1. PLEDGE OF ALLEGIANCE
Chairman Wische called the meeting to order at 7:05 p.m., and led the Pledge of Allegiance to
the Flag.
2. INTRODUCTION OF MAYOR, COMMISSIONERS AND BOARD MEMBERS
Chairman Wische introduced Vice Mayor Jamie Titcomb, Director of Development Bu/ent,
Kastarlak, former Mayor Harvey Oyer, the board members, Assistant City Attorney Pawelczyk,
the Planning and Zoning staff, and the Recording Secretary.
3. ELECTION OF VICE CHAIRPERSON
Chairman Wische announced that Vice Chairman Jim Golden has resigned from the board. He
recommended that the election of a Vice Chair be deferred to the next meeting at which time
there will be a full board.
Motion
Mr. Rosenstock moved to table any nomination for a Vice Chairman pending a full board being
at the next meeting. Ms. Frazier seconded the motion, which failed 3-3. Messrs. Aguila, Dube,
and Reed voted nay.
Motion
Mr. Dube moved to appoint Jim Reed as the Vice Chair of the Planning and Development
Board.
Chairman Wische pointed out that Mr. Reed is an alternate.

The next workshop is scheduled for January 26, 1998 at 6:30 p.m. in Conference Room C. At
the joint workshop meeting last night, several additional issues were identified. They will be
added to the January 26th or the February agenda. The main topic will be upgrading existing
properties with respect to landscaping.
With regard to conducting quasi-judicial proceedings, Ms. Heyden requested that the maker of
any motion state on the record the reasons behind the motion, particularly if denial is
recommended.
Mr. Rosenstock asked the City Attorney to expound upon the parameters under which a request
can legally be denied. Attorney Pawelczyk will provide this to the members at the next meeting.
Mr. Reed felt it would be useful if on a yearly basis, a discussion is held such as the one last
night, particularly for new board members. Ms. Heyden advised that an orientation meeting is
usually held in April when most of the terms expire. She felt it was a good idea to resume this
practice.
Mr. Aguila referred to Discount Auto Parts and stated that when it came before this board, he
does not remember seeing the three-door roll down shutters on the main entrance and the two
side windows. He also does not recall seeing the displays on the west and south fayade that
are being used for advertising. He asked Ms. Heyden to investigate this matter to see if those
items were approved and bring the elevation to the December 22"d meeting.
Ms. Heyden stated that elevation changes were made between the Planning and Development
Board meeting and the City Commission meeting. She will investigate this and report to the
board on December 22"d.
At this time, Chairman Wische acknowledged the presence of Mayor and Mrs. Jerry Taylor.

Description: Request to amend the Woolbright Place (PUD)
master plan by removing from the PUD a 14.18 acre
parcel originally approved for a church.
This itern was addressed earlier in the meeting.

A. Discussion of the Discount Auto elevations requested at the
December 9, 1997 Planning and Development Board meeting
Mr. Aguila circulated some photographs of Discount Auto. He stated that at the last
meeting, he pointed out that there are additional signage display "windows" on the west
and south facades of the building. Also, there are two roll down shutters over the two
side windows and the front entry door. He felt this was a very unattractive way of
providing storrn protection. He stated that if anybody is going to put something on a
building that has such an impact on its elevation and on what the citizens see, it should
be presented to this board at the tirne of site plan approval when the board reviews the
elevations. He wanted to know how six more signs were allowed on this building and
how the storm/security roll down shutters were put on without the benefit of this board
reviewing it.
Michael Morton, the former developer of this site, was present and stated that he sold
the property to Discount Auto. He felt they should be directed to take the signs down.
This was offensive to him because he still has the rest of the shopping center to build
and this is not what he intended to see in the shopping center.
Ms. Heyden stated that Discount Auto is in violation of the Sign Code, which only allows
20 percent of the glass area to be occupied by signs. In addition, the City did not permit
the roll down shutters. She will report this to Code Enforcement tomorrow.
Mr. Aguila stated that the roll down shutters need to be removed. The Code requires
that they provide storm protection. In the soffit of the mansard roof, they can recess the
hood that receives the coil and it will not be seen by the public, except at night when the
store is closed.
Bulent Kasterlik, Director of Development, stated that windows are functional and
should be used for light or air.

Mr. Aguila explained to him that many times we get uses where for security reasons,
internal displays, layouts, etc., it is not practical to have windows. We are trying to
discourage large expanses of blank wall and encouraged the use of changes in the
building fac;ade, columns, or windows. On several projects, we have agreed to
something that looks like a window but does not act as one, and it has been done
successfully. In this case, they basically put up a bulletin board hinge door and put
advertising in it. He stated that the architect of this project assured the Commission that
he would put three windows on each side of that building.
Mr. Myott felt colored elevations showing landscaping should be presented to this
board. He pointed out that along with the solid wall, there is no foundation planting on
this building. He also felt that color changes to major commercial properties should
come before this board.

10. ADJOURNMENT
There being no further business to come before the board, Mr. Dubs moved to adjourn
the meeting at 9:43 p.m. Mr. Myott seconded the motion, which carried 7-0.

Dear Mr. Rumpe;
I am writing because I am unable to attend the December 22nd public hearing. Please
read this into the record.
This is in regards to your notice of land use change on Woolbright Place, plat 1 as
recorded in Plat Book 67 pages 47 through 49 in the public records of Palm Beach County.
I have no problem with the request for the zone change in so far as it effects tract "F'
a parcel of 14.18 acres owned by the First Baptist Church of Boynton Beach Florida.
My concern is for the area in said 14.18 tract "F' on the northwest comer adjacent to
Palm Beach Leisureville. An existing berm on the west side etrectively prohibits any over flow
of the 6.2 acre retention pond from flowing on to Palm Beach Leisureville. However, this berm,
at presen~ ends shon of the First Baptist Church property. The result is that heavy rains have
over flowed the retention pond and badly flooded Leisureville and particularly Canal Way, a
private street in Leisurevi1le. This happened within the last 11/2 yean.
I am requesting the creation of a small buffer zone(1ess than 1/4 acre) in the northwest
corner of the church property. A buffer zone would:
- preserve two specimen 40 foot hibiscus trees
-be pan of the eD"meat for the high voltage tJ'lInlmliuion lines
-be part of the easement for the 30" culvert draining the retention pond
Additionally, the continuation of the buffer, as required in the Master Plan, should be
positioned south of the ttlInlmli!ltCion line and drainage easements. This would:
- create the small buffer referred to above
- preserve the 2 specimen 40 foot hibiscus trees
- prevent flooding of Palm Beach Leisureville
- create the visual and noise buffer for Palm Beach Leisureville as originally
intended by construction of the berm
I would appreciate being kept informed of any developments relative to this property.

DESCRIPTION: Michael Morton, Morton Group, Inc., agent for Howard R. Scharlin,
Trustee, owner is requesting site plan approval to construct a 6,492 square foot automobile
parts store on 0.64 acres in the Shoppes of Woolbright PCD, zoned Planned Commercial
Development district (PCD). The property is located on the east side of S.W. 8th Street,
approximately 300 feet north of Woolbright Road. For further details pertaining to this
request, please see attached Planning and Zoning Departrnent Memorandum No. 96-690.
RECOMMENDATION: The Planning and Development Board, with a 6-1 vote,
recommended approval subject to all staff comments in Exhibit "C" - Conditions of
Approval (see attached). Exhibit "C" has been revised since the Board meeting to reflect
these revisions to 33,34 and 36 and to reflect revisions to 22 and 21 agreed to by staff at
a subsequent meeting with the applicant and his attorney. At this subsequent meeting,
building design was discussed (comment 21), but still no agreement could be reached. On
Tuesday, February 25, 1997, a faxed letter was received indicating that a mansard would
be substituted for the metal fascia and would be extended as recomrnended by staff
(partially complying with comment 21). The fax also referenced attached drawings that
were not received until noon the next day (Wednesday, February 26, 1997); the day the
Commission agenda memorandum for this request was due to your office. The attached
revised unified design comments are being forwarded to you without the benefit of
reviewing any revised plans and serve to provide the applicant with more options and
clarity regarding the blank wall appearance of the north, west and south elevations (a
difficult issue discussed at the meeting). Also staff was relying on the applicant's statement
that the proposed color of the building and roof finish matches Race Trac. This has been
field checked and a recommendation is included. Lastly, staff has also revised several
other comments, as agreed at the Board meeting and during the subsequent meeting with
the applicant and his attorney to provide more time to complete outstanding items.

Concurrency:
a. Traffic
The project, as part of the Shop pes of Woolbright PCD and
Woolbright Place PUD settlement agreements, was reviewed
by the Palm Beach County Traffic Division. It was determined
at that time that the PCD and PUD met the requirements of the
Traffic Performance Standards of Palm Beach County in effect
in 1986. A traffic study has been submitted, to compare this
use with the use previously planned for this parcel and to
monitor the traffic vesting of the overall peD. Since the
amount of average daily trips (ADT) generated by this use is
lower than the amount of ADT anticipated for a commercial
establishrnent at this location by the traffic study, the project
will meet the Palm Beach County Traffic Performance
Standards.
Insufficient drainage information has been submitted for the
Engineering Division to certify cornpliance with the City's
drainage levels of service. Certification is required at the time
of site plan approval. The Engineering Division is
recommending that this be postponed to time of permit review.

Regulations:
Two, 27 foot wide major driveway access aisles are proposed to serve
the property; one immediately north, and the other one just south of
the property. The north access aisle will be used mostly by delivery
and service vehicles, whereas the southern one is designed to serve
primarily customer parking for the store. Both driveways will also
serve adjacent properties. The north one will serve the vacant
property to the north and the south one will serve the Burger King
property. The southern major driveway access aisle will connect S.W.
8th Street with the Home Depot parking. It is recommended that the
proposed north driveway also be connected with the Home Depot
parking. There is a pre-constructed curb-cut in S.W. 8th Street for the
south driveway, however, its location has to be moved approximately
25 feet to the south to accommodate the current configuration of lots.
The north driveway does not have a preconstructed curb-cut on S.W.
8th Street but its location was shown on the PCD Master Plan.
Under this proposal this location is being moved to the north to
accommodate both Discount Auto Part and Food Court uses.
There are 26 on-site parking spaces to be provided including 2
handicap accessible spaces as required by the ADA. This meets the
minimum standard of parking spaces required by the Land
Development Regulations, Chapter 2 - Zoning for the retail store use.
The landscaping of the site will fully meet the code requirements
when staff comments are incorporated.

Community Design
Plan: The proposed building is the prototype store design of the
corporation: gray colored CMU walls with a mansard roof along the
west, south and north elevations of the building. However, with
respect to the color of the mansard, an alteration is being proposed.
The standard yellow color is to be substituted with black. The
proposed building has minimum fenestration (two upper windows, and
an entry door/transom unit) at its southwest corner. In order to meet
the City Commission conditions of the Burger King approval aimed to
bring architectural compatibility arnong the remaining of the Shoppes
of Woolbright PCD, staff recommends alterations of submitted
architectural design. These alterations are contained in Exhibit "C" -
Conditions of Approval.
Signage:
Signage will fully meet the code and master sign program
requirernents when staff comrnents are incorporated.
RECOMMENDA liON:
The Planning and Zoning Department recommends approval of this site plan request,
subject to the comments included in Exhibit "C" - Conditions of Approval. The TRC
recommends that the deficiencies identified in this exhibit be corrected on the set of plans
submitted for building permit.

. substitute a matte finish on the mansard roof instead of the proposed
glossy finish.
. to break up blank walls on highly visible west, north and south building
elevations provide a series of insets, or non-structural columns if the
exterior walls are to be split concrete block or provide a series of control
joints on these elevations if the exterior walls are to be stucco
(downspouts suggested are not functional with the mansard), and
regardless of wall finish, provide a series of small windows (6 feet or
more above the finished elevation so as not to conflict with service and
storage areas).
. to achieve continuity, coordinate landscaping along S.W. 8th Street with
the landscape design schemes of Burger King and Food Court with
respect to species and setback location.
. lighten the shade of grey proposed for the building walls or change to
pale peach or cream (the proposed color is darker than RaceTrac).
22. The approved master plan indicates a median cut within SW 8th Street, just west
of the access drive to the Burger King property. Amend the site plan drawings
to include the modified median and deceleration lanes that are shown on the
masterplan.
23. The proposed building and site signage shall meet the approved Shoppes of
Woolbright PCD master sign program criteria. Therefore, provide a note
describing the size of the monument sign to reflect its compliance with the
maximum approved sign dimensions of 8 feet In length and 5 feet in height
(maximum of 40 square feet on a 2 feet high base). Also, indicate the proposed
colors of signs in accordance with the approved sign program and the appeal
to the Community Design Plan (both development orders dated November 19,
1996).

