Box 310 Boynton Beach, Florida RE: Expansion On The Overall Impact Study On The Developments In The Vicinity Of SW 8th Street & Woolbright Road In The City Of Boynton Beach In Palm Beach County MDDM Project #85-180 Dear Carmen: \ .J As a result of our 1/24/86 detailed meeting and discussion on the scope of analysis on the traffic report submitted 1/14/86 on the subject matter, MURRAY-DUDECK & ASSOCIATES have undertaken further comprehensive investigations, observations, and analysis on the existing & projected traffic conditions along the Woolbright Road corridor. This supplemental report was developed to clearly outline the potential traffic producers and to estimate trip generations, distributions, and assignments on the highway network. Then by examining the existing traffic impacts and future incremental traffic impacts on a daily link basis & on a peak hour intersectional aspect, intelligent assessments of the transportation issues can be addressed. However, it should be recognized that this study is not a long range, comprehensive transportation network study, which would evaluate a major zone of influence by estimating traffic generations produced by ALL the surrounding land use categories and factoring in all transportation network improvements, such as the extention of Woolbright Road to Jog Road and the future interchange on Boynton Beach Road at the Florida Turnpike. Based on the aforementioned, data collection, methodology of findings, and conclusions reached: the following comments analysis, comparative reflect the evaluations, #1 Using your provided data on existing projects approved but not built, a detailed field review of the Woolbright Road Corridor was undertaken. Furthermore, subsequent meetings with Jim Golden & Getty Properties (developer of Boynton Commerce Center) were accomplished. As a result of this research & evaluations, the gathering of data on other future development was effectively achieved and summarized in Table #1. Appropriate trip rates, calculated daily trips, and expected internal versus external trips for each project are also depicted in Table #1. FLORIDA 33433 · (305) 487-3231 UU-J -Mti).t- t MURRAY-DUDECK & ASSOCIATES #2 To substantiate the existing development potential on all the property within the limits of the 3 Woolbright SW 8th projects, a careful review of the data presented by you was undertaken. Our findings concurred with your data and thus are presented in Table #2 and graphic1y presented in Figure B. Additionally, an estimation of internal trips was forecasted and included in the analysis. #3 Lastly, the proposed land use zoning changes presented in site plans prepared by Kilday & Associates was presented in Table #3. Since the church activity & potential trip generation required further clarifications, a meeting was held with 1st. Baptist representatives, so that an accurate statement of facilities & activities can be made. In clarifying the fellowship hall as you requested, it was determined that this facility is ancillary to the Church Sanctuary. Most events taking place in the fellowship hall precede or follow the worship services. The daily traffic is computed by utilizing established trip rate data and adjusting for internal trips. Identification of specific project locations are shown in Figure C. A thorough discussion of the church facilities & activities are outlined in Appendix "A". #4 To accurately evaluate the TRUE IMPACT, it is important to recognize the existing highway conditions including the laneage & thoroughfare right of way needs, the programmed highway improvements, and the average daily traffic. This data is presented in Highway Thoroughfare Factors -- Figure #1. #5 A reasonable representation of the expected daily traffic for the development property based on the existing land use was made & is indicated in Figure #2. Adjustments were made to depict the daily trips generated by the proposed development. Corresponding data is indicated in Figure #3. #6 Based on current traffic engineering criteria & City of Boynton Beach documentation, certain analysis & computations were conducted to determine realistic future traffic. A summary of the expected traffic based on the existing land use zoning & on the proposed land use zoning was outlined. Refer to Figures #4 & #5 for additional details. u U-~ r -Mti).t- MURRAY-DUDECK & ASSOCIATES #7 By utilizing the data previously indicated, a determination of the highway link capacities was made. Reference to Figures #6 & #7 should be made to determine what level of service will result. It is important to note that both under existine zoning & under proposed zoning, the impact is the same. Furthermore, it clearly indicates that Woolbright Road can handle the traffic from the proposed projects or due to the existing land use zoning. With the inclusion of other related projects along the Woolbright Road corridor, a link capacity of level of service liD" can be maintained. However, once you factor in ALL background traffic, then the need to expand Woolbright Road to a 6-lane divided highway is evident. Likewise, a review of the Congress Avenue depicted capacity figures, reveals a definite need to improve this roadway link to a 4-lane divided facility. This improvement is scheduled within the Palm Beach County work program, so these capacity deficiencies will be alleviated. #8 Since most operational problems occur during the AM & PM peak hour periods, it is essential to evaluate the traffic flow & safety issues, which could result during this time frame. Thus it was necessary to establish peak hour traffic patterns, based on a development access