Staff has reviewed the above referenced project and offer the following comments:
1. Please provide water meter size and locations, (Sec. 26.16( c)).
2. Final engineering drawings must show water services and sanitary sewer
service clean outs.
Please move the proposed water main shown under the proposed basketball
court to a point north of that court. Unobstructed access to utility facilities
must be provided, (Sec. 26.33(a)).
The Utilities Department will require the use of epoxy lined ductile iron pipe
in that portion of the proposed gravity sewer shown under the proposed
basketball courts, (Sec. 26.33(b).
5. \\ Utilities requests a meeting with the applicant and or the design Engineer to
discuss utility relocations and permit applications to HRS.

final sign-off by the Technical Review Committee. Four (4) sets of
plans, each requiring your unconditional signature, are available
for review in the Planning and Zoning Department. A copy of the
originally reviewed plans, staff comments and City Commission
approval of the Master Plan Modification will be available for your
use to perform the review. /~

The Tara Oaks master plan modification went to the Commission on
November 7, 1995 for a determination of substantial change. At the
meeting, the applicant presented a revised master plan that staff
did not have the benefit of reviewing. The Commission took action
on the application by determining that the master plan that staff
did review was not a substantial change and made several other
recommendations to the Planning and Development Board which are
outlined in the attached Planning and Zoning Department Memo No.
95-654.
It was agreed that prior to forwarding the request to the Planning
and Development Board for final determination which was scheduled
for this past Tuesday (November 14, 1995), staff needed to conduct
a third and final review of the master plan. In order for this to
occur, the Planning and Development Board tabled action on this
request to their December 12th meeting. Therefore, please review
the attached plans.
If your comments have been satisfied, please advise the Planning
and Zoning Department in writing. If your comments have not been
met or you have additional comments, please advise the Planning and
Zoning Department in writing. Also, because the original fee
covers two reviews, please indicate in a separate memorandum, your
cost to review this third submittal. Your total cost should
reflect a total that is 35 per cent above your salary to cover
fringe benefits. Please return your memorandum and the amended
plans to the Planning and Zoning Department by 5: 00 P.M. on
December 1, 1995. Due to these circumstances, this item will be
going back to the Technical Review Committee on November 28th for
final discussion as well (agenda forthcoming) .

At the November 7, 1995 meeting the Commission, with a 3 - 2 vote,
made a determination that the changes requested were n~t
substantial in nature and could be forwarded to the Planning and
D~v81opment Board for final dispOSition. Despite the premise on
~.]hich the April 1995 mast.;;r plan time extension Has granted, the
e:~tensiQn of s. w. Congress Boulevard was decided to have been
resolved in 1990 as not being required and to terminate In a cul-
de-sac constructed to city standards. Further, with their
deterwination, the co~mission is recommending the following to the
Planning and Development Board:
1. All buildings shall be moved out of the former, S.W. Congress
Boulevard right-af-way (in order for there to be room to do
this without losing units some of the recreation amenities
planned for Pod 1 will have to be relocated to open space Pod
2 and will require a revised master plan);
2. A cabana shall be replaced with an 800 square foot me.tin;
room building having bathroom facilities to be eligibl. fo~
half credit resulting in payment of the value of 1.44 acres of

Attached please find twelve sets of the Tara Oaks Master Plan and Landscape Plan as
revised per City Commission Conditions of Approval. Per the request of Carrie Parker,
these revised plans are to be scheduled for review at the November 28, 1995 TRC
Meeting. This will allow staff to review the revised plans prior to the December 12, 1995
Planning and Development Meeting.
The attached plans depict the following revisions:
Southwest Congress Boulevard
City Commission approved the termination of Southwest Congress Boulevard.
The revised plans reflect the Condition to relocate all buildings, except the
recreation building, to the north of the north right-of-way terminating line for
Southwest Congress Boulevard. In doing this, the recreation pod has been
relocated to the south side of the residential parcel.
Recreation Area
As well as shifting the Recreation Area to the south of the residential pod, a
basketball court and an 800 sq. ft. meeting room have been added. This now
satisfies the request of the Parks Department for a meeting room which gives us
full credit for the six recreational amenities.

