1ST REVIEW COMMENTS
We have reviewed the subject plans and ofTer the following comments that should be addressed
prior to the project being forwarded for Board review:

I. All plans submitted for specific permits shall meet the city's code requirements at time of
application, These permits include, but are not limited to the following: site lighting,
paving, drainage, curbing, landscaping and irrigation, Permits required from other
permitting agencies, such as FOOT, PBC, SFWMO, OERM, LWOO, OEP and any
others, shall be included with your permit request.
2. Provide a 12 by 35 foot loading zone appropriately striped and marked to prohibit other
vehicular parking. [LOR Chapter 2, Section 11.J. and Chapter 9, Section 10.C.]
3, Locate parking spaces 6 & 7 along east side of building on either side of office windows,
This will eliminate vehicular conflict of backing into ingress driveway,
4, Show additional proposed elevations along east side of building assuring positive
drainage for major portion of paved area towards rear detention area. [LOR Chapter 4,
Section 7.F,]
5. Remove 36 feet of 12" CMP beneath driveway, When west swale becomes saturated,
stormwater will run past driveway into east swale for additional percolation. Pipe will
tend to clog and stormwater will follow aforementioned path.
6. Add a note to the site engineering plan that the street swales shall be built to City
standard drawing B-98002, along entire lot frontage,
7, Relocate the front overhead door to the east. Loading areas shall be screened from
streets and public view. Area would also conflict with parking, [LOR Chapter 9,

1, Indicate the proposed finish floor elevation on the site plan and floor plan drawings,
Also, provide a copy of the South Florida Water Management District permit that
verifies the proposed finish floor elevation is in compliance with the minimum
standards,
2. Show on the site plan and floor plan drawings how the difference in elevation from the
exterior of the building to the finish floor inside the building will be accomplished. The
method of accommodating the difference in elevation shall comply with the regulations
of the accessibility code,
3. Add to the site plan and floor plan drawings the canopy that is shown on the elevation
view drawing of the front of the building, Indicate the length and width of the canopy,
4, Indicate on the drawing of the wall sign the letter style and PMS color for the proposed
sign, The letter style and color shall comply with the High Ridge Commerce Park PID
sign program, Also indicate on the drawing that the wall sign is non-illuminated.

We offer the following comments on this project:
GENERAL COMMENTS
1) Dept. of Health permits may be required for the water system extensions serving this project. (Sec.
26-12)
2) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as
stated in LDR chap. 6, Art. , Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your Health
Department permit application and plans.
3) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project
either upon my request for signature on the Health Dept. application forms or within 30 days of site
plan approval, whichever occurs first. This fee will be $1205.82 based upon one 1.5-inch meter
size.
4) Provide an engineer's written certification that drainage will conform with all rules of the City and
the South Florida Water Management District. (LDR Chap. 4, sec. 7F)
SPECIFIC CONDITIONS
1) This office will not require surety for installation of the water and sewer utilities, on condition that
the systems be fully completed, and given to the City before the first permanent meter is set. Note
that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy.
2) Appropriate backflow preventers will be required on the domestic water service to the building,
and the fire sprinkler line if there is one, in accordance with Sec. 26-207.
3) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec. 26-15)
4) The waste stream from the manufacturing process must meet the City's pretreatment requirements.
A sampling point must be provided to allow monitoring of this waste stream. (Sec. 26-143,26-147)

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments to me no later than 5:00 P.M. on
November 25 1998. When preparing your comments, please separate them into two categories;
code deficiencies with code sections referenced and recommendations that you believe will
enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete, however,
if the data provided to meet the submittal requirements is insufficient to properly evaluate and
process the project based on the review standards or the documents show code deficiencies,
additional data and/or corrections should be requested by the reviewer by contacting Michael
Rumpf.
3. Each comment shall reference the section of the code that is incorrectly depicted on the

4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name
of the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the
project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to me for distribution to the applicant. Please
include the name and phone number of the reviewer on this memorandum. Michael Rumpf will be the
Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee
(TRC) members. The applicant will contact TRC member(s) to clarify comments. Amended sets of plans
will be submitted prior to, or brought to the TRC meeting. Amended plans and outstanding comments will
be reviewed at the TRC meeting to confirm that the project is ready to move forward to the Planning and
Development Board meeting.
