The following is a list of comments and recommendations regarding the review of the
above-referenced project. All comments and recommendations ca be rectified on the
plans at time of permitting if the site plan request is approved. The' Planning and
Zoning Department staff believe the recommendations identified below will enhance
the proposed development. The applicant shall understand that all documents and
plans submitted for site plan review and building permits are subject to additional
comments. I recommend that theapplicantlagent contact me regarding questions
related to the comments. If the applicant is rurt intending to correct code deficiencies
and they request that the project remain on the review schedule they should contact me
regarding the procedures, application forms, fees and submittal deadline dates for
seeking relief from the code requirement.
1. The free standing sign shown on sheet 8-1 at lot 91 is not allowed per the sign
code regulations. The requested sign is non-conforming with respect to height
(code allows 20 feet vs. proposed 75 feet), area (code allows a maximum of 64
square feet vs. proposed approx. 252 square feet) and sign location (sign is off-
premise based on the fact that the Carmax business identified on the sign is not
located on the lot where the sign is proposed). Remove the sign from the
request.

The Planning and Zoning Department would be in favor of adding the free
standing sign to the sign program, if the following changes were made to the
request:
i.
the sign face was limited to identifying the Quantum Park name
only,
the total area of the sign face complied with the sign code area
regulations, I
the overall height of the sign structures complied with the maximum
sign code height of 20 feet and
iv. the below listed sign comments are complied with.
It should be noted that a 25 percent increase in area and height of the sign,
above the code regulations, may be requested from the Board of Zoning
Appeals. Contact the Planning and Zoning Department for a variance
application to the sign code regulations.

For better visibility, it is recommended that the project identification free standing
sign be relocated from the east side of lot 91, to the northeast portion of lot 90A.
3. Add to sheet 8-1, the color name, color code, manufacturer and type of material
proposed for each member of the free standing sign support structure.

4. To obtain some uniformity with respect to the approved sign colors and the
proposed free standing sign, it is recommended that the color of the perimeter of
the proposed sign support structure match the green color that is specified in the
current sign program for monument signs located on individual lots.
5.
Add to free standing sign drawing found on sheet S-1, the color name, color
code, manufacturer and type of material proposed for the sign face, sign panels
and sign panel framework.
6.
Specify on sheet S-1, whether the free standing sign is back-lit or reverse
channel letters. Also indicate on the plan whether the reverse channel letters will
be illuminated. It is recommended that the sign face of the free standing sign be
illuminated with external lights focused on the sign face. '
7.. Submit a partial survey of the area around the location of th~ proposed free
standing sign. The survey shall idEmtify the location, type and size of all
easements of record located within the vicinity of the proposed free standing
sign.
8. Add to the submittal an enlarged site plan of the perimeter lot delineating the
specific location of the proposed free standing sign. The location of the sign may
be identified as a general area, however, the minimum sign code setback of 10
feet from all property lines shall be shown. To ensure that the sign and
landscaping structure is not located within an easement, add to the site plan all
easements of record in the vicinity of the sign. Adjust the location of the sign
structure and landscaping accordingly. Also, add the following note to sheet S-1:
If the sign and sign landscaping are placed within an easement written
authorization approving the location of the sign and landscaping will be
submitted, with the sign permit application, from all utility companies that
have rights to occupy the easement(s). .
9. Add to the site plan, th,e foundation landscaping that is required around the base
of the free standing sign. The following landscaping is recommended for the
base of a free standing sign: six, 10 gallon native multi-trunk shrubs and twenty-
five, 3 gallon native hedges. spot planted around the base of the sign structure.
All plants shall be placed within a s.ign easement. Also add the following
landscape notes to the plan:
i. All landscape material shall be Florida #1 or better,
ii. installed in a sound workman like manner and
ii. irrigated with an automatic water supply system.
The recommended landscaping is in addition to the required peripheral greenbelt
landscaping.
10. The following landscaping is recommended, if the requested free standing sign is
approved: four, 12 foot tall large canopy native trees; twelve, 10 gallon native
multi-trunk shrubs and twenty-five, 3 gallon native hedges be spot planted
around the base of the sign structure. All plants shall be placed within a sign
easement. Also add the following landscape notes to the plan:

wide access to the sign from a dedicated public or private road and include
sufficient area around the sign structure to allow for installation, repair and
maintenance of the structure and landscape material. The legal description of
the sign easement shall be dedicated to the Quantum Park Association for .
perpetual maintenance of the sign and landscaping located within the easement.
A copy of the recorded easement shall be submitted with the permit application
for the free standing sign.
12. The wall structure and walls signs shown on sheet S-2 are not allowed per the
zoning code and sign code regulations. The requested wall signs are non- d
conforming with respect to height (zoning code allows a maximum wall height of
6 feet for walls located outside of the buildable area vs. proposed 9.5 foot tall

structure/signs from the request.
13. The Planning and Zoning Department would be in favor of adding both wall
structure/signs to the sign program if the following changes were made to the
req uest:
i. both of the proposed wall signs were limited to a sign face that
identified the Quantum Park project name only,
ii. the total area of the sign face on each structure complied with the
sign code area regulations,
iii. the overall height of the sign structures complied with the zoning
code maximum height regulation of 6 feet if the sign is located
outside the buildable area. If the location of the sign structure is
within the buildable area the requ~sted height would be acceptable %
and
iv. the belov,l listed sign comments are complied with. ~
It should be noted that a 25 percent increase in area of the sign above the code
regulations may be requested through a Board of Zoning Appeals variance
application. A request to increase the wall height above 6 feet may also be ~
requested through a Board of Zoning Appeals variance request. Contact the
Planning and Zoning Department for a variance application.
14. Add to sheet S-2, the color name, color code, manufacturer and type of material
proposed for each member of both wall structures that support the monument :n
signage depicted on the submitted plans.
15. To obtain uniformity with respect to the approved sign colors and the proposed ~
wall signs, it is recommended that the green color currently approved for the ,...
background of the individual lot monument signs be added to the wall structure
trim such as; the end columns and the diamond shaped feature located at the c::
center of the wall.
16. Submit a partial survey of the of the area around the location of each of the ~

proposed wall sign structures. Th~ survey shall identify the location, type and

17. Add to the submittal an enlarged site plan of each lot where the wall signs are
proposed. The site plan shall delideate the specific location of the proposed wall
structure/signs. The location of the sign may be identified as a general area,
however, the minimum sign code setback of ten (10) feet from all property lines

shall be shown. Add to each site plan of each wall sign the 25 foot on-site line
of sight triangle, required by the zoning code, that shows the area that is
required to be kept clear and unobstructed to allow cross visibility where the wall
signage is located at the corner of a corner lot. Also, add to the plan the 35 foot
on-site line of sight triangle, required by the landscape code, that shows the
area that is required to be kept clear and unobstructed between 30 inches and 6
feet to allow cross visibility through landscaping material that is located at the
corner of a corner lot. To ensure that the sign structures are not located within
an easement add to the site plan all easements of record located within the
vicinity of both wall structures. Adjust the location of the walls sign structures
and landscaping accordingly. Also, add the following note to sheet 8-2: If the
sign and sign landscaping is placed within an easement written authorization
approving the location of the sign and landscaping will be submitted, with the
sign permit application, from all utility companies that have rights to occupy the
easement(s).
18. It is recommended that a legal description be prepared that identifies a sign
easement for each wall sign structure. The sign easements shall include an
access to the sign from a dedicated public or private road and include sufficient
area around the sign structures to allow for installation, repair and maintenance
of the structure and landscaping. The legal description of the sign easements
shall be dedicated to the Quantum Park Association for perpetual maintenance
of the sign structure and landscaping located within the easement. A copy of
the recorded easement shall be submitted with the permit application for each
wall sign structure.
19. Add to the site plan the foundation landscaping that is required around the base
of each wall sign. It is recommended that a five (5) foot wide bed of native
flowering plants be installed at twelve inch centers around the entire sign
structure at both locations. It is further recommended that more than one specie
of material be used. All plants shall be placed within the sign easement. Also
add the following landscape notes to the plan:
,
i. All landscape material shall be Florida #1 or better,
ii. installed in a sound workman like manner and
ii. irrigated with an automatic water supply system.
20. It is recommended that the design (letter style)and color of the recommended
Quantum project name signage for both wall signs and the free standing sign
match. It is further recommended that both wall signs be back-lit rather than
internally illuminated.
21. To enhance the signage for the entire Quantum project, it is recommended that
the plans be modified to show the recommended wall signage on lots located at
the west entrance to the project adjacent to Gateway Boulevard.