Master Plan
Per the request of Mike Haag, the "Master Site Plan" has been changed to "Master
Plan'" In doing this, all of the Master Plan data has been combined with the
Master Site Plan data.
In conjunction with the above revisions, several notes and labels have been added per
staff comments. As previously mentioned, this revised Master Plan should be scheduled
to be reviewed at the November 28, 1995, TRC Meeting and then scheduled on the
Agenda for the December 12, 1995 Planning and Development Meeting.

alteration of the location and type of recreation, a
change in unit type from apartments to townhouses,
establishment of perimeter buffer easements and dwelling
unit setbacks, and establish a parcel line between the
new 192 unit townhouse project and the church property)
Please be advised of the following comments relative to the third
review of the modified master plan for the above-referenced
project:
1. With a distinguishable symbol show, dimension and label
on the master plan the building setback on each side of
the parcel/property line that separates the church
property from the residential property. It is
recommended that the setback dimension be labeled and
shown following the perimeter of the open space area
identified on the plan with the exception of the
following specific setback dimensions for the gazebo:
south 20 feet, east 40 feet. To further clarify the
location and setbacks for the gazebo specify on the
master plan a maximum north/ south and east/west dimension
of the structure.
2. Modify the submittal to include a survey of the entire
PUD.
3. It is recommended that the landscaping proposed for the
east, west and south perimeter buffer easements be
changed from one tree every thirty lineal feet plus
shrubs twenty-four inches on center to a grouping (4 to
6) of small native or moderate drought tolerant trees
(minimum height 8 feet) spaced thirty feet on center and
large native (evergreen) canopy trees (minimum height 8
feet) spaced sixty feet on center plus a continuous
nati ve or moderate drought tolerant hedge (minimum height
24 inches) spaced two foot on center. The plan view will
depict the landscape material in meandering path rather
than a straight line.
4. Submit previous sheet 4 of 4 and renumber all sheets
chronologically.
5. Modify the parking data for the recreation amenities to
identify the correct number of required parking spaces
consistent with the Section 11. 16. e. (1), (4) and (12)
(d) and (e) of Chapter 2 - Zoning
6. Recalculate the size and area of the basketball court.
Correct the data including the number of required parking
spaces.
7. Show on the master plan the established setbacks for the
east and west sides of Pod 3.
8. To show consistency in the east and west setbacks for
recreation amenities change the setback note for the west
side of the recreation area from 25 feet to 31 feet to
match the setback specified on the plan for the east side
of the recreation area. Also indicate that the 31 foot

east/west setback is for all recreation amenities except
for the building which shall follow the perimeter
setbacks.
10. Do to the close proximity of the basketball court to the
on-site and off-site residential units it is recommended
that a note be placed on the master plan indicating that
the basketball court will not be illuminated. To lessen
the adverse impact of the use of the basketball court it
is also recommended that 9 gallon evergreen shrub
material, spaced 5 feet on-center be installed along the
east property line and extending 20 feet north and south
of the length of the basketball court.
11. To be consistent with the data indicated in the analysis
of the traffic report submitted by Palm Beach County
Traffic Division specify on the master plan 20,000 square
feet for the area of the church located in Pod 3.
12. Modify the Knuth Road right-of-way to show compliance
with the traffic analysis made by Palm Beach County
Traffic Division and the City Engineer as follows:
1. Southbound left turn lane on Knuth Road into the
project;
2. Southbound left turn lane on Knuth Road at the
intersection of Knuth Road and Woolbright Road; and
3. Northbound right turn lane on Knuth Road into the
project.
13. Since platting does not require any review by the
Planning and Development Board, and the City Commission
review does not occur until the end, no opportunity is
available for the Commission to set land value for the
purpose of calculating the recreation fee. Therefore,
since this request involves additional fees to be paid
and since the property is under contract to purchase, it
is recommended the land value be set using the purchase
price at the time of the most recent sale of the PUD
property. This will require the applicant to submit a
copy of their purchase contract during the site plan
review process of the project prior to platting.
14. Submission of a rectified master plan will be required to
be submitted to the Planning and Zoning Department in
triplicate prior to platting and/or site plan review of
the project.
15. Revised unified control documents shall be submitted to
reflect the change from rental apartments to fee simple
townhouse units.
16. Please note; a separate site plan review will be required
for the block wall and landscape screening required
adj acent to the proj ect and located north of L. W. D. D
canal L-25.

