Morris Building - New site plan - 1st review
We offer the following comments on this project:
GENERAL COMMENTS
1) Dept. of Health permits will be required for the water and sewer systems serving this project. (Sec.
26-12)
2) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as
stated in LDR chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your HRS permit
submittal.
3) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project
either upon my request for signature on the Health Dept. application forms or within 30 days of site
plan approval, whichever occurs first. This fee will be $790.02 based upon a I-inch meter.
SPECIFIC CONDITIONS
1) This office will not require surety for installation of the water and sewer utilities, on condition that
the systems be fully completed, and given to the City before the first permanent meter is set. Note
that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy.
2) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec. 26-15)
3) The waste stream from the manufacturing process must meet the City's pretreatment requirements.
A sampling point must be provided to allow monitoring of this waste stream. (Sec. 26-143, 26-147)

We have reviewed the subject plans and offer the following comments that shall be addressed
prior to the project being forwarded for Board review:

Add to sheet 101 (site plan) a labeled symbol that represents the location of the accessible
entrance door to each tenant space.
2.
Add to sheet 101 (site plan) a labeled symbol that represents the location and path ofthe
accessible route that is required from the accessible parking space to the accessible
entrance door of each tenant space. Add text to the label that indicates the accessible
route is in compliance with Section 4.3 (Accessible Route) and 4.6 (Parking and
Passenger Loading Zones) of the Florida Accessibility Code for Building Construction.
Provide detailed drawings that verify the transition in elevation from the accessible
parking space (23.9') to the (24.0') elevation of the sidewalk/finish floor ofthe building
is in compliance with the Accessibility Code for Building Construction. Specify the
cross slope of the accessible route. One to fifty 1 :50 is the maximum cross slope allowed
per the Accessibility Code.
3.
Identify the finish floor elevation within the footprint of the building that is illustrated on
the site plan (sheet 101) and the floor plan drawings (sheets 301 and 302). Add to the site
data, found on sheet 101, the flood zone that the building is located within including,
where applicable, base flood elevation. If there is no base flood elevation, indicate that
on the plans. Add specifications to the site data that will verify that the proposed finish
floor elevation is in compliance with the minimum standards of the following:
a) Minimum elevation required by the flood zone.
b) Minimum elevation required by the South Florida Water Management District permit
for the project.
c) Show and provide computations that verify the elevation of the finish floor is six
inches or more above the crown ofthe abutting right-of-way.

1. All plans submitted for specific permits shall meet the City's code requirements at time of
application. These permits include, but are not limited to the following: site lighting, paving,
drainage, curbing, landscaping and irrigation. Permits required from other permitting agencies, such
as FDOT, PBC, SFWMD, DERM, L WDD, DEP and any others, shall be included with your permit
request.
2. Recommend ingress aisle be 15' wide for truck traffic and a 12' egress aisle.
3. Change flume cross-section letters to "E-E" (there is already a section "C-C").
4. Locate the handicap stall as close to the office area as possible to provide the shortest accessible
route to an accessible entrance. [Section 4.6.2. of Florida Accessibility Code]
5. Recommend locating dumpster facing northwest so that truck can turn around in loading area and
pick up dumpster on way out, subject to Public Works approval.
6. Delete references to (Concrete Flume and Integral Curb Detail) on page 101.
7. Page 101 - Change 5" concrete paving to 6" concrete paving.
8. Information is required for paving details as to sub base materials, thickness, etc.

- Overall heights for the two groups of Sabal Palms located at the
southeast comer (front) of the site.
- Label and dimension all required landscape buffers.
- Locate all proposed site lighting.
- If a hedge exists on either of the adjacent parcels to the east or west,
the perimeter hedge requirement for that boundary location can be
waived. If a perimeter hedge does exist on an adjacent parcel
boundary, it must be shown and labeled.
- Based on the information given, a hedge is required along the east
property line.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to JoAnn Alea and I no later
than 5:00 P.M. on June 16, 1999. When preparing your comments, please separate them into two
categories; code deficiencies with code sections referenced and recommendations that you
believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by
the reviewer by contacting Scott Barber, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