plan. By assuming a development scenerio under the existing land use zoning, peak hour traffic was calculated for the AM & PH peaks. This data is depicted in Figures #8 & #9. Likewise, an analysis of the proposed development & access plan was made to determine the corresponding AM & PM peak periods. This data is shown in Figures #10 & #11. #9 Additionally, besides the direct intersectional access to the proposed project, there are a number of adjacent intersections that may be significantly impacted by the project. Therefore, it was necessary to evaluate & calculate the peak hour traffic at the following intersections: a) Woolbright Road & SW 8th Street, b) Woolbright Road & 1-95 ramps, c) Congress Avenue & Woolbright Road, d) Seacrest Boulevard & Woolbright Road. Under the existing land use zoning, the AM & PM peak hour traffic is indicated in Figures #12 & #13. Likewise, assuming the proposed development project is implemented, then the anticipated AH & PH peak hour traffic is shown in Figures #14 & #15. u u- 5' IUIJ:::\.. ~~;.~ --".~ MURRAY-DUDECK & ASSOCIATES #10 In analyzing the intersectional capacity summary in Table 4, it is evident that certain capacity problems will develop as more traffic is placed on the Woolbright Road corridor area. The critical area of concern will be the 1-95 ramp interchanges & the intersection of S\V 8th Street & Woolbright Road. The implementation of the recommended SW 8th Street corridor highway improvements (on page #25 of the traffic report) is still valid and highly suggested. Furthermore, it is recommended that all the conclusion statements (on page #28 & #29 of the traffic report) be adherred to. Additionally, because concern about the intersection of Woolbright Road & Seacrest Boulevard was raised, our analysis indicates an existing capacity deficiency. The only alternate to improve the intersectional capacity without incurring extensive right of way costs, would be to construct a northbound double left turn with each lane being 10 feet. This would necessitate an additional widening of 8 feet along the eastside of Seacrest Boulevard, which is the only quadrant where there is some room to acquire right of'way without causing major property damage. #11 In assessing the issue of existing zoning versus proposed zoning, the traffic impact from a highway capacity aspect is basically the same. Each of the analysis with the different traffic mixtures produced the same level of service. #12 To determine the level of development, which should be allowed based on traffic impacts is not straight forward. By requiring each developer to participate in a reasonable level of transportation improvements, seems like a logical answer to attempt to alleviate and/or maintain a reasonable level of traffic flow & safety. The suggested direct access improvements on SW 8th Street, the building of SW 8th Street to provide a positive north south link between Boynton Beach Road & Woolbright Road, the offsite improvements at Woolbright Road & 1-95 & Woolbright Road & SW 8th Street, and impact fee contribution of about $675,000, is a very adequate fair share participation in transportation improvements by this developer. Therefore, it is my professional opinion that this developer by fulfilling the aforementioned highway requirements, will mitigate any adverse impacts resulting from the increased traffic to be generated by this development. uu-' -Mfj).t- MURRAY-DUDECK & ASSOCIATES Based on the aforementioned analysis & recommendations and the comments & findings indicated in the 1/14/86 traffic report, it is the professional opinion of MURRAY-DUDECK & ASSOCIATES, that this project is reasonable and acceptable from a traffic engineering aspect. The direct access is designed with sound traffic flow & safety standards and the interaction of the development traffic with the transportation network is satifactorily developed. Thus from a traffic perspective, it is recommended that this project receive approval, with the stipulation that all required transportation issues be addressed. Current church membership is about 250 families, but with the new facility & continued growth, there is anticipated major increase in the membership. Based on this data and professional knowledge on church activities, the following comments are made: A. Weekday Activities 1. Tuesday evening refreshments @ 5:30 pm in fellowship hall with about 25 people attending evening visitation @ 7:00 pm in the Church Sanctuary with about 50 people attending (includes 25 for earlier refreshments) 2. Wednesday - evening meal @ 5:30 pm in fellowship hall with about 100 attending - evening worship service in the Church Santuary with about 150 people attending (includes 100 for earlier meal) 3. Monthly a youth activity like a pizza party, etc. in the fellowship hall with about 50 attending Senior citzen program in the fellowship hall with about 50 attending 4. Annual a special function usually held annually in the fellowship hall with about 250 attending s. Daily school facility with capacity of 500 students B. Weekend Activities ------------------ 1. Sunday service @ 8:00 am there are about 250 people @ 11:00 am there are about 500 people @ 7:00 pm there are about 250 people 3. Sunday school @ 9:30 am includes people who attended the 8:00 am worship service & people who plan on attending the 11 :00 am \Yorship service In recognlzlng the existing church membership & assuming an average of 3 persons/family, a 200% expansion would still not generate near capacity for the proposed 1200 seat church sanctuary, since there \Yill be 3 services and you never can assume 100% attendance.
