Pulte Homes will construct the roads in two lifts, however, Pulte Homes has not been
obligated to do anything at the dead end of Southwest Congress Boulevard as it is off-
site. Mike Haag has suggested in his recommendation no. 55 that the City process an
Abandonment Application to abandon Southwest Congress Boulevard west of Tara Lakes
Drive West. As you know, the Homeowners Association of Lakes of Tara has an
expressed interest in section of road for other purposes. We would recommend that Mr.
Haag's suggestions be pursued by the City with comments from Lakes of Tara.
PLANNING AND ZONING
Comment No. 28:
Pulte Homes will use the alternative rear building elevation shown on the architectural
plans which depicts more detailing on the second floor in the areas of concern. Pulte
Homes finds that the alternate elevation addresses Staff's concerns. Due to the berming
and landscaping, the first floor will not be visible from the adjacent perimeters.
RECOMMENDATIONS:
Comment No. 54:
The trash collection area detail as shown on the Final Site Development Plan does not
allow the gate to open towards the vehicle use area. We have met with Bob Eichorst of
the Public Works Department and he has approved our trash collection areas, design,
and locations. Mr. Eichorst never stated that there were not enough collection points,
and his memo does not address that concern. However, Mike Haag would like us to

redesign the trash collection area to add a sidewalk leading to the side of the trash
collection area and move the gate to the side that has the sidewalk. Pulte Homes will
agree to redesign the collection areas to satisfy both the Public Works Department and
the Planning & Zoning Department.

buildings that house 192 units. Private
recreational amenities including meeting room,
pool, sand volleyball court, basketball court
and jogging trail with arbor are provided on
the site. The community will be private with
an unmanned security gate entrance.

RECOMMENDATION:
and master plan approval. The necessary
master plan/zoning and concurrency
certification extension granted on April 18,
1995, were met in connection with the master
plan modification approved by the City
Commission on December 19, 1995.
Drainage: Insufficient drainage information
has been submitted for the Engineering
Division to certify compliance with the City's
drainage levels of service at the time of site
plan approval when it is required. The
Engineering Division is recommending that this
be postponed to the time of permit review.
Ingress/egress to the project is provided by a
driveway located on Knuth Road extended.
Knuth Road an eighty (80) foot wide city
right-of-way will be developed with a north
and south bound turn lane into the site. The
on-site entrance includes two lanes each for
ingress and egress separated by a landscaped
median.
The 192 dwelling units and recreation
facilities require 409 parking spaces. There
are 414 parking spaces proposed.
Following compliance with staff comments, the
landscape plan will be in compliance with the
code and conditions of master plan approval.
The height and location of the residential
buildings and recreation facilities are in
compliance with the regulations established on
the master plan.
The design of the residential buildings is
unique in that there are several different
architectural features, shapes and colors
proposed to provide a distinction between the
attached units that make up a building. This
design and color scheme is shown on the
display that will be presented at the meeting.
The sign program includes two project entrance
signs that will be mounted to a six (6) foot
tall structure located on each side of the
ingress/egress. The shape of the structure
includes a radius top with decorative columns
at each end. The finish will be stucco with a
color that will match the existing color
scheme used on the residential buildings. The
signage will be non-illuminated raised letters
with no ground lighting shown.
The Planning and Zoning Department recommends approval of this site
plan request, subj ect to the comments included in Exhibit C -
Administrati ve Conditions. The TRC recommends that the
deficiencies identified in this exhibit be corrected on the set of
plans submitted for building permit.

gumbo limbo trees.
43. Either place a note on the "Final Site

as part of the agreement between the
subject property owner and the
Stonehaven Homeowner's Association are
shown on sheet 2 of 10, and will
require city review of working

53. It is recommended that the design of
the front and left side of the
recreation building be enhanced by
adding architectural amenities and
design features that are shown on the
residential building (such as raised
stucco bands and/or louvers). Also,
identify the compass direction for
each side of the building.

54. It is recommended that the access to
the trash collection areas be made via
a sidewalk connection away from the
vehicle use area rather than the gate
access opening onto the vehicle use
area as shown on the plans. It
appears as though the trash collection
areas, as shown, will allow gates to
open into the vehicle use area and
promote vehicles stopping at these
areas to drop-off trash. It is
further recommended to provide a more
functional trash recovery area. These
areas should be either relocated and
combined into walk-in dumpster
enclosure areas, or combined into one
large drive-up/walk-in compactor area
and that recycling containers also be
provided at the site. We concur with
the Public Works Department's concern
that an inadequate number of trash
collection facilities is proposed.
55. It is recommended that the City
process an abandonment application to
abandon S.W. Congress Boulevard west
of Tara Lakes Drive West.