22. Prior to the request being presented to the Planning and Development Board on
November 12, 1996 and the City Commission on November 19, 1996 a
completed site plan review application and the appropriate fee shall be
submitted to the Planning and Zoning Department no later than 5:00 P.M.,
November 4, 1996.

24. Add to sheet 81 a distinguishable symbol that represents the perimeter of the
Quantum Park PID.
25. Amend sheet 81 to show and identify the zoning classifications that abut the
subject PID properties. '

26. Indicate on sheet 81, in note form, that the Comprehensive Plan states the land
located west of lot 83 is designated for a planned industrial development zoning
Classification and the peripheral greenbelt for the Quantum P!D in this area shall
be 25 feet wide rather than 40 feet.
27. Omit from sheet 81, the 0 foot wide and 5 foot wide buffer symbol from the
legend and plans, and replace with either a 25 foot wide buffer required where
the subject property abuts a commercial, or industrial zoned property, or a 40
foot wide buffer where the subject property abuts a residential zoned property.
The only exception to implementing the greenbelt buffer requirements would be
the lots that are covered by an existing environmental requirement. As
discussed at the October 29,1996 TRC meeting, it is recommended that the
applicant contact the city's environmentalist/forester, Kevin Hallahan, to
determine which lots fall in this category. Once the lot or lots that are
enviromentallly protected have been delineated and verified by the forester,
indicate them in note form on sheet 81. However, the required size peripheral
greenbelt shall be shown and identified on sheet 81 for all perimeter lots. A
reduction in the width of the required peripheral greenbelt requires approval of a
80ard of Zoning Appeals variance application. Variance applications are
available at the Planning and Zoning Department.
28. Add to the lots that are identified on sheet 81 as "indicates parcel not included" a
distinguishable symbol and dimension that identifies the appropriate width buffer,
25 foot wide or 40 foot wide. Also indicate on sheet 81, in note form, at lot 90A
that the 80ard of Adjustment on April 17, 1995 granted approval of case #204 to
reduce the required 40 foot wide peripheral greenbelt along the east property
line to 0 feet. To clarify the areas shown on sheet 81 as "indicates parcel not
included" it is recommended that the following note be added to the phrase
indicates parcel not included; peripheral greenbelt landscaping for these areas is
shown on the individual site plans..
29. Omit the symbol that represents "indicates parcel not included" found on lot 88
and show in its place the proper location and size peripheral greenbelt. Lot 89A
is developed and the symbol and note would apply to that lot. Also omit the
symbol from the east half of lot 468 and 47C this portion of the site is not
developed and should be included with the proposed buffer plan.
30. Add the following general landscape notes to sheet 81:

31. Submit a survey of each perimeter lot shown on sheet B1. The survey shall
include the location, type and size of all easements of record. Place a note on
Sheet B 1 indicating that written approval from all utility users and outside
agencies that have rights to the Quantum lots, shall be submitted with a permit
application to install the buffer landscaping. Considering that the applicant is
requesting the buffer plan be implemented on a lot by lot bases and staffs
objective is to produce a uniform buffer around the project, it is recommended
that written authorization from all parties (utility users and outside agencies)
granting approval to install all landscape material as shown on the approved site
plan be submitted to the Planning and Zoning Department prior to the proposed
buffer being implemented on any perimeter lot. Following approval of the
approved landscaping from all utility users and outside agen~ies, it is
recommended that a landscape easement be dedicated on each lot for the
required peripheral greenbelt landscaping. The legal description of the
landscape easements shall be dedicated to the Quantum Pa,rk Association for
perpetual maintenance of the land~;caping and irrigation located within the
easement. A copy of the recorded easement shall be submitted with the permit
application for the installation of thf:\ landscaping.
32. To ensure that the buffer is uniform around the project, It is recommended that If
the utility companies and outside agencies do not approve of the landscape
material as specified on the subject approved site plan, the applicant will submit
for a new site plan approval for peripheral greenbelt landscaping. The new site
plan shall show the landscaping that each utility user and outside agency will
allow to be planted within the required peripheral greenbelt area. If the proper
buffer is not obtained with the plan that the outside agencies and utility users
approve, the new submittal may require additional land, within each lot, to be
qedicated for sufficient area to install the peripheral greenbelt landscaping. The
additional area for the greenbelt landscape easement will be an area that is not
encumbered by any easements.
33. It is recommended that the approved perimeter greenbelt landscaping be
installed on a perimeter lot by lot bases. Building improvements, on a perimeter
lot, will not receive a certificate of occupancy until the approved perimeter
landscaping permit is finialed or the approved perimeter landscaping material is
installed as part of the building permit for the perimeter lot.
34. It is recommended that on sheet B:2 (25 foot wide buffer) the spacing of the Date
Palms be shown and dimensioned at a maximum spacing of 50 foot center to
center.
35. Specify on sheet B2 the quantity, size and spacing of ground cover, medium
shrub and medium shrub (with medium texture) landscape material. It is
recommended that the required 25 foot wide buffer area be indicated with a
typical fifty foot long section. The typical plan view section drawing shall include
a width and length dimension of the buffer. The drawing shall also include a
labeled symbol that represent the location and specie of lawn grass, ground
cover, shrub, hedge, tree and palm landscape material. Accompanying the
plan view drawing shall be a plant .Iist that identifies the common and botanical
name of the plants with a specific symbol representing the native species. The
plant list shall also indicate height, spacing and quantity of material including any
other planting specifications necessary to identify the plant. The minimum code
requirement for tree or palm height is 8 feet and the minimum hedge height is 18
inches at time of planting. The code requirement for minimum spacing for hedge
material is two feet center to center. The recommended minimum spacing for
ground cover is twelve inches cent,sr to center and the recommended size

For the presentation of the project to the Planning and Development Board and
City Commission, submit to the Planning and Zoning Department no later than
5:00 P.M., November 4,1996 the following:
Considering that the request includes improvements around the perimeter
of the Quantum project, it is recommended that rather than having the
applicant provide four (4) inch by six (6) inch photographs of the adjacent
properties to evaluate the proposed improvements to the existing
conditions of the adjacent properties, the applicant is requested to provide
no less than eight (8) aerial photographs of the perim~ter of the project
that include the adjacent properties. Place a symbol on the photograph
that identifies the perimeter of the Quantum project and attach to each
picture a reduced key map that correlates the photograph to the plan view
drawing of the project.
37, The content of the site plan drawings and the permit plans are subject to
compliance with all applicable city code of ordinances. It is the applicant's
responsibility to show compliance. Additional comments may be generated
following the review of subsequent submitted plans.
38.
If recommendations are approved by the City Commission, incorporate them into
the working drawings required for permits for the project.
39.
It has been determined that this request will require one review of the submitted
plans prior to the request being forwarded to the Planning and Development
Board and City Commission. Considering that the objective of providing a
peripheral greenbelt landscaping and project identification signage is to create
uniformity and that each site greenbelt landscaping will be installed on a lot by lot
bases, it is recommended that a second submittal showing compliance with
conditions of approval granted for the request by the City Commission be made
prior to a permit request being submitted to install the approved peripheral
greenbelt landscaping or approved signs. It is further recommended that the
conditions of approval be depicted on three (3) copies of the corrected site plan
request and that the three copies be submitted to the Planning and Zoning
Department for unconditional sign-off by the TRC members or their designated
representative.

We have reviewed subject proposal and have the following comments:
1. The proposed 75' pylon sign is 55 feet taller than the 20 feet permitted by the
LDR. Chap. 21, Art. IV, Sec. 2, par. A, pg. 21-15 and Chap. 21, Art. IV, Sec. 2,
par. B, pg. 21-16.
2. The proposed pylon sign is an off-premise sign by virtue of the multiple
advertisers and is therefore prohibited. Chap. 21, Art. II, Sec. 3, par. T, pg. 21-8.
3. The proposed entrance wall sign identified multiple off-premises users, and is
therefore prohibited. Chap. 21, Art. II, Sec. 3, par. T, pg. 21-8.
4. The proposed pylon sign is approximately three times larger than maximum
permissible 64 sq. ft. Chap. 21, Art. IV, Sec. 2, par. B, pg. 21-16.
Most of these requirements cannot be granted variances because they do not fall under specific
conditions by which variances can be considered. Chap. 21, Art. II, Sec. 1, pg. 21-5.

