The development site plan has been identified as "CITRUS GLEN Phase #2". The project has two accesses, which consist of one into the Citrus Glen Phase #1 roadway network and the other driveway intersects the main school access, which intersects Lawrence Road. Also, Lawrence Lake, a minor residential development located just south of the School site, is included in the analysis. For additional background information and details, reference should be made to the Site Location Map -- Figure #1. To ensure that the traffic flow and safety issues are properly addressed, the City of Boynton Beach requires that a current traffic impact analysis & report be undertaken to address the traffic generated by the proposed development and its effect on the adjacent highway links & intersections. As a result Murray - Dudeck & Associates, Traffic Engineering Consultants have been retained by the developer to investigate and determine the traffic impacts created by the proposed Citrus Glen residential community. In conducting the traffic study, it was necessary to evaluate the existing highway network and their associated traffic volumes. Then the development traffic had to be determined and assigned to the surrounding highways. Consideration of adjacent trip attractions and trip productions was important in examining the development trip patterns. This includes traffic from Citrus Glen Phase #1, Lawrence Grove, and Lawrence Lake projects. Traffic data from Palm Beach County and the Florida Department of Transportation was utilized. Also, the map & graph data published by the Area Planning Board was used. Furthermore, an inventory of the adjacent highway network was undertaken. Based on the previously indicated factors, a compilation of trip percentages was derived as displayed in the Trip Distribution Percentage -- Figure #2 & Figure #2A. TRAFFIC ASSIGNMENT ------------------ ------------------ By utilizing the trip distribution percentages indicated in Figure #2 and Figure # 2A the development traffic for Citrus Glen Phase #2 and Lawrence Lake on each affected highway link within the area of influence can be determined. The computations are depicted in the Citrus Glen Phase #2 Daily Traffic Figure #3 and Lawrence Lake Daily Traffic -- Figure #3A. So that the existing traffic conditions and the resulting impacts due to the development can be properly evaluated, it is necessary to determine the daily traffic levels on ALL HIGHWAY LINKS within the zone of influence. This data is depicted in the Existing + Development (Citrus Glen Phase #2 + Lawrence Lake) Daily Traffic -- Figure #4. Since a realistic build-out for the project is 5-7 years, it is important to evaluate the estimated background traffic, which are trips to be generated by other approved projects. Standard practice within Palm Beach County is to reflect the 50% estimated background traffic. This data is depicted in the Existing + Development (Citrus Glenn Phase #2 + Lawrence Lake) + 50% Background Daily Traffic -- Figure #5. As a special requirement of the City of Boynton Beach, it was necessary to evaluate the traffic conditions, assuming full land use development. Z ~ MURRAY-DUDECK & ASSOCIATES HIGHWAY CAPACITY ANALYSIS ========================= To determine the level of service of the adjacent highway links, which the subject project will impact, it is essential to examine the highway carrying capacity. Reasonable and acceptable traffic movement can be achieved if the roadway sections are operating at or above level of service "D". Based on Palm Beach County criteria, for a 2-lane undivided highway a total of 15,800 vehicles per day results in "D" service, for a 4-lane divided highway the figure is 36,000 vehicles per day, for a 6-lane divided highway the figure is 55,800 vehicles per day. Furthermore, to achieve the optimum expected traffic flow it requires that all links operate at level of service "c" or better, which is 13,100 vehicles per day for a 2-lane undivided highway, 30,000 vehicles per day for a 4-lane divided roadway, 46,400 vehicles per day for a 6-lane divided roadway. A careful examination of the daily traffic figures shown in Figure #4 was made so that the highway link capacities could be determined. Under the existing traffic levels & current highway geometrics a number of links are below acceptable level of service, as depicted in the Highway Link Capacities -- Figure #10. However, by incorporating the roadway improvements, as indicated in the PALM BEACH COUNTY 5 YEAR WORK PROGRAM & shown in Figure #11, sufficient capacity will exist. Details of the link capacity analysis are depicted in Figure #10. Lastly, the highway link capacity with the 5-Year Work Program Highway Geometrics and with full build-out on the land use would result in most links being excessively over-capacity. Most links would be at Level of Service "E" as indicated in Figure #10. To determine the peak hour impacts, it is necessary to evaluate the traffic movements at the critical adjacent intersections within the 1.5 mile zone of influence. The specific intersections and corresponding traffic movements are shown in Figure #8 & #9. By utilizing the Transportation Research Circular #212, the Critical Movement Analysis" methodology, a determination of the actual level of services can be made. As mandated by Palm Beach County, all highway links within the influence area of traffic impact have to be analysed to determine if there are critical traffic capacity constraints. Specifically, when the existing daily traffic is over level of service "D" on any link and the development significantly impacts the traffic level, then the project is a Category "A". Likewise, when the link total daily traffic exceeds level of service "D" and the development significantly impacts the traffic level, then the project is a Category "B". Thus a detailed analysis of the daily traffic (Citrus Glen Phase #1 & #2, Lawrence Lake and Lawrence Grove) on the affected links within the traffic zone of influence was undertaken. The results are depicted in the Traffic Performance Standard Evaluation -- Figure #12. Based on this evaluation the following comments are offered: #1 In analyzing the daily traffic under the criteria in Category "A" on all affected links, the results indicated that the project is not flagged as a Category "A" project. Therefore, this project DOES NOT have to committ to offsite roadway improvements, before even being considered a viable project submission. #2 In reviewing the daily traffic under the criteria in Category "B" on all affected links, the results indicated that the project is not flagged as a Category liB" project. However, the need to consider density reductions is not necessary. #3 An examination of the daily traffic in conjunction with the Category "c" requirements, substantiates that the proposed development at full capacity is a Category "c" Project. The PHASING requirement is such that no phase impacts a thoroughfare greater than 2,000 trips/day on a 2-1ane undivided highway and 4,800 trips/day on a 4-lane divided highway. Based on the Land Use Plan in the Palm Beach County Comprehensive Plan this property has a land use category of MEDIUM - MEDIUM HIGH RESIDENTIAL, which has a standard density of 8 dwelling units/acre. The proposed development is 3.79 dwelling units/acre, which is approximately a 53% reduction in the density. An analysis of the traffic depicted in Figure #4 and the capacity findings shown in Figure #10, verifies that the increased traffic will not change the level of services. However, such an increase will reduce the quality of traffic flow and cause some minor increases in the delay, which can be assumed to result in some increased adverse conditions under the existing zoning. Thus, the proposed development is a positive improvement from the standpoint of reducing the allowable traffic impacts under current zoning. FAIR SHARE TRAFFIC IMPACT FEES ------------------------------ ------------------------------ Based on the Palm Beach County Ordinance #85-10, developers are required to pay a fair share fee for impacts created by their development traffic. Furthermore, the traffic impact fee of $172,444 should be applied toward any INDIRECT ACCESS IMPROVEMENTS, because they are mitigating transportation problems which will substantially benefit non-development traffic.
