Dear Mr . Wohlfarth:
We have reviewed subject documents and have the following comments:
Utility Department
1. The easement between lots 20 and 21 shall be a minimum of 20 feet wide, so as to
maintain at least 10 feet from the proposed force main to a structure.
2. The reservation fee, based upon 84 5/8" x 3/4" meters, is $11,642.40. This fee is
due prior to our approval of the HRS applications, or within 30 days of site plan
approval, whichever comes first. {Sec. 26-34(E)}.
Planning and Zoning Department
1, Show on the plat the existing 2,5 foot wide utility easement that is located along
the south side of the north plat line between lots 7 and 20.
2. Omit the 15 foot wide utility easement located on the north side of lots 7 through
20.
3. Add to the plat dedications a title of the homeowners' association.
4. Change the title of all buffer areas to buffer easements. Add to the plat
dedications a dedication for the landscape easement to specify that the landscape
material located within the easement will be perpetually maintained by the
homeowners' association, its successors and assigns, without recourse to the City
of Boynton Beach.
5. Either continue the 25 foot wide buffer easement along the east and north sides of
Tract B, or submit an existing vegetation plan for Tract B, The city forester shall
evaluate the material to determine whether the material will provide the required
buffer between the subject property and the adjacent residential lots, as per the
approved master plan modification,

6. Modify the building setback note found on each sheet to read as follows:
Building and site regulations are regulated by the City of Boynton Beach
Code of Ordinances and the approved master plan. .
7. Considering that the infrastructure plans show setbacks, add to the plans the
approved 20 foot setback around the recreation site (Tract C) and the 40 foot
setback around Tract B.
8. Either show on the plat the frontage length of the following irregular shaped lots
to be no less than 31.5 feet at the 15 foot front setback line: lots 20, 21, 42 and
43:

Submit a signed and sealed letter from the design professional who is preparing
the plat indicating the length of frontage at the 15 foot front setback line for the
above listed lots. The lot frontage length shall not be less than 31.5 feet.
9, Submit for review homeowners' association documents that are in compliance
with Section 6 of Chapter 2.5 - Planned Unit Development and Article V, Section
1.D.11 of Chapter 5 - Platting of the Land Development Regulations.
10. Add to the south side oflot 1 and the north side oflot 47 a 10 foot wide landscape
buffer easement.
11. To ensure the proper setbacks are applied to the comer lots, identify with a
labeled symbol on the plat the front of the following comer lots: lots 8,66, 76,
77,47,57,56,65 and 48.
12, Add to the plat a reference to the Woolbright Place Master Association and
indicate its responsibility with respect to the subject plat.
13. Prior to plat approval three (3) sets of the master plan drawings showing
compliance with conditions of approval from the September 10, 1996 Planning
and Development Board meeting shall be submitted to the Planning and Zoning
Department and receive unconditional sign-off by all TRC members or their
designated representatives.

1. If the north property line of this phase is adjacent to the existing older
neighborhood to its north, a detail showing the perimeter of the project in this area
at or above the design storm elevation will be needed.
Development Department
1. A rectified master plan encompassing all applicable Development Order
comments (1 through 11, 13 through 57, 60 through 76 and additional comments
1 through 4) is a prerequisite to consideration of a final plat. Chap, 5, Art. IV,
Sec. 1, pg. 5-2.
2. On sheets 2 and 3 delete reference to "Appendix C Subdivision and Platting
Regulations" and replace with "Land Development Regulations."
3. Revise/correct statement regarding Tract R as follows:
a. "for the owner and/or itg his successors..," - two places,
b. Same for statement referencing Tracts Band C,
c. "Roadway tract serving this lot for ingress..." - clarify this statement, not clear.
4. Identify on the dedication the owner of the parcel who is making the dedications.
5. Add the names of the Mayor and City Clerk.
6. Add the words "City Engineer" to one of the vacant blocks for his seal.
7. Add the letters P. U.D. after the title, Also specify that this plat is part of
Woolbright Place Plat I, not Woolbright Place P.U,D.
8. Dedicate the buffer areas to the new H.O.A. or to the Woolbright Place Master
Association, Inc. (see dedication #3 on Woolbright Place Plat I),
9. Submit parks/recreation fee in lieu of land dedication. Chap. 1, Art. V, Sec.
3A2e(4), pg. 1-41.
10. Provide a statement that all utilities are available and will be provided by
appropriate agencies. Chap. 3, Art. IV, Sec, 3P, pg. 3-5.
11. Submit balance of fees, Chap. 5, Art. V, Sec. lA, pg. 5-4.
12. Provide full and detailed boundary description including the P.O.B. Chap. 5, Art.
V, Sec. 1D5, pg. 5-5.
13, Sign Certificate of Title. Chap. 5, Art. V, Sec. 1D6f, pg. 5-6.
14. Provide corporate seal. Chap, 5, Art. V, Sec. ID6f, pg. 5-6.

20. Indicate on paving and drainage plans the construction of an 8 foot wide
bike/pedestrian path along S.W. 8th Street within the limits of the project. Chap.

21. Inlets must be in grassy areas unless otherwise approved. Chap. 6, Art. IV, Sec.
5B, pg. 6-8 and Chap. 23, Art. IIF, pg. 23-8.
22. Runoff which must be carried directly into the closed storm sewer system without
previously crossing percolation areas shall be discharged to percolation areas prior
to conveyance to on-site bodies of water or off-site receiving waters. Chap. 6,

23. Comer lot lines at intersecting rights-of-way shall be the long chord of a 25 foot

30, Recommend: Change the name of the plat to the marketing name of the
development for simplicity and identification.
