the Woolbright Place RJD/R:D in Boynton Beach. '!his report replaces the
interim reports of October 23, 1989, ani Januaz:y 10, 1990.
'!his analysis holds constant the basic assunPtions, backgroun:l corxlitions
and level of service stan:1ards contained in the original report of record,
prepared by Lavid N. Murray, P. E. of Murray-D..1deck & Associates dated April
1, 1986. Traffic generated by the original RJDjPCO was extracted from the
daily arxl peak hour volumes arxl replaced by traffic fran the enhanced lani
use plan.
'!he methcxiology used for intersection analyses was the 1985 Highway Capacity
Manual, Special Report 209, published by the Transportation Research Board.
'!his methcxi, an FIX:7r starxlard, provides greater accuracy relative to
multiphase signal sequences and exclusive tuming lanes.
'!he results of the analysis, using the new la"'X.1 use plan ani methodology,
identify that the Woolbright Place roD/P::D can be accoulllulated under these
corxIi.tions with minor signal hnprovements at the affected intersections ani
the provision of turning lanes at SW 8th street, as detailed in the SUmmary
of findi.ngs arxl recommen:lations.

Introduction
'lbe pm:pose of this traffic study is to re-evaluate the reported
impacts ani hnprcvements as contained in a refX)rt by MurraY-Clldeck &
Associates (MDA) dated April 1, 1986. '!he re-evaluation is necessitated by
a c:han;e in the Woolbright Place RID/FeD lani use plan, and a directive that
this chan:re be evaluated basej on the original 1986 backgrounj corxlitions
and performance staniards.
A substantial portion of the MDA refX)rt addresses the development of
backgrounj con:li.tions. Since these are bein:J held constant, this refX)rt
will not replicate that data, but accepts it by reference as is appears in
the MDA report on Table 1 page 4, Figure A, Figure 22 page 12, Figure 2D
page 13, Figure 3 page 14, ani Figure 4 page 15.

Trip Generation
To maintain consistency, the same 'Ihird Edition of the Institute of
Transportation's Trio Ge."eration Reoort was utilized for the enhanced lani
use plan. Trip Generation rates for the OlUrch/School were taken directly
from the prior MDA report. 'Ihe Horne DefX)t trip generation rates were
obtainerl from Barton-Aschman studies of 6 Home Cepots located in Florida (4)
and Texas (2). 'Ihese studies were conducted in 1985, and peak hour COtU1ts
were conducted at the Iauderda1e Lakes store on Friday October 13, 1989.

Internal trip capture resulting from a mixed use developnent had to be
reduced iran the MCA report due to the shift in pr~rtion of larxl use
elements. '!he rates were held as close to the original :t'epu.rt as possible..
Hewever, when an unrealistic pattern resulted, the rates were adjusted
(reduced) to produce a realistic comition. '!he rates used are detailed in
Table 1 arxl graphically depicted in the appen:lix.

Rates for retail passer-by were held at 25% consistent with the MIll\
report of 4/1/86. 'lhi.s is particularly conse.rJative since the ITE 4th
Edition new pemi.ts 38% during the peak hour, arxl 28% for the entire
weekday. A summary of the trip generation data as applied to this re-
evaluation is detailed in Table 2. '!he distribution of proj ect trips as
applied in the MCA report is detailed in Table 3.

Palm Beach County Traffic Perfo:cnance stamards (R-81-6). Since the initial
analysis fourx:l all links within the influence area to be operating below
IDS-O, the project was identified as category]3. Since background
corxlitions have been held constant, the catego:ry remains ~ with the enhanced
Ian:! use plan. '!he following ccmments are offered, ani remain consistent
with the lO. report.

1. In analyzing the daily traffic urxier the criteria in Catego:ry "A" on
all affected links, the results in:ticate that the project is not a
Cate;o:ry "A" project. '!herefore, this project OOES NC7I' have to commit
to offsite roadway iIrprovements, before being considered a viable
proj ect submission.
2. Urxier the proposed development at full capacity the project is a
Catego:ry "B" Project, based on the 1986 design of Congress Avenue.
3. Urrler Catego:ry "B" phasing examination, this project does not generate
traffic in excess of the stan:la:rd, since Congress has been built to a
6-lane facility. 'Ihus phasing will not be ~c;sary.
'Ihe specific perfonnance stan:lards ani levels of savice applied to the
4/1/86 MD2\. report of record appears on Page 21, an:! apperxlix B _ Page 4 of
the MD2\. report. 'Ihose values were held constant in this re-evaluation. As
detailed in Table 4, Project traffic added to background and "other'
development" trips does not cause any of the segments urx:1er study to exceed
the Level of Savice .Q threshold.
