Site Characteristics: The subject property is partially built, with a 2,400 square foot warehouse building
on approximately one-third of the property. The remainder of the lot is currently
used for open storage of vehicles which is screened with slatted fencing and varied
mature tree species. As a substitute for sod, the open areas on the property are
covered with stone. No sidewalks border the property, nor exist in the vicinity,
which may be used as justification by the applicant for requesting a sidewalk
waiver.
Proposal: The owner is proposing to erect two additional warehouse (Quonset hut) buildings
on the remainder of the property, each totaling 2,960 square feet, and required

parking for warehouse uses (see Exhibit "B" - proposed site plan). The proposal
also includes improvements relative to parking, landscaping, drainage and removal
of outdoor storage which will all contribute toward upgrading the site to current
codes.
Concurrency:
a. Traffic-
As a condition of approval, the Planning and Zoning Division requires written
confirmation from the county that the project will meet level of service standards
and conform to the county's traffic performance standards ordinance.
b. Drainage - Conceptual drainage information was provided for the city's review, including
confirmation from a certified engineer that the project's drainage will conform to
portions of city code. The city's concurrency ordinance requires drainage
certification at time of site plan approval. The Engineering Division is
recommending that the review of specific drainage solutions be deferred to time of
permit review when the required technical information will be submitted.
Driveways: Proposed access consists of two, 20 foot wide driveways from Railroad Avenue.
The northern driveway will serve only the proposed northern building, whereas
the southern driveway will access the parking areas serving both the existing
warehouse and proposed southern building.
Parking: According to the parking ratio of one space per 800 square feet of warehouse area,
the combined existing and proposed buildings require 11 spaces. The proposed
plan includes 11 parking spaces including one accessible space. The plan does
currently meet the parking requirements as stated in the Land Development
Regulations, Chapter 2 - Zoning and ADA requirements for this use. Following
the meeting of all conditions, the site will conform to all parking area and related
regulations. It should be noted that the site is designed to accommodate parking
spaces according to a relatively low ratio/requirement. The site would not
accommodate office uses, manufacturing or other commercial uses as said uses
would require greater parking requirements than are proposed on site.
Landscaping: The landscaping of the site will fully meet the code requirements when staff
comments are incorporated. The development will be provided with the required
amount of perimeter and internal landscaping as required in the Land Development
Regulations, Chapter 7.5 Article II. Staff also recommends that the stone
groundcover be replaced with sod (see Exhibit "C" - Conditions of Approval).
Building and Site: Building and site regulations will fully meet code when staff comments are
incorporated into the permit drawings.
Community Design: The proposed project consists of two metal buildings comprised of corrugated
metal sheeting shaped in a parabolic arch to form a continuous roof. The planned
"Quonset" huts, being similar to traditional hanger-like buildings, has sliding bay
doors at both ends. The buildings will be white on the front and left as exposed
metal on the remaining sides. The predominant building color and material in the
immediate vicinity are white and concrete block. Although the existing and
proposed Quanset buildings are unique to the immediate area, the condition of thew

adjacent buildings are marginal to poor, therefore, if the subject buildings and site
are properly maintained, they could potentially represent an improvement to the
immediate area from which subsequent property improvements could be motivated
and compared.
Signage:
The project includes no proposed signage.
RECOMMENDATION
The Planning and Zoning Division recommends that this request for site plan approval be approved,
subject to the comments included in Exhibit "C" - Conditions of Approval. Staff also recommends that
the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permits.

Comments:
1. If waste generated exceeds capacity of small containers, including those
used by automated system, a dumpster must be accommodated.
UTILITIES
Comments:
2. All utilities easements shall be shown on the rectified landscaping
drawings so that we may determine which trees may interfere with
utilities. In general, palm trees will be the only tree species allowed
within utility easements. Canopy trees may be planted outside of the
easement so that roots and branches will not impact those utilities within
the easement in the foreseeable future. LDR Sec. 7.5-18.1 gives public
utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
3. Fire flow calculations will be required demonstrating the City Code
requirement of 1500 g.p.m. as stated in LDR Chap. 6, Art. , Sec. 16, or
the requirement imposed by Insurance underwriters, whichever IS
greater. (See Sec. 26-16(a)).
4. Comp Plan policy 3C.3.4 requires the conservation of potable water. City
water may, therefore, not be used for irrigation where other sources are
readily available.
5. Provide an engineer's written certification that drainage will conform
with all rules of the City and the South Florida Water Management
District. (LDR Chap. 4, Sec. 7F)
6. The waste stream from any proposed or future manufacturing process
must meet the City's pretreatment requirements. Sampling point(s) must
be provided to allow monitoring of this waste stream. (Sec. 26-143, 26-
147) If manufacturing will not be conducted on the premises, please
provide a statement to that effect, signed by the owner, in order to
eliminate the need for a sampling point(s).

