Dear Jim:
Pursuant to our phone conversation of October 17, 1989 I hereby reconfirm my
request made to Mr. Annunziato, September 27, 1989 that the City of Boynton Beach
waive any sidewalk requirement for the south side of the entrance road east of
the north/south entry to the elementary school site.
As I indicated to you, the Palm Beach County School system has requested that
we delete the sidewalk in this area as ,they would prefer a hedge and/or other
landscape buffering. I enclose for your reference a duplicate copy of the letter
from David H. Williams to Carmen Annunziato dated September 27, 1989 indicating
the School Board's request for the deletion of the sidewalk. We are attempting
to wrap up all of the remaining issues with the School Board so that we can
implement the various exchanges of easements that need to occur and the
conveyance to the City of Boynton Beach of the area for the entrance road.
It is my understanding that you will present this request to the Technical Review:
Board on Thursday October 19, 1989, at approximately 11:00 to 11:30 a.m.
I enclose my check made payable to the City of Boynton Beach in the amount of'

Please be advised that the School Board staff has reviewed
the site plan submitted for Citrus Park PUD. Because of the
layout of this project, the School Board recommends that no
sidewalk be provided on the south side of the entry road to
the project east of the entry to the elementary school.
This will encourage all pedestrians to the school to cross at
an identified crossing.

date was for the 18 month time extension that we had to record
the plat for the ab.:)ve referenced pr.:).ject. She advised me that
the extension time had run out in June, 1992 and a formal request
for an additional time extension would be required if we were not
going to record the plat and start site improvements.
The recession is lasting longer than anyone expected and
.:ontinues tCI show lack of imprc1vement. The housing market is
extremely poor and in some areas nonexistent. I therefore
request, on behal f clf Val-Sal Investments, In.:., that the City
grant a one year time extension on the concurrency and recording
of the plat.
I trust that the City Commission will look upon this request in a
favorable light in view of the depressed economic situation.

Subject: Local Government Comprehensive Plan Review - Amendments to the
City of Boynton Beach Future Land Use Element
Introduction
Pursuant to the provl s 1 ons of the Local Governmen t Comprehensive Pl anni ng
and Land Development Regulation Act, Chapter 163, Florida Statutes, the
Council must be provided an opportunity to review and comment on
comprehensive plan amendments prior to their adoption. The City of
Boynton Beach has submitted proposed amendments to the State Department of
Community Affairs, which in turn is seeking Council IS comments.
Background
The City of Boynton Beach is considering two amendments to the Future Land
Use Element. Locations of the properties under consideration are shown on
the accompanyi ng map, and the number of acres and proposed changes in 1 and
use designations are summarized in the attached list.
Evaluation
The proposed amendments to the Future Land Use El ement have been revi ewed
in accordance with the requirements of Chapter 163, Florida Statutes,
Council IS review procedures, and Council's adopted plans and policies. The
following comment is offered as a result of that review.
Based on the information provided, the proposed amendments do not
appear to be in conflict or inconsistent with the policies
contained in the Regional Comprehensive Policy Plan.
The City should continue to work with Palm Beach County in
addressing traffic impacts to County-maintained roads and in
maintaining an acceptable level of service on the regional roads
affected by proposed land use changes.
Recommendation
Council should adopt the comment outlined above with respect to the Future
Land Use Element and approve its transmi ttal to the State Department of
Community Affairs in fulfillment of the requirements of Chapter 163,
Florida Statutes.

REVIEW OF TRAFFIC IMPACT ANALYSES
Dear Mr. Annunziato~
Palm Beach County Traffic Division staff has reviewed traffic impact
analyses which you sent to us for the subject developments. The following
comments are submitted for your consideration:
1) Dedication of.'right-of-way should be required in accordance with the
Countyis Thoroughfare Right-of-Way Protection Map. Lawrence Road
requires an 80' right-of-way and Miner Road a 108' right-of-way.
2} Turn lanes on the internal collecter roadways and all main development
accesses should be required in accordance with the traffic studies you
sent us.
3) Since Miner Ru~j is required for site access and traffic distribution,
the segment of Miner Road adjacent to the site should be con~+ructed
by the developer as a two lane cross section in accordance witn.County
standards and over an alignment that will connect with the seg~ent
committed to the east.
4) Payment of traffic impact fees should.be required in accordance with
Palm Beach County Ordinance #85-10.
The opportunity to review these land development traffic impact analyses is

The Palm Beach County Planning Division has reviewed the proposed
amendment requests and has no objections to the requested land
use designations. Please see attached comments submitted
previously to the City.
Please be advised that these comments represent the staff
analysis of the proposals. It should be noted that the Board of
County Commissioners has not taken an official position on these
amendments and annexations. Furthermore, these comments do not
address the procedures used for public hearings for annexation
and plan amendments, as required by Florida Statutes.
