Dear Mr. Kilday:
The attached package will be presented to the Planning and
Development Board on February 13, 1996 (see attached agenda) and
then to the City Commission the following week (February 20, 1996).
The applicant must understand that the permit plans shall be
amended to comply with the final determination of the request and
that additional comments may be generated by staff following their
review for technical compliance of permit documents that are
required to be submitted for development of the project.
For the applicant's convenience, attached is a list of documents
required for permit submittal.
An approval of the site plan by the City Commission shall be valid
for one (1) year, unless a building permit from the Building
Department is secured. If the applicant fails to secure a building
permit in that time, all previous approvals shall become null and
void.

This will certify that the preliminary paving and drainage plan included with the site plan
submittal complies with the intent of all city codes and standards to the best of our
knowledge and belief. Please note that drainage inlets will not be located in grassy areas,
but will discharge to a dry detention area providing for the intended pretreatment of
stormwater prior to offsite discharge.

Dear Ms, Heyden and Mr. Haag:
Pursuant to your letter of December 20, 1995, please find attached twelve (12) amended plans and
documents (including surveys) for Tara Oaks PUD. Additionally, pursuant to the check list attached
to the aforementioned letter, please also find included with this submittal color photos of existing
buildings that are located on the east and north perimeter of the subject property. (These
developments include Stonehaven PUD and The Landings PUD.) Each photograph has been
labeled to identity the location of the existing structures with respect to the location of the proposed
project. Also, included with this submittal are colored elevation view drawings of all elevations of
each side of all buildings and signage associated with the project. These elevations match the
elevations shown in the documents that were previously submitted for site plan review. Finally,
please find enclosed an 8 l/2" x 11" transparency of the landscape site plan drawing which will be
used on an overhead projector at the upcoming Board meetings. An Amended Site Plan
Review/Conditional Application is not being resubmitted with this submittal as there were no
changes resulting in revisions to the site tabular data of the aforementioned application.
Pursuant to your request, a copy of the Home Owners Association Declaration of Covenants,
Restrictions and Easements for Tara Oaks has been provided for view and comment by the City
Attorney's office.
Utilities Department - Memorandum No. 95-386
1. Water and sanitary sewer plans are included with this submittal for review and comment.

2. The landscape plans and conceptual engineering plans have been amended to include the
location and source of irrigation for the proposed project.
3. The Applicant acknowledges that no trees are permitted within utility easements.
4. The Applicant acknowledges that permits will be required from the Palm Beach Health
Department for water and sanitary sewer systems.
5. The Applicant acknowledges that a capacity reservation fee will be required within thirty days
of City Commission approval, or upon request for Utility Department signature on the
HRS/DEP permit applications.
Public Works Department - Memorandum No. 95-200
1. The Developer and Land Planner met with Mr. Robert Eichorst on Thursday, January 4, 1996,
and have resolved his concerns regarding sanitary handling of the collection of trash. Per Mr.
Eichorst's request, the attached site plan has been modified to include a four (4) foot high gated
chain link enclosure with shrub material 24" x 22" O.c.

1. The Final Site Development Plan has been revised to remove "the easement" after each
landscape buffer note.
2. The Final Site Development Plan has been revised to adjust the south boundary line of the
recreation tract to include all of the basketball court.
3. The Final Site Development Plan note regarding the twenty (20) foot setback line has been
removed along the south property line.
4. The Final Site Development Plan has been revised establishing the south perimeter building
setback line as the south line of the recreation tract, with the exception of the arbor which will
follow the twenty-five (25) foot recreation amenity setback.
5. The floor area LID calculations have been added to the Final Site Development Plan.
6. The Final Site Development Plan has been revised to include the distance that the emergency
access columns are located from the west property line. (+/- 5')
7. The depths of the lot have been increased by one (1) foot to allow for model type 1227 and
1228.