Comments:
8. All plans submitted for specific permits shall meet the city's code
requirements at time of application. These permits include, but are not
limited to the following: site lighting, paving, drainage, curbing,
landscaping and irrigation. Permits required from other permitting
agencies, such as FDOT, PBC, SFWMD, DERM, L WDD, DEP and any
others, shall be included with your permit request.
9. Provide an Engineer's certification in writing that drainage will conform
with all rules, regulations, codes, etc. including, but not limited to,
Chapter 6, Article IV, Section 5 of the Land Development Regulations of
the City of Boynton Beach. [LDR Chapter 4, Section 7.F.2.]
10. Provide a signed and sealed survey of existing site characteristics. [LDR
Chapter 4, Section 7.A.]
11. Provide a 5 foot concrete sidewalk along Railroad A venue and a 4 foot
sidewalk along NE 8th Avenue. Show the sidewalk through the
driveways or request and receive waiver of sidewalk requirement. [LDR
Chapter 6, Article III, Section 11. & LDR Chapter 6, Article IV, Section
IO.T.]
12. All plans are to be signed and sealed by design professionals.
13. The open areas between and behind the buildings shall be sodded and
irrigated. [LDR Chapter 4, Section 8.A. and Chapter 6, Art. IV, Sec.
5(B)(I)( c).]
14. Show the parking areas (striping, dimensions, traffic control devices,
etc.) on the drainage plan. Also add a general note that the parking areas
shall conform to City Standard Drawing B-9800 1.
IS. Provide concrete or paved flumes from the edge of pavement into the
swale areas to assure that sod will not impede water flow into the swale
areas in the future.
BUILDING DIVISION

17. Section 10.1 of Chapter 9 - Community Design Plan of the Land
Development Regulations requires that signage be reviewed at time of
site plan review. Considering the submittal does not include drawings of
the proposed signage, add a note to the elevation view drawings of the
buildings stating that "Building signage will not be provided" or note
that "Building signage is not approved and separate site plan review will
be required for signage."
18. Specify, in tabular form, on the working drawing of the site plan and/or
floor plans the use of each building, gross floor area of each building,
type of construction and occupancy classification. Working drawings of
the buildings shall comply with the codes specified in Chapter 20 of the
Land Development Regulations.
19. Indicate on the site plan within the floor area of the existing building the
proposed use of structure.
20. Identify on the site plan within the floor area of both new buildings the
proposed finish floor elevation. The minimum finish floor elevation
shall not be less than 6" above the sidewalk or the crown of the adjacent
roads.
21. Add to the site plan a labeled symbol that represents the location and
path of the accessible route that is required from the accessible parking
space to the accessible entrance of each building/tenant space. Identify
the width of the route and provide sufficient data that will verify the
transition from the elevation of the accessible parking space to the finish
floor of the building is in compliance with the Accessibility Code for
Building Construction. Where applicable, identify the width, slope and
length of ramps that are designed for accessibility and, where applicable,
show and identify the location of handrails including providing detail
drawings depicting height, shape and location. Where applicable, show,
dimension and label the location of all landings that area required at the
top and bottom of each ramp. Place a note on the site plan drawing
indicating that the accessible route from the accessible parking spaces to
the accessible entrance of each building and/or tenant spaces is in
compliance with the Florida Accessibility Code for Building
Construction, Section 4.3, Accessible Route and Section 4.6, Parking and
Passenger Loading Zones]
22. At time of permit review submit signed and sealed working drawings of
the proposed construction.

ordinance). If nonexistent, indicate accordingly on the plan.

