required by Florida Power and Ught Company. The easement is on the east
boundary of the City's Animal Shelter on NE 4th Street. FPL requires the
easement in order to construct underground electrical service to the proposed
Eckerd Drug Store to the south. .

SUBJECT: Eckerds - Rectified Plans comments
We offer the following comments on the rectified plans submitted to your office:
1. The plans show a canopy tree (yellow Tabebuia) over one of the utility mains.
Please relocate the tree out of the proposed easement, or replace with a palm
species.
2. Please submit a drainage plan with calculations demonstrating that the plan
meets water quality and flood protection requirements. We have given the
developer the option of discharging volumes greater than the first 2.5 inches
of rainfall into the FDOT drainage system in U. S. 1, with FDOT' s approval.
If the developer selects this option, they must also furnish a copy of the
written approval from FDOT.
Both of these comments were reflected on the conditions of approval, although
item no. 2 has been amended to reflect changes in our downtown stormwater
improvement's schedule.
Please refer any questions on this matter to Peter Mazzella (742-6404) of this
office.

I. Based on Condition of Approval comment #28, the following should be required:
a. Show a "Right Turn Only" Pavement arrow at the south egress driveway and a "Right Turn
Only" post sign.
b. Construct a 2-foot concrete median from the railroad concrete median to the project entrance
driveway. This will not only prevent crossover maneuvers from Eckerds; it will deny crossover
maneuvers from NE 4th Street (even though the existing signage and markings prohibit that
movement, many vehicles still go around the existing concrete median).
2. No Development Order or permit shall be issued unless the public facilities (the drainage "pond") are
or will be available to serve the development project as follows:
a. The necessary public facilities are or will be in place at the time that any development permit is
issued, or
b. a binding contract for the construction of same has been executed, surety has been posted or
construction of same is scheduled in the capital improvement program so as to be available
when the impact of the development occurs, or
c. the necessary public facilities are or will be under construction at the time the development
permit is issued, or
d. the necessary public facilities are guaranteed in an enforceable development agreement that is
consistent with any of the provisions set forth in subsection a through c above. [LDR Chapter
1.5, Article VI, Section 6.]

1st Review Comments
Before the Building division signs off on the rectified conditional use/site plan, the plans shall be
amended to comply with the following comments:
Buildine Division (Site Specific and Permit Comments) - Michael E. Haag (561) 742-6352
1. The design professional-of-record for the project shall state on the plans that the finish
floor elevation is above the hiehest 100-year base flood elevation applicable to the
buildine site. The statement shall indicate that the base flood elevation is consistent with
the surface water management regulations defined by the South Florida Water Management
District. The statement "not determined" is not acceptable. Identify the finish floor
elevation within the footprint of the building that is illustrated on the drawings titled
Fixture Plan; Site Plan and Paving, Grading and Drainage Plan. [Section 3107.1.2, Chapter
31 of the Boynton Beach Amendments to the 1997 edition of the Standard Building Code]
2. The total sign area that is identified as proposed within the monument signage tabulations
found on sheet A-2 of2 is not consistent with the description of the location of gazebo
signage that is identified on the site plan. Provide for review detailed and dimensioned
drawings of the signage that is proposed for the gazebo. All drawings of signage shall
comply with the applicable regulations specified in the Sign Code. [Article IV, section 6. B
of the Sign Code - Chapter 21 of the City's Land Development Regulations]
3. Identify on the landscape plan the type of landscaping that is required at the base of the
freestanding signs, specifically the gazebo sign structure and monument sign. [Article III,
section 3 of the Sign Code - Chapter 21 of the City's Land Development Regulations]
4. Remove the text "facing streets" from the description of the wall signs that is identified in