Dear Mr. Kilday:
The City of Boynton Beach has completed its first review of the
documents submitted for the above-referenced project. Attached are
comments made by the reviewing departments during their initial
review of your project.
In order to complete the review process, the site plan and
documents must be amended to comply with these comments within 90
days of the date of this letter. (If amended plans are not
submitted in 90 days, a new application fee will be required.)
When there are comments made by the reviewers that you feel are not
applicable to the approval of the project or will be addressed
separately and you have not amended the plans to comply with the
comment(s), you must prepare written explanation for each comment
stating why the comment is not applicable and return the
explanation with the amended plans and documents.
After amending the plans and documents, please submit twelve (12)
complete sets (including surveys) of the plans to the Planning and
Zoning Department. When the amended plans and documents have been
submitted to the Planning and Zoning Department, they will be
distributed to the reviewing departments for second review and
recommendation to the appropriate boards for approval or denial
(see attached meeting schedule). A recommendation for denial will
be made if there are major comments that have not been addressed on
the resubmitted plans.
We have also enclosed for your convenience an approval schedule and
a checklist that contains information regarding the second

CHECKLIST
The following list and information is provided as a checklist to ensure that
the submittal of amended plans and documents is substantially complete for
review. Turning in this list and the appropriate plans and documents will
enable the submittal to be efficiently checked prior to being accepted by the
Planning and Zoning Department.

Submit an amended Site Plan Review/Conditional Use application form that
reflects the changes that were made as a result of amending the plans
and documents to comply with the Code of Ordinances and the Technical
Review Committee comments. A copy of the original form with a
distinguishable symbol identifying the change(s) may be submitted or a
completed new form with the changes identified. If there are no changes
required to be documented on the application form, a letter from the
applicant stating same must be turned in with the amended submittal.
Submit twelve (12) assembled and complete sets of plans and documents,
including surveys that show compliance with the Code of Ordinances and
comments made by the Technical Review Committee. Two (2) of the sets
shall have the appropriate legible raised seal and signature of the
designer responsible for the drawing(s). Plans and documents shall be
assembled in twelve (12) individual complete packages with the title of
the project on all pages and/or sheets and each page or sheet
numerically numbered such as the following example: 1 of 3, 2 of 3, 3 of

Submit color photographs of the buildings on the site that are to remain
in their existing condition and photos of existing buildings that are
located on the sites that abut the perimeter of the subject property.
The minimum size is 5" by 7". Each photograph shall be labeled to
identify the location of the existing structures with respect to the
location of the proposed project.
Submit colored elevation view drawings - a colored duplicate copy of all
drawings of the elevation views of each side of all buildings and
signage associated with the project. The colored elevation views shall
match the elevations shown in the documents that were submitted for site
plan review. The applicable exterior surfaces as identified above shall
be colored with the color name and associated color reference number
identified. The type of exterior surface material shall be identified
next to the associated color. The colored elevation drawings shall have
compass direction or title of the side of the building identified. The
title block of the original drawing shall be shown. The maximum size is
24" by 36". Do not submit on board of any kind.
Submit a 8 1/2" x 11" transparency of the landscape site plan drawing to
be used on an overhead projector at board meetings.

court to a point north of that court. Unobstructed access to utility facilities
must be provided, (Sec. 26.33(a)).
4. The Utilities Department will require the use of epoxy lined ductile iron pipe
in that portion of the proposed gravity sewer shown under the proposed
basketball courts, (Sec. 26.33(b).
5. Utilities requests a meeting with the applicant and or the design Engineer to
discuss utility relocations and permit applications to HRS.
It is our recommendation that the plan proceed through the review process.

