II & III) - PRPL #94-002 Please place the above-referenced preliminary plat on the May 17, 1994 city commission agenda under Development Plans, Non-consent Agenda. DESCRIPTION: This is a request for preliminary plat and construction plan approval for the remaining phases (II and III, to be known as Quail Run Villas) of the Quail Lake West PUD, located east and west of S.W. 26th street, south of Woolbright Road. The request is a replat of a portion of a plat recorded December 14, 1984, known as "Quail Lake West and Tracts One and Two"). The Quail Run Villas development will be comprised of 176 townhouse lots, six landscaped, common areas and private streets, with the exception of S.W. 26th Street, which is a city right-of- way and the main thoroughfare running through the PUD. In addition to all the necessary infrastructure and easements within the replat boundaries, the construction plans include several off-site improvements: Woolbright Road street lighting, S.W. 26th street and Woolbright Road right-of-way and median landscaping, lake plantings and two recreational amenities to complete the private recreation requirements. RECOMMENDATION: The Planning and Development Board unanimously recommends approval of this request, subject to those comments contained within Engineering Department Memorandum No. 94-131, relative to landscaping of the Woolbright Road median, addition of a dedication on the plat that addresses the maintenance responsibility of on-site and off-site landscaping and setting of the project's land value at $74,239.00 per acre for determination of the outstanding parks and recreation fee. In addition to the above, the motion included a recommendation for landscaping of the Woolbright Road median as reflected on the landscape plans submitted. There was much discussion by the Board regarding the preferred type of landscaping within this median. The trees proposed are not acceptabl~ to the Utilities Department due to existing utilities within the median and the problems associated with the root systems of these plants. The Utilities Department's policy for planting in these areas includes planting of only palm trees and/or true shrubs and in no case is planting of trees allowed directly over water mains or sewage force mains, due to the high likelihood for damaging underground lines during tree installation. tjh Encs. xc: Central File A:QRun2&3
