The Staff Comments at that time did not include a determination of the land value per acre which is used to calculate the parks and recreation dedication fee paid to the City at the time of final plat approval. The sidewalks along S.W. Congress Boulevard must be ramped for handicapped accessibility. Crosswalks should also be provided across Tara Lane in these locations. 2. South Florida Water Management District and Lake Worth Drainage District approvals for the project are required. 3. No drainage easements are shown on the plat document between lots 14 and 15 and lots 53 and 54. 4. No plants are shown on the landscape plan for the cul-de-sac areas and road median on Tara Lane. 5. A comprehensive irrigation plan must be submitted. All landscaping in common areas and rights-of-way must be fully irrigated. 6. All plans submitted for public record by a professional registered in the state of Florida must be signed and sealed. 7. The signs in the medians at the entrances to Tara Lane present a problem with visibility. These signs must be reduced to an overall height of three (3) feet or else moved back from the intersection. 8. One (1) of the entry wall signs is located on the property proposed to be dedicated to the City for a lift station. 9. A plan for addressing the individual units must be submitted for approval to the Police, Fire and Building Departments. The applicant's prompt compliance with the preceding comments will insure a timely permitting process. DJ:bh XC: E. E. Congress Avenue should read S.W. Congress Blvd. on both the plat and in the dedication. (b) Mortgagee's Consent and Acknowledgement is required on plat. (c) Seal areas for all Acknowledgements, City Clerk and the City Engineer are required on the plat. (d) The arc distance (L=128.83) is missing from the north end of Tara Lane. (e) Drainage easements are required for outfalls. (f) A five foot limited access easement is required adjacent to Knuth Road. (g) Landscape buffer should also be dedicated for drainage to the Home Owner's Association. (h) Dedication should clarify that drainage easements are to the Home Owner's Association. 2. Constuction Plans (a) Stop signs and stop bars are required. (b) Water will pond in swale area at structures SCEW-4 & SCEW-5. Is this consistant with design, ie., inverts indicate pipe pitched to street with no outfall connections. (c) "Final" construction plans for Knuth Road are required, including culvert crossings and eight foot concrete bicycle path. (d) Street lighting plans are required for the private street or a note that lighting will be done by the Florida Power & Light Company with plans approved by the City. (e) Street lighting by Florida Power & Light Company is required in the public rights-of-way,ie., Knuth Road and Congress Blvd. A note so stating should be added to the paving and drainage plans. (f) An estimated cost for the street lights in the public rights- of-way is required and should be a line item in the cost estimate for the bond. Add valves as required. Also indicate the limits of contract regarding connection to the 16" water main on Woolbright Road. 2. Water services crossing under roadways shall be encased in Schedule 40 PVC casings, plugged at each end. 3. Modify the sanitary details to indicate a minimum 9' section of poly-lined DIP at all manholes or to undisturbed soil, whichever is greater. 4. Manhole No. 9 is an outside drop construction. Please provide details. 5. Irrigation is not permitted with City water. 6. The backflow preventer at the lift station should be a Febco Model 765 vacuum breaker or equivalent. 7. The lift station site must be deeded to the City. 8. Add an 8" gate valve on the influent pipe to the lift station. 9. We recommend shade trees be set on the outside edge of the utility easements which abut roadways. A 6 foot minimum clearance to water mains is required. Provide a trailer-mounted diesel generator as part of the lift station package. Generator must be capable of powering entire lift station. Check valves must be resilient seat.
