Fisher Apartments Site Plan
The owner of the property located at 2107 S.E. 3rd Street has
submitted a site plan to construct 8 multi family units.
The site plan has been reviewed by staff and was found to
consist with the development regulations of the R-3 zoning
district, the parking ordinance, landscape ordinance, and the
Community Design Plan. outstanding comments can be met at the
time of building permitting and does not affect the layout or
design of the site.
At its meeting of May 12, 1992 the Planning and Development Board
reviewed this site plan and forwarded the plan to the City
Commission with a recommendation for approval.
This item has been scheduled for City Commission consideration
and review at its meeting of June 2, 1992.

your final review and recommendation.
We would ask that you review this amended site plan to determine if. the
plans have been adjusted to satisfy comments made previously by your
department.
If the comments have been satisfied or if your comments can be met at time
of building permit, please advise the Planning and Zoning Department in
writing.
If your comments have not been met or must be met by correcting the site
plan again, please advise the Planning and Zoning Department in writing.
Finally we would ask that you recommend to us if the the plan should be
forwarded to the Planning and Zoning Board for review or held for further
revisions by the applicant.
Please return your memo and the revised plans to the Planning and zoning
Department by 5:00 P.M. on April 27, 1992.

SUBKITTAL REQUIREMENTS: The following shall be incorporated as part of the Community
Appearance Board application submittal:
1. Application form filled out completely and legibly.
2. Application fee of $50.00 (payable to City of Boynton Beach)
3. Submit a scaled locator map that identifies the location and perimeter boundary of the
site and the surrounding roads and current zoning districts including the district of
the subject property. The map shall show and identify by name the roads surrounding
the site and the roadway path that links the site to the closest arterial road with
the names of the roads and arterial road(s) identified. The map shall show the zoning
district line and the title of the zoning districts that abut the perimeter of the
zoning district where the subject property is l(),cated. The map"shall have the North
compass direction and scale identified. ~ximum size of locator map is 8 1/2" by 14".
4. Submit color photographs of the buildings on the site that are to remain in their
existing condition and photos of existing buildings that are located on the sites that
abut the perimeter of the subject property. The minimum size is 8" by 10". Each
photograph shall be labeled to identify the location of the existing structures with
respect to the location of the proposed project.
5. Submit a 8-1/2" x 11" transparency of the landscape site plan drawing to be used on an
overhead projector at board meetings.
6. Submit colored elevation view drawings - a ~olored duplicate copy of all drawings of
the elevation views of each side of all buildings and aianage a..ociated with the
project. The colored elevation views shall match the elevations shown in the
documents that where submitted for site plan review. The applicab~e exterior surfaces
as identified above shall be colored with the color name and.associated color
reference number identified. The 'type of exterior surface material shall be identified
next to the associated color. The colored elevation drawings shall have compass
direction or title of the side of the b~ilding identified. The title block of the
original drawing shall be shown. The maximum size is 24" by 36". Do no submit on board
of any kind.
7. Submit color samples as an example of the proposed colors. Each sample shall have
attached a label that identif.ies the col~r by name and numerical/ietter code from an
established color chart. .
8. Where a specific exterior surface ts not applicable to the project, Signify by placing,
a "N/A" on the appropriate line. _
9 . Submi t a copy of the legal description of the subj ect property on an 8 1/2" by 11"
sheet of paper.

We have reviewed the referenced site plan and can approve conditioned
on the following comments.
1) The sidewalk shall continue, south end of the project, to the
pavement edge S.E. 21st Avenue.
2) Indicate on the plan raised continuous concrete curbing in
accordance with Section 5-l42(e), "Required Curbing" at the
southwest parking stall of the north parking facility and the
southwest parking stall of the southern parking facility.
3) Concrete entrance aprons shall extend to the back of the sidewalk.
Handicapped accessibility is required on all sidewalks.
4) Centerline on the radius at the curve between S.E. 3rd Street and
S.E. 20th Court shall be yellow in accordance with the manual on
Uniform Traffic Control Devices and shall be a solid line to
indicate no passing.
5) To clarify responsibility and liability, the area where the
sidewalk is constructed shall be dedicated to the City by fee
simple deed or suitable easement.
6) Height of concrete curb is 6" standard.