The following is a list of comments regarding the second review of
the above-referenced project. It should be noted that the comments
are divided into two (2) categories. The first category is a list
of comments that identify unresolved comments either from the first
review or new comments as a result of the second review. To show
compliance with these comments will not substantially alter the
configuration of the site and design of the building. The second
category is a list of recommendations I believe will enhance the
aesthetics and function of the project.
All comments and recommendations can be rectified on the plans at
time of permitting if the site plan request is approved. The
applicant must understand that additional comments may be generated
upon review of the documents and working drawings submitted to the
Building Division for permits for the proposed project.
I. SITE PLAN REVIEW COMMENTS:
1. Provide computations to verify the 9.5 units/acre overall
PUD density identified on the sheet titled "Final Site
Development Plan". Also, indicate on the plan the land
use classification of the subject site and the maximum
units per acre allowed as indicated on the land use map.
2. The approved master plan specifies the setback for all
recreation amenities except the recreation building shall
be 25 feet. Indicate on the plan a 25 foot setback
dimension from the south property line to the arbor.
3. On sheet A-2, add to the design of the rear elevation of
all of the residential buildings that are visible from
the adjacent public right-of-way (Knuth Road) and private
street (Edgewater Drive) to the north and west raised
stucco bands and louvers at both 1st and 2nd floors)
[Chapter 9 - Community Design Plan, Section 11 I]
4. On sheet A-2, specify the color of the material shown on
the gable end of the 2nd floor of the front elevation on
the building by identifying the color name, color
designation (letters and/or numbers) and manufacturer of
the color.
s. Specify on the "Final Site Development Plan" the width
dimension of the landscape islands located within the
vehicle use area. Note: All dimensions shall be
consistent with code regulations.
6. Add to the drawings the buffer wall and landscaping
required on the north side of the LWDD Canal L-2s. The
wall and landscape material shall be consistent with the
previous approved agreement between the property owner of

the subject property and the adjacent property owner's
association.
7. Specify on the "Final Site Development Plan" that the
basketball court will not be illuminated.
8. On landscape plan sheet 2 of 10, place a typical on
center spacing dimension and note describing the spacing
requirements for the two rows of mahogany trees shown
along the north property line. Both rows of trees shall
be spaced thirty (30) foot on centers. The tree location
shall be staggered to provide the effect of fifteen (15)
feet on center separation. Also, add to the sheet a
typical dimension indicating the required thirty (30)
foot on center spacing for the trees shown on the plan
located on the north side of the LWDD Canal L-2s.
9. Provide the computations showing compliance with the
landscape code (section 5 . G. ) regarding required
landscape area for interior parking spaces. Also,
provide the computations to verify that the number of
trees indicated on the plan meet the interior parking
area landscape requirements. [Chapter 7.5, Article II -

10. Provide the computations to verify the 175 trees
indicated on the landscape data meet the general
landscaping requirement providing one (1) tree per one
thousand five hundred (1500) square feet of developed
area. [Chapter 7.5, Article II - Landscape Code of the
City's Land Development Regulations, Section s.K.J
11. Correct the inconsistency with respect to the 886 total
number of trees proposed in the landscape data versus the
648 total number of trees identified on the plant list.
12. To form the proper continuous vegetative screen along the
east and west property lines of the project, adjust the
plant specifications as follows:
i. Change the height specification of the Crown of
Thorns from 16 inches to 18 inches;
ii. Change the on center spacing of the Split Leaf
Philodendron from 36 inches on center to 24 inches
on center.
13. Delineate on sheet 6 of 10 the limits of the plant
material identified on the plan as CHR1 and located east
of the basketball court (Note: As part of the approved
master plan this 36 inch tall plant material shall extend
a distance of 20 feet north and south of the basketball
court) .
14. Place a typical dimension of forty (40) feet on center
for the trees along the east property line (similar to
the spacing note shown along the west property line) .
15. To properly screen the vehicle use area from being viewed
from the south property line, show on the landscape plan
and include in the landscape data and plant list a
continuous hedge row along the south property line of the
site. The hedges shall be spaced a maximum of two (2)
feet on center and at least one-half of the total number
of plants shall be a native specie. The minimum height

