COMMENTS: 1. The chart listing amended setbacks indicates different requirements for pools/spas/jacuzzis and screen enclosures. Illustrate these different setback requirements on separate drawings for the following categories: a. building b. pool/spa/and jacuzzi, and c. screen enclosure 2. Provide a statement on the master plan that within the 10 feet, non-zero lot line setback area trees, decorative elements and other access obstructions do not exist or, if they do, will be removed or relocated prior to receiving a building permit for a pool, spa, jacuzzi, or screen enclosure. 3. To maintain an unobstructed access to the lot it is recommended that a 10 feet wide access easement be established and dedicated along the non-zero lot line at time of permit. 4. Provide a statement by a registered engineer that the drainage can be handled by the existing drainage system when amenities on all lots are constructed. 5. It is recommended that modified setback requirements, as proposed by petitioner will apply only to the following courtyard houses, as these are the only courtyard houses that currently have no existing utility easements in the sideyard and pose no Fire Department access problems: 2, 11, 12, 14, 16, 18,19,21,53,63,99,126,131-138,143,145-147, 149-152, 154, 156, 157, 190, 192, 193, 195 and 196. As this proposal was submitted for the entire P.U.D., the request cannot be approved due to the presence of utilities in the side yards of these lots. 2. Utilities is concerned that the residents within Citrus Glen and the surrounding subdivisions will not receive as clear a notice of proposed change should this go through as a master plan modification as it would if a variance request for each lot, as requested, were submitted. It is our recommendation that the plan not proceed through the review process. Reduce the non-zero side setback for screen enclosure from 15 feet to 5 feet. Please be advised of the following comments relative to the review of the above referenced request for master plan modification: 1. Submit an adjusted letter from the Homeowners Association Board of Directors stating specifically; what is requested regarding setbacks and what lots are involved. Include a statement regarding the reason for the request. The letter shall reference drawings and/or exhibits that illustrate the request. It is recommended that the letter and plans indicate an overall height for the proposed screen enclosures. Remove the notes from the detail drawings and omit the Homeowners Association conditions from the letter and detail drawings. 2. If the request is for courtyard home lots only, specify same in the letter and provide plot plan drawings showing the location of the footprint of the requested screen enclosure with pool/deck for each different type of lot configuration/location in the development that have a courtyard home. The requested location of the screen enclosure, including pool and deck, shall be identified by dimensioning the distance from the abutting property lines (front, side and rear) to a symbol that represents the perimeter of the proposed screen enclosure, pool and deck. Below each lot configuration/location drawing, identify the lot numbers that they represent. All of the lots that are included in the request to reduce the 15 foot non-zero side setback to 5 foot for screen enclosures with screen roofs shall be listed in the letter and identified under each different type of lot drawing. The following is an example of the various lot configurations/locations within the development: i. double frontage lots - lots that have street frontage at the rear and front of the lot (example; lots 7, 25, 42, 53, 61, 94, 147 and 158) corner lots back to back lots lake lots - lots that abut a lake tract common ground lots - lots that abut common ground other than lake tracts (such as open space) other odd shaped lots or lots that have a unique location ii. iii. iv. v. vi. 3. If the request is to allow all lots to have a 5 foot non-zero side setback for screen enclosures, with screen roofs, state same in the letter and provide a drawing showing the location of the requested setbacks for each of the different lot configurations/locations in the development.