7. Verify that the platted right-of-way that is shown on the survey has been abandoned by
submitting a copy of the recorded City of Boynton Beach resolution that describes the
abandonment.
The following is provided as informational to prepare the applicant for permit submittal. At time
of permit review, specify, in tabular form, on the site plan and/or floor plan drawing the
proposed use of the facility. Identify the Building Code used to design the building. Also,
include the type of construction, occupancy classification that the building was designed to
comply with. The tabular form shall include the total area, area per floor and overall height of
the building. The City of Boynton Beach has adopted the 1997 edition of the Standard Building
Code and the City of Boynton Beach Amendments to the Standard Building Code. Working
drawings of the building shall comply with the codes specified in Chapter 20 of the Land
Development Regulations.
Compliance with the Building Codes will be evaluated at time of permit review. The permit fee,
water and sewer facility fees, Fire Department fees, County fees and State fees will be
determined at time of permit review.
Permits are required to construct the improvements that are shown on the approved site
plan/conditional use documents. Permit application forms are available in the Building Division
of the Development Department. A permit submittal checklist is available in the Building
Division. The list identifies the basic documents that the Plans Analyst checks for when an
applicant submits for permit review.

and irrigation plan show two ramps and the site plan and drainage plan depict one ramp.

Accompanying this memorandum please fmd the staff report and proposed plans for the above-
referenced project. Please also find a letter from the applicant requesting that this item be
postponed from the October 5, 1999 meeting to the October 13, 1999 regularly scheduled CRA
meeting. The reason for this request is to allow additional time for the applicant to make further
revisions to the proposed plan in response to final comments from staff that contained extensive
recommendations, in part, relative to project appearance and the Vision 20/20 Redevelopment
Plan. Staffwill have received a further revision to this plan by October 1st, will conduct a review
of the revised plan, and will update the report and conditions of approval for distribution to the
CRA for their regularly scheduled meeting of October 13, 1999. Staff has been assisting the
applicant with their latest revisions and anticipates noticeable improvements relative to the plans
included within this package.

With incorporation of all conditions contained herein, the use would operate in a manner that is in
compliance with the above-referenced codes and ordinances of the City of Boynton Beach.
RECOMMENDATION
Based, in part on the need for this facility as represented by the efforts of the current petitioners, compliance with
development regulations, and the consistency with the Comprehensive Plan which allows such uses within this
land use classification contingent upon compatibility with neighborhood character, staff recommends that this
project be approved. This recommendation for approval is conditioned upon satisfying all conditions of approval
as contained in Exhibit "C".
Furthermore, pursuant to Chapter 2 - Zoning, Section 11.2 Conditional Uses, a time limit is to be set within
which the proposed project is to be developed. Staff recommends that a period of one (1) year be allowed to

STANDARDS FOR EVALUATING CONDITIONAL USES AND ANALYSIS
Section 11.2. D of the Land Development Regulations contains the following standards to which
conditional uses are required to conform. Following each of these standards is the Planning and Zoning
Division's evaluation of the application as it pertains to standards.
The Planning and Development Board and City Commission shall consider only such conditional uses as
are authorized under the terms of these zoning regulations and, in connection therewith, may grant
conditional uses absolutely or conditioned upon the conditions including, but not limited to, the dedication
of property for streets, alleys, recreation space and sidewalks, as shall be determined necessary for the
protection of the surrounding area and the citizens' general welfare, or deny conditional uses when not

in harmony with the intent and purpose of this section. In evaluating an application for conditional use,
the Board and Commission shall consider the effect of the proposed use on the general health, safety
and welfare of the community and make written findings certifying that satisfactory provisions have been
made concerning the following standards, where applicable:
1. Ingress and egress to the subject property and proposed structures thereon, with the particular
reference to automobile and pedestrian safety and convenience, traffic flow, and control, and
access in case of fire or catastrophe.
The subject property has four points of ingress and egress: One two-way access point at Federal
Highway and N.E. yet Avenue and two, two-way access points onto Bud's Chicken parcel to the
west (an agreement for shared access must be provided). No left-out turning movement will be
allowed on Federal Highway. Pedestrian cross-access has been provided for all adjacent rights-
of-way. The location of the proposed building provides for sufficient accessibility for emergency
vehicles and efficient traffic flow. To reduce congestion created by trash service vehicles and
drive-thru traffic, one driveway is recommended to be eliminated and to be the location for the
dumpsters.
2. Off-street parking and loading areas where required, with particular attention to the items in
subsection 1 above, and the economic, glare, noise, and odor effects the conditional use will
have on adjacent and nearby properties, and the city as a whole.
The building will have one adjacent 12'X35' loading space at the north end of the building. The
proposed project will not increase the intensity of any glare or odors that already exist. With 61
parking spaces proposed, the project would include 100% of the spaces required for this retail
use.
3. Refuse and service areas, with particular reference to the items in subsection 1 and 2 above.
Two refuse structures are proposed at the north end of the proposed building, and waste will be
removed on a standard schedule. As indicated above, and within the conditions of approval, the
structures should be moved so that the door/gates do not swing into the drive-through lanes.
4. Utilities, with reference to locations, availability, and compatibility.
With incorporation of Utility Department comments, utilities are available and consistent with
Comprehensive Plan policies (except where inconsistent with referenced development plans) and
city regulations. As indicated by the application for an abandonment, that is being processed
concurrently, existing utilities are to be moved from the existing right-of-way.
5. Screening, buffering and landscaping with reference to type, dimensions, character.
With incorporation of staff comments, screening and buffering of adjoining properties and
adjacent rights-of-way will meet and exceed code.
6. Signs and proposed exterior lighting, with reference to glare, traffic safety, economic effect, and
compatibility and harmony with adjacent and nearby properties.