9. Per Chapter 9 of the Community Design Plan, Section 11.1, Sheet A-2 has been revised to add

design features on the building.
11. Sheet A-2 (elevation view drawings) has been revised to include the type of exterior material
for the building components outlined in this comment.
12. Sheet A-2 has been revised to include color name, color designation (letters and/or numbers)
and manufacturer of the exterior materials identified in this Comment. Included with this
submittal are colored elevation view drawings of one of the residential buildings, the
Recreation Building, one of the arbors and one of the emergency access gates and project
slgnage.

13. Sheet A-6 has been revised by specifying the color of the exterior materials called out in this
Comment.
14. Sheet A-I has been renumbered to A-7 (arbor) and has been revised to include the color of the
exterior materials called out in this Comment. One of the two A-I drawings has been
renumbered to sheet A-7.
15. The Site Development Plan has been amended to include a detail in plan view of the trash
collection areas. This detail shall include the finish materials.
16. The Final Site Development Plan has been amended to include the narrowest dimension of the
landscape strip required along Knuth Road. (This dimension is identified as 10 feet)
17. The Final Site Development Plan has been amended to include the minimum width dimension
of the landscape islands located within the vehicular use area. (This dimension has been
identified on the plan as 5 feet).
18. The Final Site Development Plan has been amended to include a dimension of the handicap
parking space and required access isle. (The handicap parking space is 12 feet with a 5 foot
isle and has been reflected on the plan as such).
19. The Final Site Development Plan has been revised to include the width of the two-way access
isles located east of the entrance drive that lead to the north and south portions of the site.
These dimensions are consistent with the code regulations. (28 feet and 34 feet respectively)
20. The Final Site Development Plan has been revised to include the south bound left turn lane on
Knuth Road at the intersection into the project and at the intersection of Knuth Road and
Woolbright Road.
21. The landscape plans have been revised to include the buffer wall and landscaping required on
the north side of the L-25 Lake Worth Drainage District canal. This revision is consistent with
the previous agreement between the subject property and the adjacent property owner's
association.
22. Sheet 2 of 10 of the landscape plans has been revised to reflect the deletion of palm trees
shown on the north property line and replaced with two rows of shade trees. These shade trees
will be required to be 12 to 14 feet in height, 30 feet on center at time of planting.
Additionally, the tree location will be staggered to provide an effect of a 15 feet on center
separation.

23. The plant lists have been revised to include identification of all plant material located in the
common area in one plant list and all the plant material that is located on the individual lots
in the other plant list.
24. The landscape plans have been revised to include a typical maximum dimension of 40 feet on
center between trees located along the frontage of Knuth Road, to meet Section 5.D of the
Landscape Code.
25. The landscape plans have been revised to include the computations showing compliance with
the landscape code regulations (Chapter 7.5, Article II - Landscape Code of the City's Land
Development Regulations) regarding Section 5.G. and K.
26. The landscape plans have been revised to insure that the proposed landscaping IS In
compliance with the Landscape Code regarding size, spacing and species.
27. The landscape plans have been revised to include computations verifying that one-half of the
total number oflandscape material required to meet Landscape Code Sections 5D, E, G, J, K
and L are native.
28. The landscape plant list has been revised to include a note stating the following: "The on-
center spacing of the trees and hedges/shrubs identified on the plans and/or plant list shall
supersede the quantity of trees or hedges/shrubs referenced on the plan or plant list. II
29. The tree species along the east property line of the landscape plans have been modified
specifying that no less than one (I) native evergreen large canopy tree is spaced 80 feet on
center.
30. The landscape plans have been amended to comply with the Conditions of Approval for this
project changing the size of the shrub material at the area of the east side of the basketball
court from 2411 to 36" in height at time of planting. Since 36" Cocoplum is unavailable at this
time, an alternate plant material will be selected. Also, a note has also been added on the site
plan indicating that the basketball court will not be illuminated.
3 1. The elevational view drawings of the residential units and the recreation building have been
revised to include the overall height from finish grade to top of the ridge.
32. The Final Site Development Plan has been revised to show curbing. i.e, extruded curbs will
be provided for the main ingress egress and wheel stops will be provided for all parking stalls.
All landscaped terminal islands will have curbing per city standards.

