The attached package will be presented to the Planning and
Development Board on Qctober 10, 1995 and to the City Commission
October 17, 1995.
The applicant must understand that the permit plans shall be
amended to comply with the final determination of the request
and that additional comments may be generated by staff following
their review for technical compliance of permit documents that are
required to be submitted for development of the project.
For the applicant's convenience, attached is a list of documents
required for permit submittal.
An approval of the site plan by the City Commission shall be valid
for one ( 1) year, unless a bUilding permit from the Building
Department is secured. If the applicant fails to secure a building
permit in that time, all previous approvals shall become null and
void.

Find attached for your review the plans and exhibits for the
above-referenced project. Conditional Use approval for this
project will be granted by the City Commission. To ensure that
the project stays on line with the review time frame, I request
that the plans and exhibits be reviewed and formal written
comments transmitted to the Director of the Planning and Zoning
Department no later than 5:00 P.M. on Auqust 13, 1996.
If you believe the plans are substantially complete with regards
to code compliance and that your outstanding comments and/or
recommendations may be addressed at time of permit review rather
than requiring the applicant to prepare amended plans for a 2nd
submittal indicate in your 1st review written comments that you
recommend the project proceed to the Planning and Development
Board and City Commission for approval. If you recommend the
project move forward for approval with one review, please attach
the 1st review plans to your written comments, with the exception
of the Development Department which may retain the plans as the
control plans for the project.
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently
obtain Technical Review Committee approval:
1, Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review,
Section 8 of the Code of Ordinances to review and formulate
comments.
2, The documents submitted for the project were determined to
be substantially complete based on the submittal
requirements identified in Section 7 of the Site Plan Review
Ordinance. However, if the data provided to meet the
submittal requirements is insufficient to properly evaluate
and process the project based on the review standards or the
documents show code deficiencies, additional data and/or
corrections should be requested by the reviewer through the
Planning and Zoning Department,

3, Each comment shall reference the section of the code that is
incorrectly depicted on the documents,
4. Technical Review Committee member(s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific
code section may be included in their review comments with the
name of the appropriate TRC Member that is responsible for the
review specified.
6. If a TRC member finds the plans acceptable, he/she shall
forward a memo, within the time frame stated above, to the
Planning and Zoning Director stating that the plans are
approved and they do not have any comments on the plans
submitted for review and recommend the project be forwarded
through the approval process,
All comments shall be typed, addressed and transmitted to the
Director of the Planning and Zoning Department for distribution to
the applicant. Please include the name and phone number of the
reviewer on this memo. Jerzy Lewicki will be the Planning and
Zoning Department staff member coordinating the 1st review of the
project.
The Planning and Zoning Department will send the applicant a cover
letter which includes the comment(s) and directions to amend the
plans to comply with the comments and the procedures for
resubmission. When the Planning and Zoning Department receives the
amended plans, they will distribute the plans with a cover memo to
all TRC Members for review and approval,

The following is a list of comments regarding the site plan review of the plans for the above-referenced project. The applicant
shall understand that all documents and plans submitted for site plan are subject to additional comments by the Planning and
Development Board and/or the City Commission. If the applicant is nQ! intending to correct code deficiencies, he should
contact me regarding the procedures, application forms, fees and submittal deadline dates for seeking relief from the code
requirement.
SITE PLAN REVIEW COMMENTS:
1. On sheet C-2, site plan, indicate traffic flow pattern of the on-site vehicular system, as
required by the City's Land Development Regulations, Chapter 2 - Zoning, Section
11.2.F .5g.
2. Provide required parking calculations for the entire site in accordance with the city parking
regulations. Amend shared parking study if there is an increase in the number of required
parking spaces. Parking calculations should reflect requirements of the American Disability
Act.
3. The parking layout as shown on site plan, sheet 5 of 7, does not match the layout as
presented on the paving and drainage plan, sheet 3 of 7. Revise to reflect consistency
between these two sheets.
4. To show compliance with the city standards, indicate dimensions of parking aisles and
driveways.
5. Depict on the site plan the height and building materials of all fences and buffer walls.
6. Clearly identify on the site plan all existing and new outdoor lighting fIXtures.
8. On the proposed site plan, sheet C-2, insufficient data regarding site development, as
required by the Land Development Regulations, Chapter 2 - Zoning, Section 11.2.F.5n.,
is provided. Provide the missing information on the plan, including the changed ratio of
pervious/impervious areas.
9. Indicate on the site plan, :;h~et 5 of 7, the previous location of the relocated 5th grade
classroom and note proposed use of this space.
10. On both sheets 2 of 7, and 4 of 7, amend the indices to include correct submittal items.
11. If roof-top equipment will be installed on the building, it shall be installed in accordance
with Land Development Regulations, Chapter 9, Section 11.E. Add a note to the plan
indicating whether there will be roof-top equipment.

