3. Water and Sanitary Sewer plans will be reviewed again by the
Utilities Department at the time of application for permit to HRS.
4. The proposed sanitary sewer for this project appears to be
connecting to a privately owned and maintained gravity sanitary
sewer system. Please provide a copy of your agreement to
connect to this system for review.

8. Suggest the placement of a barricade to identify the "clump" of
mangroves located on the easterly side of Lots 2 and 3 when any
coastal area construction is undertaken.
9. A Management Plan (1-2 page description)should be provided in
the Homeowner Association documents for proper maintenance
of the mangroves. This plan will also be required at the site
clearing permit stage for the project.

10. The location and width of the proposed utility easement in the
northern portion of the proposed right-of-way is different that the
one depicted on the approved master plan and proposed plat.

11. City's Land Development Regulations, Chapter 7.5, Article II,
Section 5.E requires that vehicular use areas be screened with a
perimeter hedge not less than four (4) and no more than six (6)
feet in height. The proposed hedge is depicted as Ficus
Benjamina which is a non-native Florida specie. Also, Ficus
Benjamina hedge is not allowed in utility easements as its root
system has a detrimental effect on underground utility lines.
Provide an on-site perimeter hedge meeting the native
requirement of fifty percent of the required landscape planting

(Comprehensive Plan Policy 4.4.6). Specify hedge species
acceptable in utility easements.
12. On the Landscape Plan provide a summary of the planting
material to include a "landscape material required by the code"
category. Also, provide relevant calculations for the landscape
buffer adjacent to the right-of way and along abutting properties.
In these calculations include perimeter distances of the parcel for
which the landscape buffer hedge material is being calculated and
determine the amount of required landscape material (Chapter
7.5, Article II - Landscape Code).
13. On the site plan provide site calculations as required by Land
Development Regulations, Chapter 4, Section 7.E.
14. On the site plan indicate traffic control markings as required
by Land Development Regulations, Chapter 4, Section 7.8.2.
15. It is recommended that the proposed Cypress mulch be
replaced with another kind of mulch, such as Melaleuca,
Eucalyptus, etc.
16. Incorporate the above calculation into the tabulation of the
landscape material provided for the site. All native species
shall be distinguished from non-native species with a
recognizable symbol.
17. On the Landscape Plan indicate the height of the hedge
material proposed for the site in inches rather than in
gallons.
18. The submitted traffic statement shall be approved by the Palm
Beach County Division prior to issuance of the building permit.

the site. The attached latter should become part of the project and implemented in content during
the excavation and fill or clearing permit. A Management Plan (1-2 page description) should
also be provided in the Homeowner Association documents for proper maintenance of the
mangroves. This Plan will also be required at the site clearing permit stage for the project. The
project should continue in the normal review process.

Pursuant to our recent conversations regarding the mangroves
located on the above referenced project, I had conversations
with both Tim Rach and Frank Sperbe regarding any mangrove
fringe distance objections or other potential problems involving
the disturbance of such. Both parties felt that due to the
scope of the project (three (3) single family residential
dwelling units) and the proximity of the mangroves on site,
was of no concern. They did suggest the placement of a barricade
to identify the "clump" located on the easterly side of Lots
2 and 3 when any coastal area construction is undertaken.

The following is a list of 1 st review comments regarding the site plan review of the plans
for the above-referenced project. The applicant shall understand that all documents
and plans submitted for site plan review are subject to additional comments. I
recommend that the applicant/agent contact me regarding questions related to the
comments. If the applicant is not intending to correct code deficiencies, he should
contact Planning and Zoning Department regarding the procedures, application forms,
fees and submittal deadline dates for seeking relief from the code requirements.
COMMENTS
1. The location and width of the proposed utility easement in the northern portion of
the proposed right-of-way is different that the one depicted on the approved
master plan and proposed plat. Coordinate location and width of this easement

Find attached for your review the plans and exhibits for the above-referenced project. Site
Plan Review approval for this project will be granted by the City Commission. To ensure that
the project stays on line with the review time frame, I request that the plans and
exhibits be reviewed and formal written comments transmitted to the Director of the
Planning and Zoning Department no later than 5:00 P.M. on Mav 15. 1997. The
comments shall be separated into two categories. The first category comments with
code sections referenced and the second category references recommendations that
you believe will enhance the project.
If you believe the plans are substantially complete with regards to code compliance
and that your outstanding comments and/or recommendations may be addressed at
time of permit review rather than requiring the applicant to prepare amended plans for
a 2nd submittal indicate in your 1st review written comments that you recommend the
project proceed to the Planning and Development Board and City Commission for
approval. If you recommend the project move forward for approval with one review,
please attach the 1st review plans to your written comments, with the exception of the
Development Department which may retain the plans as the control plans for the
project.
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land Development Regulations,
Chapter 4, Site Plan Review, Section 8 of the Code of Ordinances to review and
formulate comments.
2. The documents submitted for the project were determined to be substantially complete
based on the submittal requirements identified in Section 7 of the Site Plan Review
Ordinance. However, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review
standards

or the documents show code deficiencies, additional data and/or corrections should
be requested by the reviewer through the Planning and Zoning Department.
3. Each comment shall reference the section of the code that is incorrectly depicted on
the documents.
4. Technical Review Committee member(s) shall identify in their comments when the
plans depict or when the location and installation of their departmental required
improvements may conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their
review comments with the name of the appropriate TRC Member that is responsible for
the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memo, within the
time frame stated above, to the Planning and Zoning Director stating that the plans are
approved and they do not have any comments on the plans submitted for review and
recommend the project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning Department for distribution to the applicant. Please include the name and phone
number of the reviewer on this memo. Jerzy Lewicki will be the Planning and Zoning
Department staff member coordinating the review of the project.
The Planning and Zoning Department will send the applicant a cover letter which includes the
comment(s) and directions to amend the plans to comply with the comments and the
procedures for resubmission. When the Planning and Zoning Department receives the
