l. As per our TRB conversation regarding "Bud's Chicken"
abdonment of N.E. 4th Street, the following is hereby--suD~-- ,
mitted.
2. A survey completed by my staff and.~yself has ascer-
tained abdonment of this street will make commercial garbage
pick up almost impossible. If the procedure. ofabdonment
was allowed, Federal Highway (US # l), would be the only ac-
cess to the containers located on 4th Street. Overhead wires
also present a definite problem. Ipresei1tlydo, not allow
sanitation vehicles to back up for extended ,lengths due to

Attac~ed is page 21 of the "Design Guidelines, Boynton B~ach
Central Business District", which specifies lighting standards for
downtown, was approved by CRA, adopted by Council Resolution and Te-
ferred to by City ordinances governing this specia11y-zoned..,area,. I'
am forwarding this to you because of conflicts in what this text speci-
fies and comments within your August 6 Memorandum.
Calling first for "visually unified...pub1ic:and private"

lighting fixtures throughout the district, the specifications list six
guidelines for architects. The initial directive refers to pedestrian
areas, and states "..around clear globe...bronze' anodized fittings...
.: bronzed aluminum or st~e1 standards," adding: "All pedestrian light.
sources shall be mercury vapor." For Parking areas, described in item
two,.text specifies "...a round pole 1ight...round housing supported
over a clear 1ens...round po1e....of bronze anodized aluminum or steel,"
and adds: "The light source shall be high pressure sodium as specified
. in the CBD Landscape Code."
Item two of your August 6 Memorandum stated: "Mercury vapor
lamps are not permitted by the present codes (Metal Halide should be
substituted)...globe-type luminaires' are very inefficient...". Item
,three recommended"...the number of globe-type fixtures be minimized and
replaced, where appropriate within the CRA Plan design guidelines, with
...sodium vapor lamps and cut-off luminaires...".

Although your comments and suggestions reflect energy-saving
expertise, you wi11-rtote that the purpose of specified lighting within

induces immediate recognition upon entering and/or leaving the district.

As'you know, this board convenes Tuesday, 'August 20; at 7:30
p.m. in the Building Conference Room, especi~lly for presentations
of street furniture and lighting available from 7l manufacturers. At
that time, board members will consider making choices of ~hich par-
ticular lighting fixtures to specify as standards to meet or match for
all public and private CBD projects Your presence not only will be
welcome, but your contribution could be 'quite valuable. Since City
Counci~ meets simultaneously and you have mentioned plans to attend
that meeting for a while, the board will r~view street furniture first.

On August 6, 1985 the Technical Review Board met to consider the
above-referenced site 'plan. Please be advised that the Technical
Review Board recommended approval of the site plan subject to staff
comments (see attached) .
At this meeting, the Technical Review Board also recommended approval
of the Bud's Chicken Parking Lot Variance request. Notification of
the TRB recommendation,.for approval of the variance request, including
the conditions set by TRB, are covered in a separate memo.
