Community Design Plan Appeal
Please place the above-referenced item on the November 19, 1996 City Commission agenda
under Development Plans.
DESCRIPTION: Anna Cottrell, agent for The Tradewinds Group, property owner of the unbuilt
parcels within the Shoppes of Woolbright PCD, located on the north side of the intersection of
S.W. 8th Street and Woolbright Road, is requesting an appeal to the Community Design Plan.
The nature of the appeal is to allow more than two colors (in addition to black and white) for
signage proposed in connection with a concurrent revised sign program request. For further
details pertaining to this request, please see attached Planning and Zoning Department
Memorandum No. 96-597.
RECOMMENDATION: The Planning and Development Board, with a 6-1 vote, recommends
approval, subject to all staff comments in Exhibit "C" - Conditions of Approval, with the deletion
of comments 2 (regarding deleting the color grey) and 4 (regarding changing the shade of yellow
proposed), and rewording comment 3 to allow royal blue on an existing pylon sign to remain until
it needs repainting.
Please be advised that regarding the yellow proposed, this color is to be used as the background
color on the RaceTrac price sign. It is expected that Discount Auto, which is currently in site plan
review, and which uses the colors of bright lemon yellow and grey with red letters, will request
(information currently submitted is incomplete) red letters on a yellow background for their
monument sign to match their building design. However, since the Discount Auto elevations
submitted do not meet the design requirements previously approved by the Commission, it is
advised that yellow be removed from the RaceTrac sign as there is no yellow on the RaceTrac
building and that the addition and shade of yellow be finalized with the Discount Auto site plan
approval.
With respect to allowing royal blue to remain, this was previously discussed by the Commission
on May 14, 1996 with the Cracker Barrel approval. Portions of the minutes are attached which
indicate that the royal blue decision was already made and was required to be removed.
Therefore, staff has added new comments (5, 6, 7 and 8) as recommendations to Exhibit "C" -
Conditions of Approval regarding the two issues of yellow and blue.

Please accept this letter, and accompanying $400.00 filing fee, as our application, on behalf of The
Morton Group, for a waiver of the requirements of Chapter 9 (Community De.sign Plan), Section
10.1.3, of the Land Development Regulations of the City. Specifically requested is a waiver of the
requirement that "The number of colors used for tenant signage for multiple tenant buildings and their
outbuildings and outparcels shall be limited to two, in addition to white and black."
This waiver request is in response to staff comments regarding a pending application for modification
to thc sign program for the Shoppes of Woolbright PCD. We are requesting that this waiver be
processed concurrently with the sign program modification.
The waiver is intended to allow the development and placement of signs at the Shoppes of
Woolbright Place to serve the several national tenants which will be constructing facilities at the
center. The tenants have been identified in the application for sign program modification, and
include Racetrac Petroleum, Burger King, Walmart and Discount Auto stores. Each of the tenants is
seeking signage consistent with its individual program. The colors and styles selected in all cases
renect the trademarked, nationally recognized signage of the tenants. All of the colors and styles of
the proposed signs are identified within the modified sign program su1;,mitted.

Community Design Plan appeal - number of colors for signage
NATURE OF REQUEST
Anna Cottrell of Basehart & Cottrell, Inc, agent for Michael Morton of Tradewinds Group, is
requesting an appeal from Section 10.1.3, Signs, of the Community Design Plan - Chapter 9 of
the city's land development regulations, which states the following:
"Sign colors shall be complementary to the colors of the structure on which it is located.
The number of colors used for tenant sign age for multiple tenant buildings and their
outbuildings and outparcels shall be limited to two, in addition to white and black. Colors
of nationally registered copy of tenants within the building shall be included in this
limitation ".
Approval of the appeal would permit use of the following colors of signs proposed in the
applicant's concurrent application for a Modified Sign Program for the Shoppes of Woolbright
PCD (see Exhibit "A" - letter of request):
. dark blue;
. green;
. red;
. yellow,
. grey;
. *orange;
. *royal blue;
. *brown;
. *gold;
. *ivory, and
. *black and white
The colors marked with an asterisk have received the city's prior approval.
BACKGROUND
The Shoppes of Woolbright PCD (see Exhibit "B" - location map) has been developed over the
last six years in several phases. The first property that was developed is Home Depot. The
signs approved with the site plan are:
- pylon sign advertising Home Depot and Shoppes of Woolbright (orange, white and royal blue).
This sign includes an area for prospective tenants of the PCD, but no color was assigned to
these tenants.
- wall sign advertising Home Depot (orange and white).
As a point of information this existing pylon sign for Home Depot was granted a sign variance for
size by the City Commission.

