Rick Rossi, the representative for Citrus Park PUD, has requested
a time extension for the filing of the final plat for this
development.
The preliminary plat for this PUD was approved in January 1991 and
extended by the City to June of 1992. Mr. Rossi is now seeking to
backdate his approval and extend it until November of 1993.
The Planning and Development Board, at its meeting of November 10,
1992, reviewed this request and forwarded it to the City Commission
with a recommendation for approval until January of 1994.
This item has been scheduled for City Commission review on November
17, 1992.

Tract F Buffer (fence)
After reviewing the plat document and discussing this matter with
both Felix Granados, Jr. and the City Manager, it was agreed that
the language on the plat document for Tract "F" designates this
area as a landscape buffer and not as common open space. There
is no prohibition that I am aware of that prohibits the placement
of a fence in a buffer area, subject to the issuance of a permit.
Furthermore, there is no requirement for master plan or site plan
approval in this particular situation.

December 18, 1989, the work on Lawrence Road and Miner Road is a
bonded improvement for the Plats of Executive Estates and Citrus
Trails within the citrus Glen Planned Unit Development (see
attached copy of letter from Enrico Rossi to Tom Clark, dated
July 14, 1988). The Engineering Department should inspect the
work that has been done and, in accordance with Article XII of
the Subdivision Regulations, make a recommendation to the City
commission as to whether the bond should be called and the work
completed under the City's direction.

Our firm represents Belvedere Construction Co. Bel vedere
Construc~ion was the prime contractor on certain construction along
Lawrence Road for approximately 1300 feet North and Soutll of Miner
Road - permit #:RjW 136-888. We are writing this letter to place
the County, the City, the Owner, the Owner I s Engineer and the
respective subcontractor on notice that this road, specifically
construction along Lawrence Road and Miner Road in Boynton Be~ch
has no~ been completed and a current drive by of sections of the
site reveals that they may be hazardous to traffic and pedestrians.
The O'wner has breached its contract with Belvedere and by this
letter we are placing the County, the City, the Owner, tile Owner's
Engineer and the respective subcontractor of these hazardous
conditions and that Belvedere will not be responsible for any
injuries which occur on this roadway. Belvedere will seek
indemni ty and contribution from all parties who have notice of

RE: Annexation l:equests; Lawrence Groves & Citrus Glen
Upon review of the subject properties consideration should be given
to providing a neighborhood park which will service these developments
as well as other r~~idential areas currently developed or to be developed
in the immediate vicinity.
As the School Board is considering purchase of an 18 acre site
between these developments and a 26 acre undeveloped parcel is adjacent
to the school siee, an opportunity exists to acquire a portion of the 26
acre site, andwiLh Lhe cooperation of the School Board, develop a
school/park complcA.
Acquisition and development funding for such a project would come
from the Land Dedic,ition Trust Fund. The subject developments will be
required to provide fees in lieu of land per our subdivision regulations
which would be a~)plied to these costs. Operation and maintenance costs
for the new park site would be funded from the general fund and would
add to the Park Division~ budget requirements. Exact annual costs will
depend upon final size and design and use of the site.
The development of school/park sites is consistent with our
comprehensive plan recommendations and goals.

Dear Kevin:
In reference to your May 5, 1988 memorandum and in accordance with
our meeting in the afternoon of August 12th, the two items not fully
addressed in our revisions to your comments of reference were:
1. The relation to the Littoral and Upward Hardwood Management
Plan and its implementation.
2. Underground sleeves for irrigation of possible future medians
on Miner Road.
With respect to the first comment we are going to instruct the Developer
to incorporate in the Homeowners Association Documents as part of the
Association responsibilities the implementation of the Management Plan
prepared for the Littoral and Upward Hardwood Management Plan (Copy
Attached) .
For the second, we will remind the site Engineers, Rossi & Malavasi,
to coordinate the location and placement of such sleeves during the
project construction.
If further action is required, let us know. Thank you for your cooperation

