Since this is the first development proposed for the woolbright Place PUD, the number of units is within the number allowed per the stipulation agreement and the total floor area is within the L.U.I. requirements. Community Design plan: N/A - The project is not located within a Community Design district. The building colors are earth tone and the textured stuccoed walls are tan with a light accent color for the trim. The finish roof material is tile and the color is also earth tone. The stair and balcony handrails have a contrasting dark green color that compliments the earth tone colors proposed for the buildings. signage: A comprehensive sign package is included as part of the site plan submittal, The design of the signage is simple and not obtrusive and the colors match colors proposed for the buildings. It is recommended that additional signs be approved administratively, if they meet the specifications of the sign code and are aesthetically in harmony with the design and color of the proposed signage. The sign code for PUDs was structured to not set forth specific sign criteria due to the large variation of uses allowed in PUDs. Applications for Permit to Construct the Domestic Water and Waste Water Systems to this project (Sec. 26.12). 3. The minor relocations of water services and water mains as shown on these preliminary drawings as required by the Utility Department Director. These and other necessary changes must be incorporated into the plans submitted for HRS permits (Sec. 26-12). 4. The capacity reservation fee for this project, based on 23, 2 inch meters, will be $31,240.44. This fee will be due within thirty days of City Commission approval or at time of HRS application submittal to this office. The reservation fee is renewable after one year. The sidewalks along SW 8th Street, at the main entrance to this project, be continued along the internal roadway to a point south of the recreation area (where the roadway meets the parking facility situated southside of project), and to a point north of the recreation facility where the internal roadway intersects with the first handicap parking stall. Additionally, I recommend that an internal sidewalk system be created which would link all buildings to the recreational area via a pedestrian sidewalk system geared to assist handicapped individuals in accessing these required amenities. 2. Regarding C~L's notation on sheet 1 of 2 wherein the plans indicate "all mailboxes to be located in breezeways", the applicant shall coordinate with the U.S. Postal Service in depicting upon these plans, a location for general mail delivery. The plans should then be revised to depict the location of the mail delivery facility as well as provisions for some form of organized parking or staging area for persons picking up their mail. 3. The plans should depict the construction of grassy swales which are fully irrigated and maintained within the public rights-of-way of SW 8th Street and Morton's Way. 4. The pedestrian sidewalk along SW 8th Street should continue thru the ingress/egress approach and be so transitioned as to facilitate the movement of handicapped individuals thru this area. 5. The 5' pedestrian sidewalk at the extreme southwest corner of the property (intersection of Morton' Way at SW 8th Street), should be extended to provide handicap accessibility from this site to the pavement area of Morton's Way (City standard - Handicap connections at intersections). 6. In 1990, the city and Tradewinds Development Corporation entered into an agreement regarding the park and recreation areas required for the development of Woolbright Place P.U.D. As a part of agreement, Tradewinds agreed to provide certain improvements to a proposed park near the P.U.D. if that park was developed within a three year period. 2. Value for these improvements was set at $75,000. In the event that the City failed to generate park plans within three years, Tradewinds agreed to pay the City $60,000 cash in lieu of the land dedication required. . '3. At the time of site plan approval for the residential development, Tradewinds must establish evidence of entitlement for 50% credit for private open space. 4. In the event that Tradewinds failed to meet these criteria, then Tradewinds agreed to forfeit that portion of a surety bond equal to 4.5 acres of property. 5. Resolution of this matter is required prior to this department's approval of the MasterPlan modifications. A copy of the agreement is attached. There are existing trees on the site which in part were approved for management under the Tree Management Book document prepared by Stanley Consultants of Florida, Inc. January 30, 1990. This document addresses the thirty-two (32) acre commercial parcel immediately north of the Home Depot site to the industrial access road. The applicant should review this document and agree to comply with the contents in full. The included aerial map indicates fifteen areas (letters B-P) of existing trees with varying quantities of tree preservation, relocation and clearing. 2. A similar document to #1 above has not been submitted to the City for approval for the residential portion of this project. This document is required under the Tree Preservation Ordinance, [chapter 7.5, 4b, pg. 595] which pertains to all undeveloped property in the City. The specific requirements are from section 7.5-7d, pg. 597]. This item was previously addressed in April 1992 when the site was called Woolbright Place Apartments. (See attached memo). 