Tara Oaks Master Plan Revisions
Pursuant to the matters that we discussed at our meeting on Friday, I have revised the
master plan for Tara Oaks to accomplish the following:
1 . Relocation of the southerly building thirteen feet to the north so that no structures
are located in the area south of what would be the extended right of way of
Southwest Congress Avenue. This change was made in order to comply with
specific language in the City's Comprehensive Plan regarding the use of the
property south of the right of way for recreation, open space, or places of
worship. We were able to the accommodate this change by shifting other
buildings within the north development pod. The total unit count stayed the same.
2. The recreation area has been redesigned and amended to include an 800 square
foot clubhouse/meeting room. As we discussed at our meeting, at a minimum,
600 square feet of the clubhouse will be allocated as meeting area. The balance
of the clubhouse may be utilized for restrooms and/or storage. Additionally, we
have added a half basketball court as a new active recreation amenity. The
clubhouse and the basketball court are in addition to four other amenities
previously shown on the site plan: sand volleyball court, jogging trail, gazebo and
pool. Additionally, 9 parking spaces have been provided to meet the
requirements of the code to accommodate these new uses.
Based upon our meeting on Friday, it is my understanding that the issues regarding
emergency access gates and platting of the parking area have been resolved. However,
I have not as of yet seen a revised memo regarding any of these matters.
Lastly, I wanted to make you aware that my office has received a call from Mr. Bob
Leslie, President of the Tara Lakes Homeowners' Association. He has indicated to me
that their records indicate that Southwest Congress Avenue was terminated at the time

of the 1990 approval. I expect that it is probably contained within minutes of their
community meetings. Because the community is concerned that the road is now going
to be required, a petition has been prepared signed by most of the homeowners within
Tara Lakes. Additionally, he has indicated that 35 residents intend to attend tomorrow
night's meeting. I explained to him that we have been meeting wit~~ff. and that I had
submitted documentation from the Florida Department of Community Affairs showing that
a master plan with the terminated road was submitted to the Department in July of 1990.
I have told him that I will keep him up to date on the situation. Please let me know if
there is anything additional that you would want me to do in this regard.

On Friday of last week, Janie Gustus of my staff spent time in your offices and in the
office of the Engineering Department, researching the City's files regarding the issue of
S. W. Congress Boulevard terminating in a cul-de-sac rather than extending through Tara
Oaks to Knuth Road.
In addition to the information and history provided in my memo to you dated October 10,
1995 which I feel shows that the plan was approved with the road terminated at the east
side of the project, a few additional pieces of information were found.
1. A Master Plan of Tara Oaks in the Tara Oaks files in the City Engineering
Department shows S.W. Congress Boulevard terminating in a cul-de-sac at the
east side of the project. On this plan is written IIAppr'd Master Plan 6/9011 signed
with the initials VF which I assume are the initials of Vincent Finizio the City's
Administrative Coordinator of Engineering.
2. Letter dated March 6,1992, from Enrico Rossi of Rossi & Malavasi Engineers, Inc.
to Peter Mazzella of the City of Boynton Beach Utilities Department under cover
of which Mr. Rossi delivered to Mr. Mazella a Master Plan of a proposed revision
to the conceptual water distribution plan for Tara Oaks. A copy of this plan and
letter was given to you. The plan attached to the letter showed S.W. Congress
Boulevard terminating in a cul-de-sac.
3.
A letter from John Guidry, Director of Utilities written to Mr. Rossi on March 24,
1992 in which Mr. Guidry stated that his office had no objection to the revised
plan (the plan showing the termination of S.W. Congress Boulevard) as presented
to the City.

Upon Ms. Gustus' return to the office we then contacted the State of Florida Department
of Community Affairs in Tallahassee to see what light they might be able to shed on the
subject. They pulled their files from 1990 containing the transmittals from Boynton Beach
regarding this project. In fact the person I spoke with was Tim Cannon who worked for
the City of Boynton Beach at the time of the original transmittal. He has in his file in
Tallahassee a copy of the original agenda packet reviewed by the City Council which had ",
the reduced plan attached showing S. W. Congress Boulevard as a thru street, but the "> :DC-A
file also contains a Master Plan showing S. W. Congress Boulevard terminating in a cul- / t.v--5
de-sac at the east side of Tara Oaks. !,;?c~ ~
This second plan showing the road terminating in a cul-de-sac would be reflective of the
ten (10) revised master plans, which our records clearly show were submitted to your
office on July 2, 1990. In fact, Mr. Cannon indicated that a transmittal was made to the
Department of Community Affairs on July 8, 1990 with the Department confirming receipt
of the packet several days later. This information unequivocally shows that the City
transmitted a master plan showing the terminated road to the Department of Community
Affairs in 1990. All further following information that we have gathered from your files
also shows the termination of the road.
It is my opinion that the plan that was submitted to the Department of Community Affairs
and then subsequently adopted by the City Council should have been the plan that
received an extension approval several months ago. If, in fact, the staff had included an
out-of-date plan as part of their back-up at the time of the extension, I do not think this
mistake negates the fact that the extension was for the master plan as it had originally

