RE: CITRUS GLEN-MASTER PLAN MODIFICATION
Delfin F. Menendez, agent for Intracoastal Developers, Inc., has
requested a modification to the previously approved master plan
for the citrus Glen PUD. The modification requested is to change
the layout and design of the southern portion of the project to
allow for the incorporation of Phase II, as outlined in the
attached correspondence. The application for the annexation,
land use amendment and rezoning of the Citrus Glen Phase II
addition was submitted to the Planning Department on the October
1, 1987 deadline, and has been scheduled for public hearings on
December 10, 1987 before the Planning and Zoning Board and
December 17, 1987 before the City Commission.
The procedure for approving master plan modifications in planned
unit developments is twofold. First, the City Commission must
make a determination as to whether or not the changes requested
are substantial in nature. A determination of substantial change
on the p?rt of the City Commission, which has sole discretion in
this matter, would require a new application for PUD. On the
other hand, a determination of no substantial change allows the
forwarding of the request to the Planning and Zoning Board. The
Planning and zoning Board then may approve the request. This
procedure appears in ~ppendix B, Section 12 of the Code of
Ordinances.
With respect to the change requested by Mr. Menendez, the
Technical Review Board (TRB) met on Thursday, October 22, 1987,
to review the plans submitted, and they offer for your
consideration, a recommendation that the City Comm~ssion make a
finding of no substantial change for the requested modification,
and tqat the Planning and Zoning Board approve this request
subject to the attached comments from the Engineering Department,
Planning Department, and City Forester/Horticulturist.

Upon review of the above mentioned site
plan modification, the following
comments must be addressed in order for
the project to conform with Boynton
Beach city codes:
I. Building must meet Table 600 of the
SBCCI.
2. Lite poles must be designed for wind
load.
3. All signage to be in accord with
approved sign program.
4. Will live oaks or black olive be
planted? Black olive is not a
native tree, yet black olives have
been approved as a substitution.
However, the 50% native rule must

Staff Comments
1. The energy source specified for the lighting is not
recognized in the Energy Element of the City's Comprehensive
Plan Evaluation and Appraisal Report (page 249) or the
Parking Lot Regulations (section 5-142(a)) as energy
efficient. High pressure sodium, low pressure sodium or
metal halide are acceptable. Also, the lights proposed on
lot 186 should be shielded to mitigate glare onto the
adjacent residential lots. Appendix A, Section 4(N)7.
2. Little, if any, pretreatment will occur with the proposed
drainage design of the parking lot on lot 186. The grassed
areas along the periphery of the parking lot should be used
to pretreat storm water before discharge into the catch
basins. All drainage designs must be substantiated with
drainage calculations and spot elevations. Appendix C,
Article X, Section 5B and Article X, Parking Lots, Section
5-142(f).