following planting shall be eighteen (18) inches. No
less than the minimum plant height and spacing shall be
identified on the plant list. Use a symbol to delineate
the required material on the landscape plan and plant
list. [Chapter 7.5, Article II - Landscape Code of the
City's Land Development Regulations, Section s.E.]
16. To be consistent with the approved master plan regarding
landscaping along the east and west property lines of the
subject site, modify the tree species along the west
property line to specify and show no less than one (1)
native evergreen large canopy tree spaced eighty (80)
feet on center (the tree species and spacing along the
east property line meet the approved criteria). Note:
The black olive trees are not native, red tree oleander
trees are not native and are not considered a large
canopy tree, ligustrum trees are not native and are not
considered a large canopy tree and dahoon holly trees are
native, however, they are not considered a large canopy
tree. The only tree located along the west property line
that meets the above criteria are the gumbo limbo trees.
17. Either place a note on the "Final Site Development Planll
indicating that the off-site wall and landscaping
required as part of the agreement between the subject
property owner and the Stonehaven Homeowner's Association
are shown on sheet 2 of 10, and will require city review
of working drawings or show and describe the wall and
landscaping on the "Final Site Development Plan".
18. Add to the landscape plans landscape drawings of the
detention area, jogging trail preservation and relocation
area. These drawings shall be included with the permit
drawings and an additional set of drawings shall be
submitted directly to the Planning and Zoning Department.
19. With a distinguishable symbol show and label on the
lIFinal Site Development Plan" the location and type of
curbing required to protect the landscaping and meet city
standards.
20. Contact the post office to determine the method of postal
service and specify and/or show same on the lIFinal Site
Development Planll.
21. The emergency access detail drawing found on the lIFinal
Site Development Planll depicts a berm along the west
property line. Identify a symbol on the landscape plans
that represent the berm and specify the height of the
berm for the entire site.
22. To verify that the proposed trees and shrubs are not
located in easements show on each landscape drawing a
symbol that represents all easements. Also specify the
type and size of the easement.
23. Correct the inconsistency between the number and
configuration of trash collection areas identified on the
"Final Site Development Plan" and the number and
configuration of the areas shown on sheet 2 of 10, 3 of
10 and 5 of 10.
24. Correct the inconsistency between the acreage and square
footage identified on the survey and the acreage and
square footage identified in the lIsite data found on the
lIFinal Site Development Plan".

25. Correct the parking calculations for the game court found
on the "Final Site Development Plan". Using a scale the
area of the basketball court is 4,700 square feet which
requires 4 parking spaces, however the plan specifies 2
parking spaces. Amend all parking calculations
accordingly.
26. The master plan shall be modified to receive
unconditional sign-off by all Technical Review Committee
members.
II. RECOMMENDATIONS:
27. It is recommended that the design of the front and left
side of the recreation building be enhanced by adding
architectural amenities and design features that are
shown on the residential building (such as raised stucco
bands and/or louvers). Also, identify the compass
direction for each side of the building.
28. It is recommended that the access to the trash collection
areas be made via a sidewalk connection away from the
vehicle use area rather than the gate access opening onto
the vehicle use area as shown on the plans. It appears
as though the trash collection areas, as shown, will
allow gates to open into the vehicle use area and promote
vehicles stopping at these areas to drop-off trash. It
is further recommended to provide a more functional trash
recovery area. These areas should be either relocated
and combined into walk-in dumpster enclosure areas, or
combined into one large drive-up/walk-in compactor area
and that recycling containers also be provided at the
site. We concur with the Public Works Department' s
concern that an inadequate number of trash collection
facilities is proposed.
29. It is recommended that the City process an abandonment
application to abandon S.W. Congress Boulevard west of
Tara Lakes Drive West.

The Public Works Sanitation Division has what I feel serious concerns to this type of a garbage
program. The concerns are not that we can't pickup their garbage but that this enclosure will only
hold about 12 cans, which is far less than the number of units that will be using it, also the
tenants will only be able to get to the two or possibly three cans that are located at the entrance to
the enclosure. Ifbags are used, there will be several just thrown over the fence or stacked upon
others which will result in broken bags and scattered garbage, and if the garbage becomes
scattered by animals (raccoons, cats, etc.) who will be cleaning it up, I am sure that a tenant in a
different building who does not have to look at the mess will be concerned.
Personally I do not feel that this is the direction the City wants to go, however if this is approved
the Sanitation Division can provide this type of service with the current residential can route.

