Dear Mr. Clark:
In previous correspondence to your office, the Traffic Division indicated that
a flashing signal, which would be converted to a fully operational signal when
minimum vehicular volume warrants are met, was justi,fied at the subject
intersect ion. You had informed thi s offi ce that developer commitment exi sted
to cover the installation costs. At the present time we have received seperate
letters from all three developers indicating a willingness to participate in
the signal installation costs. However, only one party, Michael F. Matchus of
Coral Gables Federal {representin Lakes of Tara, has indicated that a
specific amount of money as een made avai a le (see letter dated July 31,
1987). Mr. M.T. Register of the Lieberman Corporation (representing the
~ngs Apartments) indicated in a letter, dated April 3, 1986, that they
were willing to pay their fair share of the costs. In an April 27, 1988
letter, Mr. K. Dan Shalloway, P.E. (representing Tara O~ke~) indicated
that the Developer had met his requirement to p~~for signal
installation costs.
The Traffic Division is requesting that your office inform each of the three
Developments of our intent to construct the flashing traffic signal. In
addition, we are requesting that the Landings Apartments, Lakes of Tara, and
Tara Oakes establish a joint escrow account in the amount of $30,000.00, to be
released directly to our signal contractor upon completion of the
installation. We are suggesting that your office arrange a meeting with all
parties concerned (The City, Developers and County) to coordinate and resolve
each entity's level of participation.
It should also be noted that this office has initiated a new traffic study for
the subject intersection to determine if the initial installation should be
upgraded from a flashing signal to a fully operational traffic signal, We
will notify your office when the study has been completed and reviewed.

Dear Mr. Clark:
The Traffic Division has received our copy of the correspondence, regarding the
subject intersection you sent to Mr. Michael F. Matchus of Coral Gables Federal.
In his letter, you requested the total cost of installation of the traffic signal
at the subject intersection. Please find attached a copy of Contract No. 87-
16, which list the equipment needed and a total cost for the proposed traffic
signal installation.
We are requesting that your office inform each of the three Developments of their
fair share cost for the traffic signal. In addition, we are requesting that the
Landi ng Apartments, Lakes of Tara, and Tara Oakes establ ish a joi nt escrow
account in the amount of $28,398.50, to be released dir.ectly to our signal
contractor upon completion of the installation. As soon as the County has been
notified that the escrow account exists, the signal inst~llation contract will

Background Traffic Analysis - The Applicant's analysis of background traffic is based
on a 1993 buildout year, a historical link analysis and committed traffic per the
Cambridge PUD and Quantum Park developments. The results of the background
traffic analysis is reasonable.
Programmed Improvements - The Applicant's analysis of projected traffic includes four
programmed roadway improvements. The improvements include the six laning of
Congress A venue between Boynton Beach Boulevard and Old Boynton Road and
between the L28 and L30 Canals, the construction. of a new four lane divided link on
Woolbright Road between Military Trail and Congress Avenue a.1ld the six laning of
Woolbright Road from west of Congress Avenue to 1-95. 'The Palm Beach County
Engineering office was contacted for the current status of these projects.
The extension of Woolbright Road from Congress Avenue west to MilifiUy and the
Congress Avenue link between the L-28 and L-30 Canals are included in the County
Five Year Work Program and are scheduled for construction by the County in FY
1990-1991 and FY 1991-1992. An additional Congress Avenue improvement is
scheduled for construction by the Boynton West development and is bonded while the
six-Ianing of Woolbright between Congress Avenue and 1-95 is part of the Cambridge
PUD agreement and is not bonded. However, this link is not expected to exceed
existing capacity by 1993.
Traffic Impacts - The Applicant's analysis of projected traffic impacts is based on the
Palm Beach County Traffic Performance Standards Ordinance. According to the
Ordinance the project's radius of development influence should extend at least one
mile and to any link outside a mile carrying more than 1% LOS D capacity. The
analysis provided by the Applicant is shown on Table 1. The analysis shows one over
capacity link and does not provide' sufficient information on Woolbright Road, Knuth
Road and SW Congress Boulevard for future analysis.
Note ~he Applicant did not include the improved capacity on Woolbright Road east of
Congress Avenue.
The analysis of signalized intersections has not been performed utilizing the 1985
Highway Capacity Manual and the turning volumes at Congress Avenue/Woolbright
Road do not appear to have been adjusted for extension of Woolbright Road.
Concurrency - Since the proposed project generates more than 500 new vehicle trips, it
is subject to concurrency under Palm Beach County Standards. The Applicant's
analysis of concurrency is accurate except for SW 23rd A venue. This review
considers the project's radius of influence to begin at WoolbrightlKnuth Road. Based
on this assumption, SW 23rd A venue is not in the radius of influence. The project also
meets LOS Standards under the City of Boynton Beach Traffic Element within the
radius of influence.