At the time of permitting, lighting levels will be evaluated for minimum illumination and excessive
glare. No increased conditions regarding glare are anticipated from the proposed development.
It is recommended that the site lighting poles not exceed 16 feet in height, include fixtures
consistent with Visions 20/20 recommendations including maintaining light levels that are not
excessive, and that site lighting fixtures be placed on the building.
It is further recommend that the light fixtures required to illuminate the entrance access aisle be
directed away from any buildings located adjacent to the site. A wall sign and a monument sign
are proposed, and to be constructed at the maximum allowable dimensions (the wall sign slightly
exceeds the maximum area allowed based on the building frontage; the sign area must be
reduced to comply with the sign code). It should be noted that the site sign is uniquely combined
with a signature structure (gazebo) located at corner of the property and would not exceed the
maximum area allowed if only placed on two sides of the structure.
7. Required setbacks and other open spaces.
The building setbacks for the CBD zoning district are 8 feet for lot front, 8 feet for abutting street,
and 0 feet for interior lot lines. The proposed building location meets or exceeds this minimum
requirement, which, however, is inconsistent with redevelopment recommendations that
encourage the creation of a pedestrians scale environment with attractive streetscape storefronts.
Alternatively, the building setback is maximized and parking spaces exist between the sidewalk
and the building.
8. General compatibility with adjacent property and other property in the zoning district.
The proposed facility is unique to the downtown, as it would represent the first redevelopment
project for this area. With incorporation of staff comments, the project would be generally
compatible with the proposed marina project and adjacent shopping center.
9. Height of building and structures, with reference to compatibility and harmony to adjacent and
nearby properties, and the city as a whole.
The overall height of the proposed structure is 35 feet, and is therefore well within the maximum
allowed by code.
10. Economic effects on adjacent and nearby properties, and the city as a whole.
The proposed Eckerd Drugstore is to be located in the heart of the city's commercial core, and
would replace several existing uses, some of which are arguably blighted, marginal or
undesirable in the downtown area. Therefore this project would assist with downtown
beautification, proposes positive design features by which subsequent uses will be compared and
reviewed, and would represent physical improvements which could be a catalyst for subsequent
redevelopment projects. Furthermore, the proposed use may also provide some economic
stability to existing retail uses in this vicinity.
11. Conformance to the standards and requirements which apply to site plans, as set forth in the
Land Development Regulations, Chapter 4. Site Plan Review.

