reference to the property described as lot 46-A, less the east 82.16 feet thereof, Quantum Park
at Boynton Beach, P.I.D. Plat No. 10 recorded in Plat Book 60, page 34:
· The current zoning of the property is Planned Industrial Development P.I.D. according to the
City of Boynton Beach Official Zoning Map.
. Warehouse/distribution has been an approved use for Quantum Park PID since October 16,
1992. City Commission site plan approval on May 20, 1997, permits the use of the property
as a newspaper warehouse/distribution/office facility.
. The City Commission granted the request for site plan approval, on May 20, 1997. The
permit for this facility was issued on August 22,1997.
. Plat, site plan and permit approval guarantees utility capacity.
. Quantum Park is vested for concurrency.

Dear Mr. Butters:
As requested, we have reviewed the location of proposed driveways for the
above reference. The proposed driveway locations are less than 150 feet from
adjacent driveways. The site is located in the southeast quadrant of the
intersection of Park Ridge Boulevard and Alpha Drive. The property frontage
along Park Ridge Boulevard is approximately 230 feet while the frontage along
Alpha Drive is approximately 225 feet. Alpha Drive ends in a cul-de-sac
approximately 100 feet south of the Sun Sentinel site.
The driveways for the Sun Sentinel site are proposed to be located generally as
far away from the intersection of Park Ridge Boulevard and Alpha Drive as
possible. The driveway to Park Ridge Boulevard would be approximately 30
feet from the site's eastern property line. The driveway to Alpha Drive would
be approximately 50 feet from the site's southern property line. Generally it is
best to locate driveways as far as possible from intersecting roadways. This is
reflected on the proposed site plan. Given that the site only has approximately
230 feet of frontage along Park Ridge Boulevard, locating the driveway 150
feet from the next driveway to the east (10 feet from site's eastern property
line) would place the driveway within 90 feet of the Alpha Drive intersection.
In this case, it will be better to have the driveway further away from the
intersection even if it puts it close to the adjacent property driveway.
The same argument applies to the Alpha Drive driveway. It is better to have
the driveway 150 feet from Park Ridge Boulevard and within 100 feet of a
driveway to the south than to have the driveway much closer to the Park Ridge
Boulevard intersection.

The magnitude of traffic utilizing each driveway will be relatively minor due to
the size of the building and the nature of the use. As a consequence, the
vehicle conflicts with adjacent driveways will be small and should not create a
safety problem.
Given the shape of the site, the traffic flows for the site work much better with
the building closer to Park Ridge Boulevard and the parking and circulation
behind the building. No only do the traffic flows work better for the users of
the site, the flow works best for fire trucks and garbage trucks.
In conclusion, the proposed driveway locations are the most appropriate for the
site. The proposed locations are away from the Park Ridge Boulevard/Alpha
Drive intersection and should not create a safety hazard.

Subj: Quantum Park Traffic Update for Sun Sentinel Development
The attached table summarizes the traffic impact of the Sun Sentinel development in
the Quantum Park DR!. With the exception of Publix and CarMax, the average
daily trips provided in the attached table reflect ITE (5th Edition) trip generation
applied to the actual square footage of the particular land use built or planned for
the development. Therefore, this table provides a conservative estimate of trips until
a more accurate measure (i.e. field monitoring) can be taken.
The maximum number of daily trips permitted in the Quantum Park development is
63,752 at project build-out. Therefore, 46,225 daily trips still remain for
development.

Development to evaluate traffic impacts associated with proposed development of

Based upon Master Plan Amendment Number 7, Parcel 46A is approved for
industrial use.
The proposed development will be a 22,700 warehouse/distribution center for the
Sun Sentinel. Based upon approved trip generation rates for the Quantum Park

Dear Ms. Heyden:
The purpose of this letter is to inform you of the development of Lot #46A located
on Park Ridge Boulevard, south of Gateway Boulevard, in the Quantum Park
development and to update the trip generation threshold spreadsheet. Lot 46A will
be developed as a 22,700 square foot warehouse/distribution site for the Sun
Sentinel. The site will generate 86 PM peak hour trips on Park Ridge Road. The
attached trip generation threshold spreadsheet for the Quantum Park development
has been updated to reflect these additional trips.
The development of Lot #46A will bring the total number of PM peak hour trips
generated by lots on Park Ridge Road, south of Gateway Boulevard, to 938. This
total is below the threshold of 1300 required for the restriping of the north approach
to provide dual left. Therefore, no improvement is needed at this time.

