Tara Oaks Infrastructure Improvements
The owners of the Tara Oaks PUD have requested permission to
begin infrastructure improvements at the south end of the Tara
Oaks PUD. It is our understanding that the southern portion of
the site will be sold to a church and that these improvements
will enable the land sale to be closed.
Normally, infrastructure is installed after final plat
approval. In this case, the plans were reviewed by the Technical
Review Committee and forwarded to the Planning and Development
Board. The only comments to the proposal were from the
Engineering Department. '
At its meeting of May 12, 1992, the Planning and Development
Board reviewed this proposal and forwarded it to the City
Commission with a recommendation for approval.
This item has been scheduled for City Commission and
consideration on June 2, 1992.

RE: Road Improvements for Tara Oaks PUD
Normally after a PUD is approved a plat is filed, and
construction drawings are attached to the plat for pUblic
improvements which are installed as part of the development.
We have received a request from Rick Rossi of Rossi and Malavasi
to construct a portion of Knuth Road at the south end of the Tara
Oaks PUD. This request being triggered by the purchase of the
south portion of the PUD. This purchaser is planning to building
a church on the site.
While there is no formal procedure regarding such a request,
staff felt that you should be given the opportunity to review
these plans and make a recommendation to the City Commission.
As indicated in the attached memo the construction plans have
been reviewed by the staff and there were no comments except from
the Engineering Department.
Staff believes that these plans meet the intent of the code
regarding installation of public improvements and should be
forwarded to the City Commission with a recommendation for
approval.

Infrastructure Improvements
HISTORY
The partial extension of Knuth Road from Woolbright (SW 15th Avenue)
north to Boynton Beach Blvd. is a condition of both Knuth Road P.C.D.
and the Tara Oakes P.U.D. Master Plan approvals. The church site,
the south most parcel in the Tara Oakes, P.U.D., is proposed to be
constructed independent and before the remainder of the site. The
developer wishes to construct that portion of Knuth Road which abuts
the church site. Approval of the required improvements is typically
part of the overall site plan making this independent review of a
road improvement somewhat unique, however, since some conditions of
the master plan apply to the road improvement it is presented to
Planning & Zoning and Commission for consideration.
DESCRIPTION
Proposed is 725' of two 12' asphalt traffic lanes with median turn
lanes as required. Pretreatment is provided by roadside swales with
storm runoff carried by closed storm sewer system discharging through
a control structure into the L-26 canal. A 72' culvert at the L-26
canal is proposed. The right-of-way south of the L-25 canal
(approximate mid point between Boynton Beach Blvd. and Woolbright) is
80', however, the right-of-way north of the L-25 is only 65'. This
65' right-of-way does not readily allow for the 5' sidewalk, 8'
asphalt bikepath, adequate swales and median turn lanes. As a com-
promise, the developer suggests an 8' concrete bike path be constructed
along the east side of Knuth Road
This compromise provides some advantages. with the fenced golf course
to the west, pedestrian access to a west sidewalk is minimized. This
additional green area can be used for landscaping and swales. City
code requires asphalt be used for bike paths which is a higher
maintenance material than concrete, therefore, the concrete bike path
proposed will provide a lower maintenance installation for the City
in the future. Also, elimination of the sidewalk on the west will
eliminate the need to shift the existing centerline to the east closer
to the existing homes north of the L-25 canal.
RECOMMENDATION
The plans were sent to all departments through the T.R.C. process
for their review and comments. No comments were received with the
exception of those from the Engineering Department, attached. It is
the recommendation of this department that the plan be approved,
conditioned on staff comments, and forwarded to City Commission for
their approval.

RE: Tara Oaks P.U.D. - Knuth Road Improvements
We have reviewed the above referenced plans and offer the following
comments:
1) The 8' concrete bike path/sidewalk must be extended to the edge
of pavement. All pedestrian ways must be handicapped accessible.
2) Plans should show signage indicating the dead-end condition or
if church access is not eminent, the road shall be barricaded at
Woolbright Road.
3) Future water and sewer utilities shall be shown on the plan.
Developer should contact Pete Mazzella with the utility Dept.
at 738-7460, ext. 332 for specifics.
4) Developer must obtain Palm Beach County Engineering and Lake
Worth Drainage District permits before a development order will
be issued.
5) A performance bond at 110% of construction cost must be provided
the City prior to issuance of the development order.
6) Existing Knuth Road, south of Boynton Beach Blvd., currently has
street lights. Developer shall submit his street lighting plan.
A cash bond in the amount of 125% of Florida Power & Light's
estimated cost is required to be provided the City prior to the
development order.
7) 50' of guard rail shall be installed along the edge of the
temporary dry retention basin. This rail shall be a minimum of
30' from the edge of pavement to allow safe recovery distance.
The retention basin shall be moved to the north to allow this.
The case II red reflectors shall be installed at the edge of the
pavement to prevent vehicles from inadvertedly leaving the
pavement.
8) Sheet 2 of 6 shows Palm Beach County Water Utilities. This should
be changed to City of Boynton Beach utilities, Mr. Mark Law at
(407) 738-7460.
9) Sheet 3 of 6, note #10, refers to seeding and mulch while the
typical section correctly shows sod.
10) Landscaping shall conform to the landscaping plan proposed for
Tara Oaks P.U.D. If this plan is not finalized, installation
of landscaping may be postponed until the next phase of Knuth
Road is constructed.
ll) Engineer's Opinion of Cost shows 70 l.f. of 15" culvert while
the plans reflect 110 l.f. Please correct and resubmit prior
to obtaining bond.
12) Fire Hydrants shall be provided. The developer is to coordinate
the road plans with the adjoining site plans to provide the
protection prescribed in the ordinance.