This proposed development site calls for implementation of three
man-made lakes. According to current development guidelines of
the City, such physical elements must be designed with littoral
zones. By definition, a littoral zone (or rim) is, "the edge of a
water body where the water is shallow enough to permit light pene-
tration to its bottom, typically occupied by rooted plants."
(Environmental Quality by Design: South Florida1 Veri, Jenna, and
Bergamaschi; University of Miami Press; c. 1975.) In a broader
sense of the definition, a littoral zone serves as a transitional
ecosystem between wetland areas and upland areas with a specific
range of vegetation. Citrus Glen, therefore, requires a littoral
zone with introduced indigenous vegetation and a management plan
for that same littoral zone.
I. Littoral Maintenance Program
A. During the development process the Developer will main-
tain vegetative (tree, shrub, ground cover, and water-
borne plant) material installed within the littoral
zones according to the guidelines established below.
Upon completion of construction of the littoral zones,
the Developer may, at his discretion, assign responsi-
bility of maintaining the vegetation within the littoral
zones to an association of homeowners when such an
association exists. When a Home Owners Association is
given responsibility to maintain all vegetation within
the littoral zones then that same Association shall
maintain the vegetation in accordance with the mainten-
ance plan outlined below. This Littoral Zone Management
Plan for Citrus Glen shall be binding and shall be made
a part of the Home Owners Association Documents and
shall also be referenced on recorded plat documents.
B. It is not reasonable to expect the littoral zone vegeta-
tion will be maintained and nurtured precisely and as
delicately as naturally occurring littoral zones are
within nature. However, some form of maintenance must
be implemented in order to promote the man-induced zones
and to insure some semblance of success/survivability.

Therefore, the following maintenance plan is minimal in
scope, application, and execution and pertains to the
littoral zone only.
1. Plant identification;
2. Propagation;
3. Exotic control;
4. Irrigation;
5. Fertilization;
6. Pruning;
7. Protection;
8. Replacement;
9. Education.
C. Plant identification: Considering the geographical loca-
tion of Citrus Glen and the City of Boynton Beach, and
the geological and soil characteristics, man-made
littoral zones should be considered to occupy a combina-
tion of two zones (from low to high elevation); marsh/
mangrove zone and forest zone. Because mangrove char-
acteristics are more dominant in this area than are
marshes, the mangrove ecosystem should be emphasized in
conjunction with the forest zone.
The marsh/mangrove zone vegetation typically includes:

should be encouraged. Additional plant species of only
indigenous nature, installed by knowledgeable persons
directed by the Home Owners Association, should be
allowed.

Propagation by artificial means (grafting, layering,
etc.) should be avoided to minimize further human impact
after initial installation. This restriction promotes
natural selectivity and generation.
E. Exotic control: It will be natural to have an influx, at
first, of undesirable vegetative types such as weeds
(many sub-species), noxious water-borne plants such as
water hyacinth (Eichhornia crassipes), and invasive
trees such as Australian pine (Casuarina spp.), Brazil-
ian pepper (Schinus terebinthifolius), and the punk tree
(Melaleuca spp.). Careful identification of any plant
material should be conducted by knowledgeable persons
under the direction of the Home Owners Association prior
to any form of applied exotic control.
Control of exotic species (any plant type not normally
found within that particular ecosystem/plant associa-
tion) is conducted by chemical eradication or manual
eradication. It is recommended that manual methods only
be incorporated in removing and controlling exotic
species. Chemical eradication of exotic species must
n21 be allowed either on a spot or point application nor
on an overall, systemic application due to the proximity
of the littoral zones to the water bodies and, ultimate-
ly, to the drinking water supply.
Under extreme conditions such as algae blooms, hyacinth
infestation, etc., chemical control application may be
considered. The Home Owners Association, while continu-
ing to exercise full responsibility and assuming all
liability, may, at such time and condition, override the
chemical restriction and engage in such a chemically
applied program providing such activity is conducted by
knowledgeable, licensed, and experienced professionals
under the direction of the Home Owners Association.
When such professional methods are conducted it will be
the responsibility of the Home Owners Association to
communicate with the professional employees (who will
actually conduct the spraying operations prior tQ
commencement of spraying operations) and physically
identify and protect by whatever means necessary all
plant material to be protected. It must be understood
that professional sprayer personnel must be told and
shown which plants to avoid and which to spray. This
communication, which will occur prior to spraying
commencement, must be conducted each and every time a
chemical spraying/application operation is authorized.

