GEORGE DAVIS, ARCHITECT (PLANS WITHDRAWN FROM SITE PLAN PROCESS)
The Engineering Department is in receipt of the above referenced building permit
application for construction of a parking facility for Applied Polymer Systems,
Inc. The Engineering Department herein returns to you the set of plans along
with the plan check routing slip and the original application, based upon the
following reasons.
1. It is my understanding that the applicant, during a recent Code Enforcement
Board hearing has stipulated to the construction of a parking facility that
would comply with the City's Code of Ordinances.
2. It is my understanding that the square footage of the building was increased
with the addition of a mezzanine floor that was constructed without benefit
of permits and inspections.
3. In accordance with current City records, which indicate that a tenant has
appeared before the Environmental Review Board and has not complied with
Environmental Review comments relative to obtaining occupational license
and providing adequate off street parking.
4. According to aerial photographs, available at your office, there seems to be
no indication that the parking facility, as depicted within the submitted
George Davis plans, was ever constructed prior to this date.
5. There appears to be one small asphalt area at the rear of the building and
the entire facility is undeveloped and is comprised of shell material.
6. The Technical Review Board has previously reviewed a set of plans which
showed required improvements in accordance with Article X, but staff has
additional comments that needed to be resolved prior to sign off. Sign off
has not occurred and the submitted plan by George C. Davis is of a different
character and nature of the plans submitted to the Technical Review Board.
7. The plans were submitted to this office without benefit of T.R.B. sign off
and sufficient information in order for us to determine findings relative
to compliance with Article X and Chapter 19~~~,E,~Y~~e of Ordinances.

8. City Utility Billing records indicate Everglades Warehouse operated at
this location without an Environnmental Review permit subject to comments
generated by the Planning Department which stated the site must be brought
up to code, althought the site was never constructed in accordance with
our Parking Lot Ordinances (reference Jim Golden, Senior Planner, ERB
comments and file notes). David Taylor, agent at that time, dropped out
of the Environmental Review Board process and never obtained an occupational
license although they occupied the building and utilized large sums of water.
9. It my understanding that Florida Pneumatic's occupational license expired
September of 1989 and Applied Polymer began a new water service on 6/22/1990,
therefore the lapse of this site without benefit of occupational license has
exceeded an interval of six months. (Reference Section l3-l6(a)).
10. At the last Technical Review Board meeting the attorney for Applied Polymer
Systems, Inc. voluntarily withdrew the George Davis plan from the Technical
Review Board and site plan review process. The George C. Davis plan is a
subject of this memorandum and as the attorney withdrew this document, I do
not feel it necessary for this office to review it.
I have discussed this matter with J. Scott Miller, City Manager, and recommend
that the applicant resolve all staff comments generated during the review of the
partially completed set submitted by Applied Polymer Systems in conjunction with
their Code Enforcement Board stipulation.
