Signal Warrants Analysis Our Project No. 11824.01J Dear Mr. Walsh: On February 7, 1986, Keith and Schnars, P.A., submitted a signal justification study for the above referenced intersection to serve the Boynton Beach Shopping Center. As the attached letter indi- cates, the Department concurred with our proposal. Since that time, the development, now referred to as "The Grove," has experienced a minor site plan change. Traffic volumes as a result of the site plan change are reflected on the table below. SITE PLAN COMPARISON Bovnton Beach Ctr. The Grove Daily Trips 10,717 10,863 PM In 458 441 PM Out 490 470 As shown, The Grove will generate an additional 146 daily trips as compared to the Boynton Beach Shopping Center. The peaking charac- teristics of The Grove will result in slightly fewer peak hour trips. It should also be noted that the Boynton Beach Shopping Center study indicated that ten percent (10%) of the project traffic exit- ing the site would do so at the northerly access on U.S. 1, with five percent (5%) being left turns. The City of Boynton Beach has since prohibited this left turn movement. Left turning vehicles previously assigned to this access will now exit the site at Dixie Highway and will become left turning vehicles onto Federal Highway. Volumes assigned in the afternoon peak hour as left turning vehicles at the subject intersection will increase from 245 to 259. The previous study indicated three separate signal warrants were met. This will also hold true with The Grove as additional traffic will be generated. We are, therefore, proceeding under the assumption that the Depart- ment's approval for signalization at Federal Highway and Dixie Highway applies to the revised conditions. We are proceeding on behalf of the owner of The Grove to design and construct the signal so that it can be activated when the shopping center opens. The excavation of material from this site is necessary to "lower" the existing site grade to the proposed grades shown on the approved construction plans. These proposed grades are at an average lower elevation than the average existing grades due to the existing grading of Federal Highway and the property abutting this site near the Northeast property corner. In order to match said existing grades and provide for a uniform on-site grading and drainage system, it is necessary to develope this site at the design grades. Pursuant to Ordinance 81-37, this operation would be classified as a "Category 2" excavation activity. The reclamation plan is defined by the Grading and Drainage Plan prepared by Keith and Schnars Engineers in ass- ociation with Goldenholz-Fischer Architects-Planners (sheet 7 of 9). The following addresses the corresponding submittal information required by the subject ordinance: a. The present existing site grades are depicted on the enclosed Sketch of Survey. This site has been cleared with the exception of the trees that are proposed to be salvaged as shown on the approved Landscape Plan. b. This project will be constructed in one phase. c. Should stockpiled material create a nuisance, as determined by the City or design engineers inspecto~ due to th~ blowing of dust and sand, steps will be taken to minimize the nuisance. j. This proposed excavation will not effect any water resources. k. Stockpiled material will be located near the Southwest property corner. Stockpiled heights will not exceed 20 feet. 1. The duration of stockpiling shall not exceed 45 days from the date of permit issuance. m. The duration of the hauling operation shall not exceed 45 days from the date of permit issuance. n. There are two proposed haul routes for this excavation depending on the distributing source at the time of hauling. See the attached "Limited Off-Site Excavation Traffic Plan." In the event that "Alternative I Haul Route" is utilized, the contractor shall place two 60" x 60"-"Trucks Entering Highway" signs on Federal Highway median, 1000 ft. North"and South of the inter- section of Old Dixie Highway. In the event that "Alternative II Haul Route" is utilized, the contractor shall place one of the aforementioned signs, 1000 ft. North of said intersection. Said signs shall include high intensity warning lights as de- fined by D.O.T. Index No. 630. o. Points of ingress and egress to the site will match the proposed entranceway location off Old Dixie Highway. . p. Special turn lanes will not be required for ,this activity. q. Re: THE GROVE TRB Comments Our Project No. 11824.05A Dear Mr. Cavanaugh: Thank you for your comments at the TRB meeting on October 7, 1986 concerning the above reference project. The plans will allow for a painted area adjacent to the back of the cinema designated as a fire zone. As for controlling the speed of the access road on the north side of the parcel, we have examined the concept of installing two sets of rumble strips between the cinema and Federal Highway. Typically, rumble-strips are used on approaches to toll facilities, approaches to stop signs shielded by