J;:;j- Lastly, I spoke with Mr. Rob Rennebaum who prepared the traffic report requested at the
time of the extension. Unfortunately, Mr. Rennebaum received the direction to review
and update the previous report which had been submitted by Mr. Rogers. Because he
was working only from Mr. Rogers' report, which had included S.W. Congress Boulevard
as a through street at the time it was written, he assumed that the road still existed as
a through street. I apologize for the confusion his report may have caused.
I am concerned that this matter be resolved properly, because I feel that a commitment
was made in 1990 to the people living in Tara Lakes. The extension of this road was of
~_. serious concern to them then. You have in the back-up of your current petition a very

~)<.- the extension of this road. It is my belief that they will regard the reintroduction of the

We have reviewed the Weisberg September 22 letter and find his
logic reasonable, particularly with regard to the southbound left
turn lane into Tara Oaks from Knuth Road. A right turn
(northbound) lane into Tara Oaks from Knuth Road also is desirable.
Neither has much value until the "link" is constructed, but both
will be desirable at that time.

We have today first seen the September 12 traffic study for Tara
Oaks. The two significant requirements contained therein are a

Normally additional conditions would not be placed on an
application this l~te, but clearly it was the applicant's
delinquent submission of the traffic study which made it impossible
to respond earlier.

Mr. Kilday advised that he does not need an 18 month time extension, but.he felt
a three month time extension would probably be cutt1ng1t close. He felt a safe
time extension would be nine months. He would like to look at the overall plan
and decide whether a density reduction is necessary.
Vice Mayor Bradley asked Mr. Kilday how he felt about City Manager Parker's
suggestion to table this item and try to reach a compromise with regard to the
density. Mr. Kilday stated that density had not been an issue until now. He
preferred to present a master plan to the Commission. He pointed out that the
Commission does not bave to approve the master plan if they are unhappy with the
density on it. He also pointed out that even ~1thout an extension, given the
medium land use density, they could come in at that same density and the same
~ 1 ssue would be applicable.
Michael Schroeder, attorney for Bill Winchester, advised that this property has
been marketed since 1989/1990 without success. It is not a very well-shaped
piece of property. It is very long and narrow and it is very difficult to lay
it out. A buyer was finally able to be found and a contract has been signed.
However, in order to get Pulte Homes to sign the contract, a condition was made
that they would be able to built 192 townhouse units on the property.
Mr. Schroeder said Pulte Homes puts out a top quality product which would be a
great addition to the City. He felt the neighbors would be much happier with
this product than w1~ two-story rentals. He was concerned about losing this
project if density 15 lowered. He felt it would be shortsighted of the City to
lose this opportunity, not just because of'the quality of the product, but
because this would be the first step towards gett1qg Knuth Road built. He
pointed out that other projects along this corridor that were approved in the
past were not required to build their portion of ~nuth Road.
Tim Hernandez, Vice President of the South Florida division of the Pulte Homes
Corporation, stated tbat he cannot make this product work at a lower density
because the property's difficult to work with. He advised that the people that
Pulte Homes envisions buying these townhouses are young professionals whose
income ranges between $30,000.00 and $50,000.00 a year. He stated that the
price of the land is not the driving factor in the economic feasibility of this
deal. The factors include the per unit cost of constructing Knuth Road, the per
unit cost of constructing recreational amenities for this community, the infra-
structure, including tbe lake retention, and relocating the gopher tortoises.
He felt this cammun1ty will be an asset to the City of Boynton Beach. He said
he may need 192 units to make this work. He assured the Commission that if he
does get 192 units ~n the site, it is going to be done wtth all the proper land-
scaping, buffers, and entry features. It will be attractive and appealling. He
stated that if he needs to, he will drop a few unlts to make it work. However,
he could not say anygDreat this point without having gone through the whole
site plan process.
Vice Mayor Bradley felt it will be a good product and the project witt be a nice
addition to the City. He appreciated Mr. Hernandez' willingness to at least
consider a tower dens1ty. He asked if the applicant would agree to a seven
month extension.

