normal processing procedure your Department follows in it's .sign-oW of Traffic Impact
Reports. submitted through the various municipalities in Palm Beach County, when they
request same,
The reason for this 'etter, and as you may recall from our phone conversation last month
before the holidays, is that the City of Boynton Beach has asked us to present a
certification from your Department before they will issue a buUding perm it for the project.
Until this recent request by the City, we assumed that since the project's Site Plan was
originally approved in April 1993. and CCl had made application to Palm Beach County t\
Engineering for a Driveway Construction Permit on July 22, 1993, then surely the T ~J
Analysis prepared by Barton-Aschman Associates on March 3D, 1993 was r . , ~
approved at that time (copy attached) by both the City and the County. rt\~ 'd,
and as you and I discussed, that it is the City's responsibility, which r~V received
said Traffic Analysis, to normally approve andfor forward same to y~ Department for
review and sign-off.
Lastly, we question why an approved peD with vested daily trips
County review. SpecifiCally, this PCD (Woolbright Place) was th <
Agreement (1/24/90) which specifically accepted Barton-Aschm . '

Dear Joe:
We have completed our trip generation analysis for the above-referenced development The purpose of this
study was to determine the amount of retail/commercial square footage that will have to be reduced from the
approved PCD to accommodate the proposed gas station and convenience store.
CONCLUSION
The gas station/convenience store will generate 1,215 net daily trips. To accommodate these trips, the
commerciaVretail development program for the PCD will have to be reduced by 32,000 square feet Our
conclusion was based on the following analysis.
ANALYSIS
Our conclusion was based on dividing the trips generated by the proposed gas station/conveniencestore by the
commerciaVretail trip generation rate documented in the January 1990 traffic impact report for the Woolbright
Place PUD/PCD. The analysis steps were as follows.

The gas station/convenience store trip generation analysis was based on the procedures listed in the
Palm Beach County Land Development Code (See. 10.8), and was calculated as follows:

Transportation's Trip Generation Report was utilized for the enhanced larrl
use plan. Trip Generation rates for the Omrch/Schcx:>l were taken directly
fram the prior MDA report. '!he HCllt'e D=pot trip generation rates were
obtained fram Barton-Aschman studies of 6 Horne D=pots located in Florida (4)
and Texas (2). 'Ihese studies were conducted in 1985, and peak hour counts
