The owners shall:
In accordance with the City of Boynton Beach Subdivision and Platting Regulations
Article VIII, Section 5. Construction Plans and Preliminary Plat, provide the
following,
1) A quantity of two (2) canplete and carprehensi ve Paving, Grading and Drainage
plans for roadway (Tract A, a.k.a., S.W. 8th Street) including off-site road-
way improverrents. Section 5, I3, 1 , a.
2) A quantity of two (2) Water Distribution and Sewage Collection System plans
properly serving all tracts within the Shoppes of Woolbright P.C.D. as ap:?roved
by the Utility Depa.rt:m2nt and other Governmental agencies. Section 5, B, 1, c.
3) A quantity of two (2) Street Lighting and Landscape plans within public rights-
of-way and parking areas. Section 5, B, 1, d.
4) Paving, Grading, Drainage, Water, Sewer and Lighting plans (Developer wishes to
perfonn earthwork under Chapter 8, Excavation & Fill) shall consist of and
contain corrplete details of construction, typical sections and surrmary of quan-
tities: Section 5,B,2,b.c.d.e.
5) General Notes and Specifications on Development plans shall include in note
fonn a staterrent as to: Required corrpliance with the City of Boynton Beach,
Cwe of Ordinances, Appendix "C", Subdivision & Platting Regulations.

11) Plat shall contain street names. Section 5, C, 2 and Section 6, D, 7

along with water, sewer and drainage plans for servicing the Hare Depot site.
Please be aware of the following: .
a) Plan sul:mittal was incanplete regarding plans depicting the required 1m-
proverrents fol;:' Tracts A, B, C and E including the 80' Boynton Beach R.O.W.,
street lighting and landscaping within the public rights-of-way. This is a
sul:::mittal requirerrent of Appendix "C.., Sul:rlivision and Platting Regulations,

b) The certified cost estimate subnitted does not reflect the cost of constrruct-
ing all infrastructure required i.rcproverrents-Within-Shoppes of Woolbright Place .

Preliminary Plat
We can approve this project, subject to the following conditions:
1. Existing force main designated to be abandoned cannot be
abandoned until alternate facilities are completed and in
service. Please note on plans that existing force main must
remain in operation until alternate facilities are placed in
service.
2. The existing drainage ditch in the southeast corner of the
site encroaches on the proposed waterline and sanitary
sewer. Regrading of the ditch will be required.
3. Maximum distance between cleanouts on private sanitary sewer
service is 75'. Show an additional cleanout on the sanitary
sewer service from Home Depot.
4. Plans show the proposed force main passing under the storm
drain. An air release valve will be needed in this
installation. An alternative would be to relocate the force
main to 10' south of the water main, putting it out of the
paved area beyond the storm drainage.

SUBJECT: Shoppes of Woolbright PCD Preliminary Plat and
Construction Plans
The Planning Department has the following comments with respect
to the Shoppes of Woolbright PCD Preliminary Plat and
construction Plans:
1. Condition 2 under liD. CONDITIONS OF APPROVAL OF P.C.D. AND
P.U.D." as set forth in the Stipulation and Settlement Agreement
between the City and Tradewinds, which approved by court order on
November 6, 1986 states "This stipulation and settlement
agreement shall be subject to only the conditions in the
Murray-Dudeck report as described herein, and all other
applicable ordinances of the City for development of the site."
condition D.2. of the stipulation and settlement Agreement is the
basis for the staff comments that concern compliance with the
city's code of Ordinances. The road improvements recommended by
the Murray-Dudeck report may be modified by the City Commission,
in accordance with the Commission action described in Item 3
below.
2. It is recommended that, as a condition of approval of the
preliminary plat, that the applicant be required, at a minimum,
to re-submit the preliminary plat and construction plans,
incorporating all conditions of approval imposed by the City
Commission, to the Technical Review Board for review by the TRB.
The basis of this recommendation is that the preliminary
plat/construction plans at this point are not substantially
complete or in compliance with the subdivision and Platting
Regulations, and, therefore, further coordination among the TRB
members will probably be necessary. This re-submission would
also need to show the construction of S.W. 8th Street and its
intersection with Woolbright Road, in accordance with the road
improvements approved by the city Commission (see Item 3 below).
Plans for all other road improvements could be submitted at a
later date, in accordance with the city Commissions action
described in Item 3 below. The TRB would refer any issues that
cannot be resolved

with respect to the re-submitted preliminary plat/construction
plans back to the city commission.
3. All on- and off-site road improvements, including those which
are required pursuant to Section 4 of Ordinance 89-39 "subject to
final approval or modification" by the City Commission will need
to be bonded, construction plans and cost estimates for same
submitted to the City, and a timetable for the completion of said
improvements submitted to the City. These items will need to be
reviewed in accordance with the Subdivision and Platting
Regulations and approved by the City Commission. Final approval
or modification of these road improvements should precede the
approval of the final plat.
4. It is recommended that, pursuant to Article VIII, section
5.0.7. of the Subdivision and Platting Regulations, that the City
Commission authorize the issuance of a building permit for the
Home Depot store, provided that this building permit complies
with the previously-approved master plan and site plan for same.
It should be stipulated by the City Commission, however, that
issuance of a certificate of occupancy for this building shall be
contingent upon fulfillment of all of the following requirements:
(1) Full compliance by the applicant with the preliminary plat
and construction plan requirements for the plat, as approved by
the City Commission; (2) Approval of the final plat by the city
Commission and recording of same; (3) Bonding all required
improvements for the plat, including on- and off-site road
improvements, as approved by the City Commission; (4) Completion
of the bonded improvements which are necessary to serve only the
Horne Depot store, to the satisfaction of the City and in
accordance with the subdivision and platting Regulations; and (5)
Compliance with the approved site plan for Home Depot.

Guidelines. Prior to issuing a clearing permit, the above two

2. The developer may choose to transplant existing

using non-potable water.
4. The median landscape plan showing greater detail
should coincide with this conceptual plan.

1. The 5.3 acre lake must be planted with littoral

"Preparation of Final Plat", Subsection 6C. states the following:
"The Final Plat shall conform to the approved Master pl~ or Site
plan and shall constitute 'onlv 'that pert ion of the Master plan or
Site plan the developer proposes to develop within twenty-one (21)
nonths .
In conformance with the SUbdivision and Platting Regulation previously stated,
the developer should plat only that portion of land for which he intends to

Stanley Consultants of Florida, Inc. has submitted to our department a set
of construction plans in conjunction with the above referenced plat which
currently is at the preliminary plat stage of our Sul:division aDd Platting
Regulations. .-
The construction/development plans sul:rnitted indicate construction of a
"Harre Depot" retail establishment and related off-street parking facilities
along with water, sewer and drainage plans for servicing the Hane Depot site.
Please be aware of the following:
