Re: Woolbright Place RID/PCO
.'" Enhancement Revaluation/1986
\
Dear Mr. Pen:y:
As requeste:i, 'We are herewith submittin;J the results of a re-evaluation for
the Woolbright Place RID/PCO in Boynton Beach. '!his report replaces the
interim reports of october 23, 1989, arxl January 10, 1990.
'!his analysis holds constant the basic assunPtions, backgroJn1 con::1i.tions
arxl level of service starrlards containe:i in the original report of record,
prepared by I:e.vid N. Murray, P. E. of Murray-D.Jdeck & Associates dated April
1, 1986. Traffic generated by the original FUD/PCD was extracted from the
daily arxl peak hour volumes arxl replaced by traffic from the enhanced larxl
use plan.
'!he methodology used for intersection analyses was the 1985 Highway Capacity
Manual, Special Report 209, plblished by the Transportation Research Board.
'!his method, an FOOl' S't:aOOard, provides greater accuracy relative to
multi1i1ase signal sequences arxl exclusive turning lanes.
'!he results of the analysis, usin;J the new larxl use plan arxl methodology,
identify that the WoolbrightJ>lace FUD/PCD can be acxxmnodated urx:ler these
corxtitions with minor signal" ilnprovements at the affected intersections and
the provision of turning lanes at SW 8th street, as detailed in the SUmmary
of findings arxl recx:mrerrlations.
Sincerely,

A substantial portion of the MeA. report addresses the development of
backgrourxl c:orx:1itions. since these are bein; held constant, this report

To maintain consistency, the same 'Ihird Edition of the Institute of
Transportation's Trio Generation Report was utilized for the enhanced larrl
use plan. Trip ,Generation rates for the Olurch/School were taken directly
from the prior MeA. report. '!he Home Depot trip generation rates were
obtained from Barton-Aschrnan studies of 6 Home Depots located in Florida (4)
ani Texas (2) .'lhese studies were conducted in 1985, arrl peak hour counts
were corx1ucted at the Iauderdale Lakes store on Friday October 13, 1989.

'nle Mm report of 4/1/86 evaluated the projects jn-pact relative to the
Palm Beach COlmty Traffic Perfonnance stanjards (R-81-6). since the initial
analysis faIIrl all links within the influen=e area to be operating below
LOS-O, the project was identified as category~. Since background
corxlitions have, been held constant, the category remains >> with the enhanced
. .. lard use plan. 'lhe followirg comments are offered, am remain consistent
With the Mm report.
t
1. In analyzing the daily traffic \.Il'Der the criteria in category "A" on
all affected links, the results irxticate that the project is not a
category "A" project. 'lherefore, this project roES NOr have to cx:mnit
to offsite roadway intprovarents, before 1:eirg considered a viable
proj ect sul::mi.ssion.
2. Urxier the proposed development at full capacity the project is a
cateqoty "B" Project, based on the 1986 design of Con;ress Avenue.
3. Urxier category "B" pmsin;J examination, this project does not generate
traffic in excess of the staIx3ard, since Con;ress has been built to a
6-lane facility. '!hus phasirg will not be necesscu:y.
'!he specific perfonnance starxlards am levels of seJ:Vice applied to the
4/1/86 Mm report of record appears on Page 21, ard a~ B - Page 4 of
the Mm report. 'lhose values were held constant in this re-evaluation. As
detailed in Table 4, Project traffic added to background and "other'
developaent" trips does not cause arrj of the segments urrler study to exceed
the Level of SetVice 1> threshold.
