The Preserve @ Boynton Beach - Plat Connnents
I have reviewed the above referenced plat and have the following connnents:
I. Plat (Sheet I) - The plat cannot be named Boynton Village, as another approved project already
has that name. This proj ect already has permits pulled and is being marketed as
"The Preserve at Boynton Beach", and therefore should be titled as such.
2. Plat (Sheet I) - Under "Acceptance of Reservations", in the signature block, the first "WITNESS"
has a lowercase "1".
3. Plat (Sheet I) - Under "Title Certification", in the second line, the "I" is shown as a lowercase "i".
4. Plat (Sheet I) - Under "Mortgagee's Consent", in the second paragraph, first line, the word
"presents" is misspelled "resents".
5. Plat (Sheet 2) - More clearly define the boundaries of Parcel "A". Also, on Sheet I, define the use
of Parcel "A" as for recreational and open space purposes and that they are the
perpetual maintenance obligation of the said HOA, its successors and assigns,
without recourse to the City of Boynton Beach. Florida.
6. Civil (Sheet 3) - The exit gates do not match the approved site plan (MMSP 06-002). The approved
plan depicts a single gate that swings inward to avoid conflict with the turnaround
area. These civil drawings depict two (2) gates, which swing outward and encroach
into the turnaround area. This same design is shown on Sheets II, 12, and SW 1.
Please correct or provide written approval of the Engineering Department.

Site Data
The site is currently developed as a trailer park of approximately 105 trailer sites, internal
asphalt drives and is vegetated with ground cover, fruit trees and grass. The proposed site
will contain 150 town house units within (15), buildings, site parking, recreational
playgrounds, site landscaping and a site retention system for drainage purposes.
Drainal!e Statement
The proposed Boynton Beach project is located within the C-16 (Boynton Canal) Drainage
Basin and is serviced by the Lake Worth Drainage District backbone canal system North
and South of the project. A drainage collection system within NE 4th Street consisting of
inlets and interconnecting 18 inch storm drains located adjacent to the project which
discharge to the L WDD canal system will be utilized for positive outfall. The project will
contain runoff from impervious surfaces and roof areas within on site rear and side yard
retention basins at an average depth of (24) inches. Parking and site impervious areas will
be directed to centrally located catch basins interconnected with perforated HDPE piping
and a connecting exfiltration network. The impervious areas will overflow to the rear and
side yard retention basins via bubble up catch basins which will then overflow (to the
maximum extent allowed by the L WDD) via a weir controlled structure to the drainage
system and positive outfall located within NE 4th Street. No off-site easements will be
required to connect to the positive outfall system. The site plan as shown meets the
retention requirements of the L WDD.
Legal positive outfall is available via the existing drainage system within NE 4th Street
that discharges to the L WDD canal system North of the project.

The drainage system will be designed for the following:
1. On site retention of the 3 Year 1 hour rainfall events, first inch of run off, or 2-1/2
times the percentage of impervious surface area whichever is greater within the
site exfiltration and retention network.
2. Site containment of the 25 Year 3 Day calculated event, with perimeter birms and
walls as required. Parking lot elevations above the 5 Year 24 Hour stage.
3. Minimum Building floor elevations above the 1 00 Year three day storm
calculated stage, FEMA Flood stage elevation for the area, or 18 inches above the
adjacent road crown elevation whichever is greater.
4. Overflow discharge to L WDD per maximum allowable as required for PBC
concurrency.
Drainage permits are required from L WDD, Palm Beach County & SFWMD.

Dear Mr. Atefi:
McMahon Associates, Inc. (McM) has revised a previously completed traffic statement for East
Boynton Village based on Palm Beach County's Traffic Performance Standards. The statement was
revised because the applicant changed the number of proposed dwelling units from 152 to 180 units. The
traffic analysis was completed to address the conversion of an existing 110-unit mobile home park, into a
180-unit condominium!townhome residential development. The site is located on NE 4th Street, north of
Boynton Beach Boulevard and south of Gateway Boulevard, in the City of Boynton Beach. East Boynton
Village is expected to be built out by 2007.
This traffic statement was prepared to comply with Palm Beach County Traffic Performance
Standards, and the traffic study requirements of the City of Boynton Beach. The condominium!
townhome residential development is located east of Interstate 95 (1-95) and west of US-I.
Based on conversations with Palm Beach County Traffic Division, areas between 1-95 and the
Intracoastal Waterway are considered to be within the Coastal Residential Exception Area. Since the
location of the proposed development is within the Coastal Residential Exception Area, the proposed
residential development is exempt from Palm Beach County traffic concurrency requirements.
Although the Traffic Performance Standards of Article 12 do not apply to areas designated with
the Coastal Residential Exception, conversations with Palm Beach County Traffic Division indicated that
they require a daily, AM and PM peak hour trip generation analysis for the land uses and intensities of the
proposed development.
Project Trip Generation
Trip generation characteristics were developed based on trip generation rates or equations from
the Palm Beach County Trip Generation table, provided by the Traffic Engineering Department of Palm
Beach County, or the Institute of Transportation Engineers (ITE), Trip Generation, ih Edition. The daily
trip generation characteristics of the proposed development are presented in Table 1. The AM and PM
peak hour trip generation characteristics of the proposed development are shown in Table 2.

The results of the trip generation indicate that the proposed redevelopment will generate 1,260 net
daily trips, 83 net total AM peak hour trips, and 97 net total PM peak hour trips. It should be noted that
the trip generation estimates do not reflect any credits for existing and prior uses that were located on this
site.
Conclusions and Recommendations
McM has performed a trip generation analysis, in accordance with the procedures set forth by
Palm Beach County Traffic Engineering, of the associated transportation related impacts from the
proposed East Boynton Village residential development. Based on conversations with Palm Beach
County Traffic Division, the proposed development is located in the Coastal Residential Exception Area,
and is exempt from traffic concurrency requirements. However, as required, a trip generation analysis has
been provided which, as indicated above, estimates that the 180 residential units in East Boynton Village
will generate 1,260 net daily trips, 83 net AM, and 97 net PM peak hour trips.
