PZ 99-184 SITE PLAN REVIEW STAFF REPORT FOR PLANNING AND DEVELOPMENT BOARD AND CITY COMMISSION August 17, 1999 DESCRIPTION OF PROJECT Project Name: The Morris Building Property Owner: Condor Investments of Palm Beach County, Inc. Ahrens Companies Location: 161 Commerce Road, High,Ridge Commerce Park, Lot 4 File No.: NWSP 99-013 Land Use Plan Designation: Industrial (I) Zoning Designation: Planned Industrial District - (PID) Type of Use: Warehousing of lawn maintenance equipment, parts and lawn irrigation products Future Uses: Uses of future tenants must conform with the current list of permitted uses within PID, or be approved through use approval process. Number of Potential Tenants: 1-3 Square Footage: Site Area: 47,873 sq. ft. (1.099 ac.) Building Area: 18,408 sq. ft. Surrounding land Uses and Zoning District: (see Exhibit "A" - location map) North - Townhouses within Cedar Ridge Estates, zoned PUD South - Commerce Road, and farther south a vacant lot zoned PID East - Approved PGD, Inc. site plan on lot # S,zoned PID West - The Kilpatrick Company on lots # 1,2 and 3, zoned PID Existing Site Characteristics: The site is currently a pre-cleared, 1.099-acre rectangular shaped lot, with no vegetation of any significance. A 6 foot chainlink fence and hedge extend along the western boundary. There is a utility easement along the south property line. To . Page 2 Project Name: The Morris Building NWSP 99-013 the rear of the site is a 40 foot buffer easement with a 4 foot dirt pile in its western comer. A utility easement (FPL overhead power line) runs along the north side of the lot. Proposed Development: The developer is proposing the construction of a 18,408 square foot, 25.25 foot high, one-story (with mezzanine) Warehouse/Office facility, with related parking (see Exhibit "B" - proposed site plan). The proposed project consists of the following breakdown of uses: Industrial or warehouse - 15, 104 square feet Commercial/Office - 1,652 square feet Storage mezzanine - 1,652 square feet Concurrency: a. Traffic - Projects with proposed traffic generation rates of less that 500 net vehicle trips per day do not require a full traffic impact analysis as part of this review process. The submitted traffic generation report shows that the proposed traffic generation rate would yield 114 new daily trips. The submitted traffic study has been forwarded to the Palm Beach County Traffic Division to obtain written confirmation that the project complies with the county's traffic performance standards. b. Drainage - Conceptual drainage information was provided for the city's review. The Engineering Division is recommending that the review of specific drainage solutions be deferred to time of permit review. Driveways: Proposed on-site traffic circulation consists of a 27-foot wide dead-end entry drive aisle, from Commerce Road. The drive aisle accesses twenty-two spaces, which include one handicapped space. The parking area consists of the standard 9 feet by 18 feet parking spaces. Parking Facility: There are 22 parking spaces proposed, including one (1) space designated as handicapped accessible. The plan does currently exceed the parking requirements as stated in the Land Development Regulations, Chapter 2 - Zoning and ADA. The requirements for a PID are based on the one and one-half (1- In) spaces for two (2) employee formula. The projected number of employees (14) for the use results in the requirement of 11 parking spaces. In addition, the plan provides for 8 visitor parking spaces. Landscaping: The landscaping of the site will fully meet code requirements when staff comments are incorporated. The development will be provided with the required amount of perimeter and internal landscaping as required in the Land Development Regulations, Chapter 7.5 Article nt and the approved High Ridge Park PID perimeter landscape plan. Page 3 Project Name: The Morris Building NWSP 99-013 Building and Site Regulations: Building and site regulations will fully meet code when staff comments are incorporated into the pennit drawings. Community Design Plan: The proposed warehouse building is of a typical "big box" style with entries at each end. The building is constructed with the pre-engineered metal wall and roof panels. Each wall panel separates the individual bay evenly, providing for exterior symmetry. The wall panels are all white, with details featured in green. Overall, the building facades and colors are consistent with its surroundings (in particular, with green detailing similar to the adjacent Kilpatrick building). Signage: No project site or wall signage is proposed at this point. If signage is subsequently proposed, a separate submittal to the Planning and Zoning Division will be required. RECOMME~1>ATION: The Planning and Zoning Division recommends that this request for site plan approval be approved, subject to the comments included in Exhibit "c" - Conditions of Approval.