Summary - The Applicant's submission is accurate and shows concurrency on the
links analyzed. However. the analysis of traffic assignment, impacts and concurrency
on Woolbright Road is incomplete. The Applicant should also provide an analysis of
projected traffic on Knuth Road and SW Congress Boulevard. The following items
should be addressed:

The traffic assignment should be revised to show more traffic on
Woolbright Road.

The Applicant's analysis of future roadway traffic conditions should
include Woolbright Road between Knuth Road and Congress A venue,
Knuth Road from the site to Woolbright Road and SW Congress
Boulevard.

The analysis of signalized peak hour intersection operating conditions

Preliminary HCM analysis of projected conditions at the Congress
A venue/Woolbright Road intersection indicates improvements may be
required. It is also recommended the projected westbound left and
westbound through volumes be reassessed by the applicant. The
completion of Woolbright Road between Military Trail and Congress
A venue should have a significant impact on these movements and may
effect the results of the analysis.
The project traffic loadings should also be revised at this intersection
per earlier comments relative to the traffic assignment on Woolbright
Road.
· The un signalized intersection analysis at Knuth Road/Woolbright RC?ad
should be revised due to earlier comments relative to the tra'ffic
assignment and provided in the Appendix.

This office has been retained to revisit the above referenced
project with regard to Traffic Performance. A Traffic Impact
Analysis was prepared by K.S. Rogers, Consulting Engineer, Inc.
dated April 2, 1990. The analysis addressed a mixed-use planned
unit development consisting of 192 multi-family attached dwelling
units and a 20,000 S.F. church generally located in the northeast
quadrant of the intersection of Woolbright Road and Knuth Road.
The current scheme of development to be considered in this review
has remain unchanged. Please refer to the master plan on file
prepared by Kilday & Associates.
Site access to the parcel also remains unchanged and consists of
four unrestricted driveways to Knuth Road. The master plan
reflects the extension of S.W. Congress Blvd. from its present
terminus westerly to Knuth Road. Two of the proposed four driveway
connections will be located north of S.W. Congress Blvd. to serve
the residential portion of the site. The remaining two driveways
will be located to the south of S.W. Congress Blvd. to serve the
church portion of the project. The above is reflected on the
master plan.

The original analysis assumed a build-out or completion date of
1993. The review presented herein will assume a build-out date of
1997. The purpose of this review is to demonstrate that the
project will continue to meet the Traffic Performance Standards
addressed in the previous Traffic Impact Analysis under current

Although Woolbright Road from I-95 to Congress Avenue currently has
capacity to support the proposed development, it is projected to
exceed capacity in 1997 due to a 3-year calculated growth rate of
8.36 percent. This growth rate has been calculated based on the
preceding three year's increase in average annual daily traffic in
accordance with standard engineering practice. However,
engineering judgement must be applied in this special circumstance
due to the opening of Woolbright Road from Military Trail to
Congress Avenue. The opening of this link in 1991 has distorted
the growth trend. The average annual daily traffic counts on
Woolbright Road from 1991 to 1994 in 6 month increments may be
summarized as follows:

As can be seen, since 1991/1992 there has been negligible growth on
this link and since 1992 the volumes have actually been decreasing.
Assuming negligible growth, this link will have adequate capacity
to serve the subject development through 1997 and will meet the
applicable Performance Standards.

The A.M. and P.M. peak hour turning movement volumes and
directional distributions for the P.U.D. were calculated as follows
in the original K.S. Rogers, Consulting Engineer, Inc. report:

The original analysis recommended the following site related
improvements:
a. Separate left turn and right turn lane, north approach,
on Knuth Road at the intersection of Woolbright Road.
b. Separate left turn and right turn lanes, east approach,
on S.W. Congress Boulevard at the intersection of Knuth
.Road.
c. Left turn lane north approach on Knuth Road at the
intersection of S.W. Congress Boulevard.
d. Left turn lane, north approach on Knuth Road, at the
intersection with future Woolbright Road.
e. Construct S. W. Congress Boulevard as a two lane collector
road from its present terminus, westerly to Knuth Road.
f. Construct Knuth Road as a two lane collector road from
future Woolbright Road to the site's north property line.

Based on a review of the above and the anticipated peak hour
turning movements, the above recommendations continue to appear
applicable.
CONCLUSION
This proposed development was addressed with regard to traffic
performance by K. S . Rogers, Consulting Engineer, Inc. in the
Traffic Impact Analysis dated April 2, 1990. The analysis
addressed 728 trips per day with an anticipated development build-
out date of 1993.
The analysis presented in this letter has demonstrated that the
project will continue to meet the Traffic Performance Standards
addressed in the previous analysis under current roadway volumes
and adjusted growth rates through 1997. In short, all of the
addressed links will meet the applicable Traffic Performance
Standards in 1997.
