This is in response to your letter dated March 1.1991 apprising Michael Morton of sand blowing from
his project onto adjacent properties. You requested a progress report for the above referenced project
in accordance with the City codes expressed in your letter.

The following is a synopsis of the status of the various Woolbright Place projects currently underway that
we are contracted on with Tradewinds Development Corporation.
.
The fist phase of the Woolbright PCD plat (Home Depot) is completed.
The construction of S.W. 8th Street has ceased and remains incomplete. The remaining work to be
performed is the section of roadway between the Home Depot entrance and Industrial Access Road and
the remaining portion of the lake. We are aware that this project cannot be finaled until this work is
completed. The project is considered on hold.

The construction of the offsite water and sewer system for Woolbright Place PCD is complete and released
by the city and the health department. To this date, no work has commenced on the offsite force main
rerouting.

The above referenced plans have been reviewed by the office of the City Engineer
for plan(s) confonnity with the City of Boynton Beach Ccx1e of Ordinances, Sul::rli-
vision, Platting Regulations, State of Florida Departrrent of Transportation speci-
fications for Roadway & Bridge Construction, State of Florida Department of Trans-
portation, Manual of Uniform Minirm.nn Standards for Design, Construction and
Maintenance for Streets and Highway (Green Book) and the Federal Highway Authority
Manual on Uniform Traffic Control Devices (M.U.T.C.D) and January 23, 1990 Barton
Aschman Report. My findings are as follows:
1. Insufficient roadway sho~lders as shown on plan sheet 8 of 19, Section Drawing(s)
A-A, B-B, C-C.
a. Conflicts with "Green Book" specifications, page III-26c, "Shoulders"
b. Conflicts with "Green Book" specifications, Page 111-261 "Shoulder Width"
c. Conflicts with "Green Book" specifications, Page 111-32 "Roadside Clearing
Zone" and Table 111-12, page III-36
Appendix "C", Sul:rlivision, Platting, Article X, Section 10H, "Design Requirerrents-
Required Stabilized Shoulders" and lOJ, "Design Requirerrents-SWales".
2. Provide suitable surety for the installation of signalization system(s) in
conformance with the January 23, 1990 Barton-Aschman Associates Traffic Impact
Analysis report.
3. S.W. 8th Street construction, exceeds the property plat limits of Woolbright
Place, P.C.D. Indicate on S.W. 8th Street plans a bold phase line at the north
limits of the P.C.D. where S.W. 8th Street shall tenninate, until additional lands
can be platted.
4. In canfomance with the M.U.T.C.D., Section 3A-7 "Longitudinal Lines", indicate
on plans broken yellow and white "skip lines" to delineate left, left thru turning
movements, S. W. 8th Street southbound onto Woolbright Road. Sheet 13 of 19 and
sheet 18 of 19.
5. Lane reduction shown on sheet 16 of 19 requires the placerrent of the following
construction canponents in advance of and within the convergence/transitional areas:
a. "Do Not Pass" sign, R4-1 (advance warning)
b. Traffic Delineators
c. M2rge Left
6. Provide drainage calculations for the proposed roadway. Appendix "C", Sul:rli-
vision, Platting", Article VIII, Section 5B Construction Plans, 5B2 (c) .
7. Place "H" type barricades at all paved ingress/egress approMem~E]9ts.

10. Striping key notes refer to a page that does not contain a striping key, also
correct the spelling of the word striping, shown as stripping. See sheet 14 of 19.
11. Provide a street lighting plan for S. W . 8th Street. Appendix "C" Sul::rli vision,
Platting, Article IX, Section 14, II Street Lighting".
12. Indicate the proposed use of the ingress/egress approach shown at station
19 +25.
13. Locate all stonnwater drainage system inlet structures within grassed swales.

15. Provide horizontal and vertical control. Include survey ties, benchmark data,
centerline bearings, P.V.I. and geometric ties to side streets on W(X)lbright Road,
Appendix "C", Sul:division, Platting, Article VIII, 5B2 (f) (g) .
16. Provide infonnation concerning the beginning of turnouts and existing pave-
ment to be lTE.tched or over laid by S. W. 8th Street.
17. Turnout at station 19 +- 20 has a low point in the center of the driveway.
How is drainage resolved at this location?
18. Curves #3 and #4 require super, elevation per F.D.O.T. Standard Index No. 511
on Municipal Construction.
19. Plan and Plan profile sheets lack labeling. All right-of-way lines, center-
lines, street names, etc.
20. Lane drop at station 36 & 44:t doesn I t conform to proper design. This lane
drop requires a taper (paved) on the far side of the intersection to transition
from 2 lanes to 1 lane.
21.. There are 3 locations where drainage ID3Ilholes are located wi thin paved areas.
This is not desirable and should be avoided if possible.
22. Provide Master Landscaping plan for S. W. 8th Street. Landscaping shall be
fully irrigated. Said plans shall meet with approval of the Urban Forester, Kevin
Hallahan and the Coomunity Appearance Board (C.A.B.).
23. Provide plans for off-site recommendations listed within the Barton Aschman
report of January 23, 1990.
24. Provide for sidewalk and bicycle path(s) that are located one (1) f(X)t inside
the R.O.W. line(s) to allow for the placement of street lighting standards.

25. Provide sunmary of quantities for construction of S.W. 8th Street (Engineer's
Opinion of Cost). Appendix "C", Sul:division, Platting, Article VIII, Section 5Ed,

26. Provide Florida Power & Light street lighting design with associated F.P.L.
Cost Estimates and monies payable to the City of Boynton Beach for the installation
of street lighting.

27. Place a longitudinal barrier guardrail along west R.O.W. line of S.W. 8th
Street fram (approximately) station 28+00 to station 42+50. D.O.T. Roadside
Design, Section IV, Subsection IV-7, Ela, b, Chapter 19, Article II, Section
19-17 (g) "Possible Hazards to Public"
28. Identify within a Certified Engineer's Opinion of Costs, the quantities and
value of those required improvements situated solely within the P.C.D., including
those onsite/offsite water and sewer necessary to develop the P.C.D.
29. Provide a land use tabulation to be utilized in checking "C" factors.
30. Provide construction plans for storrrwater drainage system specifying grate
elevations, invert elevations, lengths, sizes, etc.
31. Side slopes shown on Section H-H shall not be steeper than 4:1.
32. Pipe lengths between structures #19 and #20 exceeds maximum of 300 feet for
18" pipe (F.D.O.T.).
33. Clarify storm sewer systems 230 to 1000 relationship to dry detention area.
Structure 230 and 240 appears to be 5 feet :l: above swale invert and structure
1000 is 2.5 feet above invert of swale. Structure 1000 grate is below the
hydraulic gradient elevation.
34. Control structure elevation of 12.00 and dimension "line" of 7 feet is unclear.
Is it 7 foot wide opening in plate extending fram elevation 12.60 to top of
structure at elevation 15.50?
35. All runoff must be routed over pervious surface (pre-treatment) prior to
discharge to storm sewer.
When canpleted plans are resubnitted to the Engineering Department the Teclmical
Review Board shall review the Development plans prior to sutmission' for final plat.