33. The U.S, Post Office has been contacted and the Final Site Development Plan has been revised
to reflect the street names. The Post Master is reviewing the site plan and will determine the
location of the mail boxes. The site plan will be revised upon the Post Master's determination.
34. The Rectified Master Plan was submitted on January 8, 1996 and is in the process of receiving
unconditional sign-off by all Technical Review Committee Members.
Buildin~ Division Department - Memorandum No. 95-445
1. The distance of fifteen (15) feet minimum between buildings was shown previously and is
shown on this resubmitted Final Site Development Plan.
2. The signage detail sheet 1 of 1 has been modified to include a note stating the calculations of
the proposed sign face area. Per Article 2 (definitions of the City Zoning Code), the proposed
monument sign is consistent with the sign face area requirements of the sign code. This sign
will not exceed the maximum 32 square feet allowed per code.
En~ineerin~ Division Department - Memorandum No. 95-471
A. The U.S. Postal Service has been contacted for verification of road names for mail delivery
purposes.
C. Sidewalks are being proposed on both sides of the parking tract with the exception of the areas
between the trash collection points. Pedestrian access is provided throughout the entire site.
D. Street lighting is provided for this project. Deed restrictions providing for a property owner's
association to pay for the operation of the street lighting system within the development will
be submitted to the City, This is stated in the Declaration of Covenants previously submitted.
E. The Civil Engineer has included with this submittal a Certification Letter that the drainage
plan complies with all City codes and standards.
F. The Storm Sewer plans have been revised to include a note that a minimum 15 II pipe must be
used for storm sewer purposes.
G. The Engineering Plans include pretreatment of all storm water in grassy areas.

J. The Developer's Engineer is in the process of obtaining SFWMD and LWDD acceptance prior
to engineering approval.
K. The Developer's Engineer will be obtaining permits for work within the right-of-way. The
Developer's Engineering Plans have been revised with a proposed eight (8) foot concrete
bicycle/pedestrian path along the east side of Knuth Road.
Additional Issues:
1. Engineering plans have been revised to reflect all comments.
2. Turn lanes have been added to the Engineering Plans.
3. The Developer's Engineer acknowledges that permits will be required from FDOT, PBC,
SFWMD and any other permitting agency concerning site lighting, paving, drainage, curbing,
landscaping, irrigation and traffic control devices.
4. A statement has been included with this submittal that all utilities are available and will be
provided by appropriate agencies.
5. The minimum pavement of the local roads is typically 22 feet. However, per Section 6, Article
2.H.l, a minimum of 20 feet for two way drives is provided for the emergency access turn
arounds. This access way meets the minimum turning radius for fire trucks and/or public
works vehicles.
6. The parking lot section conforms with the City code (Chapter 6, Article IV, lOF, pp. 6-12).
7. A detail for the pavement, grades, pipes, and catch basins have been provided per Chapter 6,
Article V, Section 4.B.2e, pp. 6-20, on the conceptual engineering plans.
8. The Landscape Plans hflve been revised to designate the areas of sodding and seeding.
(Pursuant to Chapter 7.5, Article II, Section 5.c.(6), pp. 7.5-15).
9. The Final Site Development Plan has been revised to clearly designate proposed curbing
and/or wheel stops pursuant to Chapter 23, Article I, Section 5.B.15, pp. 23-25)
10. Pursuant to Chapter 23, Article II, pp. 23-6, the parking lot dimensions, striping, isles, stalls,
radii, signs, and landscaping conform with the Boynton Beach city code standards.