location. He suggests that it is possible for the City to require
the developer of Tara Oaks to escrow the cost of such a signal ~i

It is my opinion that traffic projections from Tara Oaks are so
light that the likelihood of a signal being required in the future
is minimal. If Knuth Road is constructed through to Boynton Beach
Boulevard, additional traffic would be generated at
WOOlbright/Knuth. That may be pretty much offset by the reduction
in traffic to/from Tara Oaks since residents and visitors will have
the option of going either north or south on Knuth Road.
If the Commission wishes to make the escrow arrangement described
herein a condition of approval of Tara Oaks, we have no objection.

The developer appears to have addressed all comments in Recreation & Park memorandum
#95-379 with the exception of #2 concerning the provision of a clubhouse/meeting room
which is still shown as a cabana.
A cabana is not considered a separate recreation amenity but is considered a part of the
swimming pool. This department feels strongly that a recreation center building
(clubhouse/meeting room) is an essential part of the complete private recr~e.r~ ~ ~.,j

Representatives for the developer have indicated their willingness to provide a different 5th ~ 5' ../-'

SUBJECT: Master Plan Modification: Tara Oaks PUD
The Recreation & Park Department has reviewed the master plan modification for Tara Oaks PUD.
The following comments are submitted:
1. Based on a continuation of 192 multi-family dwelling units (now shown as townhomes), the
recreation dedication requirement mnains 192 D.U. x .0150 acres = 2.88. Based on 1/2
credit for private recreation, the requirement is 1.44 acres in cash.
2. The previous plan shows five (5) recreation elements including a clubhouse. Assuming that
the cabana shown on the revised plan is changed back to a clubhouse/meeting room, the
following listed recreation elements would be recommended for 1/2 credit.
1. Pool
2. ClubhouselMeeting Room (shown as a cabana)
3. Sand volleyball
4. Jogging trail
5. Gazebo/garden amenity (landscaped, quiet area)
3. Provision of the meeting room instead of a cabana may require additional parking based on
Planning Department standards.
4. Jogging trail must be asphalt or other permanent surface to minimize maintenance. Length
must be shown on the plan (1/4 mile minimum).
5. Specifications for sand volleyball or other park equipment must be reviewed by this
department prior to pennit to insure equipment, etc., is of commercial quality suitable for use
by the number of residents in the community.
6. Some parking must be provided for 1he two (2) recreation elements in the southern portion
of the PUD. The original master plan called for a lake instead of a detention area. By
restoring a lake to the site, it is possible that additional usable land may be available for
recreation open space and as a location for parking.
7. The Recreation & Park Department has no objections to dead ending S.W. Congress Blvd.
prior to entering this PUD, but will require arrangements for private landscape maintenance

1. Within the LUI calculations identify the total floor area for
the proposed multi-family units. Also identify the remaining
square footage allowed for the remainder of the PUD to stay
within the maximum allowed square footage for the land use
intensity of 4.
2. On sheet 3 of 6 modify the private recreation data to match
the amenities shown on the plan; example the data identifles
pool, basketball court, cabana, gazebo and jogging trail and
the plan depicts pool, volley ball court, cabana, gazebo and
jogging trail.
3. Correct the parking data on sheet 3 of 6 to include parking
spaces required for the cabana and basketball court. The
required number of parking spaces for the multi-family units
and recreational amenities shall be consistent with the
requirements specified in section 11. H. 16 of Chapter 2 -
Zoning on the City's land development regulations.

Identify the proposed lots by chronologically numbering each
lot. I recommend using a distinguishable symbol to identify
each building.

Modify the master landscape plan to show the north buffer/wall
landscape material consistent with the written agreement
between the Stonehaven Property Association and the property
owner of Tara Oaks. Also place a section line on the master
plan that references the location of the section/profile
drawing depicted on the sheet titled "North property line
cross section". Modify the cross section plan to represent
the buffer identified in the written agreement. On the cross
section drawing indicate the approved maximum height of the
buildings.

