subsurface conditions, and judgment based on our experience with
similar projects, we conclude that the soils underlying this site
are generally satisfactory to support the proposed construction
on conventional spread foundations However, in our opinion, the
bearing capacity of the loose near-surface sands should be
improved in order to reduce the risk of unsatisfactory foundation
performance The general soil improvement we recommend can be
accomplished simply by proofrolling the site with a heavy

vibratory roller Following are specific recommendations for
site preparation procedures and the design of foundation systems
SITE PREPARATION RECOMMENDATIONS
Clearing
The building areas within lines five feet outside building
perimeters, and the areas to be paved, should be cleared, grubbed
and stripped of all surface vegetation, demolition debris, trash,
and topsoil Stumps and building foundation remains should be
removed entirely
Densification
Foundation excavations formed during the demolition and removal
of the existing structures should be backfilled with suitable
material and compacted as described below
The cleared areas should be proofrolled with a 6-8 ton vibratory
roller that exerts a centrifugal linear load not less than 340
pounds per linear inch Any soft, yielding soils detected should
be excavated and replaced with clean, compacted backfill that
conforms with the recommendations below Sufficient passes
should be made during the proof rolling operations to produce dry
densities not less than 98 percent of the modified Proctor (ASTM
0-1557) maximum dry density of the compacted material to depths
of 2 feet below the compacted surface, or 2 feet below the bottom
of footings, whichever is lower In any case, the building area
should receive not less than 10 overlapping passes, half of them
in each of two perpendicular directions
We recommend that the site preparation contractor closely monitor
the vibrations produced during the proof rolling operations so
that they do not adversely affect any nearby structures
After the exposed surface has been proofrolled and tested to
verify that the desired dry density has been obtained, the
building and pavement areas may be filled to the desired grades
All fill material should conform to the recommendations below
It should be placed in uniform layers not exceeding 18 inches in
loose thickness Each layer should be compacted to a dry density
not less than 98 percent of its modified Proctor (ASTM 0-1557)
maximum value
Note that after completion of the general site preparation, when
excavations for the construction of foundations are made through
the compacted natural ground, fill or backfill, the bottoms of
the excavations are to be tamped so as to densify soils loosened
during or after the excavation process, or washed or sloughed
into the excavation prior to the placement of forms A plate
tamper can be used for this final densification immediately prior

to the placement of reinforcing steel, with previously described
density requirements to be maintained below the foundation level
After foundation forms are removed, backfill around foundations
should be placed in lifts six inches or less in thickness, with
each lift individually compacted with a plate tamper The
backfill should be compacted to a dry density of at least 95% of
the modified Proctor (ASTM D-1557) maximum dry density Note
that local Building Codes may force the use of foundation forms
Forms are recommended when the surrounding soils are sandy in
nature

Fill Material
All fill material under the buildings and pavement should consist
of clean sands or fragmented limerock, free of organics and other
deleterious materials The fill material should have not more
than eight percent by dry weight passing the U S No 200 sieve,
and no particle larger than 3 inches in diameter
Testing
In order to verify the contractor's compliance with the above
recommendations, all proofrolling and placement of compacted fill
and backfill should be observed and tested by Ardaman &
Associates, Inc

Additional Recommendations
Foundation concrete should not be cast over a foundation surface
containing topsoil or organic soils, trash of any kind, muddy or
sluggish surface from rainfall runoff, or groundwater rise, or
loose soil caused by excavation or other construction work
Reinforcing steel should also be clean at the time of concrete
casting If such conditions develop during construction, the
reinforcing steel grill must be lifted out and the foundation
surface reconditioned and approved by the Foundation Engineer
FOUNDATIONS
After the foundation soils have been prepared in accordance with
the above site preparation recommendations, the site should be
suitable for supporting the proposed structure on conventional
shallow foundations proportioned for an allowable bearing stress
of 2500 pounds per square foot, or less However, all continuous
foundations should be at least 18 inches wide, and all individual
column footings should have a minimum width of 30 inches
Exterior foundations should bear at least 18 inches below
adjacent outside final grades Local Building Codes may dictate
the minimum size and depth of foundations
Based upon the boring information and the assumed loading
conditions, we estimate that the recommended allowable bearing
stress will provide a minimum factor of safety in excess of two
against bearing capacity failure With the site prepared and the
foundations designed and constructed as recommended, we
anticipate total settlements of ~ of an inch Because of the
granular nature of the subsurface soils, the majority of the
settlements should occur during construction; post-construction
settlement should be minimal
We recommend that Ardaman & Associates, Inc inspect all footing
excavations in order to verify that footing bearing conditions
are consistent with expectations
Slab-On-Grade
After the ground surface is proofrolled and filled, if necessary,
as recommended in this report, slab-on-grade can be placed
directly on the prepared subgrade In our opinion, a highly
porous base material is not necessary We do recommend a plastic
vapor barrier at least six mils thick
We recommend isolating the ground floor slab from column and wall
foundations If a "monolithic" slab foundation system is
nevertheless desired, we would recommend additional tamping of
the foundation excavation bottoms, and if possible, the centering
of walls over the thickened slab edge Note that if the walls
are placed along the edges, they would produce an eccentric