24. The City's Land Development Regulations, Chapter 5 - Platting, requires a plat
to be submitted if the land/parcel is split into more than two (2) lots. The
submitted survey indicates that the proposed project will create more than two
(2) lots in Tract "C". File a replat of Tract "C" of Shoppes of Woolbright with the
Development Department. No certificate of occupancy will be issued for the
Discount Auto Parts building or Food Court building until the plat is approved by
the City Commission.
25. On the site plan show all setbacks as required by LOR, Chapter 4, Section 7.B.1.
The location of the building on the site plan does not conform to setback
regulations in respect to the rear yard and the northem side yard. Amend the
site plan to reflect proper setbacks or receive approval of a variance.
26. Traffic control markings shall be shown within the vehicular use areas as
required by LOR, Chapter 4, Section 7.B.2.
27. Provide calculation for required amount of parking spaces consistent with the
parking space regulation specified in the zoning code.
28. It is recommended that the driveway north of the building be extended to the
west and connected with the Home Depot vehicular system. Provide amended
parking calculations for the Home Depot property to verify that the driveway
extension will not result in reduction of parking below the required standards.
29. On the Landscape Plan, amend the tabular summary of the planting material to
include a "shrubs required by the code" category. Also, provide relevant
calculations for this category. For the landscape buffer adjacent to the right-of
way and along abutting properties, provide perimeter distances of the parcel for
which the landscape buffer material is being calculated (Chapter 7.5, Article II -
Landscape Code).
30. From the list of landscape material eliminate Viburnum Suspensum (Viburnum)
as a substitution for native shrubs. This specie is not native and will not meet the
criterion of the Comprehensive Plan Policy 4.4.6 of 50 percent native species to
be planted within the required landscape planting.
31. Incorporate the above calculation into the tabulation of the landscape material
provided for the site. The native requirement is fifty percent of the required
landscape planting (Comprehensive Plan Policy 4.4.6).
32. On the elevation drawings depict color code and manufacturer's name of all
exterior building materials or finishes.
33. In order to ensure installation of all remaining landscaping and buffers for the
Shoppes of Woolbright PCD and Woolbright Place PUD, no certificate of
occupancy will be issued for the Discount Auto Part Store building until the
following buffers are installed and accepted by the city:
. west buffer of Woolbright Place PUD (old S.W. 8th Street right-of-way
between north property line of church parcel and Ocean Avenue),
. lake perimeter planting and littoral planting for the Water Management
area located in the Woolbright Place PUD.
No temporary certificate of occupancy shall be issued for these conditions.
34. Due to the proposed relocation, to the north, of the north driveway on S.W. 8th
Street, a master plan modification is required to be submitted and presented to
the Planning and Development Board and City Commission prior to issuing a
certificate of occupancy for the Discount Auto Parts building. No temporary
certificate of occupancy shall be issued for this condition.
35. The submitted cross easement agreements for both the northem and southern
driveways need to be reviewed and accepted by the City Attomey, and
subsequently. recorded in the Palm Beach County Recorder's Office. No
certificate of occupancy will be Issued for Discount Auto Part store until both
driveways are constructed.
36. Prior to issuing a certificate of occupancy for the Discount Auto Parts building,
rectify the most current approved master plan. No temporary certificate of
occupancy will be issued for this condition.

However, with respect to the color of the metal fascia, an alteration is
being proposed. The standard yellow color is to be substituted with
black. The proposed building has rninirnurn fenestration (two upper
windows, and an entry door/transorn unit) at its southwest corner. In
order to rneet the City Cornrnission conditions of the Burger King
approval airned to bring architectural cornpatibility arnong the
rernaining of the Shoppes of Woolbright PCD, staff recornrnends
alterations of subrnitted architectural design. These alterations are
contained in Exhibit "C" - Conditions of Approval.
Signage:
Signage will fully rneet the code and master sign prograrn
requirements when staff comments are incorporated.
RECOMMENDATION:
The Planning and Zoning Department recommends approval of this site plan request,
subject to the cornrnents included in Exhibit "C" - Conditions of Approval. The TRC
recomrnends that the deficiencies identified in this exhibit be corrected on the set of plans
subrnitted for building perrnit.

