This request is a variance to Appendix A Zoning - Section 5.G.2.1 and 5 F.2. Analysis: The site is a vacant lot which includes a thirty-five foot (35') wide road easement located along the south portion of the lot. The road easement is part of the private street titled Manor Drive. The site is zoned R-3 Residential Multi-family. The applicant is requesting approval to allow a lot with an area of 8,376.50 square feet be developed for a two-unit duplex. The above referenced sections of the Code specify that a minimum lot area of 4,500 square feet is required to develop a lot for a two dwelling unit duplex use. The following is a list of the uses that abut the subject property. All properties are locating in the R-3 zoning district. North- single-story duplex; East- one and two story apartments; South- one story single- family residence; West- one story retirement development (Rustic Retreat). The subject property is the last vacant lot on the private street. Find attached Exhibit "A", a document prepared by the applicant which represents the statement of special conditions for the variance request. The following list is provided to assist you in evaluating the request. 1. The subject property is vacant and zoned R-3 multi-family. 2. The subject property will accomodate a single- family residence. 3. The south thirty-five (35) feet of the lot is dedicated as part of a private street that allows ingress/egress tot he subject property. 4. The majority of the sites in the near vicinity are developed for multi-family use. 5. The applicant owns the apartment complex directly east of the subject property. The south portion of the apartment complex site contains the remainder of the thirty-five feet wide private street (Manor Drive) . 6. Manor Drive is the ingress/egress for the four (4) single-family houses that exist on the south side of the private street. 7. The request is for a reduction of lot size for a duplex from 9,000 square feet to 8,376.50 square feet.
