and health-care sites.

BOYNTON BEACH - Plans
for a health-care campus on South-
west Eighth Street have some
residents in Palm Beach Leisure-
ville and Lake Boynton Estates up
in arms about the traffic it will
bring to their neighborhoods.
But the worst is still to come.
Another 150,000 square feet of
commercial space, which includes
plans for a Home Depot Expo
center, is scheduled to be built at
the Woolbright Place development
on Woolbright Road just west of
Interstate 95.
City commissioners last week
postponed approval of plans for a
120-bed nursing home, 60-bed
adult living center and a medical
office building to give city planners
time to look at ways to slow down
or reduce traffic on Eighth Street.
But the project likely will be ap-
proved, city officials said.
"There's no doubt it's a traffic
problem, and we need to figure out
ways to solve that problem," May-
or Jerry Taylor said. "It's not
killing the (health-care) project."
But Woolbright Place develop-
er Michael Morton, who won $8
million from the city in 1990 fol-
lowing a five-year zoning dispute,
said closing the road is out of the
question.
One idea was to put in speed
humps. Another suggestion was to
Woolbright Place.

The medical facilities would be
built on 14 acres owned by the
First Baptist Church. The church
has decided to stay at its current
site in downtown Boynton Beach
and needs a zoning change to sell
the land, its agent Ellen Smith
said.
A nursing home and medical
offices would provide a "good
transition" between the homes in
Leisureville and the shops and
fast-food restaurants in the plaza,
Smith said.
But planners criticized the pro-
posal, saying there is not enough
landscaping and green space. Also,
traffic from the health-care facili-
ties would exceed the levels set
aside for the church in the Wool-
bright Place master plan, they
said.

or traffic circles, to slow down
motorists.

reviewed for consistency with the minimum criteria contained in Chapter 163, Florida Statutes
(F.S,), and Rule 9J-5, Florida Administrative Code (F.AC.).
The Department will review the proposed amendment and issue an Objections,

requirements of the Florida Department of Community Affairs for compliance review, I
am requesting that you provide me with specific information on the current availability or
shortage of drainage facilities necessary to serve the subject property, and a statement
indicating that there is, or is not, adequate urban services available to serve the
maximum demand that would be allowed by the proposed land use classification.

Boynton Beach I Limited Partnership and TCRDAD Vinings at Boynton Beach II Limited
Partnership are the respective owners of Vinings I & II within the referenced PUD. It is our
understanding that The First Baptist Church intends to change its zoning to a mixed use category
providing for a nursing home ALF and some medical office use.
Under that zoning reclassification, we consent to the proposed deletion of Tract F Woolbright Place
Plat No.1 from the approved Master Plan for Woolbright Place PUD. This consent is conditioned
upon the continued participation by the owners of this tract, to be subject to the common area
maintenance of the Woolbright Place PUD drainage collection, treatment, and disposal systems as
provided for in the approved drainage plan dated September 27, 1994. This would include paying
drainage and maintenance assessments as a member of Woolbright Place PUD. This should be a
condition to approval and such condition shall be recorded in the land records to run with the land.
It is understood that Unruh, Smith & Associates is acting as agent for the First Baptist Church of
Boynton Beach in this process, and that they will provide us with copies of documents in connection
with the approval process.

Dear Ellen Smith:
The City of Boynton Beach has completed its first review of the documents submitted
for the above-referenced project. Attached are comments made by the reviewing
departments during their initial review of your project.
In order to complete the review process, the master plan and documents must be
amended to comply with these comments within 90 days of the date of this letter. (If
amended plans are not submitted in 90 days, a new application fee will be required.)
When there are comments made by the reviewers that you feel are not applicable to the
approval of the project or will be addressed separately and you have not amended the
plans to comply with the comment(s), you must prepare written explanation for each
comment stating why the comment is not applicable and return the explanation with the
amended plans and documents.
After amending the plans and documents, please submit twelve (12) complete sets
(including surveys) of the plans to Planning and Zoning. When the amended plans and
dodlments have been submitted to Planning and Zoning, they will be distributed to the
reviewing departments for second review and recommendation to the appropriate
boards for approval or denial. A recommendation for denial will be made if there are

We are attaching tables 6, 7, 8, 9 and 10 which summarizes the trip generation comparison using Palm
Beach County standards. We have used the same table numbers for purpose of comparison with our
previous study. As shown in these tables, the net external trip generation potential of the proposed
development is lower than that of the approved development. Therefore. there is no additional traffic
impact resulting from the proposed change.