With incorporation of staff comments, the proposed project will comply with requirements stated
within this section of city code.
12. Compliance with, and abatement of nuisances and hazards in accordance with the performance
standards within Section 4 of the zoning regulations; also, conformance to the City of Boynton
Beach Noise Control Ordinance.
With incorporation of all conditions contained herein, the use would operate in a manner that is in
compliance with the above-referenced codes and ordinances of the City of
Boynton Beach.
The conventional and standard development regulations are met by the proposed plan. However,
consistencies and inconsistencies with the Vision 20/20 Redevelopment Plan recommendations should
be indicated. The Redevelopment Plan recommendations address ideal site layout and building features
such as roof style, facade materials, windows, signature elements, signage, landscaping and lighting.
In summary, the general consistencies and inconsistencies between the proposed plan and
redevelopment plan recommendations are listed as follows:
Consistent elements:
1. Wall articulation minimizes blank walls;
2. A landmark feature is provided at a major intersection downtown;
3. Site lighting fixtures (are consistent with both the redevelopment plan and fixtures to be used at
the planned marina and new bridge);
4. Design features such as compass rose, paver bricks, and benches; and
5. Decorative gable roof features proposed for both sides of the project entrance.
Inconsistent Elements:
1. Maximum building setbacks are proposed, and off-street parking spaces proposed between the
building and pedestrian walkways. As a consequence, the ideal environment for the traditional
streetscape with window displays, storefronts, and covered walkways, is not created;
2. Tile roof material is proposed rather than metal seam;
3. Flat roof rather than a gable or hip roof;
4. Lack of sufficient windows to create a vibrant or visually interactive environment (all but one
fac;ade includes windows, and all exceed eye level);
5. Project parking meets minimum requirements of code and is therefore eligible for being kept
reserved for the subject use rather than being shared; and

6. Design elements that insufficiently achieve a style reflective of the desired character for the
Ocean District.
SUMMARY/RECOMMENDA TION
The inconsistencies between the redevelopment plan recommendations and the proposed use are
created by virtue of the proposed use itself, which operates on established objectives relative to vehicular
circulation and parking, perceptions on convenience, appearance, and maximizing interior efficiency
which conflicts with the desire to maximize window space and other objectives of a traditional downtown
redevelopment project. Prior to filing an application, project representatives communicated the negative
position that Eckerd would have toward placing the building close to the right-of-way. In exchange, the
applicant proposes enhancements to the pedestrian system including paver-brick walkways with
benches, compass rose feature inlays, a gazebo, and enhanced landscaping. This circumstance of the
inconsistency between the proposed project and the new redevelopment plan is not unusual but
predictable given the characteristics of large retailers, which ultimately represent tradeoffs that must be
considered by the city. While the project does not conform to the general streetscape concept of the
downtown redevelopment plan, it would greatly enhance a very visible area within the core of downtown,
and would represent stable private investment within the downtown which could initiate subsequent
investments and redevelopment efforts.
Based on the assumption that alternative pedestrian environments will be created through
redevelopment efforts within more quaint and pleasant areas such as along the Ocean Avenue
Promenade, within the marina project, by the ultimate redevelopment of the Boynton Beach shopping
center, and by subsequent, more carefully planned redevelopment projects within key downtown
locations, the proposed project has net benefits. However, aesthetic improvements are still warranted by
the project to improve its physical appearance and consistency with design recommendations for the
ocean district (see Exhibit "C" for an example of Coastal Florida design style and specific examples for
several proposed recommendations. These design recommendations and options are listed within
Exhibit "0" - Conditions of Approval.
Based, in part on the need for downtown redevelopment efforts and compliance with development
regulations and those conditions of approval indicated within Exhibit "0", staff recommends that this
request be approved. Furthermore, pursuant to Chapter 2 - Zoning, Section 11.2 Conditional Uses, a
time limit is to be set within which the proposed project is to be developed. Staff recommends that a
period of one (1) year be allowed to develop this project. As long as 25% or more of the total cost of the
improvements are completed within one (1) year, this condition is met.

We have reviewed the subject plans and recommend that the request be forwarded for Board
review with the understanding that all remaining comments will be shown in compliance on the
working drawings that are submitted for permits.
Buildine Division (Site Specific and Permit Comments) - Michael E. Haag (561) 742-6352
1. In order to be in compliance with the Florida Accessibility Code for Building Construction,
detailed drawings shall be added to the plans that verify the accessible route that is required
between the parking spaces and the entrance to the building. The documentation shall
include, but not be limited to, identifying the type of material, surface finish, width, cross
slope, slope and length of the entire accessible route including, where applicable, landings,
ramps and handrails.
2. The design professional-of-record for the project shall state on the plans that the finish
floor elevation is above the highest 1 DO-year base flood elevation applicable to the building
site. The statement shall indicate that the base flood elevation is consistent with the surface
water management regulations defined by the South Florida Water Management District.
Identify the finish floor elevation within the footprint of the building that is shown on the
site plan, floor plan and paving and drainage plan. [Section 3107.1.2, Chapter 31 of the
Boynton Beach Amendments to the 1997 edition of the Standard Building Code]
3. Correct the inconsistency with respect to the quantity and area ofthe gazebo signs. The
written description of the signage does not match the signage information that is shown on
the site plan drawing. Review the Sign Code (Chapter 21) and definitions (Chapter 1,
Article II ofthe City's Land Development Regulations) to determine the method that is
used to compute sign area.
4. Show and identify on the landscape plan the location of the landscaping that is required for
site signage. Drawings of the signage shall comply with the applicable regulations
specified in the Sign Code (Chapter 21 of the Land Development Regulations).