PLANNING AND ZONING

19. Provide a survey of the property as required by LDR, Chapter 4, Section 7.A.
20. Any roof top equipment will have to be screened from view at a distance of
600 feet. If such equipment is planned, indicate its location and the height of
the equipment above the roof level. Provide elevations of the structure
showing the roof top equipment and the required screening (all reduced to a
small scale) and draw in on these elevations the Iines-of-sight connecting the
highest point of the equipment with the eye level from a distance of 600
hundred feet from the building (LDR, Chapter 9, Section 11. E).
21. As part of the Burger King approval, the City Commission required that "the
design elements approved for Burger King be carried forward on all future
development within the PCD" . Amend the elevation drawings to comply with the
requirement of the City Commission and to provide architectural compatibility
within the Shoppes of Woolbright PCD. It is recommended that:
. the black panel fascia be replaced with a mansard roof on the south,
west and north elevations of the building of a slope, texture, material and
color compatible with the mansard roof of Burger King and be continued
past the northeast and southeast corners of the building, but terminated
just before the locations of the outer downspouts on the east elevation,
. to avoid monotony of highly visible building elevations provide a
rhythmical pattern of off-sets on the west, north and south elevations in
combination with enhanced upper fenestration,
. to achieve continuity, coordinate landscaping along S.W. 8th Street with
the landscape design schemes of Burger King and Food Court with
respect to species and setback location.
22. The approved master plan indicates a median cut within SW 8th Street, just west
of the access drive to the Burger King property. Amend the drawings to include
the modified median and deceleration lanes as approved.
23. The proposed building and site signage shall meet the approved Shoppes of
Woolbright PCD master sign program criteria. Therefore, provide a note
describing the size of the monument sign to reflect its compliance with the
maximum approved sign dimensions of 8 feet in length and 5 feet in height
(maximum of 40 square feet on a 2 feet high base). Also, indicate the proposed
colors of signs in accordance with the approved sign program and the appeal
to the Community Design Plan (both development orders dated November 19,
1996).
24. The City's Land Development Regulations, Chapter 5 - Platting, requires a plat
to be submitted if the land/parcel is split into more than two (2) lots. The
submitted survey indicates that the proposed project will create more than two
(2) lots in Tract "C". File a replat of Tract "C" of Shoppes of Woolbright with the
Development Department. No certificate of occupancy will be issued for the
Discount Auto Parts building or Food Court building until the plat is approved by
the City Commission.

25. On the site plan show all setbacks as required by LDR, Chapter 4, Section 7.B.1.
The location of the building on the site plan does not conform to setback
regulations in respect to the rear yard and the northern side yard. Amend the
site plan to reflect proper setbacks or receive approval of a variance.
26. Traffic control markings shall be shown within the vehicular use areas as
required by LDR, Chapter 4, Section 7.B.2.
27. Provide calculation for required amount of parking spaces consistent with the
parking space regulation specified in the zoning code.
28. It is recommended that the driveway north of the building be extended to the
west and connected with the Home Depot vehicular system. Provide amended
parking calculations for the Home Depot property to verify that the driveway
extension will not result in reduction of parking below the required standards.
29. On the Landscape Plan, amend the tabular summary of the planting material to
include a "shrubs required by the code" category. Also, provide relevant
calculations for this category. For the landscape buffer adjacent to the right-of
way and along abutting properties, provide perimeter distances of the parcel for
which the landscape buffer material is being calculated (Chapter 7.5, Article II -
Landscape Code).
30. From the list of landscape material eliminate Viburnum Suspensum (Viburnum)
as a substitution for native shrubs. This specie is not native and will not meet the
criterion of the Comprehensive Plan Policy 4.4.6 of 50 percent native species to
be planted within the required landscape planting.
31. Incorporate the above calculation into the tabulation of the landscape material
provided for the site. The native requirement is fifty percent of the required
landscape planting (Comprehensive Plan Policy 4.4.6).
32. On the elevation drawings depict color code and manufacturer's name of all
exterior building materials or finishes.
33. In order to ensure installation of all remaining landscaping and buffers for the
Shoppes of Woolbright PCD and Woolbright Place PUD no building permit will
be issued for the Discount Auto Part Store building until the following buffers
are installed and accepted by the city:
. west buffer of Woolbright Place PUD (old S.W. 8th Street right-of-way
between north property line of church parcel and Ocean Avenue),
. south buffer of Woolbright Place PUD (east side of S.W. 8th Street),
that separates Purple Heart Way and the Shoppes of Woolbright PCD
from the residential development in the Woolbright Place PUD,
. lake perimeter planting and littoral planting for the Water Management
area located in the Woolbright Place PUD.
34. Due to the proposed relocation, to the north, of the north driveway on S.W. 8th
Street, a master plan modification is required to be submitted and presented to
the Planning and Development Board and City Commission prior to issuing a
building permit for the Discount Auto Parts building.
35. The submitted cross easement agreements for both the northern and southern
driveways need to be reviewed and accepted by the City Attorney, and
subsequently, recorded in the Palm Beach County Recorder's Office. No
certificate of occupancy will be issued for Discount Auto Part store until both
driveways are constructed.
36. Prior to issuing a building permit for the Discount Auto Parts building, rectify the
most current approved master plan.
