(Private Security System and Site Fences)
As a condition of site plan modification, the following comments
should be incorporated into the related documents by the appli-
cant:
1. The overall heights of site fences are limited to six (6)
feet.
2. The homeowners documents should provide for perpetual main-
tenance of the site fences by the Homeowners Association.
The applicant's prompt compliance with the preceding comments
will insure a timely permitting process.

Abandonment and Fence
We can approve this project, subject to the following conditions:
1. The water meter for the guardhouse should be relocated to the
utility easement located along Executive Circle.
2. Indicate the location of the fence relative to the utility
easement between Lot 64 and the City's lift station.
3. The fence on the City's property must be maintained by the
developer or the subsequent association. Please provide this
assurance in writing, to be recorded with the deed for the
association's commonly-held area.

RE: CITRUS GLEN
STAFF COMMENTS
Please be advised of the Planning Department's comments with respect to the
above-referenced request for an amended site plan.
1. To follow-up the note on the plans that "the Homeowners Association shall
be liable for damages to city emergency vehicles on duty", a hold harmless
agreement shall be drawn up and reviewed by the City Attorney.
2. Provide details for guardhouse parking.
3. Show the proposed fence locations on the master development plans
consistent with the previously approved fences.
4. Since previously approved fences are to be maintained by the Homeowners
Association, the association documents shall include maintenance of the
proposed fences on lots 100-110. If document revisions are necessary,
they shall be reviewed by the City Attorney.
5. Clearly indicate on sheet L-3A where the chain link fence and the shadow
box fence are to be located in relation to each other around the city
lift station. A written agreement should be submitted for review by the
City Attorney regarding which party will maintain the fences and land-
scaping around the lift station.
6. Due to the visual distance of the security gates at Temple Avenue, Orange
Drive and Citrus Trail from the guardhouse on Citrus Avenue, the proposed
system would require all guests, service vehicles with deliveries or on
call and city emergency vehicles to check in at the guardhouse in the
middle of the development resulting in decreased response time and confusion.
In addition, there is not a master association for the Executive Estates
and Citrus Trail plats. Each is controlled by a separate association.
This may present a problem since the guardhouse manned with a 24 hour guard
is situated in the Executive Estates plat.
