We have reviewed subject project and have the following comments:
Building Division
Plans do not provide any data or details regarding proposed site signage, if any. Such information should
be provided at this time.
En~neering Division
1. * All plans submitted for specific permits shall meet the City's code requirements at time of
application. These permits include, but are not limited to, the following: site lighting, paving,
drainage, curbing, landscaping, irrigation and traffic control devices. Permits required from
agencies such as the FDOT, PBC, SFWMD and any other permitting agency shall be included
with your permit request. Chap. 1 , Art.!, Sec.6, par.A, pg.I-3
2. Specify the total number of employees on a maximum shift for the three lease spaces and the
number of visitor parking spaces for a determination of the number of required parking spaces.

3. *Provide certification by developer's engineer that drainage plan complies with all City codes
and standards. Chap.6, Art.V, Sec.5A, pg.6-7 and Chap.23, Art.IIF, pg.23-8

be issued. (Modify lighting plan to eliminate all readings within parking lot below Y:z ft. candle

the water and sanitary sewer detail sheet to conform with current utility standards.
3. A building permit for this project shall not be issued until this office has approved
the plans for the water and/or sewer improvements required to serve the project,
(Sec. 26.15).

The following is a list of comments and recommendations regarding the second review of the
above-referenced project. It should be noted that the comments and recommendations identify
unresolved issues either from the first review or new problems that have emerged as a result of
the second review.
All comments and recommendations can be rectified on the plans at time of permitting if the site
plan request is approved. The applicant must understand that additional comments may be
generated upon review of the documents and working drawings submitted to the Building
Division for permits for the proposed project.
1. Any roof top equipment will have to be screened from view at a distance of 600
feet. If such equipment is planned, indicate its location and the height of the
equipment above the roof level. Provide elevations of the structure showing the
roof top equipment and the required screening (all reduced to a small scale) and
draw in on these elevations the lines-of-sight connecting the highest point of the
equipment with the eye level from a distance of 600 hundred feet from the
building (LDR, Chapter 9, Section 11.E).
2. Land Development Regulations, Chapter 2 - Zoning, Section 7.H.3 requires the
distance between two driveways within the PCD district be no less than 150 feet.
No building permits can be issued until zoning variance will be granted from the
above requirement by the Board of Zoning Appeals for the following distances:
. between the Sun Sentinel driveway and Safety Clean driveway along Alpha
Drive
. between the Sun Sentinel driveway and Flowers Distribution Center along
Park Ridge Boulevard
3. Prior to the Planning and Development Board meeting provide on-site signage
information as required by LDR, Chapter 4, Section 7.B.2. and the approved
Quantum Corporate sign program. Indicate location of free standing or
monument signs, if any are planned in accordance with the above.
4. In order to allow the staff to monitor the amount of traffic generated by the
industrial and commercial uses in the Quantum Park and to determine how the
anticipated traffic counts for the specific lots relate to overall traffic study counts
for the entire Quantum Corporate Park, on the site plan, sheet SP-1, estimate
the anticipated number of peak hour trips per day and total trips per day.
5. Provide overall, to-date traffic counts for all developed/approved sites in the
Quantum Corporate Park. Include these numbers in the site plan data summary.
6. Provide required parking calculations in accordance with Land Development

Regulations, Chapter 2 - Zoning, Section 7.H.2. Denote on the site plan
anticipated number of employees on a maximum shift.
7. Proposed on-site lighting shall be shown on both the site plan and landscape
plan as required by LOR, Chapter 4, Section 7.B.2 to eliminate potential conflicts
with landscape material and with the existing on-site or proposed easements.
8. All landscape material shall be shown within the boundaries of the subject site -
Lot 46-A. Four Live Oaks along Alpha Drive shown on the Landscape Plan,
Sheet L-1, are proposed to be planted within the right-of-way of Alpha Drive.
Remove these oaks from the right-of-way and incorporate them within the
required, on-site landscape buffer.
9. Chapter 7.5, Article II - Landscape Code, Section 4.0.1 of the Land
Development Regulations requires that within the required landscape buffer
screening a vehicular use area a tree should be planted every 40 feet o.c.
Incorporate an additional native tree into a required buffer screening north of the
western part of the parking. Existing trees can be credited for the above
requirement when information is provided regarding these existing on-site trees
documenting that the requirements of the landscape code are met.
10. On sheet A-4 containing elevation drawings of the proposed building provide a
legend of all depicted colors.
11. It is recommended that every lease space will have a separate loading zone as
no internal connection between the lease spaces exists or a note will be made
on the site plan that future users of both lease areas will be limited to operations
not requiring a loading zone.
12. In accordance with LOR, Chapter 4, Section 7.E, amend your site plan
tabulation to include percentage site distribution of the following:
. landscape open space (required minimum 20 percent)
. vehicular use areas
. other paved areas
. building coverage (not to exceed 60 percent)
. total lot coverage
. number of loading zones provided.
13. On sheet A-4 containing elevation drawings of the proposed building eliminate
inconsistencies in background visibility of "office towers" between west and east
elevations.
14. On submitted color elevation sheet the northern building elevation contains a
mistaken depiction of the easternmost portion of the building projection. This
projection should be depicted with colors #1 and #2 and not #4.
15. It is recommended that the proposed color #4 (or #5) depicted as T-1 07 Mint
Green will be replaced with another color from the earth-tone family of colors.
16. It is recommended that, in order to maintain architectural compatibility of the
buildings in this section of Quantum Corporate Park, the front elevation of the
warehouse facing Park Ridge Boulevard will be altered as follows:
. incorporation of at least one window opening in each exterior wall panel
. if window openings are not necessary or they would limit the functionality of

