Dear Mr. Hallahan:
Confirming what was discussed with you at our meeting
with Mr. Robert Mizelle, Landscape Architect, Mr.
Michael Brinkman the owner and myself, we will proceed
with the following:
1) Note on our survey and/or Landscape plans the
existing trees that are to remain or be relocated.
2) Note.on Site Plan trees to be removed and why.
3) Have the trees that ~ will remain and/or be
relocated trimmed up and have some of the underbrush
on the site removed.
4) vJai t to root prune, those specimen trees to be
relocated until our plans are approved and permitted.

My family owns and operates the IlBUD'S CHICKEN AND SEAFOOD"
restaurants in Palm Beach County. The first unit we opened is
located at 507 N. Federal Highway, Boynton Beach. We have oper-
ated IlBUD'SIl at that location for over 20 years. About 11:2 years
ago, we purchased a piece of property in the 500 block of Boynton
~each Blvd., with the intention of building a new restaurant, com-
plete with seating and drive-thru service.
. Having lived and worked in the area for so many years, I
am well aware of the need to redevelop downtown and applaud 'the
majority of the efforts the C.R.A. is proposing. I do, however,
oppose the rezoning change which recommends the exclusion of
drive-thru restaurants as a permitted use; and urge they be allow-
ed as a conditional use.
, To many people, a drive-thru is a necessity, elderly and handi-
capped people who find it difficult to get in and out of cars,
women with small children" people going to and from the beach,
just to name a few. By eliminating drive-thru's, you deprive
these people of a service that in many cases is not just a con-
venience but a necessity.
Personally, the elimination of drive-thru's would put an
economic burden on our business. Currently, we do not sell break-
fast at 507 N. Fed., but our other locations which have drive-thru'f
do. Because of the type of breakfast we sell, (biscuit sandwiches)
we attract people who are eating on the run. We have found the
drive-thru's account for 33% of all sales in our restaurants. When
we purchased the piece of property on Boynton Beach Blvd., we felt
that the increased business from the drive-thru would help to offse1
the increased overhead. Without a drive-thru, I am not sure that
rebuilding would be economica1,ly feasible. 6q _ .,_

Opponents of drive-thru's contend that drive-thru's
will attract people from outside'the downtown area who pick
up their food and leave. They want people to stay and eat
and then visit some of the other shops. I ask, which is better:
for someone to come downtown, pick up their food and to re~
alize that there are a lot of new shops downtown, or to have
that person never come downtown at all?? Opponents also say
they are leary of the traffic problem that drive-thru's will
cause.
My argument is twofold: (1) The majority of our business
is at night,'when the office and banks are closed and traffic
is at a minimum. (2) One only need to go as far as the city
of W. Palm Beach to see that parking presents much more of
a problem then too much car traffic. Orive-thru's help to
alleviate parking.problems.
It is for the reasons stated above, that I hope you will
support the effort to permit restaurants with drive-thru win-
dows as a conditional use under the new zoning regulations.