the following comments are offered:
1.
The proposed pylon sign contains several deficiencies to our sign code
with respect to signage permitted in industrial districts. Those deficiencies
are as follows:

a. The height allowed is twenty feet; the proposed pylon is seventy-
five feet high.

b. The proposed pylon suggests several "advertisers" which makes
the sign both off-premise and billboard. Those type signs are not
permitted in an industrial zone.

As proposed, the entrance wall signage, does not identify the property but
rather one of its occupants. Such signage would be considered off-premise
signage and, therefore, disallowed in any zoning district.

In reading the sign code, a sign program is intended to provide for signage continuity and control
for atheistic purposes, not a vehicle to promote drastic departures from our standards as this
application appears to propose.

The following is a list of comments and recommendations regarding the review of the
above-referenced project. All comments and recommendations ca be rectified on the
plans at time of permitting if the site plan request is approved. The Planning and
Zoning Department staff believe the recommendations identified below will enhance
the proposed development. The applicant shall understand that all documents and
plans submitted for site plan review and building permits are subject to additional
comments. I recommend that the applicanUagent contact me regarding questions
related to the comments. If the applicant is not intending to correct code deficiencies
and they request that the project remain on the review schedule they should contact me
regarding the procedures, application forms, fees and submittal deadline dates for
seeking relief from the code requirement.
1. Add to sheet S-1 the color name, color code, manufacturer and type of material
proposed for each member of the free standing sign support structure.
2. To obtain some uniformity with respect to the approved sign colors and the
proposed free standing sign, it is recommended that the color of the perimeter of
the proposed sign support structure match the green color that is specified in the
current sign program for monument signs located on individual lots.
3. Add to sheet S-1 the color name, color code, manufacturer and type of material
proposed for the sign face, sign panels and sign panel framework for the free
standing sign.
4. Specify on sheet S-1 which of the sign panels will be illuminated.
5. Amend the plans to show the area and height of the free standing sign
consistent with the area and height specifications identified in the sign code
regulations.
6. Submit a partial survey of the area around the location of the proposed free
standing sign. The survey shall identify the location, type and size of all
easements of record located within the vicinity of the proposed free standing
sign.
7. Add to the key map found on sheet S-1 or add to the submittal an enlarged site
plan delineating the specific location of the proposed free standing sign. The
location of the sign maybe identified as a general area however, the minimum
sign code setback of 10 feet from all property lines shall be shown. To ensure
that the sign structure is not located within an easement, add to the site plan all
easements of record in the vicinity of the sign. Also, add the following note to

sheet S-1: Written authorization, approving the location of the sign, from all
utility companies that have rights to occupy the easement(s) shall be submitted
with the sign permit application for the free standing sign.
8. Add to the site plan the foundation landscaping that is required around the base
of the free standing sign. The following landscaping is recommended if the
requested free standing sign is approved: four (4) -12 foot tall large canopy
native trees, twelve (12) - 10 gallon native multi-trunk shrubs and twenty-five
(25) - 3 gallon native hedges be spot planted around the base of the sign
structure. All plants shall be placed within a sign easement. Also add the
following landscape notes to the plan:
i. All landscape material shall be Florida #1 or better,
ii. installed in a sound workman like manner and
ii. irrigated with an automatic water supply system.
9. Prepare a legal description that identifies a sign easement for the free standing
sign. The sign easement shall include a 12 foot wide access to the sign from a
public or private road and include sufficient area around the sign structure to
allow for installation, repair and maintenance of the structure and landscape
material. The legal description of the sign easement shall be dedicated to the
Quantum Park Association for perpetual maintenance of the sign and
landscaping located within the easement. A copy of the recorded easement
shall be submitted with the permit application for the free standing sign.
10. Add to sheet S-1 the color name, color code, manufacturer and type of material
proposed for each member of both wall structures proposed to support the
monument signage depicted on the submitted plans.
11. To obtain uniformity with respect to the approved sign colors and the proposed
wall signs, it is recommended that the green color currently approved for the
background of the individual lot monument signs be added to the wall structure
trim such as; the end columns and the diamond shaped feature located at the
center of the wall.
12. Submit a partial survey of the of the area around the location of each of the
proposed wall sign structures. The survey shall identify the location, type and
size of all easements of record in the vicinity of the proposed wall sign
structures.
13. Add to sheet S-2, dimensions delineating the specific location of each wall
structure on the subject lot. The location of the sign maybe identified as a
general area however, the minimum sign code setback of ten (10) feet from all
property lines shall be shown. Add to each site plan of the wall signs the 25
foot on-site line of sight triangle that shows the area that is required to be kept
clear and unobstructed to allow cross visibility where the subject lot is located
abutting an intersection of two rights-of-way. Also, add to the plan the 35 foot
on-site line of sight triangle that shows the area that is required to be kept clear
and unobstructed between 30 inches and 6 feet to allow cross visibity through
landscaping material that is located on a corner lot. To ensure that the sign
structures are not located within an easement add to the site plan all easements
of record located within the vicinity of both wall structures. Adjust the location of
the walls sign structures and landscaping accordingly. Also, add the following
note to sheet S-2: Written authorization, approving the location of the wall
structure, from all utility companies that have rights to occupy the easement(s)
shall be submitted with the sign permit application for the free standing sign.