The following is a list of 1st review comments regarding the site
plan review of the plans for the above-referenced proj ect. It
should be noted that the comments are divided into two (2)
categories. The first category is a list of comments that identify
deficiencies from the City's Land Development Regulations (L.D.R.)
that are required to be corrected and shown in compliance on the
plans and/or documents submitted for second (2nd) review in order
for the project to continue through the site plan review process.
The second set of comment(s) lists recommendations that the
Planning and Zoning Department staff believe will enhance the
proposed development. The applicant shall understand that all
documents and plans submitted for site plan are subject to
additional comments. I recommend that the applicant/agent contact
me regarding questions related to the comments. If the applicant
is not intending to correct code deficiencies and they request that
the project remain on the review schedule identified in the
attached letter they should contact me regarding the procedures,
application forms, fees and submittal deadline dates for seeking
relief from the code requirement.
I. SITE PLAN REVIEW COMMENTS:

The following is a list of 1st review comments regarding the site
plan review of the plans for the above-referenced proj ect. It
should be noted that the comments are divided into two (2)
categories. The first category is a list of comments that identify
deficiencies from the city's Land Development Regulations (L.D.R.)
that are required to be corrected and shown in compliance on the
plans and/or documents submitted for second (2nd) review in order
for the project to continue through the site plan review process.
The second set of comment(s) lists recommendations that the
Planning and Zoning Department staff believe will enhance the
proposed development. The applicant shall understand that all
documents and plans submitted for site plan are subject to
additional comments. I recommend that the applicant/agent contact
me regarding questions related to the comments. If the applicant
is not intending to correct code deficiencies and they request that
the project remain on the review schedule identified in the
attached letter they should contact me regarding the procedures,
application forms, fees and submittal deadline dates for seeking
relief from the code requirement.
I. SITE PLAN REVIEW COMMENTS:
1. Remove from the final site development plan the text and
symbol identified and shown as 25 foot landscape buffer
easement (located along the north property line), 15 foot
landscape buffer easement (located along the east
property line) and the 10 foot landscape buffer easement
(located along the west property line).
2. Adjust the south boundary line of the recreation tract to
include all of the basketball court.
3. Remove from the final site development plan the 20 foot
setback line shown along the south property line.
4. Establish the south perimeter building setback line
(excluding the Arbor) as the south line of the recreation
tract. Then in the area of the arbor specify setbacks
for the arbor (see Exhibit IIC" referenced in Planning and
Zoning Department Memorandum No. 95-698).
5. To establish the remaining floor area allowed in the PUD
add to the LUI calculations the total floor area of the
recreation building and the total floor area of all
residential buildings including 1st and 2nd floor area.

In reference to the above site this project has requested that Public Works provide can pickup at
this site. Public Works can provide this service but I feel that this leaves a lot to be desired since
it can only lead to a blighted area when bags or cans of garbage are placed in an area as shown.
If garbage is scattered by animals or other means the residents will not be concerned if it is a few
hundred feet away.
If the City boards reviewing this approve the plans I would recommend that each location be an
enclosed pad with a drain and running water to keep the area clean.

Find attached for your review the plans and exhibits for the
above-referenced project. Site Plan Review approval for this
project will be granted by the City Commission. To ensure that
the project stays on line with the review time frame, I request
that the plans and exhibits be reviewed and formal written
comments transmitted to the Director of the Planning and Zoning
Department no later than 5:00 P.M. on December 11. 1995. Do not
return plans and exhibits. Retain same for the review of the
amended plans (second review) .
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently
obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review,
Section 8 of the Code of Ordinances to review and formulate
comments.
2. The documents submitted for the project were determined to
be substantially complete based on the submittal
requirements identified in Section 7 of the Site plan Review
Ordinance. However, if the data provided to meet the
submittal requirements is insufficient to properly evaluate
and process the project based on the review standards or the
documents show code deficiencies, additional data and/or
corrections should be requested by the reviewer through the
Planning and Zoning Department.
3. Each comment shall reference the section of the code that is
incorrectly depicted on the documents.
4. Technical Review Committee member{s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.

5. When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific
code section may be included in their review comments with the
name of the appropriate TRC Member that is responsible for the
review specified.
6. If a TRC member finds the plans acceptable, he/she shall
forward a memo, within the time frame stated above, to the
Planning and Zoning Director stating that the plans are
approved and they do not have any comments on the plans
submitted for review and recommend the project be forwarded
through the approval process.
All comments shall be typed, addressed and transmitted to the
Director of the Planning and Zoning Department for distribution to
the applicant. please include the name and phone number of the
reviewer on this memo. Michael E. Haag will be the Planning and
Zoning Department staff member coordinating the 1st review of the
project.
The Planning and Zoning Department will send the applicant a cover
letter which includes the comment(s) and directions to amend the
plans to comply with the comments and the procedures for
resubmission. When the Planning and Zoning Department receives the
amended plans, they will distribute the plans with a cover memo to
all TRC Members for review and approval.
