We are requesting a variance to Section 7, H.3 "Accessways" Page 2-6' of the Land
Development Regulations. With this in mind, the following is presented as a response to
the City's request for a statement of special conditions. hardships or reasons justifying the
requested variance.

A.
The proposed a.typical Flowers Distribution Facility at Quantum par& must
accommodate twenty-two (22) truck distribution routes u well all a Kmi-tnlctor
trailer receiving are2-. The unique nature of this facility necessitates two (%)
internal access c;:orridors along each .ide of the facility to minimize any unnecessary
internal traffic movements or hazards. The proposed site configuration has been
found to be the moat functional and practical arrangement in Flowers Distribution
sitc3 throughQut the state of Florida.
Quantum !Jark. was originally developed with a miscellaneous ~gemen\ of
various size parcels. The subject parcel does not have enough road frontage along
Park Ridge Blvd. to comply with the necesGry distance between driveways. In
addition to this constraint. The parcel to our east, "P8.C'~ag;ng Concepts". was
allowed a drivewayinunediately adjacent to our eut property line, necessitating the
&econd part of this reque&t.
It i. our opinion that the approval of our request would be consistent with the
original dt:vclopmcnt intent of Quantum Park. Allowing this variance will not
impose any spedal priv1.leges or benefits on this parcel; however. it will enable
Flowers Balting Company to operate this facility in a safe and efficient m~ner.

D. The literal interpretation of this variance would create an undue hardship on the
Flowers Baking Co. hy forcing intern~ traffic to one point of ingress and egress.
A twO driveway concept is an inherent a&p~ct of a distribution facility of thi~ type
with semi-tractor t.ra.i.ler traffic.
E. The variance request i5 to allow 158.48 feet between internal driveways and 68.50
feet between our eastetn driveway and Packaging Concepu~ driveway. These are
the minimum distances necessary to enjoy reasonable use of this property.
F. The original intent of this reguJation was the enhancement of public safety. The
gra....ning of this variance will be in hannony with this originally intended purpoie.
It is also worth noting that eastbound traffic on Puk Ridge Blvd. at th15 particular
area in the park., will be very minimal. The approval of our request will in no way
be iJ1jurious or detrimental to th:e park or other surrounding properties, quite to
the contrAry, the approval. of OUT request will allow another very benefici,al addition
to this industrial area.