signage to include the blue background. Review the Sign Code (Chapter 21) and
definitions (Chapter 1, Article II of the City's Land Development Regulations) to
determine the method used to compute sign area. Identify the length and height of each
sign including total area in square feet. Drawings of the signage shall comply with the
applicable regulations specified in the Sign Code (Chapter 21 of the Land Development
Regulations) .
6. The directional signs depicted on the site plan shall comply with the quantity, size and
height regulations that are identified in the Sign Code.
7. At time of permit review, submit a copy of the recorded City of Boynton Beach resolution
that verifies the right-of-way that is shown on the survey has been abandoned.
8. At time of permit review, specify, in tabular form, on the site plan and/or floor plan
drawing the proposed use ofthe facility. Identify the Building Code used to design the
building. Also, include the type of construction, occupancy classification that the building
was designed to comply with. The tabular form shall include the total area, area per floor
and overall height of the building. The City of Boynton Beach has adopted the 1997
edition of the Standard Building Code and the City' of Boynton Beach Amendments to the
Standard Building Code. Working drawings of the building shall comply with the codes
specified in Chapter 20 of the Land Development Regulations.
9. Compliance with the Building Codes will be evaluated at time of permit review. The
permit fee, water and sewer facility fees, Fire Department fees, County fees and State fees
will be determined at time of permit review.
10. Permits are required to construct the improvements that are shown on the approved site
plan/conditional use documents. Permit application forms are available in the Building
Division of the Development Department. A permit submittal checklist is available in the
Building Division. The list identifies the basic documents that the Plans Analyst checks for
when an applicant submits for permit review.

Due to the proximity of the common driveway to be shared by Bud's Chicken and the applicant, we
recommend the following as part of any site plan approval:
1. Within the Boynton Beach Blvd. roadway, remove the westbound left turn lane into NE 4th St. and
stripe a continuous left turn storage lane for eastbound traffic from the F.E.C. railroad to U.S. 1.
This will allow some storage capability for left turns into the common driveway. This will require
F.D.O.T. approval and permitting.
2. Close NE 4th St. at Boynton Beach Blvd. The church and the parcel on the SE corner of the "Blvd."
will still have access both from U.S. 1 into NE 1st Ave. and Ocean Ave. This will also require
F.D.O.T. approval. Perhaps the City can request a "Push Button Project" for F.D.O.T. to close the
street and install curb, gutter and sidewalk.
3. Request F.D.O.T. to install a yellow, warning flasher in the concrete median for Boynton Beach
Blvd. eastbound traffic to keep vehicles out of the F.E.C. crossing when there are stacking
conditions. This will require F.E.C. and F.D.O.T. approvals.
The above conditions should be part of the site plan approval for the Eckerds development.

1. Using the ISO fonnula F=18 C (A)O.5 the fire flow for this 1,112 S.F. one-story building is
1533 gpm from the ISO pamphlet C=0.8 and A= total area of building. The required fire
flow is rounded up to the nearest 250 gallon increment and becomes 1750 gpm following
ISO procedures.
Fire flow is provided at fire hydrants at the northeast and southwest project entrances
respectively. Hydrants are connected directly to existing 6" ductile iron water mains in
Federal Highway and Boynton Beach Boulevard.

