INTRODUCTION
Yvonne Ziel Traffic Consultants, Inc. was retained to perform a Traffic Impact Analysis to assess
the traffic impact of a proposed 180 unit multi-family (MF) residential development located in the
City of Boynton Beach along the east side of US 1 south of Gateway Boulevard (NE 22 Avenue).
The site location is shown in Figure 1. The site is proposed to be builtout in 2000.
EXISTING CONDITIONS
Adjacent to the site, US 1 is currently operating at Level of Service (LOS) B. Table 1 shows the
existing (1997) average daily traffic (ADT) condition on the links within the study area. Table 2

provides the peak hour traffic data for the same roadway links. The ADT volumes were obtained
from the Palm Beach County 1997 Traffic Volumes Map, the peak hour volumes were determined
by factoring the ADT volumes by 0.093.

BACKGROUND TRAFFIC
Future background traffic was determined by applying a growth rate to the existing 1997 Palm Beach
County ADT volume. Three year historical count data was obtained from Palm Beach County. This
data was used to develop growth rates for the study area roadways. The growth rate analysis is
included in Appendix A.
MAJOR PROJECTS
A review of the Palm Beach County Major Projects List and map indicate that there are no projects
in the area which to meet the 10 rule.
TRIP GENERATION
Trip generation, using the rates found in the Palm Beach County Impact Fee Ordinance, the Institute

of Transportation Engineers', Trip Generation, 5th Edition, was performed to determine the trips
which would be generated by the remaining project. Table 3 shows the trip generation rates used
and Table 4 the trips generated. Trip generation resulted in 1,260 daily trips with an estimated 92
trips occurring during the AM peak hour and approximately 110 PM peak trips. In accordance with
the Palm Beach County Traffic Performance standards, the study area is determined to be two miles.

TRIP DISTRIBUTION
Trip distribution was based on data from the Florida Standard Urban Transportation Model Structure
(FSUTMS). Figure 2 shows on the percent project trips, the project volumes and the percent project
traffic of the capacity on the surrounding roadways.
PERFORMANCE STANDARDS ANALYSIS
Test One
Table 5 shows the ADT capacity analysis with the new project trips and the background traffic on
the impacted roadways. Table 6 shows the same information for the peak hour. Figure 3 shows the
above information on a map. All of the roadway links with significant project traffic and within half
a mile of the site meet the LOS standards.
Test Two
There are no Test Two network links within the project's study area.
DRIVEWAY VOLUMES
The project driveway turning movements for the AM and PM peak hours are shown in Figure 4.
Since the project will generate 36 southbound left turns from US 1 during the PM peak hour, a
southbound left turn lane may be required to meet the Palm Beach County Traffic Performance
standards.
