DESCRIPTION: This request for relief from the roof design requirement of the Community Design plan, modern district, is for the proposed Palm Walk adult congregate living facility (ACLF), to be located on the north side of S.W. 19th Avenue, 351 feet east of Congress Avenue (see separate item on August 16, 1994 agenda for conditional use approval of the ACLF). The applicant is requesting white cement tile as his roof material, rather than the required metal, tar and gravel or built-up with deck and space frame with skylight. RECOMMENDATION: The planning and Development Board unanimously recommended approval of this request, as submitted. staff had recommended approval of the request, as well, however with the condition that the roof of the entrance canopy be changed from canvas to white, cement tile for aesthetic and long term maintenance reasons. tjh Attachment xc: Central File A:PWlkCDAP 7. HeYden~~ Planning and Zoning Director Michael Ha15a.~ -~~ Site and Zon" Development Adm~nistrator August 5, 1 TO: THRU: DATE: RE: Palm Walk a/k/a Boynton Belvedere, Appeal Community Design Plan (roof material) CDPA 94-003 NATURE OF REQUEST Mark Fassy, owner of Palm Walk a/k/a Boynton Belvedere, is requesting relief from the roof design requirement of the Community Design Plan. The request is in connection with the proposed development of a 48 bed adult congregate living facility (ACLF), to be located north of S.W. 19th Avenue, approximately 351 feet east of Congress Avenue and 598 feet south of Woolbright Road. The site is located in the Modern Design District, as identified on the Communi ty Design Plan District Map. The proposed construction requires the project to comply with the Modern Design District architectural theme requirements. The request is for relief from complying with the roof material requirement. Attached is a letter dated July 13, 1994 from the applicant, (see Exhibit II A II), which describes the appeal and the justification for the appeal. BACKGROUND As previously stated, the site is located north of SW 19th Avenue and east of Congress Avenue (see attached location map). Concurrent with the appeal of the Community Design Plan, the applicant is seeking conditional use approval for the construction of the ACLF. The appeal to the roof material requirement will effect the design of the administration building, residence building, canopy covered drive-through entrance, canopy covered gazebo, and a canopy covered breezeway. Attached is a reduced copy of a plan view drawing of the site and the elevation view drawings of the proposed buildings. The roof material proposed for the structures is not considered a modern finish roof material as based on the type of roof materials listed in the Modern Architectural Design Theme Standards. The Community Design Plan establishes criteria to use in designing a facility and offers alternate methods to achieve compliance with the design requirement. / Planning and Zoning Dept Memo 94-244 August 4, 1994 Page 2 ANALYSIS The architectural design standard of the plan identify metal, tar and gravel, built-up with deck and space frame with skylight, as acceptable roof material for the modern district. The roof material proposed for the administration building and residence building is white cement tile and the roof covering proposed for the covered entrance canopy, gazebo and breezeway is a blue/gray, white and pink canvas. The cement tile proposed for the administration building and residence building is similar to the roof material on the adjacent residential buildings and matches the white cement tile on the single-family residences located east and south of the site. The majority of the single-family residences located in the neighborhood have white cement tile roofs. In the general vicinity of the site, no structures of substantial size were identified as having canvas covering. In construction similar to the subject use, canvas or vinyl covering is commonly used as an architectural feature for gazebos, breezeways and awnings attached to buildings and not used as the covering for a large permanent structure. RECOMMENDATION The Planning and Zoning Department recommends approval of the request for relief from the roof covering material requirement of the Community Design Plan subject to the stipulation that the roof material for the drive-through entrance structure be changed from a canvas to white cement tile to match the cement roof tile of the main buildings. Note: The civil drawings submitted with the request for conditional use approval depict the roof covering for the drive- through entrance matching the white cement tile shown on the main buildings. This classification permits roofs to be either metal, tar and gravel, build up w/desk, space from w/skylight. We propose an appeal to the Communit.y Design - Modern t.o use white cement tile for our roofing material. As the surrounding (Leisureville) adult community pastel shades with white tile roofs, we believe this matorial to be both consistent with a "modern" harmonious with the surround adult community. are all white or choice of roofing design and most 1 am submitting the site plan drawings (colored elevations) materials color samples and photos of the neighborhood housing for your consideration.