We can approve the project subject to the following conditions:
l. The reservation fee for 8 one-inch residential meters is $ 3215.52. If
the applicant would rather use 8 three-quarter inch meters, the fee would
be $ 1108.80. The appropriate fee for your final design must be paid
within thirty days of City Comrrdssion approval of your project.

In accordance with the City of Boynton Beach, Florida Code of Ordinances, specifically
Chapter 19, Section 19-17, "Plan Required" and Chapter 5, Article X, "Boynton Beach
Parking Lot Regulations", the applicant for the above referenced project shall submit
the following information, technical data and plan revisions:
1. Lighting standards shall be submitted as a pre-requisite precedent to obtaining
building permits.
2. Indicate on plans raised continuous concrete curbing in accordance with Section
5-l42(e), "Required Curbing" at the southwest parking stall of the north parking
facility and the southwest parking stall of the southern parking facility.
3. Longitudinal skip lines shall be applied to SE 3rd St. along its centerline in
order to facilitate the eastbound turning movement of northbound traffic along
SE 3rd St. onto SE 20th Ct. in order to avoid vehicular traffic from mistaking
the northern parking facility driveway as part of SE 3rd St.
4. The pavement section is not reviewed at this stage in the review process.
Please remove this detail to eliminate future plan revisions should design
parameters change prior to permitting.
5. Drainage calculations provided contain soil assumptions which do not agree
with South Florida Water Management District rules. Percolation tests are
required. Total rainfall shall be based on the 3 year - 24 hour storm. The
parking lot must be designed to be above this design storm. The site, however,
appears to be adequate to accommodate these conditions. Revised drainage plans
must be submitted prior to issuance of permit.
6. Roadway storm water run off must be considered in the design of the sidewalk
and sizing of retention areas. Sidewalk shall be constructed to City standards
and provide handicapped accessibility. Sidewalks should abut all public roadways
and continue to the projected property lines.

The dumpster location at this site is unacceptable, the sanitation
truck would be blocking ingress and egress from the site, as well
as traffic on S.E. Third Street. This site also requires the
truck to back out onto S.E. 3rd Street. A location must be pro-
vided at this site with a proper approach and turn around for the
sanitation vehicle.

2. The documents submitted for the project were determined to
be substantially complete based on the submittal
requirements identified in Section 7 of the Site Plan Review
Ordinance. However, if the data provided to meet the
submittal requirements is insufficient to properly evaluate
and process the project based on the review standards,
additional data should be requested by the reviewer through
the Planning and zoning Department.
3. Each comment shall reference the code section its based on
and if necessary include the language of the submittal
requirements and review standards that require the data to
be submitted for review.
4. Technical Review Committee member(s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflj~t with other departmental improvements
5. When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific
code section may be included in their review comments with
the name of the appropriate TRC Member that is responsible
for the review of the item.
6. If a TRC member finds the plans acceptable, he/she shall
forward the plans and a memo, within the time frame stated
above, to the Planning and Zoning Director stating that the
plans are approved and they do not have any comments on the
plans submitted for review.
All comments shall be typed and addressed to the Planning and
Zoning Director and transmitted to the Site Development Division
for distribution to the applicant. Please include the name and
phone number of the reviewer on this memo.
The Site Development Division will send to the applicant a cover
letter which includes the comment(s) and directions to amend the
plans to comply with the comments and submit to the Site
Development Division within 90 days for review. When the Site
Development Division receives the amended plans, they will
distribute the corrected plans with a cover memo to all TRC
Members for review and final approval.
