The development is proposed to include a small hotel, office and commercial space, and a restaurant. The Land Use Atlas and Zoning designation for the parcel is currently M-l Light Industrial. The proposed development will require a Land Use Atlas amendment to the site's Land Use and a rezoning to change the designations from M-l to C-3, Community Commercial District. The first part ofthis report, Land Use Atlas Amendment and Rezoning Analysis, examines the conditions pertaining to the land use amendment and the rezoning of the site. The analysis determines the proposed site's conformance with the Palm Beach County Future Land Use Atlas Amendment requirements and the City of Boynton Beach Zoning regulations. The second part ofthis report addresses the proposed development's conformance with Palm Beach County Traffic Performance Standards. The results from the Land Use Atlas Amendment and Rezoning analysis and also the Traffic Performance Standards analysis determine the viability of the proposed project. This report provides the required analysis necessary to determine if the proj ect will satisfy the City of Boynton Beach and Palm Beach County standards. LAND USE AMENDMENT AND REZONING ANALYSIS Congress Properties, LLC proposes to construct a small-scale mixed-use development on a 4.4 acre parcel located at the northeast corner ofthe intersection of Congress Avenue and SW 30th A venue, in the City of Boynton Beach. The development is proposed to include a three-story, 98 room all-suites business hotel, a 12,800 square foot, two-story building with 8,000 square feet of retail use on the first floor and 4,800 square feet of office space on the second floor, and a 5,000 square foot out parcel restaurant. This development is anticipated to be completed and occupied by spring of 2002. This development plan requires that the site's Land Use Atlas and Zoning designations be amended, changing from the existing M-1, Light Industrial, to C-3, Community Commercial District. The site location is depicted in Figure 1, which illustrates the approximate orientation ofthe subject site relative to adjacent roadways and the surrounding area. The transportation element of the Palm Beach County Future Land Use Atlas Amendment Application requires a determination of the trip generation for the current and future land use designations, including the net trip increase based on typical and maximum square footage (density). The County standards also require the distribution and assignment of project traffic using typical and maximum project traffic on all roadways within a specified radius of influence. According to County requirements, a project with a net trip increase of2,199 daily trips falls within the 1,001 to 4,000 daily trip range, requiring a radius of influence of one mile. The traffic generated by the proposed project site must be assigned to the roadways within the radius of influence. Total traffic volumes, including project traffic and existing traffic volumes, need to be compared to the Level of Service "D" capacity of each link to determine ifthere are any failing links. In addition to the analysis for existing conditions, similar determinations need to be made for projected five-year traffic volumes and 2020 volumes. Figure 1 The proposed project is considered to meet the criteria for a small scale amendment, according to the Palm Beach County Future Land Use Atlas Amendment Application for 2001. Traffic conditions relevant to the proposed amendment and rezoning of the site are summarized below. Existing Land Use and Zoning Designation - Highest Intensity The subject site is currently designated as M-l, Industrial District for both land use and zoning. The most intensive land use permitted under M -1, without conditional use approval, is Light Industrial. Palm Beach County's adopted trip generation rate for General Industrial (Light) is 6.97 trips per 1,000 square feet. Normally, the intensity of general industrial in the area of the proposed site would not be expected to exceed a Floor Area Ratio (FAR) of .35, resulting in a maximum square footage of 67,179 square feet for the site. The trip generation characteristics associated with the development of the site with this use are presented in Table 1. Proposed Future Land Use and Zoning Designation - Highest Intensity The proposed land use and zoning designation for the subject site is C-3, Community Commercial District. This designation will permit a variety of uses including automotive service stations (without major repairs), financial institutions such as drive through banks, fast food restaurants, and other uses. Although any of the aforementioned land uses could be developed on the subject site, after discussing the most probable land uses for the site with the City of Boynton Beach Planning Department, it was determined that commerciaVretail should be used in the analysis of the land use amendment and rezoning. The intensity of commerciaVretail in the area of the proposed site would not be expected to exceed a Floor Area Ratio (FAR) of .25, resulting in a maximum square footage of 47,985 square feet for the site, assuming single story retail development. This number was determined by adjusting the number oftrips generated by the Palm Beach County trip generation rate, 468, to reflect Palm Beach County's adopted five percent pass-by rate for General Industrial. In Table 2, the development of commerciaVretail on the site is calculated to generate 2,501 net new trips per day using the Palm Beach County approved formula for General Commercial under 570,000 square feet. This reflects adjustment ofthe gross daily trip generation of 4,466 to account for 1,965 pass-by trips (based on a 44 percent reduction for commercial under 50,000 square feet). Net Trip Increase The net increase in daily trips associated with the proposed land use designation change is estimated at 2,056 net new daily trips, determined by subtracting the 445 net daily light industrial trips from the 2,501 net daily commercial/retail use trips. Roadway Characteristics The proposed development is bounded generally by Congress Avenue to the west and SW 30th Avenue to the south. Immediately north of the site is the Golfview Harbor residential development. A self-storage warehouse is located to the east. The major north/south roadways in the area ofthe site are Congress Avenue and Interstate 95. The nearest access from the site to Interstate 95 is via the Woolbright Road interchange. The major east/west oriented roads in the area of the site is Golf Road (SW 23rd Street). Congress Avenue is a six-lane divided County Minor Arterial adjacent to the site. Inerstate- 95 (SR-9) is part of the Interstate Highway System. It is a six-lane limited access facility in the vicinity ofthe site, which is in the process of being improved to eight-lanes. Golf Road is a two-lane undi vided County Minor Collector between Military Trail and Congress Avenue where it becomes a ... 6 three-lane County Minor Collector to its terminus at Federal Highway. Existing Traffic Volumes To establish the relationship between site generated traffic and existing traffic on the surrounding roads, the most current traffic count data were obtained from Palm Beach County. The daily count data provided by the County are presented in Table 3. The traffic volumes for roadways nearest the proposed project site, based on Palm Beach County's 2000 Traffic Count Volumes, include Congress Avenue north of SW 30th Avenue with 31,336 daily vehicles, Congress Avenue south of SW 30th Avenue with 27,394 daily vehicles, and SW 23rd A venue/Golf Road which is carrying 9,994 vehicles per day west of Congress Avenue and 11,064 vehicles per day east of Congress Avenue. Existing Traffic Conditions Analysis Currently, all roadway links within a one-mile radius ofthe development operate at Level of Service D or better, as presented in Table 3, except for Interstate 95 from Woolbright Road to Atlantic Avenue. This link currently operates at Level of Service F. Proposed Project Trip Generation The traffic to be generated by the proposed project site is presented in Table 4. The net daily trip generation, after adjustments for internal trips and pass-by trips, is 2,199 daily trips. The daily trip generation of the proposed project site amounts to 52 fewer daily trips than the trip generation of the most intense land use under C-3, General Commercial Retail (2,501 daily trips). Application ofthe geographic distribution percentages to the 2,199 daily trips estimated to be generated by the site produced the project traffic that was added to the area roadway network. The resulting traffic volume assignment is presented in Table 5. Projected Five-Year Traffic Volumes The traffic generated by previously approved, but incomplete projects, combined with the historic growth of traffic on roadways is defined as background traffic growth in the Traffic Performance Standards contained in the Palm Beach County Land Development Code. The historical growth rates for the study links were obtained from Palm Beach County's most current Compound Growth Rate Analysis. The growth rates and projected five-year traffic volumes are presented in Table 6. Table 6 presents the Level of Service (LOS) "D" capacity for each roadway link and the projected traffic volumes to the Year 2005. There was one link with a negative growth rate. It was Congress Avenue from 23 rd A venue/Golf Road to SW 30th Avenue with -0.14 percent. The negative growth rate was not included in the projection. Instead, a growth rate of zero percent was assumed and Year 2000 traffic volumes were carried over to the Year 2005. Figure 2 McMahon Associates has reviewed the potential traffic impacts associated with the proposed land use amendment and rezoning, in accordance with the City of Boynton Beach and Palm Beach County Standards. As indicated in the previous report sections, the existing traffic conditions within a one-mile radius of the project site satisfY the County's adopted level of service standards, except Interstate 95 from Woolbright Road to Atlantic Avenue. Based on traffic conditions projected to the Year 2005, the adopted level of service standard is met for all roadway links except Interstate 95 from Woolbright Road to Atlantic Avenue. Future traffic conditions projected to the year 2020 satisfy the Level of Service "D" standard for all links within a one-mile radius from the project, except for the same link that exceeded capacity in 2005, Interstate 95 from Woolbright Road to Atlantic Avenue. Although the capacity of this link is expected to be exceeded by the Year 2020, the project traffic volumes, as a percentage of the roadway's capacity, is less than one percent. The project traffic volume on Interstate 95 south ofW oolbright Road is estimated to be only 0.064 percent ofthe link's capacity. This very low assignment of project traffic on Interstate 95 is insignificant. Since the proposed project is expected to place far less than the one percent of its project traffic onto this Interstate Highway link, and all other links operate within the Level of Service "D" capacity, it is recommended that the proposed land use amendment and rezoning be approved. F:\99481 m_1 \TrafficStudy\Report\Rpt04040 I.doc ~ 15 TRAFFIC PERFORMANCE STANDARDS ANALYSIS The second section of this report addresses the Palm Beach County Traffic Performance Standards. The Standards consist of a two-part test including Test 1 and the Model Test/Test 2. Test 1 requires that the combination of project traffic and future background traffic volumes must be below the adopted Level of Service "D" capacity levels. Furthermore, where a proposed proj ect has a Radius of Development Influence greater than one-half (.5) mile, then that project must address only those links beyond the one-half (.5) mile radius on which its net trips are greater than one percent (1 %) of the Level of Service D service volume ofthe affected link. The radius of influence is based on the Test 1 requirements as stated in Table 2A of Section 15.(In)E ofthe Palm Beach County Traffic Performance Standards. Table 2A requires a two-mile radius of influence for projects generating between 1,001 and 5,000 net daily trips, the range applicable to the proposed projects 2,199 net daily trips. The Model Test/Test 2 requires that the Level of Service "D" capacity not be exceeded by project traffic added to the Model traffic volumes for links within the Test 2 radius of influence. The proposed project's net daily trip generation of2, 199 daily trips indicates a radius of influence of one- mile. Several of the required elements of the Traffic Performance Standards analysis were presented in the previous land use and rezoning analysis section ofthis report. Accordingly, some traffic analysis elements will either not be presented or they will be presented in abbreviated form, including roadway characteristics, existing traffic volumes, existing traffic conditions analysis, background traffic growth to the year 2002, project trip generation, and project traffic distribution and assignment. Instead of repeating the data in this section ofthe report, references will be made to the appropriate tables and figures from the previous report section. ~ 16 EXISTING TRANSPORTATION SETTING/ EXISTING CONDITIONS ANALYSIS Roadway Characteristics The location ofthe proposed development and descriptions of the surrounding roadways were detailed in the roadway characteristics section of part one of this report. The location is graphically represented in Figure 1. The site will be accessed via three driveways. A full access driveway will be constructed at the southern boundary of the site accessing SW 30th Avenue. The remaining two driveways will provide access to Congress Avenue. They are located approximately 300 feet and 620 feet north of SW 30th Avenue, respectively. Each driveway will allow only right turns in and out. Existing Traffic Volumes To establish the relationship between site generated traffic and existing traffic on the surrounding roads, the most current traffic count data were obtained from Palm Beach County. The daily count data provided by the County are presented in Table 7. .... The traffic volumes for roadways nearest the proposed project site, based on Palm Beach County's 2000 Traffic Count Volumes, include Congress Avenue north of SW 30th Avenue with 31,336 vehicles, Congress Avenue south of SW 30th Avenue with 27,394 vehicles, and SW 23rd Avenue/Golf Road which is carrying 9,994 vehicles per day west of Congress Avenue and 11,064 vehicles per day east of Congress Avenue. ... 17 Existing Traffic Conditions Analysis Currently, all roadway links within the two-mile radius of development influence operate at Level of Service D or better, as presented in Table 7, except for the links of Lake Ida Road from Barwick Road to Congress Avenue, and Interstate 95 from Boynton Beach Boulevard to Woolbright Road and from Woolbright Road to Atlantic A venue. These three links currently operate at Level of Service F. FUTURE CONDITIONS ANALYSIS Background Traffic Growth Candlewood Tower Plaza is projected to be completed and occupied by the spring of2002. The historical growth rates for the links in the study area vary from -0.61 % on Seacrest Boulevard between 23rd Avenue/Golf Road and Woolbright Road to 7.06% on Lake Ida Road between Congress Avenue and Swinton Avenue. The projected 1997 to 2000 background traffic growth rates and resulting volumes are summarized in Table 7. The historical growth rates were obtained from the most current Compound Growth Rate Analysis provided by Palm Beach County. Assured Construction At this time, the only planned or programmed roadway construction project within the study area included in the Fiscal Year 2001 to 2005 Transportation Improvement Plan (TIP) for Palm Beach County is the addition ofROV lanes to Interstate 95, widening the interstate from six to eight lanes, which is currently under construction. The West Palm Beach Urban Service Area (WPBUSA) 2020 Cost Feasible Plan Update indicates that Lake Ida Road will be widened from two to four lanes. However, the widening is not included in the Fiscal Year 2001 to 2005 TIP. 19 ... Project Trip Generation The trip generation characteristics associated with the proposed Candlewood Tower Plaza were estimated based upon a methodology approved by the Palm Beach County Traffic Division. This includes utilization of the daily trip generation rates provided in the Palm Beach County Fair Share Road Impact Fee Schedule for General Commercial Retail, General Office and High Turnover Sit-down Restaurant. The pass-by trip rates for each land use were also obtained from the County's Fair Share Road Impact Fee Schedule. The average daily trips for the proposed business hotel use were calculated based on the average rate for Business Hotel (Land Use Code 312) from the Institute of Tra~sportation Engineer's Trip Generation, 6th Edition. The project's trip generation is summarized in Table 4 ofthe previous report section. Given the mixed use nature of the proposed development, which includes hotel, retail, office and restaurant uses, it is reasonable to assume that some trips for each use will originate on site, with interaction between these compatible uses. Accordingly, internal capture rates were developed and applied. The anticipated internal capture characteristics are reflected in Figure 3. As reflected in Table 3, the net "new" daily traffic to be generated by Candlewood Tower Plaza is estimated to be 2,199 trips per day. The net "new" trips generated during the morning and afternoon peak hours were estimated to be 111 and 215 peak hour trips, respectively. These estimates were based on the morning and afternoon peak-hour trip generation rates or equations for Land Use 312 - Business Hotel, Land Use 710 - General Office, Land Use 820 - Shopping Center, and Land Use 832 - High Turnover Sit-down Restaurant, as presented in the Institute of Transportation Engineer's Trip Generation, 6th Edition. Future Traffic Conditions Analysis Traffic to be generated by the project site was added to existing traffic volumes and background growth traffic to produce the total future daily traffic volumes at the project buildout (2002), as shown in Table 8. The future traffic volumes in Table 8 were analyzed in accordance with Section 7.9(D) ofthe Palm Beach County Traffic Performance Standards. This section provides two standards that must be met by all projects seeking a Site Specific Development Order. The first test (Test 1) generally requires that the project not add traffic within the Radius of Development Influence, which would impact the operation of any link that exceeds the adopted level of service. The second test (Test 2) requires that the project address traffic on any link within the Model Radius of Development Influence to insure that the total future estimated "model" traffic does not exceed the adopted level of servIce. For Test 1, the Radius of Development Influence is based on the traffic generated by the proj ect. The traffic generated by the proposed development (2,199 trips per day), requires that links within a two-mile radius be addressed. The Lake Ida Road segment of concern is projected to carry project traffic equal to 0.77% of the Level of Service D service volume. This level of project traffic is less than the one percent threshold and, therefore, satisfies Test 1. The Traffic Performance Standards state that impacts to Interstate 95 shall only be addressed ifthe net project trips are greater than five percent (5%) ofthe Level of Service D service volume of that linle Both ofthe Interstate 95 segments of concern are projected to accommodate an insignificant level of project traffic, at 0.08% of their respective capacity. This is less than the five percent threshold dictated by County standards. Therefore, all segments of concern satisfy Test 1. As for Test 2, the Maximum Model Radius of Development Influence is also based on traffic generated by the project. For a trip generation level of 2,199 trips per day, a Model Radius of Development Influence of one (1) mile must be addressed. The most current Test 2 map provided by the Palm Beach County Traffic Engineering Division indicates no roadway links within the one-mile radius that fail the Model Test. Therefore Test 2 is also satisfied. Site Access Access to the proposed Candlewood Tower Plaza will be provided via three driveway connections to the property. Two driveway connections will access Congress Avenue. They are proposed to be located approximately 300 feet and 620 feet north of SW 30th Avenue, and will allow right-in and right-out movements only. The remaining driveway connection will provide access to SW 30th Avenue and will allow all movements. The applicant must submit for a separate clearing and grubbing permit for the site in reference to the required tree survey. PLANNING AND ZONING Comments: 45. Current Land Use and Zoning designations do not permit the proposed uses. Applicant is also requesting a small scale Land Use Plan map amendment changing the designation to Community Commercial and rezoning to C-3. Only 238 spaces are shown in the site plan. Site information indicates 240 spaces. Note that the parking aisle located in back of the office/retail building indicates 14 spaces provided but the actual count is 13. - Provide an engineer's certification in writing that drainage will conform to all rules, regulations and codes of the City of Boynton Beach. 48. Provide a four (4) foot sidewalk along SW 30th Ave. and a five (5) foot sidewalk along Congress Avenue. 49. The following comments relate to requirements of Chapter 9 Sec. 10. - Community Design Plan. - Provide a pedestrian/handicapped accessible connection between the front entrance to all buildings and the off-site sidewalks. - Indicate the location of service/loading areas on the site plan. - Provide a site lighting plan and a site lighting detail indicating the type and height of the proposed fixtures. - Provide a dumpster enclosure detail. All dumpsters must be screened from view by a six (6) foot high concrete stucco wall with gates. Dumpster enclosure color and material shall match the color and design of the principal buildings. 50. No signs are shown on the site plan. All signs proposed for the site must meet the requirements of Chapter 21 of the Land Development Code. Signs must be reviewed by the Planning and Development Board and approved by the City Commission. 51. The following comments relate to the requirements of Chapter 23 - Parking Lots. . (City Standards Drwg. #B-90012) - Indicate whether wheel stops or continuous raised curb will be used to separate parking and vehicular use areas from landscaped areas. - For projects generating over 1,000 vehicular trips (ADT), the minimum distance from the street right of way line at any major ingress or egress driveway to any parking stall or to any interior access aisle having direct access to such driveway shall be 100 feet. The site plan does not meet this requirement. Please revise accordingly. - Parking stalls located at the northeast comer of the site deadend and do not provide adequate back-out/turn around area. Revise accordingly. The parking area also encroaches on a drainage easement. Contact the SFWMD and the Lake Worth Drainage District for approval and/or permit. 52.