25. Increase southern landscape buffer to two and one-half feet from two
feet.
26. Indicate within the tabular data on the site plan the type of uses (existing
and proposed broken down), and square footage.

We have reviewed the subject plans and offer the following comments that should be addressed
prior to the project being forwarded for Board review:

1. Provide detail drawings of the site and building signage or place the following note on the
site plan and elevation view drawing of the buildings: Site and building signage is not
approved for this project. Separate site plan review and approval is required for site and
building signage. Drawings of the signage shall comply with the applicable regulations
specified in the Sign Code. [Chapter 21 of the Land Development Regulations]
2. The assumed property line between the buildings is 5<5'; therefore, the walls adjacent to the
assumed property line shall comply with the regulations specified in Table 600 of the
Standard Building Code. Provide documentation on the plan that the walls adjacent to the
assumed property line comply with the regulations of the building code.
3. Indicate on the site plan within the floor area of each building the use that is proposed for
each structure.
4. Identify on the site plan within the floor area of both new buildings the proposed finish floor
elevation< The minimum finish floor elevation shall not be less than 6" above the sidewalk
or the crown of the adjacent roads.
5. Add to the site plan a labeled symbol that represents the location and path of the accessible
route that is required from the accessible parking space to the accessible entrance of each
building/tenant space. Identify the width of the route and provide sufficient data that will
verify the transition from the elevation of the accessible parking space to the finish floor of
the building is in compliance with the Accessibility Code for Building Construction< Where
applicable, identify the width, slope and length of ramps that are designed for accessibility
and, where applicable, show and identify the location of handrails including providing detail
drawings depicting height, shape and location. Where applicable, show, dimension and label
the location of all landings that are required at the top and bottom of each ramp. Place a note
on the site plan drawing indicating that the accessible route is in compliance with the Florida

We offer the following comments on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utilities. In general, palm trees will be the only tree
species allowed within utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future.
LDR Sec. 7.5-18.1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2) Dept. of Health permits may be required for the water system extension serving this project. (Sec.
26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as
stated in LDR chap. 6, Art. , Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your Health
Department permit application and plans.
4) Comp Plan policy 3C.3.4 requires the conservation of potable water. City water may, therefore, not
be used for irrigation where other sources are readily available.
5) Provide an engineer's written certification that drainage will conform with all rules of the City and
the South Florida Water Management District. (LDR Chap. 4, sec. 7F)
SPECIFIC CONDITIONS
1) Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all existing or proposed easements on the engineering drawings, using a
minimum width of 12 feet. The easements shall be dedicated via separate instrument to the City as
stated in Sec. 26-33(a) of the Code.
2) This office will not require surety for installation of the water and sewer utilities, on condition that
the systems be fully completed, and given to the City before the first permanent meter is set. Note
that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy.
3) LDR chap. 6, Article IV, Sec. 16 requires that all points on each building will be within 200 feet of
an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by
showing all hydrants.
4) Appropriate backflow preventers will be required on the domestic water service to the building,
and the fire sprinkler line if there is one, in accordance with Sec. 26-207.
5) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec. 26-15)
6) A scaled drawing showing the site drainage plan shall be submitted. (LDR Chap. 4, sec. 7F)
7) The waste stream from the manufacturing process must meet the City's pretreatment requirements.
A sampling point must be provided to allow monitoring of this waste stream. (Sec. 26-143, 26-147)

code deficiencies with code sections referenced and recommendations that you believe will
enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:

if the data provided to meet the submittal requirements is insufficient to properly evaluate and
process the project based on the review standards or the documents show code deficiencies,
additional data and/or corrections should be requested by the reviewer by contacting Michael
Rumpf.
3. Each comment shall reference the section of the code that is incorrectly depicted on the

4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name
of the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the
project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to me for distribution to the applicant. Please
include the name and phone number of the reviewer on this memorandum. Michael Rumpf will be the
Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee
(TRC) members. The applicant will contact TRC member(s) to clarify comments. Amended sets of plans
will be submitted prior to, or brought to the TRC meeting. Amended plans and outstanding comments will
be reviewed at the TRC meeting to confirm that the project is ready to move forward to the Planning and
Development Board meeting.