loading that might induce minor settlements along the edge of the
footing Such minor settlements would create tension stresses
and possibly a minor crack in the thin section of the slab in a
direction parallel to the wall
Care must be exercised in installing control joints shortly after
placing the concrete, and in placing and maintaining the steel
reinforcement at its designated elevation within the floor slab
CLOSURE
This report has been prepared in accordance with generally
accepted local foundation engineering practice The
recommendations submitted herein are based on the data obtained
from the soil borings presented in the Appendix and the assumed
loading conditions previously described This report may not
account for all the possible variations that may exist between
conditions observed in the borings and conditions at locations
that were not explored The nature and extent of any such
variations may not become evident until further explorations are
made or construction is underway If variations are then
observed, we recommend that Ardaman & Associates, Inc be
requested to inspect the actual site conditions and, if
necessary, re-evaluate the recommendations of this report
In the event any changes occur in the design, nature or location
of any project facilities, Ardaman & Associates, Inc should be
requested to review the conclusions and recommendations in this
report We also recommend that we be requested to review the
final foundation drawings and earthwork specifications so that
our recommendations may be properly interpreted and implemented
in the contract documents

STANDARD PENETRATION TEST BORING LOGS
Our borings describe subsurface conditions only at the locations
drilled and at the time drilled They provide no information
about subsurface conditions below the bottom of the boreholes
At locations not explored, surface conditions that differ from
those observed in the borings may exist and should be
anticipated
The information reported on our boring logs is based on our
drillers' logs and on visual examination in our laboratory of
disturbed soil samples recovered from the borings The
distinction shown on the logs between soil types is approximate
only The actual transition from one soil to another may be
gradual and indistinct
The groundwater depth shown on our boring logs is the water level
the driller observed in the borehole when it was drilled These
water levels may have been influenced by the drilling procedures,
especially tin borings made by rotary drilling with bentonitic
drilling mud An accurate determination of groundwater level
requires long-term observation of suitable monitoring wells
Fluctuations in groundwater levels throughout the year should be
anticipated
The absence of a groundwater level on certain logs indicates that
no groundwater data is available It does not mean that no
groundwater will be encountered at that boring location
STANDARD PENETRATION TEST BORINGS
The Standard Penetration Test is a widely accepted method of
testing foundation soils in place The N-Value obtained from the
test has been correlated empirically with various soil
properties These empirical correlations allow satisfactory
estimates to be made of how the soil is likely to behave when
subjected to foundation loads Tests are usually performed in
the boreholes at intervals of five feet In addition, our Firm
performs tests continuously in the interval directly below the
expected foundation bearing grade where the soil will be most
highly stressed
Boreholes where Standard Penetration Tests will be performed are
drilled with a truck-mounted CME 45A drill rig The boreholes
are advanced by rotary drilling with a winged bit that makes a
hole about three inches in diameter A bentonitic drilling mud
is recirculated in order to remove the cuttings and support the
walls of the borehole The drag bit is specially modified to
direct the mud upward and reduce disturbance of the soil ahead of
the bit
Occasionally, running or squeezing ground is encountered that
cannot be stabilized by the drilling mud alone In addition,
drilling mud may be lost into the soil or rock strata that are
unusually pervious In such cases, flush-coupled steel casing
with an outside diameter of about 3 5 inches is driven as a liner
for the borehole

After the borehole has been advanced to the depth where a
Standard Penetration Test will be performed, the soil sampler
used to run the test is attached to the end of the drill rods and
lowered to the bottom of the borehole The testing procedure
used conforms closely to the methods recommended in ASTM D-1586
The sampler used has a split-barrel 24 inches long and an outside
diameter of 2 0 inches It is driven into the ground below the
bottom of the borehole using a hammer that weighs 140 pounds and
falls 30 inches The driller records the number of hammer blows
needed to advance the sampler in successive increments of six
inches The total number of blows required to advance the
sampler the second and third six-inch increments constitutes the
test result; that is, the N-value at the depth The test is
completed after the sampler has been driven not more than 24
inches or when refusal is encountered, whichever occurs first
Refusal occurs when 50 hammer blows advance the sampler six
inches or less After the test is completed, the sampler is
removed from the borehole and opened
The driller examines and classifies the soil recovered by the
sampler He places representative soil specimens from each test
in closed glass jars and takes them to our laboratory In the
laboratory, additional evaluations and tests are performed, if
needed The driller's classifications may be adjusted, if
necessary, to conform more closely with the United Soil
Classification System, ASTM D-2487 Jar samples are retained in
our laboratory for sixty days, then discarded unless our clients
request otherwise
After completion of a test boring, the water level in the
borehole is recorded