The next and last property that received approval for signage is Cracker Barrel. The approved
signs included:
- pylon sign containing a company logo (brown, gold and ivory); the logo is comprised of letters
and a picture.
- wall sign containing a company logo (colors same as above).
Approval of subsequent site plan applications (RaceTrac and Burger King) were conditioned
upon submittal of a modified sign program. This submittal is a response to these City
Commission approval requirements.
ANALYSIS
The approval of this request would allow the following five colors to be added to the approved
sign program:
. dark blue;
. green;
. red;
. yellow;
. grey.
The approved sign program already exceeds the number of sign colors allowed under the above
quoted provision of the Community Design Plan by three. The approval of this appeal would
bring the total number of sign colors in this PCD to a total of ten (eight colors above the allowable
number). There are only seven tenants proposed in the PCD! The justification for this appeal, as
stated by the applicant in Exhibit "A" - letter of request, is that the tenants of the PCD are
"seeking signage consistent with their individual program".
The general intent of the provisions of the Community Design Plan states the following:
"Generallntent.
A. Buildings, structures and site elements are not required to match surrounding
existing developments, but shall be in visual harmony with surrounding
developments.
B. Buildings or structures located on separate parcels and buildings or structures part
of a present or future multi-building complex, shall achieve visual unity of
character and design concepts through the relationship of building style, texture,
color, materials, form, scale, proportion and location."
In analyzing the colors submitted the following comparison's are noted:
1. Dark blue and royal blue could be substituted for one another, as they are shades of blue.
Mr. Morton has hinted at eliminating the royal blue in the past.
2. Green is requested only for a Walmart garden center. The garden center signage color
could be replace with the Walmart sign color.

3. Red is already on the existing RaceTrac building. Therefore, since the building has a
certificate of occupancy, it would not be logical to disallow their requested red for their
signs.
4. The limited grey that is proposed (RaceTrac monument sign) could be changed to white
without affecting the overall look of the RaceTrac sign.
5. The yellow proposed could be changed to a yellow shade of orange to achieve a closer
color to the red and orange proposed and approved.
6. Little, if any attempt, has been made to alter shades of colors to reduce the overall number
of colors proposed, in order to achieve some connection within this PCD. A PCD that has
been subdivided into multiple parcels not resembling a shopping center.
RECOMMENDATIONS
The Planning and Zoning Department recommends approval of this request, subject to the
attached comments in Exhibit "C" - Conditions of Approval.

Vice Mayor Jaskiewicz felt that once you get to Racetrac. the building itself will be
extremely visible because the street is wide. Commissioner Titcomb agreed. He stated
that coming off 1-95 you can see over Home Depot. and as you come back down on the
western approach. you would not be physically behind Racetrac until you passed 8th
Street.
Mr. Morton pointed out that right now there are no structures on the outparcel. When
there are, they will block that view somewhat. Also. if you are traveling east towards
1-95 from the west, you are not going to see Cracker Barrel because of the eye clinic
and Racetrac. Also. they are putting up a landscape berm along the west side, so there
are some considerations to try to get some height and allow them to be identifiable.
Commissioner Bradley stated that the other sign that is going to let people know that
Cracker Barrel is there is the PCD sign that is right there at the intersection. Mr. Morton _
stated that the PCD sign at the intersection has" Shoppes of Woolbright Place" on it.
That is what has been approved. The reason he never put the signs in is twofold. One
was that if he had tenants that had different colors than navy blue, he did not want to
end up having navy blue, red, orange, and brown, and so that he could change the
colors on the Shoppes of Woolbright Place sign to conform more to a theme of colors
within the PCD at a later date when the tenants are in place. Secondly. it is an
identifying monument for the center; it is not for a particular user. He was pretty sure
they will remain "Shoppes of Woolbright Place" at this time. The only variation would
be in the color.

