I would like to thank you both for the rime you spent with members of my staff on resolving these
important issues. Following is our understanding of the cha.ng~s which must be made in the landscaping
and/or '"ltilities plAns for these projects:
NAUTICA PLA'I'S 1 & 2

1) Relocate propo~cd water lIlilin to the back edge of the bicycle path (i.e. between bicyCle path
and property line);
2) Eliminate tree~ proposed along the property/right-of-way line, and replace with shtubs as
desired.

. THE VININGS
1) Along the east .landscape buffer which co-exists with a utilities casement, the cross-section plan
indicates a raised berm which is approximately centered over the proposed water main. We have
no objection to the planting!> east of the water Ittain being changed to ...-scrub oak, installed via band
digging. l.and8caping Wl;5t of the water main shall ICIIlain &'l shown or be rWuced to hedges and
sod without any trees. Shrubs may be installed over the water main. but the scrub oak must be
offset a reasonable distance to avoid damaging the main during installation.
2) For the existing sanitary manhole adjacent to building no. 11, 8. stll.bilW;d access way will be
required from The pavement to the manhole, or the manhole may be reloca.ted southward to a point
that is accessible from the pavement

Replat of a portion of Tract "c" Woolbright Place Plat I

Please be advised of the following Planning and Zoning Department
conunents regarding the review of the amended documents for the
above-referenced request:
1. The Dec~aration of Protective Covenants for Woolbright place
make reference to a pictorial drawing titled "Exhibit liB".
The text identifies the property as four (4) parcels, however,
Exhibit "B" depicts the following parcels: 1, 2, 3a, 3b, 4,
and C.A.. Modify Exhibit "B" to show, with titles, four
parcels or modify both the text and exhibit to show, with
ti tIe, 'the seven parcels shown on the exhibit. Note the
exhibit and text shall coincide.
2. The association documents refer to single-family units,
however, there is no approval for single-family units in the
PUD. Modify the documents accordingly. The following uses
have been approved for this project; multi-family apartments,
duplex units and a Church parcel. The remaining property is
conunon ground; i.e. preserve area and a drainage tract.
3. The last surveyor's note shall be modified to read: "The
building setbacks shall be consistent with the building
setbacks established on the approved master plan for the
project".
4. Provide language on the plat dedication that covers the buffer
areas delineated on the plat. Identify the buffer as a
"buffer easement".
5. The private recreation facilities shall be bonded with
approval of the plat and completed wi thin 21 months of
approval of the plat. Submit a cost estimate to be reviewed by
City staff, for the five (5) required recreation amenities.
A bond adjustment shall be made, within 30 days of the City's
approval of the estimate, by phases, based on the value of
these improvements. Pursuant to condition 5D, page 6 of 7 of
the October 17, 1990 agreement between Tradewinds and the
City.
6. All plats for planned unit development shall contain the text
"PUD" in the title. [Appendix C, Article VIII, Section
6.E]
7. A rectified master plan shall have the unconditional sign-
off by all Technical Review Committee (TRC) staff prior to
plat approval.
NOTE: A copy of this memo has been transmitted to the City
Attorney for inclusion with his association document
conunents.

PRELIMINARY PLAT - THE VININGS PUD
Attached please find five copies of plat documents and associated
construction documents for required improvements at subject
location.
HISTORY The Planning and Development Board has previously reviewed
and approved both master plans and site plans for subject project,
subject to staff comments. The City Commission and the Technical
Review Committee have similarly reviewed and approved master plans
and site plans.
Developer Trammell Crow has submitted plat and construction
documents to the City Engineer and to the Technical Review
Committee and they have been found to be in substantial compliance
with State and City regulations except as outlined in the
letter from the City Engineer to CCL Engineers.
RECOMMENDATION The City Engineer recommends that the Planning and
Development Board accept the Developer'S proffered fee in lieu of
land dedication ($60,000); approve plat and construction documents
for the Vinings PUD subject to compliance with outstanding staff
comments; and submit an appropriate recommendation to the City
Commission for placement on a City Commission agenda by the City
Manager.

Subject preliminary plat is sufficiently complete to proceed toward
City Commission review, subject to the attached comments directed to

As you know, this portion of the platting process is being expedited

We offer the following c ~mment on this amendment of the master plan, as follows:
1) The water me;n to be Installed within the S.W. 8th Street right-of-way must be
completed, and cmnected to the existing 10-lnch water main on Ocean Drive prior
to Issuance of th 9 first certificate of occupancy for the first pha8e of the Vlnlng8
project. Thl8 con. Jltlon 18 nece8sary to assure fire protection and domestic service
to the Vlnlngs project In the event of a water main outage to the south of the
development.
2) As stated in our comments for the Vinings site plan, completion of this main Is
also a prerequisite for our approvai of the HRS applications for the on-site water and
sanitary sewer improvements.
We have no objection to this project proceeding in the approval process. Please refer any
que~tions on this matter to Peter Mazzella of this office.

1. Unless otherwise noted on the Technical Review Committee
agenda, the meetings are held on the date identified above at 9:00
A.M. in Conference Room "C" - located in the West Wing of City
Hall, adjacent to the Planning & Zoning Department.
2. A request to place an item for discussion or a project for
review on the Technical Review Committee agenda shall be
coordinated with the Director of the Planning & Zoning Department.
All requests shall be submitted by the end of the work day of the
deadline date listed above. A request to place a project for
review on the agenda shall include transmitting to the Planning &
Zoning Director twelve (12) complete sets of plans and/or back-up
material. The Planning & zoning Department will distribute the
plans and exhibits to the TRC members at the time the Technical
Review Committee agenda is distributed. To properly identify the
project on the agenda, provide the following information: the
project name, owner and/or agent of the project, location and/or
address, brief description of the request and to whom and when the
comments and plans are to be submitted. Due to the fact that all
members of the Planning & Development Board and the City Commission
receive a copy of the plans of each project they review, it is
imperative that all plans that require their review be transmitted
to the Planning & Zoning Department no later than the day following
the date the comments are due.

SUBJECT: Woolbright Place PUD Master Plan Modification
We offer the following comments on this project:
1. Show existing utility easement located parallel to the north boundary of the PUO,
which will eventually contain a sewage force main to replace one that currently
exists inside the project. The construction of the new force main will be addressed
at the site plan stage.
2. Construction of the PUD is predicated upon the abandonment of an existing,
recorded easement which runs through the project. We anticipate this easement
will be abandoned once the required off-site force main is completed and placed
into full operation.
3. We reserve the right to comment on landscaping that may fall within utilities
easements. (Sect. 7.5-18.1 City Code)
We have no objection to this project moving forward for City Commission review and
action, subject to the above conditions. If you should have any further questions on this
matter, please refer them to Peter Mazzella of this office.