14. Prepare a legal description that identifies a sign easement for each wall sign
structure. The sign easements shall include an access to the sign from a public
or private road and include sufficient area around the sign structures to allow for
installation, repair and maintenance of the structure and landscaping. The legal
description of the sign easements shall be dedicated to the Quantum Park
Association for perpetual maintenance of the sign structure and landscaping
located within the easement. A copy of the recorded easement shall be
submitted with the permit application for each wall sign structure.
15. Add to the site plan the foundation landscaping that is required around the base
of each wall sign. It is recommended that a five (5) foot wide bed of native
flowering plants be installed at twelve inch centers around the entire sign
structure at both locations. It is further recommended that more than one specie
of material be used. All plants shall be placed within the sign easement. Also
add the following landscape notes to the plan:
i. All landscape material shall be Florida #1 or better,
ii. installed in a sound workman like manner and
ii. irrigated with an automatic water supply system.
16. To remove the off-premise classification of the walls signs that are presently
depicted on the submitted plans and to unify the proposed site wall signage with
the Quantum project it is recommended that the Quantum name be added to the
center section of each wall sign structure. It is also, recommended that the
design and color of the recommended project name sign match the signage
displayed on the proposed free standing sign. It is further recommended that
the recommended project identification signage and the two adjacent business
signs be back-lit signs rather than internally illuminated.
17. Amend the plans to show the area and height of both wall signs consistent with
the area and height specifications identified in the sign code regulations. To
clarify the height of the proposed wall sign structures, specify on sheet S-2 the
grade elevation of the top of the wall sign structure and the finish grade of the
land around the perimeter of the sign structure. Also indicate the finish grade at
the center of the Gateway Boulevard and High Ridge Road intersection.
18. To enhance the signage for the entire Quantum project it is recommended that
the plans be modified to show the proposed wall signage on lots located at the
West entrance to the project adjacent to Gateway Boulevard.
19. Prior to the request being presented to the Planning and Development Board on
November 12, 1996 and the City Commission on November 19, 1996 a
completed site plan review applications and the appropriate fee shall be
submitted to the Planning and Zoning Department no later than 5:00 P.M.,
November 1, 1996.
20. Prior to the request being presented to the Planning and Development Board on
November 12, 1996 the following shall be submitted to the Planning and Zoning
Department no later than 5:00 pm, November 1, 1996:
one (1) copy (not mounted) of the elevations of all sides of each sign
structure including sign face. The elevation view drawings shall be
colored to match the colors referenced on the elevation view drawings.
Also provide samples of each proposed color. The samples shall identify
the color name, color code and manufacturer (minimum size 2" by 2").