Mayor Taylor agreed with Vice Mayor Jaskiewicz that we have already made a
concession by allowing the tall sign on 1-95. He pointed out that there is a Cracker
Barrel in Stuart just before you get to 1-95 on Indiantown Road that has a small sign at
the entrance, and he found it. He pointed out that many people do not know west from
east when they are on the road. He felt that if you get off 1-95 to go to Cracker Barrel,
you are going to find it.
With regard to the 91 square foot wall sign and the change in the colors. Vice Mayor
had no objection to the logo colors. She felt those colors are more consistent with the
building.
Commissioner Bradley asked how many signs are royal blue at this time. Mr. Morton
said there are no royal blue signs on the project. He explained that in 1990. he had no
idea what might be there, except for Home Depot, and this was the color that was

approved. It was an architectural sign designer's choice. However, he was flexible on
changing that to a more suitable color which is more agreeable to the tone of the
center.
Commissioner Bradley felt that the gold in Cracker Barrel, the orange in Home Depot,
and the earth tone in Vinings would fit into a range of colors. Ms. Heyden agreed.
Commissioner Bradley suggested eliminating the blue color.
Ms. Heyden pointed out that the existing main project sign (the Shoppes of Woolbright
sign) is blue. Mr. Morton hopes to change that sign in the future. He is going to try to
upgrade it when the major tenants come in for the vacant parcel.
Mr. Handshuh pointed out that nationwide, Cracker Barrel does not have a single blue
sign. The sign that they use is their national logo.
Mr. Morton said he spoke to Mr. Handshuh about this earlier and told him that he felt
the 45 foot sign on site would be a problem. Mr. Morton thinks he could get
Mr. Handshuh to agree to lower it to 25 feet, if the Commission agrees to this.
Mr. Morton said he is trying to get the whole pylon changed. He is working with Home
Depot now to try to change the sign program. That sign is old and should be updated.
He thinks Home Depot would be amendable to this. Also, Racetrac is coming in with
their sign program. This will provide an opportunity to get them to move into a color
theme as well. When that is resolved, Mr. Morton will come back with the pylon sign,
-- his new big box tenant, and change the royal blue on the wall signs.
Vice Mayor Jaskiewicz asked if it would be totally inconsistent with our sign code if we
were to allow a small Cracker Barrel sign to identify the area where you enter the
property. Commissioner Bradley pointed out that there is going to be room for that on
the sign. Mr. Morton said he is trying to revise that whole sign. Cracker Barrel wanted
a stand-alone with their own signage. He wanted to change that sign because he has
entered into an agreement to hopefully get approved a big user on the remaining
parcel. Therefore, he changed the pylon sign arrangement along Woolbright Road.
However, he had nothing to accurately report to the Commission right now.
With regard to the wall sign, staff recommended changing the sign style from cabinet to
channel letters, and changing the external lighting to either internally illuminating or
back lit. Commissioner Bradley asked if the purpose of this is to reduce light pollution.

allowed 120.
Commissioner Bradley stated that we have to take into consideration that we are
reviewing the sign code. There has been discussion about having people change their
existing signs in the future. He said we are going against the standard and the tradition
that is currently in place. He felt it needs to be a 64 square foot sign. Commissioner
Tillman agreed. He thinks we need something compatible and useful for the area. He
felt large signs would dominate properties and all the tenants will want them.
Mr. Campanile pointed out that this Cracker Barrel Restaurant is a four acre site. Home
Depot is about 15 or 20 acres, and Burger King would be about one acre. So, this is
not a small site. It is a pretty good size site.
Vice Mayor Jaskiewicz mentioned that she has seen several Cracker Barrels and they
had varying size signs.
The motion carried 5-0.
/ City Manager Parker clarified that the colors of the whole center will now reflect the tan,
~ orange, and brown motif, and that the blue will be eliminated.
Mr. Morton advised that an application will be filed for the five foot variance. The color
theme will be orange and red, and dark blues and greens will be eliminated.
City Manager Parker asked for the Commission's feelings towards additional pylon
signs. The Commission indicated that they would like monument signs instead.
Mr. Morton advised that he is waiting for Burger King's plans for the front outparcel.
Discount Auto and the third user in the outparcel do not need pylon signs. However,
Burger King traditionally has a pylon sign. He stated that he is entitled to one more
pylon sign, but he is saving it for the big box user. Mayor Taylor suggested that
Mr. Morton do his best to get Burger King to agree to a monument sign.