horizontal or vertical curvature and on "lazy" sections of roadways to revert a drivers attention to an upcoming situation. As noted in the publication Transportation and Traffic Engineering Handbook, page 887, "Use of rumble strips, bumps, or similar devices used to control speeding is definitely not recommended." We, of course, concur with this recommendation. Based on this reference, we are requesting that you reconsider the installation of the rumble strips. We ask for your expeditious response as the development plans are in the final stage of design. We appreciate your comments in this matter. Re: THE GROVE TRB Comments Our Project No. l1824.05A Dear Mr. Golden: I have reviewed the comments of the TRB meeting held on October 7, 1986 regarding The Grove Shopping Center. Sargent D. Thrasher had recommended the installation of merging traffic signs on the right turn lane from southbound Federal Highway to Old Dixie Highway. Unfortunately, we cannot concur with this recommendation and our reasoning is explained herein. We are proposing that the movement be controlled with the standard yield sign. Generally, design standards preclude the installation of warning signs in advance of intersections which are controlled by signalization, stop signs or yield signs. Allowing signs to be installed in contradiction of standard design practices tends to cause disrespect for those warning signs used to control unique or unexpected situations. Secondly, the length of this section of roadway is not sufficient to allow for the minimum advance posting required for the placement of warning signs. The attached drawing indicates our intended proposal. We feel that standard design using a YIELD sign will allow for a safe operation at this location. Box 2429 West Palm Beach, Florida 33402 RE: GROVES SHOPPING CENTER - BOYNTON BEACH OUR PROJECT NO. l1824.0lG Dear Mr. Walker: This is to refer to our meeting of August 5, 1986 and our discussion of three alternate proposals to exit traffic from the interior service road to Old Dixie Highway. As I remember, your first choice was to reverse the flow of traffic on the service road and let the trucks work their way back through the parking lot from the northeast corner to Old Dixie at the proposed main entrance. An alternative being to let them exit onto S.R.5 (U.S. 1) rather than work back to Old Dixie Highway. Your second choice was to reduce the retail area in the southeast corner of the property, eliminate the connection of the service road at Old Dixie Highway and through several reverse curves, wind the existing service road traffic through the parking lot then to Old Dixie Highway at the main entrance. The third, and lease desireable, but still acceptable method would require the shopping center developer to purchase a triangle of property in the southeast corner and redesign the exit to inter- sect Old Dixie Highway at 90 degrees. On August 6, 1986 the architect and a member of our firm met with the City of Boynton Beach Planning staff. They indicated that they would not approve reversing the service road and neither would they approve worming traffic back through the parking lot through the use of reverse curves to exit at Dixie Highway. They did, however, indicate that they would approve a connection where the exit on to Old Dixie Highway from the service road would intersect at 90 degrees (see attached sketch) . 'Ibis report serves to augment the previously submitted methodology for ongoing tree preservation and main- tenance. '!be site changes as reflected in plans subsequently reviewed and approved for Site Plan Revisions are now being drawn by my finn and will be sul:xni.tted to your office around the 15th of this month. The progress to date on our work is as folla~s: A. All trees to be preserved in place have been tagged with flagging which bears the tree identification mnnber. The color of the flagging is bright pink. 'Ibe identification number co- incides with the previously submitted tree survey and dispen- sation list. After cursory grubbing to control weeds and unwanted shrubbery, these trees will be properly barricaded for protection during construction work. B. All trees to be transplanted on-site have been tagged with flagging which bears the tree identification number. The color of the flagging is orange. The identification nurrber coin- cides with the previously sul:mi.tted tree survey and dispensa- tion list. The site is presently being staked-out and grade stakes are being set. This will enable us to transplant these trees to the new location and at the final adjusted grade. These trees will be barricaded after transplant and the water system attached for further maintenance. c. The enclosed list from the Palm Beach County Parks and Rec- reation Department shows the donation to The r10unts Agricultural Center the Species and Size of Mango trees which were put to Good use. I trust that all of the county will be able to see and enjoy these trees in a setting that will be preserved for decades.