21. Add to sheet B1 a distinguishable symbol that represents the perimeter of the
Quantum Park PIO.
22. Amend sheet B 1 to show and identify the zoning classifications that abut the
subject PIO properties.
23. Indicate on sheet B1, in note form, that the Comprehensive Plan states the land
located west of lot 83 is designated for a planned industrial development zoning
classification and the peripheral greenbelt for the Quantum PIO in this area shall
be 25 feet wide rather than 40 feet.
24. Omit from sheet B1, the 0 foot wide and 5 foot wide buffer symbol from the
legend and plans and replace with either a 25 foot wide buffer required where
the subject property abuts a commercial or industrial zoned property or a 40 foot
wide buffer where the subject property abuts a residential zoned property. A
reduction in the width of the required peripheral greenbelt requires approval of a
Board of Zoning Appeals variance application. Variance applications are
available at the Planning and Zoning Department.
25. Add to the lots that are identified on sheet B1 as "indicates parcel not included"
a distinguishable symbol and dimension that identifies the appropriate width
buffer, 25 foot wide or 40 foot wide. Also indicate on sheet B1, in note form, at
lot 90A that the Board of Adjustment on April 17, 1995 granted approval of case
#204 to reduce the required 40 foot wide peripheral greenbelt to 0 feet. To
clarify the areas shown on sheet B 1 as "indicates parcel not included" it is
recommended that the following note be added to the phrase "indicates parcel
not included; peripheral greenbelt landscaping for these areas is shown on the
individual site plans.
26. Omit the symbol that represents "indicates parcel not included" found on lot 88
and show in its place the proper location and size peripheral greenbelt.
27. Add the following general landscape notes to sheet B1:
I. All plant material shall be graded Florida #1 or better as described
in the
II. All landscape material shall be installed in a sound workman like
manner.
iii. All landscape material shall be irrigated with an automatic water
supply system.
28. Submit a survey of each perimeter lot shown on sheet B 1. Show and identify on
each survey the location, type and size of all easements of record. Place a note
on Sheet B1 indicating that written approval from all utility users and outside
agencies that have rights to the Quantum lots, shall be submitted at time of
permit review for the landscape plans. The written authorization from all
parties shall grant approval to install all landscape material as shown on the
approved site plan. Following all approvals a landscape easement shall be
dedicated on each lot for the required peripheral greenbelt landscaping. The
legal description of the landscape easements shall be dedicated to the Quantum
Park Association for perpetual maintenance of the landscaping located within
the easement. A copy of the recorded easement shall be submitted with the
permit application for the installation of the landscaping.
29. If the utility companies and outside agencies do not approve of the landscape

material as specified on the subject approved site plan the applicant will submit
for a new site plan approval for peripheral greenbelt landscaping. The new site
plan shall show the landscaping that each utility user and outside agency will
allow to be planted within the required peripheral greenbelt area. The new
submittal may require additional land, within each lot, to be dedicated for
peripheral greenbelt landscaping.
30. It is recommended that the approved perimeter greenbelt landscaping be
installed on a perimeter lot by lot bases. Building improvements on a perimeter
lot will not receive a certificate of occupancy until the approved perimeter
landscaping permit is finialed or the approved perimeter landscaping material is
installed as part of the building permit for the perimeter lot.
31. On sheet B2 (25 foot wide buffer) show and dimension the Date Palms a
maximum spacing of 50 foot center to center.
32. Specify on sheet B2 the quantity, size and spacing of ground cover, medium
shrub and medium shrub (with medium texture) landscape material. It is
recommended that the required 25 foot wide buffer area be indicated with a
typical fifty foot long section. The typical plan view section drawing shall include
a width and length dimension of the buffer. The drawing shall also include a
labeled symbol that represent the location and specie of lawn grass, ground
cover, shrub, hedge, tree and palm landscape material. Accompanying the
plan view drawing shall be a plant list that identifies the common and botanical
name of the plants with a specific symbol representing the native species. The
plant list shall also indicate height, spacing and quantity of material including
any other planting specifications necessary to identify the plant. The
minimum code requirement for tree or palm height is 8 feet and the minimum
hedge or shrub height is 18 inches at time of planting. The code requirement for
minimum spacing for hedge or shrub material is two feet center to center. The
recommended minimum spacing for ground cover is twelve inches center to
center. Amend the plans accordingly. The design of the 25 foot wide
peripheral greenbelt is acceptable, however, the greenbelt area and landscaping
shall be in addition to other code requirements including the vehicle use area
landscape area and material screening required by the landscape code, which
includes: a 5 foot wide landscape strip along a right-of-way. The 5 foot wide
landscaped area is to include; trees 40 foot on center (8 foot tall at time of
planting) and a continuous hedge (18 inches tall at time of planting and spaced
2 foot on center). Vehicle use area screening is also required along interior
property lines the interior property line screening consists of a 2.5 foot wide
landscape strip and a continuous hedge (18 inches tall at time of planting and
spaced 2 foot on center).
33. Specify on the lower portion of sheet B3 the quantity and spacing of low ground
cover, medium/tall shrub, accent tree, canopy tree and palm tree landscape
material. It is recommended that the required 40 foot wide buffer area be
indicated with a typical one hundred foot long section. The typical plan view
section drawing shall include a width and length dimension of the buffer. The
drawing shall also include a labeled symbols that represent the location and
specie of lawn grass, ground cover, shrub, hedge, accent tree, canopy tree and
palm landscape material. Accompanying the plan view drawing shall be a plant