Manual control of exotic species is encouraged. Such
methods literally call for removal of exotic material by
hand from the littoral zone and total removal from
Citrus Glen.
F. Irrigation: Trees and shrubs, when initially installed
within the littoral zone, may require irrigation espec-
ially during drought conditions. In such a case, refer
to the irrigation procedure set forth within the
Citrus Glen Tree Management Plan (page 4, VI. C.
Irrigation). Otherwise, the vegetation is not in need
of irrigation due to its very nature.
G. Fertilization: Fertilizers applied in any manner to
vegetation invariably find their way into bodies of
water because of runoff. Due to the close proximity
of the vegetation within the littoral zones to the pro-
posed lakes, fertilization of all plant material within
the littoral zones will DQt be allowed.
H. Pruning: Pruning of any vegetation within the littoral
zones will not be permitted because only natural habits
are desired.
I. Protection: Physical protection of littoral zone vegeta-
tion is necessary if living, established, and abundant
zones are to be expected. Protection in this sense
means avoiding traumatic and physical abuse to the plant
material. physical barriers are unsightly and will not
be erected so an educated public, policing themselves,
should prove to be the solution.
J. Replacement: Whenever originally installed plant mate-
rial is damaged for whatever reason and the death of
the material seems imminent, the Home Owners Association
shall replace the dead or dying material with identical
and healthy species, and at a size originally specified
in the Landscape Plan.

K. Education: The best program available to ensure living
and abundant littoral zones calls for an educated
public. The Home Owners Association is encouraged to
make available to individual residents a list of the
plants which comprise the littoral zones, the respective
characteristics of the trees/plants, the location of the
material (perhaps a basic landscape plan), actual color
photographs of each plant species, and a bibliography
(attached below).
All above written data defined as information, specifications,
standards, performance standards, programs, plans, instructions,
and the like shall be abided by until such time in the future that
up-dated research, bulletins, information, specifications, stan-
dards, and the like, as promulgated by any City, County, or state
of Florida official, and, together with common sense, mandates a
change or changes, for whatever reason(s), in the aforementioned
written data.
This Littoral Zone Management Plan for Citrus Glen shall become an
official binding document within the Home Owners Association
Documents.

hand from the littoral zone and total removal from
Citrus Glen.
F. Irrigation: Trees and shrubs, when initially installed
within the littoral zone, may require irrigation espec-
ially during drought conditions. In such a case, refer
to the irrigation procedure set forth within the
Citrus Glen Tree Management Plan (page 4, VI. C.
Irrigation). Otherwise, the vegetation is not in need
of irrigation due to its very nature.
G. Fertilization: Fertilizers applied in any manner to
vegetation invariably find their way into bodies of
water because of runoff. Due to the close proximity
of the vegetation within the littoral zones to the pro-
posed lakes, fertilization of all plant material within
the littoral zones will ll2t be allowed.
H. Pruning: Pruning of any vegetation within the littoral
zones will not be permitted because only natural habits
are desired.
I. Protection: physical protection of littoral zone vegeta-
tion is necessary if living, established, and abundant
zones are to be expected. Protection in this sense
means avoiding traumatic and physical abuse to the plant
material. physical barriers are unsightly and will not
be erected so an educated public, policing themselves,
should prove to be the solution.
J. Replacement: Whenever originally installed plant mate-
rial is damaged for whatever reason and the death of
the material seems imminent, the Home Owners Association
shall replace the dead or dying material with identical
and healthy species, and at a size originally specified
in the Landscape Plan.

K. Education: The best program available to ensure living
and abundant littoral zones calls for an educated
public. The Horne Owners Association is encouraged to
make available to individual residents a list of the
plants which comprise the littoral zones, the respective
characteristics of the trees/plants, the location of the
material (perhaps a basic landscape plan), actual color
photographs of each plant species, and a bibliography
(attached below).
All above written data defined as information, specifications,
standards, performance standards, programs, plans, instructions,
and the like shall be abided by until such time in the future that
up-dated research, bulletins, information, specifications, stan-
dards, and the like, as promulgated by any City, County, or state
of Florida official, and, together with common sense, mandates a
change or changes, for whatever reason(s), in the aforementioned
written data.
This Littoral Zone Management Plan for Citrus Glen shall become an
official binding document within the Home Owners Association
Documents.