Dear Malcolm Butters:
The City of Boynton Beach has completed its first review of the documents submitted
for the above-referenced project. Attached are comments made by the reviewing
departments during their initial review of your project.
In order to complete the review process, the site plan and documents must be
amended to comply with these comments within 90 days of the date of this letter. (If
amended plans are not submitted in 90 days, a new application fee will be required.)
When there are comments made by the reviewers that you feel are not applicable to the
approval of the project or will be addressed separately and you have not amended the
plans to comply with the comment(s), you must prepare written explanation for each
comment stating why the comment is not applicable and return the explanation with the
amended plans and documents.
After amending the plans and documents, please submit twelve (12) complete sets
(including surveys) of the plans to the Planning and Zoning Department. When the
amended plans and documents have been submitted to the Planning and Zoning
Department, they will be distributed to the reviewing departments for second review and
recommendation to the appropriate boards for approval or denial. A recommendation
for denial will be made if there are major comments that have not been addressed on
the resubmitted plans.

CHECKLIST
The following list and information is pr vided as a checklist to ensure that the submittal of amended
plans and documents is substantially complete for review. Turning in this list and the appropriate
plans and documents will enable the s bmittal to be efficiently checked prior to being accepted by the
Planning and Zoning Department.
Project Name: Sun Sentinel Oistribu ion Facility at Quantum (File No. NWSP 97-004)
1. Submit an amended Site Plan Review/Conditional Use application form that reflects the
changes that were made as a result of amending the plans and documents to comply with the
Code of Ordinances and the Technical Review Committee comments. A copy of the original
form with a distinguishable symbol identifying the change(s) may be submitted or a completed
new form with the changes identified. If there are no changes required to be documented on
the application form, a letter from the applicant stating same must be turned in with the
amended submittal.
2. Submit twelve (12) assembled and complete sets of plans and documents, including surveys
that show compliance with the Code of Ordinances and comments made by the Technical
Review Committee. Two (2) of the sets shall have the appropriate legible raised seal and
signature of the designer responsible for the drawing(s). Plans and documents shall be
assembled in twelve (12) individual complete packages with the title of the project on all pages
and/or sheets and each page or sheet numerically numbered such as the following example: 1
of 3, 2 of 3, 3 of 3.
3. Submit color photographs of the buildings on the site that are to remain in their existing
condition and photos of existing buildings that are located on the sites that abut the perimeter
of the subject property. The minimum size is 4" by 6". Each photograph shall be labeled to
identify the location of the existing structures with respect to the location of the proposed
project. If the abutting property is vacant photographs are not required.
4. Submit colored elevation view drawings - a colored duplicate copy of all drawings of the
elevation views of each side of all buildings and signage associated with the project. The
colors shown and described on the colored elevation views shall match the colors identified on
the elevation drawings submitted for site plan review. All exterior surfaces of the structure(s)
shall be colored and the color name, associated color code and manufacturer identified. The
type of exterior surface material shall also be identified on the drawing. The colored elevation
drawings shall have compass direction or title of the side of the building identified. The title
block of the original drawing shall be shown. The maximum size is 24" by 36". Do not submit
on board of any kind.
5. Submit color samples as an example of the proposed colors. Each sample shall have
attached a label that identifies the color by name, color code and manufacturer. The colors
should be referenced from an established color chart.
6. Submit 8 1/2" x 11" transparencies of the site plan, landscape plan and project signs to be
used on an overhead projector at board meetings.

Acceptance - New Site Plan Application & Submittal Documents
Dear Mr, Butters:
On March 3, 1997, your submittal for New Site Plan approval for the above-referenced project was
reviewed for completeness. It has been determined that the submittal is substantially complete and
accepted for further processing. Jerzy Lewicki, within the department, will be reviewing and
coordinating your application through the remainder of the New Site Plan approval process and can
be contacted if you have questions.
The next step in the review process is for the Technical Review Committee to review the submittal
for compliance with the review standards identified in Part III, Land Development regulations,
Chapter 4, Site Plan Review, Section 8 and all applicable sections of the Boynton Beach Code of