the warehouse space, use of an alternative way of emphasizing the
significance of the front elevation, such as "faked" window openings, wall
offsets, or exterior finish material differentiation, etc.
. to further emphasize the significance of the front elevation increase the height
of the parapet wall by, at minimum, 2 feet.
Note: other forms of architectural expression will be acceptable as long as the
objective of signifying the front elevation will be achieved.

In a re-review of this building, after the TRC Meeting on 3/25/97, we find the follwing
shall apply:
1. West parking area shall provide a full 20' wide fire lane.
2. Back up distance from the northwest corner of the property shall be reduced.
3. All turning radii shall be 45'.
4. There is no loading zone for large vehicles.
5. All ceiling / roof assemblies are to be one hour fire rated.
6. No piles, stacks or packs shall exceed 12' in height.
7. There shall be no vehicles stored or driven through the bays. Our previous
fire experience in newspaper distribution was with a vehicle fire within the
bay.
We do not want this project to move forward until the applicant can provide us with a
decision on whether he will retain a fire sprinkler system or not

Staff has reviewed the above referenced project and offer the following comments:
1. A Capacity Reservation Fee of$ 2,370.06 is due within Thirty (30) days of
Commission approval, or upon request for my signature on the HRS/DEP forms,
(Sec. 26-34[E]).
2. Palm Beach Health Department permits may be required, (Sec. 26-12).
3. The City of Boynton Beach Utilities Department is responsible for Main Line
Sanitary Sewer only in Quantum Park. Sewer laterals are privately owned and
maintained. Please add this note to your plan for water and sanitary sewer.
4. 12' minimum easements for utilities are required. Please show proposed
easements on your plan for Fire Hydrants, Water Services and Mains,
(Chapter 6, Art. IV, Sec. 6,A).
5. As-built drawings shall be submitted and approved by this utility department
prior to release of a permanent water meter.
6. City water will not be supplied for irrigation. Please show source and location on
your Landscape Plan, (City Compo Plan, Policy 3C.3.4).
It is our recommendation that the plan proceed through the review process.

Attached is the amended site plan submittal for the above referenced project for your
final review and recommendation. We would ask that you review this amended site
plan submittal to determine if the plans have been adjusted to satisfy comments
previously made by your department.
If your comments have been satisfied or if your comments can be met at time of
building permit, please advise the Planning and Zoning Department in writing. If your
comments have not been met, please advise the Planning and Zoning Department in
writing.
Finally, we would ask that you include in your memorandum a recommendation as to
whether the project should be forwarded to the Planning and Development Board for
consideration. Please return your memorandum and the amended plans
(Engineering Division shall keep their plans) to the Planning and Zoning
Department by 5:00 P.M. on Wednesday April 29, 1997.

