Dear Mr. Brady:
As requested, we have determined the storage requirements for each of the project
driveways such that this information can be provided to the City of Boynton Beach.
The project is located on Woolbright Road just west of 1-95 and will consist of two
buildings which have 53,089 square feet of office uses in addition to a bank with two
drive-in lanes. Access for the project will consist of one driveway on Woolbright.
Road and two driveways on a collector road which intersects with Woolbright Road.
Traffic generation for the project was determined utilizing traffic generation rates
established by Palm Beach County. The following is the twenty-four traffic
generation of the project:

2 Drive-in Lanes X 500 Trips/Drive-in = 1,000 Trips

Peak hour traffic volumes were determined by applying the following criteria to the
twenty-four hour volumes:

The resulting peak hour traffic volumes are depicted on Figure 1.

Storage requirements for the peak hour traffic volumes were determined utilizing
signalized turn lane capacity charts. The resulting storage requirements are
depicted on Figure 2. As can be seen on Figure 2, all storage requirements are less
than 100 feet even with assuming that each driveway will be signalized which will
not be the situation.

Dear Mr. Ladyko:
The staff has completed a preliminary review of the referenced application. In
accordance with Rule 40-E~O, Florida Administrative Code, the following inform-
ation must be provided before our review can continue:
1) As we have discussed on the phone, please submit a copy of the Executed
Agree~ent between the owner~ and the owner of Boynton Commerce Center to
drain the 9.39 acre parcel through Boynton Commerce Center Water Manage-
ment System. If this agreement is not available~ revise the outfall
system to be expandable to handle discharge from both parcels.
2) The retention/detention calculations use the SCS rainfall runoff
equation. Use of this equation for rainfall events less than 24-hour
duration do not produce accurate results. Please revise the retention/
detention calculations using the Rational ~'ethod.
3) Adjust trench length if required to detain the three year~ one hour storm
runoff, and adjust other calculations and plans to comply with our rules.

4} Please advise how the conflict between the Boynton Commerce Center
Retention Area and Boynton Well Field was resolved and its effect on this
site.
5) Please clarify whether either surface water or groundwater withdrawals
are proposed for irrigation or other on-site water use. If so~ please be
advised that it will be necessary for you to obtain a Hater Use Pennit.
Prior to any water use the project will require a Water Use Permit. This
requirement will be included as a Limiting Condition of the Surface Water
Management Permit. A Water Use application and checklist (enclosed) must
be completed and submitted.

This letter is to inform you of my assuming project control of the above
referenced project out of our Boca Raton Office. As a matter of course
in establishing our permanent presence in the area, I have reviewed the
construction documents and have discovered a small problem.
The problem relates to proper interpretation of the Boynton
Ordinances. In reviewing the item in question with Mr. Leo
Lawson & Noble, he suggested that I outline the particulars
seek your assistance.
The Zoning Ordinances reflect a maximum height of building of 30' above
average exterior perimeter grade. Traditionally top of roof slab has
been interpreted as being the point of measurement. Apparently there is
some confusion on our #2 building, (not yet permitted) for the above
referenced project. As currently drawn and effected by site conditions

As is apparent depending on where height is measured (to top of slab or top
of parapet) we either are 2.71 under or 1.3' over zoning regulations. It is
worthy of note that the height of the parapet was established to satisfy
the aesthetic considerations of the Community Appearance Board relative to
hiding all roof top equipment.
Please review the above at your convience, as I will be contacting you next
week to arrange a personal meeting with you on this matter and to introduce
myself. We expect to be doing a significant volume of work in this area
and anticipate working with you in the future.

City of 'Boynton Beach permits the establishment Of medical and
dental offices and clinics. If, as we discussed, the wellness
center proposed and operated as an adjunct to the Bethesda
Memorial Hospital is staffed by medical personnel and other
hospital technical and non-technical staff, then the center would
be considered a medical clinic.

Carmen Annunziato has recommended that I write a letter to you
regarding our request to use Metal Hal ide (M.H.) versus High
Pressure Sodium Vapor (H.P.S.V.) lamps to illuminate the parking
lots.
Procedure1y, Carmen has suggested that you as administrator of
the parking lot ordinance, are the person to decide this issue,
in conjunction with a recommendation by Craig Greybee1, Special
Project & Energy Control Officer. Hopefully your decision will
be sufficient, avoiding the last measure mentioned by Carmen,
which would entail a review by the Community Appearance Board for
an amendment to the plan. I have spoken to both Carmen and Craig
and each have indicated a favorable response to our request to
use Metal Halide, a recoginized energy-conscious lamp.
To give you some background, we originally had specified 250 watt
(M.H.) in our July 1984 submittal and changed to 100 watt
(H.P.S.V.) at the city's request for even greater energy
conservation than that provided by (M.H.).
We now find that our c1 ient still wishes to use (M.H.) fixtures
for significant aesthetic concerns (with adjustments for your

The energy conservation adjustments mentioned above would be
accompl ished by using a 175 watt (M.H.) 1 amp rather than the
initially proposed 250 watt (M.H.), creating a 23% savings in
energy consumption. Although the original comparison of the 250
watt (M.H.) to a 100 watt (H.P.S.V.) suggested by Craig reveals a
51% energy savings, only half the footcandles (.5 vs 1) are
produced using equal fixture spacing. Our research has shown
that a 175 watt (M.H.) lamp is most comparable to a 150 watt
(H.P.S.V.) lamp having equal energy use (lumens), fixture
height/spacing, and light production (footcandles). Refer to
chart below:

The 175 M.H. lamp only costs
the 150 H.P.S.V. lamp using a
& a 12 ~our/day operation time.
A further energy savings can be achieved using the 175 watt
(M.H.) by increasing fixture spacing up to 100' thereby reducing
the number of lamps by 4 and producing a minimum footcandle
production of .5 (comparable to the 100 watt H.P.S.V.). We would
prefer, however, to maintain the presently proposed lighting plan
having an average of 70' to 80' spacing for reasons of safety and

Dear Mr. Rutter:
This letter addresses the items needing completion to
satisfy the conditions of the above projects pennit, which you
requested.
1.) A 20:1 backslope must be constructed from the top
of bank of the E-4 canal to the project's west
property line.
2.) All trees within these limits should be cut at ground
level, leaving the root system in tact for added
erosion control.
3.) The same should be done with all foilage greater than
211:t in diameter.
4.) A maximum sideslope of li:l is needed, from the edge
of water to top of bank.
5.) The backslope should be soded or seeded w/grass and
millet to prevent any erosion.
6.) Sideslopes will need the same if native vegetation
is not sufficient to control erosion problems.