MTP Group, Inc. has prepared a trip generation comparison of the approved versus the proposed land
uses at Woolbright Place PCDIPUD. This development is located north of Woolbright Road and west
of Interstate 95 in the City of Boynton Beach, Florida. Main access to the development is through SW
8th Street which connects to Woolbright Road to the south and Boynton Beach Boulevard to the north.
The following methodology was used to perform the analysis:
1.- As directed by City staff during the meeting of May 1, 1996, the trip generation potential
of the approved development was determined based on land uses included in the 1990 site
plan. Since this site plan shows three out-parcels without specific land use designation, we
included two restaurants and a bank, per your direction. These land uses are permitted by
zoning code and are usually located in out-parcels.
2.- The approved residential development includes 640 multi-family dwelling units and 16
duplex dwelling units.
3. - Trip generation rates and/or equations were obtained from the latest edition of the Institute
of Transponation Engmeers (lTE) Trip Generation Repon. The 1995 updated version was
also used in the study. Table 1 shows the ITE land uses and land use codes used in the
study.
4.- Passer-by percentages were obtained from Palm Beach County Land Development Code,
Anicle 10, Section 10.8 Fair Share Road Impact Fees with the following exemptions:
Bank. Palm Beach County applies 46% for Drive-In Banks. We have assumed
a Walk-In Bank. Therefore, passer-by was reduced to 30%.
Fast Food Restaurant without Drive-Throu2h. Palm Beach County applies 30%
for Fast Food Restaurants with Drive-Through. Passer-by was reduced to 20%
since the restaurant does not have a drive-through.
Gas Station with Convenience Store. Palm Beach County applies trip
generation rates for both gas station and convenience store. Therefore, the
County applies 58 % passer-by for a gas station and 45 % passer-by for a
convenience store. To be conservative, this study utilizes 45 % for the gas station
with convenience store.

general commercial retail which follows:
Passer-by % = 45.1 - O.0225(A) where A = 1,000 SF GLA
5.- As directed by the City Director of Development, Mr. William Hukill, we have made a
_comparison of "net external trips" for both the approved and pro'posed land uses.
Tables 2 and 3 present the trip generation potential of the approved and proposed land uses. As shown
in these tables, there is a considerable amount of traffic which is assumed as passer-by utilizing Palm
Beach County allowed passer-by. In addition, Palm Beach County limits the amount of passer-by to 25 %
of the traffic on the adjacent street. Since the amount of passer-by for the proposed uses is lower than
the amount of passer-by for the approved uses, any revisions to these figures, if warranted, would result
in higher new trips for the approved uses. Therefore, in order to be conservative, the amount of passer-
by has not been revised. As shown in these tables,.J!le trip generation potential of the approved uses is
higher than that of the proposed uses by approximately 650 daily trips.

A certain amount of traffic generated by this development will stay within. This traffic is referred to as
"internal capture". The following assumptions have been used to determine the amount of internal
capture:
· Twenty percent (20%) of the residential traffic will be attracted to the out-parcels and
commercial development within the property.
· Twenty-five percent (25%) of the out-parcel traffic will be attracted to the commercial
development within the property.
Tables 4 and 5 present the net external trip generation potential of the approved and the proposed land
uses respectively. As shown in these tables, the net external trip generation potential of the proposed
, development is lower than that of the approved d~ent by approximately seventy (70) daily trips.

The objective of this request is to establish the total number of trips approved for the above- ~tf
referenced commercial and residential projects and to identify the balance of trips remaining for each ;to
project. Find attached a copy of the Barton-Aschman Associates, Inc. traffic report for the Woolbright 2~ ~ .
Place PUD/PCD, dated January 23, 1990 (Exhibit "A"). The project initially was identified as
Woolbright Place which included both residential and commercial property and subsequently the fj
traffic report was prepared as one project. However, at this time they are two separate projects as . I
referenced above. The trips established in the January 23, 1990 Barton-Aschman AssociateS~!
report are part of a 1986 and 1989 court ordered settlement agreement between the City of Boynton :
Beach and Tradewinds Development Corporation and represent the total vested trips for the project. ~.-( eJ
The 1989 settlement agreement granted additional development rights to Tradewinds Development ~
Corporation in the form of acreage and square footage which was added to the PCD (Planned 111 (j\J
Commercial Development) portion of the project. The January 23, 1990 Barton-Aschman report T,
includes the additional square footage. Attached as Exhibit liB" is the master plan associated with the ~~
1989 settlement agreement. The master plan represents the PCD portion of the project and depicts !
the layout of the land uses which are represented in the traffic report as Home Depot and retail .
shopping. The land uses for each building were not specifically identified, however, they where ~~.
represented in the traffic report as 215,750 square feet of retail shopping. Therefore, it is the City's .,01,0
position that the land use rate should be commercial/retail but the trip count may be determined by "\
detached building size and outparcel building size rather than identified as one large area. It is not \if'"'
the City's intent to limit the trip count by combining the land uses as a total of 215,750 square feet of
retail shopping when the approved master plan gave a general indication that the land was not one
large commercial area. However, the city's position is that the breakdown of land uses shown on the
master plan identified in Exhibit liB" will be the base line to establish the total number of vested trips
for the PCD portion of the project and that the development of the project shall not exceed this base
line trip count. Please assign a base line total vested trip count to the PCD using the project as
depicted on the master plan (Exhibit "B") including the data identified in the Barton-Aschman report.