Add a chart to the master plan drawing that depicts the front,
rear and both side setbacks for each lot. The setbacks shall
be labeled and include building, screen enclosure (screen
roof), pool (above ground and below ground - the title pool
includes hot tubs, jacuzzies, spas and whirlpools), fences and
accessory structures. Identify in the chart the maximum
building height. Add a note to the chart that identifies
perimeter setbacks shown on the master plan shall take
precedence over setbacks identified in the chart.
5.
Specify on the plan the minimum width and depth of the
proposed lots. It is recommended that a typical large scale
drawing of an interior and exterior lot be added to the
drawing to provide a clearer identification of the proposed
building and site regulations. Add to this drawing the
information requested in comment number 4.
Identify on the master plan the square footage of each
proposed type of unit.
7.
Modify the submittal to include a survey of the entire PUD.
8.
Specify on the master plan that the project shall be platted
and site plan approval is required for all improvements not
included with the plat and construction plans of the required
improvements.
9.
Change the name of the document from "Master Site plan" to
"Master plan".

It is recommended that the landscaping proposed for the east,
west and south perimeter buffer easements be changed as
follows:
East, South and West along church property - from one
tree each thirty lineal feet plus shrubs twenty four inch
on center to a grouping (4 to 6) of small native trees
(minimum height 8 feet) and a grouping (6 to 8) native
shrubs (minimum size 7 gallon) spaced thirty feet on
center plus a continuous native hedge (minimum height 24
inches) spaced two foot on center. The plan view will
depict the landscape material in meandering path rather
than a straight line.

thirty lineal feet and a shrub/ berm combination between
each emergency access gate to a grouping (4 to 6) small

The Recreation & Park Department has reviewed the master plans
for the Tara Oakes PUD. The following comments are submitted:
1) Based on 192 multifamily dwelling units, the recreation
dedication requirement is calculated to be 192 D.U.
multiplied by .0150 acres = 2.88 acres.
2) The developer has indicated that he wishes to apply for one
half credit towards the dedication requirement. In order to
qualify for this credit, the developer must show five
separate recreation elements as indicated in the
sub-division ordinance. 2.88 acres divided by 2 = 1.44
acres. Due to the small size of the requirement, we
recommend a fee be paid in lieu of land.
3) Prior to final plat, specifications must be shown
demonstrating institutional quality recreation equipment is
being installed.

Please be advised of the following Planning Department comments
which should be made conditions of approval for the
above-referenced request.
1. Right-of-way shall be dedicated for Knuth Road and S.W.
congress Blvd. in accordance with Policy 2.6.3 of the
comprehensive Plan. Said right-of-way dedication should
include any right-of-way that is necessary for expanded
intersections.
2. Any roadway improvements or recommendations by the Palm
Beach County Traffic Engineering Division, pursuant to
review under the Municipal Implementation Ordinance of the
Palm Beach County Traffic Performance Standards Ordinance,
shall be incorporated as a condition of project approval as
well as the recommendations of the city's traffic
consultant.
3. Knuth Road shall be constructed by the developer from its
existing terminus near Stonehaven Drive south to Woolbright
Road, including crossings over the L.W.D.D. L-25 and L-26
canals.
4. s.w. Congress Boulevard shall be constructed from its
existing terminus within the Lakes of Tara PUD westward to
Knuth Road.
5. As stated on the master plan, building heights shall be
limited to two stories (30 feet maximum) to protect the
integrity of the "adjacent single family residences in the
Lakes of Tara PUD, Stonehaven PUD and Quail Ridge.
6. The size and exact location of each recreational amenity
shall be specified within the two private recreation areas.
Appendix C, Article IX, section 8.
7. The setbacks and living area stated on the master plan are
minimum standards. Appendix B, Section 9.B.
8. The number of access points shown on the master plan is
acceptable only if the church pod will be under separate
ownership. Article X-Parking Lots, section 5-142(h)(7).
9. Sidewalks are required on both sides of all local and
collector roads (Knuth Road and S.W. congress Boulevard) or
a sidewalk on one side and bike path on the other side.

10. A five foot limited access easement along Knuth Road and

The Fire Department continues to have the opinion that
security gates are detrimental to Fire and Rescue operations.
The minimum performance for security gates is as follows:
1- Gates shall be openable by telephone, with a call from
central Dispatch center.
2- when the gate is opened by the call from central
Dispatch, it shall remain open until the emergency is over;
at which time central Dispatch will be told, by officer in

1. Within the LUI calculations identify the total floor area for

2. On sheet 3 of 6 modify the private recreation data to match
the amenities shown on the plan; example the data identifies
pool, basketball court, cabana, gazebo and jogging trail and