Section 11.2.0 of the Zoning Code contains the

conditional use, the Board and Commission
shall consider the effect of the proposed
use on the general health, safety and
welfare of the community and make written
findings certifying that satisfactory
provision has been made concerning the
following standards, where applicable:
1. Ingress and egress to the subj ect
property and proposed structures thereon,
with particular reference to automobile
and pedestrian safety and convenience,
traffic flow and control, and access in
case of fire or catastrophe.
The site has two(2) , two way driveways
leading to the on-site parking area. The
driveways are located on Seacrest
Boulevard and Swinton Avenue. An on-site
sidewalk is located adjacent to the
Seacrest Boulevard entrance access aisle
to allow pedestrian access to the
project.
2. Off-street parking and loading areas
where required, with particular attention
to the items in subsection I above, and
the economic, glare, noise, and odor
effects the conditional use will have on
adjacent and nearby properties, and the
city as a whole.
A 1988 shared parking agreement was
modified in 1994 as the result of the
gymnasium and classroom expansion in
1994. The Palm beach county traffic
engineering office also required a deed
restriction to be filed that limits
student enrollment to 225. The subj ect
application verifies that the student
population is below the deed restriction
limit and that the numbers referenced in
the shared parking agreement do not
change. The proposed proj ect adds 31
parking spaces bringing the total number
of spaces to 174 spaces including 6
handicapped spaces which is well above
the 133 spaces required by the shared
parking agreement.
The new proposal provides a playground
closer to the Swinton Avenue property
line than previous but no adverse affect
on adjacent properties is anticipated.
3. Refuse and service areas, with particular
reference to the items in subsection 1
and 2 above.
The Public Works Department indicates
they anticipate no problems with the
proposed layout and waste pickups.
4. utilities, with reference to locations,
availability, and compatibility.
There are no utility concerns with the
proposed new construction.
5. Screening, buffering and landscaping with
reference to type, dimensions, and
character.
The new landscaping will be consistent
with all city codes.
6. Signs, and proposed exterior lighting,
with reference to glare, traffic safety,
economic effect, and compatibility and
harmony with adjacent and nearby
properties.
Addi tional parking lighting is not
anticipated to conflict with neighborhood
harmony.
7. Required setbacks and other open spaces.

The eXisting facility has not generated
adverse comments . The proposed additions

The city of Boynton Beach has completed its first review of the
documents submitted for the above-referenced project. Attached are
comments made by the reviewing departments during their initial
review of your project.
In order to complete the review process, the site plan and
documents must be amended to comply with these comments within 90
days of the date of this letter. (If amended plans are not
submitted in 90 days, a new application fee will be required.)
When there are comments made by the reviewers that you feel are not
applicable to the approval of the proj ect or will be addressed
separately and you have not amended the plans to comply with the
comment(s), you must prepare written explanation for each comment
stating why the comment is not applicable and return the
explanation with the amended plans and documents.
After amending the plans and documents, please submit twelve (12)
complete sets (including surveys) of the plans to the Planning and
Zoning Department. When the amended plans and documents have been
submitted to the Planning and Zoning Department, they will be
distributed to the reviewing departments for second review and
recommendation to the appropriate boards for approval or denial
(see attached meeting schedule) . A recommendation for denial will
be made if there are major comments that have not been addressed on
the resubmitted plans.

Find attached for your review the plans and exhibits for the above-
referenced project. Site Plan Review approval for this project
will be granted by the City Commission. To ensure that the project
stays on line with the review time framel I request that the plans
and exhibits be reviewed and formal written comments transmitted to
the Director of the Planning and Zoning Department no later than
5:00 P.M. on Auqust 18, 1995. Do not return plans and exhibits.
Retain same for the review of the amended plans (second review).
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently obtain
Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review, Section
8 of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be
substantially complete based on the submittal requirements
identified in Section 7 of the Site Plan Review Ordinance.
However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process
the project based on the review standards or the documents
show code deficiencies, additional data and/or corrections
should be requested by the reviewer through the Planning and
Zoning Department.
3. Each comment shall reference the section of the code that is
incorrectly depicted on the documents.
4. Technical Review Committee member(s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.