The land uses identified in the January 23, 1990 Barton-Aschman Associates report for residential
and church represent the Woolbright Place PUD portion of the project. The land uses are accurate
for the PUD with the exception that the city has granted the applicant an additional 40 multi-family
units and 16 duplex units. Please assign a base line total vested trip count for the PUD using the
land uses identified in the traffic report including the additional 40 multi-family an 16 duplex units.
Also, determine the number of trips that are remaining for the undeveloped portion of the PUD using
the following data that identifies projects within the PUD that are built, under construction or have
current development orders associated with site plan and/or plat approval:
83 single-family detached units and Crystal Key (plat approval under const.)
548 multi-family (apartment) units Vinings Phase I (built) and Vinings Phase
II (under const.)
This request is not to oppose the traffic comparison prepared by MTP Group, Inc., dated January 17,
1990 (find attached), but rather to confirm that the trip generation comparison correctly defines the
project as originally approved. If the results of this request are contrary to the data provided to me in
your letter dated March 7, 1997 (find attached), this current data will govern.

The Palm Beach County Traffic Division has reviewed the trip
generation comparison for the project entitled Woolbright Place
PUD/PCD, pursuant to the Traffic Performance Standards in Article 15
of the Palm Beach County Land Development Code. The analysis is
intended to address a change at one out parcel from 4,000 square feet
of retail to 3,710 square feet of high turnover restaurant. The analysis
compares the total traffic for the land uses in the original approval to the
total traffic for the proposed land uses. It shows a decrease in net trips
from 16,117 to 16,114. The land uses and the trips associated with
them are show in the attached table.
The Traffic Division has determined that the project meets the Traffic
Performance Standards of Palm Beach County. If you have any
questions regarding this determination, please contact me at 684-4030.

'!he pw:pose of this traffic sbJdy is to re-evaluate the reported
i:mpacts am inprcvement:s as contained in a report by Murray-D..1deck &
Associates (Mm). dated April 1, 1986. '!he re-eval.uation is necessitated by
a d'1.an;e in the Woolbright Place roDjPCD lam use plan, am a directive that
this chan;e be evaluated basej on the original 1986 backgrourxl corrli.tions
am perfo:cxance starxlards.
A substantial portion of the !om report addresses the deve10pnent of
backgrourxl con:U.tions. Since these are bein:J held constant, this report
will not replicate that data, but accepts it by reference as is appears in
the MCA repud on Table 1 page 4, Figure A, Figure 22 page 12, Figure 2D
page 13, Figure 3 page 14, am Figure 4 page 15.

Tri:D Generation
To maintain consistency, the same 'Ihird Edition of the Institute of
Transportation's Tri'D Generation Reoort was ut..i.lized for the enhanced lam
use plan. Trip Generation rates for the ChurdVSchool were taken directly
from the prior MeA report. '!he Halle Depot trip generation rates were
obtained from Barton-Aschman studies of 6 Home Depots located in Florida (4)
ani Texas (2). 'Ihese studies were corxiucted in 1985, and peak hour counts
were oorxlucted at the IaudenIale lakes store on Friday October 13, 1989.

elements. '!he rates were held as close to the oriqinal J:epuL L as possible..
However, when an unrealistic patteJ:n resulted, the rates were adjusted
(reduced) to prodl1ce a realistic cxmditial. '!he rates used are detailed in
Table 1 arxl graphically depicted in the apperxiix.

report of 4/1/86. '!his is partiOll.arly conserJa.tive since the I'm 4th

weekday. A summary of the trip qeneratial data as applied to this re-
evaluatial is detailed in Table 2. '!he distril:uti.al of project trips as

PalJn Beach County Traffic Perfonnance starx3ards (R-81-6). Since the initial
analysis foun:l all links within the influence area to be operatin3- be1CM
IDS-O, the project was identified as category~. Since background
conditions have been held constant, the ca1:egol:y remains >> with the enhanced
lam use plan. '!he folla.drq cc:mnents are offered, arx:l.remain consistent
with the Mm. report.

all affected links, the results in:1i.c:ate that the project is not a
Cateqoz:y "A" project. 'lherefore, this project OOES NOr have to ccmmi.t
to offsite roadway ~, before beirq considered a viable
project submission.
2. Under the pl:O~ development at full capacity the project is a
Cateqoz:y "B" Project, based on the 1986 design of Congress Aveme.
3. Under Categm:y "B" phasirq examination, this project does not generate
