SUBJECT: Home Depot of Shoppes of Woolbright PCD - Cross Access
and Parking Agreement - File No. 363
A condition of the site plan approval for the Home Depot Store at
the Shoppes of Woolbright Planned Commercial Development is to
dedicate cross parking and access easements between the Home
Depot store, the main shopping center, and the outparcels. All
of these parcels will eventually be under different ownership
when they are sold by Tradewinds Development Corporation.
Attached you will find a copy of the "Reciprocal Easement and
Operation Agreement" submitted by the developer. Also attached
is a copy of the first and last pages of this document which
indicate that the document has been recorded.
Please review the above-referenced document and advise as to any
recommended changes, so that the developer can proceed to obtain
a Certificate of Occupancy from the Building Department.

1. Provide the Fire Department with a copy of the M.S.D.S.
sheets on the chemical compounds to be stored.
2. Provide the Fire Department with a copy of the floor
plan showing where the' toxic and flammable materials
are to be stored.
3. Provide the Fire Department with a copy of the contract
with the hazardous waste management firm and the
hazardous spill management plan.
4. The loading dock (truckwell) must meet the performance
standard requirements outlined in Section 4.N.ll.c of
Appendix A, Zoning.
5. A reduced pressure backflow prevention device is
required on the domestic water service and the fire
service.

Upon review of the above-mentioned project, the following
comments must be addressed in order to conform with Boynton Beach
City Codes:
1. South Florida Water Management District permit is required.
2. Lake Worth Drainage District Permit is required.
In order to facilitate the permitting process, the following
information should be included within your documents submitted to
the Building Department for required permits:
1. All platting procedures identified in Appendix C,
Subdivision and Platting Regulations and the requirements
stated in Chapter 19, Articles II and III of the Boynton
Beach Code of Ordinances must be met in every respect.
2. All signage must comply with the Boynton Beach Sign
Ordinance.
3. The entire site must be enclosed with a peripheral green
belt with a minimum width of ten (10) feet. Except where
the planned commercial district abuts a residential
district, the peripheral green belt width is twenty-five
(25) feet and a buffer wall is required. The peripheral
green belt may be considered as common area and contain the
free-standing sign identifying the planned commercial
district.

a) Platting. All planned conmercial developments are subj ect to and
shall be developed consistent with the requirerrents of Appendix C,

Ordinances.

pavement elevation. Revise plans to indicate an inlet elevation which is
lower than edge of paverrent.
5) Submit a parking lot plan which includes all traffic control devices
including paverrent markings, signage, etc. Details required.
6) Refer to Fire Department for fire lane requirements.

Plan
We can approve this project, subject to the following conditions:
1. The sanitary sewer main shall be of vitrified clay and
ductile iron in accordance with the City's specifications.
Provide profiles of the sewer indicating rim and invert
elevations.
2. Add a note to the effect that this department will maintain
the main line sewer only. Services are to be privately
owned and maintained.
3. Show easements for all water and sewer lines.
4. Add a note requiring swabbing of all new water mains. We
recommend a plugged 10" x 10" tee facing upwards be added at
the point of connection.
5. A 6" polyethylene-lined DIP force main shall be included
from the existing 12" force main to the gravity sewer. This
and other changes will allow for abandonment of the on-site
12" force main at a future date.
6. Reduced pressure backflow preventers will be required on the
domestic service and fire line. We recommend 2 parallel
units on the domestic service so that service will not be
interrupted during testing or maintenance of the units.
7. Provide fire-flow calculations to justify the water main
sizing.

With respect to the above, please be advised of the following:
1. Platting is required prior to the issuance of building
permits (Sections 6.F.12.a and c of Appendix A,
Zoning) .
2. At least two driveway connections should be provided
between the Home Depot parking lot and the outparcel
site to provide the necessary access to the outparcel
site in connection with the approved master plan.
These connections should be designed so that they align
with the proposed location of the access aisles within
the Home Depot parking lot and should be the same width
(27 feet).
3. Cross access and parking easements should be dedicated
between the Home Depot site, the outparcels and the
main shopping center. Dedication of said easements can
be done in connection with plat approval. In areas
where cross access is provided, perimeter landscaping
is not required.
4. There are two light pole fixtures that encroach parking
spaces. These poles should be relocated to landscaped
islands so as not to reduce the minimum size of the
parking stalls as set forth in Article X, Parking Lots,
of the Code of Ordinances.
5. The proposed roof top satellite dish must meet the
requirements of Section 4.00 of Appendix A, Zoning.
6. The drainage system for the truck well must be designed
to meet the requirements of Section 4.N.11.c of
Appendix A, Zoning.