Prior to this submittal, a Tree Management Plan has been submitted by C&N Environmental
Consultants. All gopher tortoises will be relocated prior to submitting for clearing permits.
As you know, the Site Development Plan is scheduled for the February 13, 1996 Planning and
Development meeting and for the February 20, 1996 City Commission Meeting. If you have any

Dear Mr. Kilday:
The City of Boynton Beach has completed its first review of the
documents submitted for the above-referenced project. Attached are
comments made by the reviewing departments during their initial
review of your project.
In order to complete the review process, the site plan and
documents must be amended to comply with these comments within 90
days of the date of this letter. (If amended plans are not
submitted in 90 days, a new application fee will be required.)
When there are comments made by the reviewers that you feel are not
applicable to the approval of the proj ect or will be addressed
separately and you have not amended the plans to comply with the
comment(s), you must prepare written explanation for each comment
stating why the comment is not applicable and return the
explanation with the amended plans and documents.
After amending the plans and documents, please submit twelve (12)
complete sets (including surveys) of the plans to the Planning and
Zoning Department. When the amended plans and documents have been
submi t ted to the Planning and Zoning Department, they will be
distributed to the reviewing departments for second review and
recommendation to the appropriate boards for approval or denial
(see attached meeting schedule). A recommendation for denial will
be made if there are major comments that have not been addressed on
the resubmitted plans.
We have also enclosed for your convenience an approval schedule and
a checklist that contains information regarding the second
submission of the plans and documents for review.

CHECKLIST
The following list and information is provided as a checklist to ensure that
the submittal of amended plans and documents is substantially complete for
review. Turning in this list and the appropriate plans and documents will
enable the submittal to be efficiently checked prior to being accepted by the
Planning and Zoning Department.
Project Name: Tara Oaks PUD (File No. NWSP 95-011)
1. Submit an amended Site Plan Review/Conditional Use application form that
reflects the changes that were made as a result of amending the plans
and documents to comply with the Code of Ordinances and the Technical
Review Committee comments. A copy of the original form with a
distinguishable symbol identifying the change(s) may be submitted or a
completed new form with the changes identified. If there are no changes
required to be documented on the application form, a letter from the
applicant stating same must be turned in with the amended submittal.
2. Submit twelve (12) assembled and complete sets of plans and documents,
including surveys that show compliance with the Code of Ordinances and
comments made by the Technical Review Committee. Two (2) of the sets
shall have the appropriate legible raised seal and signature of the
designer responsible for the drawing(s). Plans and documents shall be
assembled in twelve (12) individual complete packages with the title of
the project on all pages and/or sheets and each page or sheet
numerically numbered such as the following example: 1 of 3, 2 of 3, 3 of
3.
3. Submit color photographs of the buildings on the site that are to remain
in their existing condition and photos of existing buildings that are
located on the sites that abut the perimeter of the subject property.
The minimum size is 5" by 711. Each photograph shall be labeled to
identify the location of the existing structures with respect to the
location of the proposed project.
4. Submit colored elevation view drawings - a colored duplicate copy of all
drawings of the elevation views of each side of all buildings and
signage associated with the project. The colored elevation views shall
match the elevations shown in the documents that were submitted for site
plan review. The applicable exterior surfaces as identified above shall
be colored with the color name and associated color reference number
identified. The type of exterior surface material shall be identified
next to the associated color. The colored elevation drawings shall have
compass direction or title of the side of the building identified. The
title block of the original drawing shall be shown. The maximum size is
24" by 3611. Do not submit on board of any kind.
5. Submit a 8 1/211 x 11" transparency of the landscape site plan drawing to
be used on an overhead projector at board meetings.

On November 28, 1995, your submittal for Site Plan Review of the
above-referenced project was reviewed for completeness. It has
been determined that the submittal is substantially complete and
accepted for further processing. Michael E. Haag, Current Planning
Coordinator, within the department will be reviewing and
coordinating your application through the remainder of the Site
Plan Review process and can be contacted if you have questions.
The next step in the review process is for the Technical Review
Committee to review the submittal for compliance with the review
standards identified in Part III, Land Development Regulations,
Chapter 4, Site Plan Review, Section 8 and all applicable sections
of the Boynton Beach Code of Ordinances. The results of the review
will be available to you on December 21, 1995.