5. When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific
code section may be included in their review comments with the
name of the appropriate TRC Member that is responsible for the
review specified.
6. If a TRC member finds the plans acceptable, he/she shall
forward a memo, within the time frame stated above, to the
Planning and Zoning Director stating that the plans are
approved and they do not have any comments on the plans
submitted for review and recommend the project be forwarded
through the approval process.
All comments shall be typed, addressed and transmitted to the
Director of the Planning and Zoning Department for distribution to
the applicant. Please include the name and phone number of the
reviewer on this memo. Michael E. Haag will be the Planning and
Zoning Department staff member coordinating the 1st review of the
project.
The Planning and Zoning Department will send the applicant a cover
letter which includes the comment(s) and directions to amend the
plans to comply with the comments and the procedures for resub-
miss ion. When the Planning and Zoning Depal-tmen t rece i ves the
amended plans, they will distribute the plans with a cover memo to
all TRC Members for review and approval.

The following is a list of 1st review comments regara1ng the site
plan review of the plans for the above-referenced proj ect. It
should be noted that the comments are divided into two (2)
categories. The first category is a list of comments that identify
deficiencies from the City's Land Development Regulations (L.D.R.)
that are required to be corrected and shown in compliance on the
plans and/or documents submitted for second (2nd) review in order
for the project to continue through the site plan review process.
The second set of comment(s) lists recommendations that the
Planning and Zoning Department staff believe will enhance the
proposed development. The applicant shall understand that all
documents and plans submitted for site plan review are subject to
additional comments. I recommend that the applicant/agent contact
me regarding questions related to the comments. If the applicant
is not intending to correct code deficiencies and they request that
the project remain on the review schedule identified in the
attached letter, they should contact me regarding the procedures,
application forms, fees and submittal deadline dates for seeking
relief from the code requirement.
I. SITE PLAN REVIEW COMMENTS:
1. Under the existing shared parking agreement, a total or
133 parking spaces were approved and required to be
constructed at the site. Verify that the shared parking
agreement is still valid regarding the number of parking
spaces required, considering the plans for the previous
approval indicated 16,313 square feet of classroom area
and the proposed plan indicates 21,615 square feet of
classroom area, by identify on sheet C-1 the existing
student population and the student population including
the new school building. This information is required
considering the use of the new school building is
classrooms and the area is 5,302 square feet greater than
the classroom area of the previous approval. As you know
the number of parking spaces required for a school use is
based on a ratio between grade level of the students and
the square footage of classroom space.
2. Provide documentation in writing on letter size paper the
following information:
a. Identify what the existing student population is
for the school and proposed student population,
including students for the new preschool/kinder-
garten school building. Note: the student
popula tion shall compl y with the I imi tat ion
required by Palm Beach County or additional
documents shall be submitted for review by Palm
Beach County.

b. The parking data identified on sheet C-1.
c. Provide written documentation identifying what
impacts there are regarding demand for parking
spaces as a result of changing the two (2) basket-
ball courts and one (1) volley ball court to three
(3) tennis courts.
If this documentation is acceptable it will be added to
the shared parking agreement to up-date the agreement
current with the proposed request for site plan modifi-
cation. If the documentation is not acceptable a revised
shared parking agreement will be required prior to the
proj ect being forwarded to the Planning and Z.oning Board.
3. Identify the location of the 176 provided parking spaces
by indi viduall y showing and numbering each space or
identify the number the spaces by indicating the total
count within a specific delineated area shown on sheet C-
1.
4. When submitting colored elevations please show all
options. (Elevation sheet A2 indicates 11 to match color of
other existing building or courtship #90yr77 /10011.)

5. Please note that the code has changed regarding the
visibility of roof/wall mounted and ground mounted
equipment since building #10 and the gymnasium were
approved. The code requires that the roof mounted
equipment be screened from view at a minimum distance of
600 feet. To show compliance with section for site plan
review place a note on sheet A2 that indicates the roof
mounted equipment will be screened from view at a minimum
distance of 600 feet. Note: at time of permitting the
plans shall show the roof equipment and the required
screening. Wall mounted and ground mounted equipment
shall be screened by a buffer wall or continuous
vegetative buffer. For purposes of site plan approval,
show and label on the plans the location of wall mounted
or ground mounted equipment proposed for the new building
and the site adjacent to the new building. Also show and
label on the plans the location, size and type of
required screening. [Chapter 9 - Community Design Plan,
section 10.C.4 and section 11 E.]
6. The code has also changed regarding garage doors facing
public or private streets. The new code indicates that
due to the high degree of visibility of buildings located
on Seacrest Boulevard overhead doors shall not be located
on a building facade that faces a public street. The
gymnasium building has a garage door facing Seacrest
Boulevard, this door shall be removed unless wri tten
documentation is submitted verifying the improvements
associated with the proposed request do not exceed fifty
(50) percent of the appraised value of the existing
facility as established by the most recent Palm Beach
County ad valorem tax bill. Code compliance regarding
community design plan issues can be limited to the
proposed new work only, if the previous identified
written documentation is provided. [Chapter 9 - Community