The following is a list of comments regarding the first review of the above-referenced project. It should be
noted that the comments include recommendations we believe will enhance the aesthetics and function of
the project.
The comments that identify deficiencies from the City's Land Development Regulations (L.D.R.) or
previous conditions of approval are required to be corrected and shown in compliance on the plans and/or
documents submitted for second (2nd) review in order for the project to continue through the site plan
review process.
The applicant shall understand that all documents and plans submitted for site plan review are subject to
additional comments. I recommend that the applicant/agent contact this office regarding questions related
to the comments. If the applicant is not intending to correct code deficiencies or deficiencies from
previous conditions of approval and they request that the project remain on the review schedule identified
he/she should contact this office regarding the procedures, application forms, fees and submittal deadline
dates for seeking relief from the code requirement or previous condition of approval.
1. Provide a survey of the property, as required by LDR, Chapter 4, Section 7.A.
2. Any roof top equipment will have to be screened from view at a distance of 600
feet. If such equipment is planned, indicate its location and the height of the
equipment above the roof level. Provide elevations of the structure showing the
roof top equipment and the required screening (all reduced to a small scale) and
draw in on these elevations the lines-of-sight connecting the highest point of the
equipment with the eye level from a distance of 600 hundred feet from the
building (LDR, Chapter 9, Section 11.E).
3. On the site plan, sheet SP-1, indicate typical width of the driving aisle.
4. Indicate the distance between centerlines of the western driveway of Flowers
Distribution Center and the Park Ridge Boulevard driveway of the Sun-Sentinel
complex. LDR, Chapter 2 - Zoning, Section 7.H.3 requires this distance to be no
less than 150 feet. The distance between the centerline of the western driveway
of the Flowers Distribution Center and the eastern property line of the Sun
Sentinel Distribution Center is 23.5 feet.
5. Delineate the location(s) of a loading zone(s) in accordance with LDR, Chapter
2 - Zoning, Section 11.J.1
6. Indicate location of free standing or monument signs, if any are planned, in
accordance with the approved Quantum Corporate sign program.
7. In order to allow the staff to monitor the amount of traffic generated by the
industrial and commercial uses in the Quantum Park and to determine how the
anticipated traffic counts for the specific lots relate to overall traffic study counts

for the entire business park, on the site plan, sheet SP-1, estimate the
anticipated number of peak hour trips per day and total trips per day.
8. Provide required parking calculations.
9. Traffic control markings shall be shown within the vehicular use areas as
required by LDR, Chapter 4, Section 7.B.2.
10. Lighting shall be shown on the site plan as required by LDR, Chapter 4, Section
7.B.2 and to eliminate potential conflicts with landscape material and existing on
the site or proposed easements.
11. On the Landscape Plan, Sheet L-1, amend the tabular summary of the planting
material to include a "landscape material required by the code" category. Also,
provide relevant calculations for this category. For the landscape buffer adjacent
to the right-of way and along abutting properties, provide perimeter distances of
the parcel for which the landscape buffer material is being calculated (Chapter
7.5, Article II - Landscape Code).
12. Incorporate the above calculation into the tabulation of the landscape material
provided for the site. All native species shall be distinguished from non-native
species with a recognizable symbol. Note, that the native requirement is fifty
percent of the required landscape planting (Comprehensive Plan Policy 4.4.6).
13. On the landscape plan, sheet 1-1, indicate all existing and proposed easements
as to avoid potential conflicts with the utility lines and proposed structures.
14. On the elevation drawings depict color code and manufacturer's name of all new
exterior building materials or finishes.
15. Submit to the Planning and Zoning Department a presentation board containing
samples of all exterior building materials to be used for construction.
16. Submit to the Planning and Zoning Department color elevations of the building.
17. Provide loading zones as required by LDR, Chapter 2 - Zoning, Section 11.J.
18. On the Landscape Plan include a notation regarding the anticipated method of
irrigation.
19. In accordance with LDR, Chapter 4, Section 7.E, amend your site plan
tabulation to include the following:
A. net buildable land area in acres and feet (net buildable land area is the
area of the lot within the required setback lines)
B. other paved areas (paved area other than vehicular use area)
C. total lot coverage (total lot coverage is a sum of building coverage and all

SITE PLAN REVIEW PROCEDURES
1 st Review - New Site Plan
Project - Sun-Sentinel Distribution Facility at Quantum Park
Location - Southeast corner of Park Ridge Boulevard and Alpha Drive,
Quantum Park
Agent - Malcolm Butters - Butters Construction & Development, Inc.
File No. - NWSP 97-004
Find attached for your review the plans and exhibits for the above-referenced project. Site Plan
Review approval for this project will be granted by the City Commission. To ensure that the
project stays on line with the review time frame, I request that the plans and exhibits be
reviewed and formal written comments transmitted to the Director of the Planning and
Zoning Department no later than 5:00 P.M. on March 20. 1997. The comments shall be
separated into two categories. The first category comments with code sections
referenced and the second category references recommendations that you believe will
enhance the project.
If you believe the plans are substantially complete with regards to code compliance and
that your outstanding comments and/or recommendations may be addressed at time of
permit review rather than requiring the applicant to prepare amended plans for a 2nd
submittal indicate in your 1st review written comments that you recommend the project
proceed to the Planning and Development Board and City Commission for approval. If
you recommend the project move forward for approval with one review, please attach the
1 st review plans to your written comments, with the exception of the Development
Department which may retain the plans as the control plans for the project.
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land Development Regulations, Chapter
4, Site Plan Review, Section 8 of the Code of Ordinances to review and formulate
comments.
2. The documents submitted for the project were determined to be substantially complete
based on the submittal requirements identified in Section 7 of the Site Plan Review
Ordinance. However, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards
