Dear Tambri:
Please find enclosed my law firm escrow check in the amount of
$1,500 representing your requested application fee for a "Master
Site Plan Modification" for the City to process the review of the
peripheral greenbelt plan and master sign plan amendment. I have
previously requested a waiver of this fee from Carrie Parker, but
since your office has continued to ask for the fee I assume the
waiver has not been acted upon or granted at this time. I believe
a waiver of the fee is appropriate in light of the other concurrent
submittals being reviewed by the City regarding the Quantum/CarMax
project, including the recent DRI amendment and comp plan
amendment, both of which required substantial application fees.
I am sorry that you were not able to attend the TRC meeting
last Tuesday. I was disappointed that I was not able to receive
staff reports prior to the TRC meeting and, in fact, still do not
have any Planning or Building Department reports. I was advised by
Mike Haag that it was your policy not to sena the applicant a copy
of the reports until the final draft is submitted to the. P&D
Commission. I disagree with this policy and request that you
immediately fax to me a copy of your department's and all other
City department's staff reports containing comments on the
peripheral greenbelt plan as well as the sign plan amendment. How
can an applicant address staff's concerns if there is no written
report until right before the public hearing?

I was also advised at the TRC meeting that staff did not make
any comments to Circuit City on the onsite CarMax sign package that
was submitted as part of the CarMax site plan second submittal.
Whether such sign plan should have been part of the overall Quantum
sign plan or not, I think it is incumbent on staff to review it and
provide us written comments. . To the extent necessary, please
consider the onsite sign plan submitted with the CarMax site plan
as part of the Quantum master sign plan amendment. In any event,
they all need to be reviewed and considered at the same time before
the P&D Commission and the City Commission.