1.51 ACRES SITE
OWNER-BOYNTON-FEDERAL DEVELOPMENT, INC.
The project is zoned CBD (Central Business District). The site is bordered on the east by
Federal Highway, on the south by Boynton Beach Boulevard, on the west by a commercial
property (restaurant) and on the north by NE 3rd Avenue. The site is located in Section 43,
Township 21 South, Range 45 East. The site comprises 1.51 acres and is within South Florida
Water Management District's Intracoastal Basin.
The project's storm water management design will follow SFWMD's criterion for the
Intracoastal Basin. The proposed land use will be in accordance with the governing criterion and
the site grading will meet elevations for the 25-year storm event and for the 100-year storm event
as established by SFWMD. Corresponding flood plain storage calculations will be provided if
required by SFWMD.
The onsite stormwater drainage system will consist of conventional inlet catch basins and
culverts that will direct storm water to a master drainage structure at the intersection ofNE 4th
Street and NE 4th Avenue provided by the City of Boynton Beach. The drainage system will
follow the guidelines set forth in the City's drainage permit for the Downtown Redevelopment
Area. No runoffwill flow directly into the Florida Department of Transportation right-of-way.
The Water Management System will be designed with site pavement elevations satisfying the
requirements of the above mentioned permit and the requirements ofSFWMD. Water quality
standards of retaining the first one-half inch of runoff on-site will be satisfied. The project will
be designed to meet the latest engineering standards ofthe City of Boynton Beach and Best
Management Practices will be implemented to the greatest degree possible.

the accessible route and the route is in compliance with Section 4.3 (Accessible Route) and
4.6 (Parking and Passenger Loading Zones) ofthe Florida Accessibility Code for Building
Construction. Provide a detail drawing of the ramp that is shown on the site plan. Include
width, length and slope. Please note that at time of permit review, the applicant shall
provide additional detailed data on the plans that will verify that the path of the accessible

We have reviewed the subject plans and offer the following comments that shall be addressed
prior to the project being forwarded for Board review:

1. Add to the site plan drawing a labeled symbol that represents and shows the location and
path of the accessible route that is required between the accessible parking spaces and the
accessible entrance door to the building. Add text that would indicate the label represents
the accessible route and the route is in compliance with Section 4.3 (Accessible Route) and
4.6 (Parking and Passenger Loading Zones) ofthe Florida Accessibility Code for Building
Construction. Provide a detail drawing of the ramp that is shown on the site plan. Include
width, length and slope. Please note that at time of permit review, the applicant shall
provide additional detailed data on the plans that will verify that the path of the accessible
route is in compliance with the regulations of the Florida Accessibility Code for Building
Construction.
2. Within the site data, identify the proposed finish floor elevation of the building (lowest
floor elevation). Verify that the proposed elevation complies with regulations of the code
by adding specifications and notes to the site data that address the following issues:
a) From the FEMA map, identify the title of the flood zone that the building is located
within. Where applicable, specify the base flood elevation. If there is no base flood
elevation, indicate that on the plans.
b) As the design professional-of-record for the project, state within the site data that the
proposed floor elevation is above the highest 100-year base flood elevation applicable
to the building site, as determined by the South Florida Water Management District's
surface water management construction development regulations.
Identify the floor elevation that the design professional has established for the building
within the footprint of the building that is shown on the site plan, floor plan and civil plan.

We offer the following comments on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utilities. In general, palm trees will be the only tree
species allowed within utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future.
LDR Sec. 7.5-18.1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2) Dept. of Health permit will be required for the sewer system serving this project. (Sec. 26-12).
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as
stated in LDR chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your Health
Department permit submittal.
4) Provide an engineer's written certification that drainage will conform to all rules of the City and the
South Florida Water Management District. (LDR Chap. 4, sec. 7F)
SPECIFIC CONDITIONS
1) Water and sewer lines to be owned and operated by the City shall be included within utility
easements. The easement for the sanitary sewer main shall be a minimum of I5-feet wide, due to
the depth of the sewer. The easements shall be dedicated via separate instrument to the City as
stated in Sec. 26-33(a) of the Code.
2) This office will not require surety for installation of the water and sewer utilities, on condition that
the systems be fully completed, and given to the City before the first permanent meter is set. Note
that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy.
3) Appropriate backflow preventers will be required on the domestic water service to the building,
and the fire sprinkler line if there is one, in accordance with Sec. 26-207.
4) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec. 26-15)
5) Provide drainage calculations showing the amount of rainfall to be retained on-site. Please be
advised that there will be a fee for improvements the City is planning to make for off-site
stormwater treatment and conveyance, as part of the Downtown Watershed Stormwater
Improvement Project.(Sec. 26-406)