3. I have not been made aware of the results of a Tradewinds Draft Agreement between the city and Tradewinds (memo #94-185 City Manager) regarding any other environmental inquiries about this portion of the Tradewinds sites. Has this been mistakenly left out or do you plan to pursue this in another way? Item #4 regarding environmental inquiries is interesting. Is this being suggested by Tradewinds or by us. I would think such outlined procedure isn't appropriate for an agreement, but would simply be issued as a direction to staff from the City Manager's Office if the City agrees with this policy. It should be noted that the comments are divided into two (2) categories: The first category is a list of comments that identify unresolved comments either from the first review or ne'~ comments as a result of the second review. To show compliance with these comments will not substantially alter the configuration of the site and the design of the building. The second category is a list of recommendations I believe will enhance the aesthetics and function of the project. All comments and recommendations can be rectified on the plans at time of permitting if the site plan request is approved. The applicant must understand that additional comments may be generated upon review of the documents and working drawings submitted to the Building Department for permits for the proposed project. SITE PLAN REVIEW COMMENTS: Submit a survey of the subject property that does not show a phase line. specify on the plans the height of the dumpster enclosures and identify the color of the walls for the single enclosure. Specify on the elevation view drawings the manufacturer of the colors proposed for the buildings. Add to the elevation view drawings of the recreation buildings the color, color number and manufacturer for each exterior finish material depicted on the drawings. Submit a cost estimate, to be reviewed by city staff, for the five (5) required recreation amenities, A bond adjustment shall be made, within 30 days of the city's approval of the es~imate: by phases, based on the value of these improvements. Pursuant to condition 5D, page 6 of 7 of the October 17, 1990 agreem'3nt between TradeHinds and the city. 5. Phase I is four parking spaces deficient. show and list no less than the required number of parking spaces for Phase I. 7. Landscaping - Correct the following deficiencies: a. north buffer - The required landscape buffer is shown over an easement in the wrong location (sheet LP-1 section A) . b. vehicle use area visual barrier - On the plant list indicate 24" on center spacing for required perimeter hedge material. c. tree preservation - Delineate the trees required from the tree preservation ordinance analysis, incorporate same into the landscape plan. d. Add the following notes to the landscape drawing: i. Indicate that plantings may be field adjusted due to interference with structures. ii. The code spacing specifications for required shrubbery, hedges or trees supersedes the number shown under quantities in plant list. e. Place a note on the plan that indicates the requirements of landscape code section 7.5-35 (c)(2) shall apply when nuisance species of tree are used (example - Use of Ficus Benj amina) . f. On the section view drawings of each berm indicate the overall height of the berms and/or identify the slope, Note the height shall not be less than the original approval of four (4) feet for the berm required along the north property line and five (5) feet for the berm required along the east property line. What are you proposing for the height of the berm identified as Section C? g. Modify the tabular data and plans to be consistent with the code specifications regarding the landscaping for the following sections of the landscape code; multifamily housing developments, foundation landscaping, required landscaping adj acent to public rights-of-way and abutting properties, and interior landscaping. h. Add to the plans the hedging required on the north side of the property line that separates the Vinings project from the 14 acre parcel. This material shall be installed with the Vinings landscaping. 1. Indicate on the landscape that the landscaping fencing required between the Vinings project and the acre parcel shall be completed prior to a certificate occupancy being issued for the first building in phase and 14 of 1. 8. Pr~vide a copy of the city approved and recorded homeowners' association document prior to the issuance of building permits, 9, Provide updated tabular data that shows that the L.U.I. of 5.00 is being complied with, consistent with the overall PUD maximum permitted floor area. 10. Add a distinguishable symbol and notes to the landscape plan, paving & drainage plan and site plan drawings that indicate what and when improvements will be completed for phase I. show on the landscape plan the line that represents the limits of construction for Phase I. 13. with a distinguishable symbol indicate on the elevation view drawings what color from the color chart represents the colors for the following exterior finish material: textured stucco, smooth stucco, cedar fascia, decorative gable end vents, solid doors, sliding glass door frames and window frames. II. RECOMMENDATION(S): 1. It is recommended that the remaining signage (not shown) be reviewed and approved administratively, if the new signage is consistent with the requirements of the sign code and the colors match the colors of the signage approved with this site plan. If not, the signage shall be brought before the planning and Development Board and the city commission for approval as a modification to the existing site plan. 2. It is recommended that the developer pay $60,000.00 park fee to the city of Boynton Beach at the earlier of the two following dates: 1. Issuance of building permits for the first building in Phase I or II. or .., '- , January 10, 1995. The fee is regarding the 1990 Parks and Recreation agreement between the City and Tradewinds Development Corporation, condition 4.A or 4.B.