transparencies of the site plan showing the location of all proposed signs and
peripheral greenbelt landscaping. Also include transparencies of the elevations
views of both the free standing and wall signs.
35. For the presentation of the project to the Planning and Development Board and
City Commission, submit to the Planning and Zoning Department no later than
5:00 P.M., November 1, 1996 the following:
To compare the architectural design and landscaping of the proposed
request to the adjacent properties, the applicant shall submit four (4) inch
by six (6) inch colored photographs of the subject site and adjacent
properties. The photographs shall be of all four compass directions
around the proposed location of the signs. More than one photograph
from each side of the property may be required to fully illustrate the
existing conditions around the proposed sign locations and proposed
peripheral greenbelt landscaping. To delineate what the picture is
representing, place a label on the front of the photographs identifying the
compass direction with respect to the subject site. The Planning and
Zoning Department staff will mount the photographs for presentations to
the Planning and Development Board and City Commission.
36. The content of the permit plans are subject to compliance with all applicable city
code of ordinances. It is the applicant's responsibility to show compliance.
Additional comments may be generated following the review of permit plans.
37. If recommendations are approved by the City Commission, incorporate them into
the working drawings required for permits for the project.

Project - Quantum Park (peripheral greenbelt and modified PCD sign program)
Location - Northwest and southwest corners of the intersection of 1-95 and
Gateway Boulevard
Applicant - Roscoe Biby, Kimley Horn & Associates, Inc. (subject to change as
application not yet received)
File No. - MSPM 96-007
Find attached for your review the plans and exhibits for the above-referenced project. New Site
Plan approval for this project will be granted by the City Commission. To ensure that the project
stays on line with the review time frame, I request that the plans and exhibits be reviewed
and formal written comments transmitted to the Director of the Planning and Zoning
Department no later than 5:00 P.M. on October 16. 1996. (This application is being
expedited as per City Manager.) Do not return plans and exhibits. Retain same for the
review of the amended plans (second review).
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land Development Regulations, Chapter 4,
Site Plan Review, Section 8 of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete
based on the submittal requirements identified in Section 7 of the Site Plan Review
Ordinance. However, if the data provided to meet the submittal requirements is insufficient
to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested
by the reviewer through the Planning and Zoning Department.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans
depict or when the location and installation of their departmental required improvements may
conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility,
the comment and the specific code section may be included in their review comments with
the name of the appropriate TRC Member that is responsible for the review specified.

6. If a TRC member finds the plans acceptable, he/she shall forward a memo, within the time
frame stated above, to the Planning and Zoning Director stating that the plans are approved
and they do not have any comments on the plans submitted for review and recommend the
project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and Zoning
Department for distribution to the applicant. Please include the name and phone number of the
reviewer on this memo. Michael Haag will be the Planning and Zoning Department staff member
coordinating the 1 st review of the project.
The Planning and Zoning Department will send the applicant a cover letter which includes the
comment(s) and directions to amend the plans to comply with the comments and the procedures
for resubmission. When the Planning and Zoning Department receives the amended plans, they
will distribute the plans with a cover memo to all TRC Members for review and approval.
